    Border States Electric (BSE), a ull-line distributoro Hubbell Power Systems products with corporateofces in Fargo, ND, has branches and ofces inArizona, Iowa, Michigan, Minnesota, Montana,New Mexico; North Dakota, South Dakota, andWyoming, and a recent acquisition extends their ser-vice area into Texas. Operating through fve dierentdivisions (Automation, Datacom, Utility, Construc-tion, Industrial MRO, and Power Utility and Gas),BSE has been a Hubbell distributor or many, manyyears. Aaron Vining, Utility Customer Service Su-

    pervisor, BSE,says, Ive been here10 years and have seen our re-lationship with Hubbell grow and geteven better in that time. We have an excellentrelationship with Hubbell.

    The fne quality o that relationship is no coinci-dence. According to Patrick Novak, MarketingManager, Utility Div., BSE. BSE maintains a dedi-

    cated storm inventory or emergencies during thewinter months. We have centralized locations wherewe bring in extra stock or overhead constructionand maintain it through the storm season, he said,adding, We have our own eet o trucks plus wecan rely on dierent carriers throughout our areas.As long as the roads are open, we can get the mate-rial to where it is needed. We have alliance accountswith utilities that were in the storm stricken areasuch as Otter Tail Power Company, Fergus Falls,MN; Northwestern Energy, Sioux Falls, SD; and

    ing to their particularneeds. Also, we have 24-

    hour emergency numbers orour customers to contact us.

    Our sta is available to come inand work extra hours, 24/7 i neces-

    sary, to get material to our customers.Key to our ability to respond quickly is

    our relationship with Hubbell. They havealways responded and serviced us in a timely

    manner with what we need so we, in turn, havebeen able to service our customers promptly in emer-gencies.

    This careul preparation by both Hubbell and BSEproved invaluable as BSE responded to the needs

    o their utility customers ollowing a major post-Thanksgiving ice storm.

    Worst ice storm ever hitsThe worst ice storm ever to hit the eastern region oSD began as a gentle rain on Sunday o the Thanks-giving weekend, November 27, 2005. By Sundayevening reezing rain moved in and ice began ac-cumulating on trees and power lines. On Mondaystrong winds brought blizzard conditions and powerpoles started toppling.

    According to Novak,the storm with its reez-

    ing rain hit most o eastern SouthDakota (SD) rom North Dakota (ND)

    south to Nebraska (NE). It even extendedinto western Minnesota (MN). As described by

    Mike Sydow, General Manager o Maintenance andConstruction SD and NE, Northwestern Energy,Sioux Falls, SD, We had broken poles, broken cros-

    sarms, broken conductor, and broken insulators. Theice accumulated rom inch to 2 inches radius onthe lines and ormed an airoil. The blizzard Mon-day with sustained winds o 40 to 45 mph gustingto 70 mph caused severe galloping o the lines andliterally trashed mile ater mile o line. It aectedvirtually our entire customer base with everythingrom 4160-V distribution lines to 115-kV transmis-sion. According to the South Dakota Electric Coop-erative Connections magazine, the storm caused anestimated $20 million in damages to 19 o the states

    29 electric coops; 12,000 power poles were down,about 9000 miles o power lines were damaged, and21,800 cooperative members were without electricity.

    Novak said that although Otter Tail Power Com-pany and Northwestern Energy were the two inves-tor-owned utilities most aected by the storm, thetransmission system o East River Electric PowerCooperative, Madison, SD, was heavily impacted aswere Cass County Electric Cooperative, Kindred,ND, Central Electric Cooperative, Mitchell, SD,Dakota Valley Electric Cooperative, Edgeley, ND,

    and Minnkota Power Cooperative, Grand Forks,ND. In Minnesota, Lake Region Electric Coopera-tive, Pelican Rapids, MN; Red River Valley Coop-erative, Halstad, MN; and Travers Electric Coopera-tive, Wheaton, MN, were also severely hit. AndrewSpecht, Material Standards Engineer, Otter TailPower Company said, We had broken poles andcrossarms, and conductor breaks. The damage wasprimarily to our distribution and subtransmissionsystem with about 800 poles broken.

    Speaking o East River Electric Cooperative, Dan

    Wall, Manager o Transmission and Engineering Services, said,East River is a transmission co-op delivering wholesale powerto 21-member electric distribution systems and services the east-ern hal o SD rom the ND border to the NE border and eastto the MN border including 13 counties in MN. This was theworst ice and wind storm the co0ops have ever had to deal within the state o SD. East River Electrics transmission consists o

    69-kV lines on wood poles. All in all, the ice storm and blizzarddestroyed 1200 East River transmission poles; 750 miles o trans-mission lines were aected by the storm; and 42 o the systemssubstations went out o service.

    Comparing this storm to others in his experience, Jim Edwards,Assistant General Manager o Operations, East River ElectricCooperative, said, East River Electric has been hit hard by icestorms beore, but never have I seen such a widespread event.Transmission lines and poles were just at on the ground along anearly 200-mile-wide corridor. From a quarter to a third o ourload was o line due to the extensive damage. Sydow said, Inthe 28 years Ive been here, this is the most widespread, largestsingle event that Ive ever seen.

    Commenting on the challenges o restoring power to such awidespread area, Larry Ahrendt, Purchasing/Inventory Supervi-sor, East River Electric Cooperative said, Along with brokenpoles we had broken insulators and broken and burnt conductorinvolving a wide variety o structures, conductor, and hardware.In getting material to our crews, we were working with many di-erent sizes and needs which made getting the right supplies verychallenging. Although we keep around 200 poles and structureson hand to rebuild in an emergency, this storm surpassed oursaety stock by a lot.

    Central Electric Cooperative, Mitchell, SD, was one o the hard-est hit distribution cooperatives. Douglas Schley, Materials andPlant Supervisor, said, We had at least 3,000 poles down andprobably some damage on every east-west line in an area 30 to 40miles wide and 50 miles north to south. Over a third o our proj-ect was aected with six out o eight counties declared a naturaldisaster by FEMA (Federal Emergency Management Administra-tion). Working with 196 outside linemen, it took us 17 days toget power restored to all customers.

    Restoring PowerWall reported that because this storm covered such a large geo-graphic area, East River Electric broke the work o restorationdown into fve regions and in eect ran fve separate storm jobsand unneled materials into each region. He said, We set up acommand center or materials and linked this center to engineer-ing. As reports rom the feld regarding damage came into engi-neering, they would issue material needs to the command center.In the feld, we had the National Guard with snow movingequipment to open roads and help in getting people and equip-

    ment up to the lines needingrepair. Manuacturers broughtmaterials to our pole yard whereit was sorted and in many casesput on National Guard trucks go-ing out into the feld.

    Ahrendt said, Normally an icestorm is centralized in one region.In this case we had 44 dier-ent locations in the fve regionswhere we had storm damage. Justthe magnitude o the damagewas overwhelming. We had 150people working in addition toour own crews. There was a loto ingenuity at work to keep thecrews supplied with materials andeveryone working.

    At Northwestern Energy, Sydowreported power completely re-stored in the second week ater the storm. He said,We did a lot o temporary work then we went backto rebuild to permanent status. A ew products weredifcult to come by, such as 115-kV wishbone assem-blies, 27-kV and 34.5-kV pin insulators, and ridgeirons, because o the large volume required by bothNorthwestern Energy and neighboring utilities.

    Hubbell and Border StatesRespondOn Monday, November 28, 2005, at 6:30 am, TimKosir, Hubbell Power Systems Territory Manager,Victoria, MN, received a call rom Border Statesto let him know that it was raining in eastern SDand beginning to reeze on the power lines. Kosirresponded by notiying various product marketingmanagers who in turn put key Hubbell personnel onstorm alert. Kosir said, We received our frst stormorder late Monday aternoon and had it on the road

    that evening to Sioux Falls. We went into what Hub-bell Power calls its storm response mode in whichall personal such as customer service, order entry,manuacturing, warehousing, and shipping are avail-able 24/7 to do what is necessary to get products toour customers. Kosir reported that Otter Tail Powerpurchased more than 400 115-kV Ohio Brass (OB)polymer post insulators or their 115-kV line rebuild-ing. East River Electric ordered 1000 69-kV polymersuspension insulators late Friday aternoon (Decem-ber 2) and Hubbell had 500 built and on the road

    that evening, he said. On Saturday, December 3,East River Electric ordered 400 2 inch 69-kV OBpolymer post insulators which were manuacturedand shipped on Monday, December 5, along withthe remaining 500 polymer suspension insulators.

    Novak said, Hubbell had their customer servicepeople available to us at all times. One o the major

    eatures o Hubbell is that we are able to place or-ders directly to their distribution center in Centra-lia, MO. They have the material there or the mostpart and deliver what we need on time. We can planor the average storm, but this event was so largethat we had to rely on our manuacturers and Hub-bell had a great process to get us through it. Novaksaid that on a scale o 1 to 10, Hubbell rates a def-nite 10, absolutely, because they have a planned pro-cess to take care o any emergency, plus what theydidnt have in stock they were able to manuacturepromptly. Hubbell even ships product on dedicated

    trucks so it gets here in less than 24 hours, ratherthan three to fve days. From customer service tomanuacturing, their response was top notch. TheHubbell people understood immediately that thiswas an emergency and reacted accordingly.

    Chad Low, Utility Inside Sales or Border Statesrelated, We were getting daily trucks rom Hub-bell that would arrive at our warehouse sometimeslate at night. The materials were unloaded then puton our trucks or delivery to our customers the next

    morning. The ollowing morning wed have anotherHubbell truck in. While we were working sometimesrom 6:00 am to 2:00 am the ollowing day, wecould not have served our customers as well withoutthe excellent response and help rom Hubbell. Noother manuacturer could have responded the waythey did.

    Citing an example o Hubbells dedicated respon-siveness, Sheila Larson, Inventory Planner or BSEsaid, Jo Ann Peyton, our Hubbell customer serviceperson or this area actually drove her own car toColumbia, MO, rom Centralia, MO, on a Saturdayto get some Fargo line splices on a plane to us or

    overnight delivery.Central Electric Co-op was the frst customer tocontact BSE according to Brad Kvalheim, UtilityAccount Manager, Border States. He said, That callcame in just ater midnight early Monday morning.They didnt know exactly what they needed, butknew they needed materials because they were outthere dealing with storm damages all day Sunday.They said, Weve got a list o material were send-ing. We dont expect it right now, but were going toneed it tomorrow. Low said, Monday was the frst

    day o recovery and Central Electric was the onlycustomer to get a delivery that day. The roads werenearly impassible, but our Border States warehouseoreman made the delivery, taking about 4 hours totravel the 75 miles rom Sioux Falls to Mitchell.

    Recounting the same incident, Schley rom CentralElectric said, I placed my frst order just ater mid-night Sunday night. I had Brad Kvalheims homenumber and actually got him out o bed. He got theorder flled early the next morning and got a truckon the road, realizing that i I was calling at that

    time o the night, then there was somethingmajor going on.

    Otter Tail Power dispatches out o a centralwarehouse. As explained by Specht, Ship-ments come into our central stores and arerepacked beore going out to the feld. Occa-

    sionally BSE would bypass our central storesand go right to the storm aected area. BSEgot us virtually everything we needed and ontime. The storm was so wide ranging that weexhausted the local supply. BSE was very cre-ative in fnding material rom other areas.

    Lori Peterson, Procurement Coordinator,Northwestern Energy, is responsible or allthe purchasing or SD and NE. To get ma-

    terial to where it is needed or rebuilding, she said,We use our own trucks, but also BSE delivered

    to any o our job sites directly as needed. They rantrucks continuously and were willing to make deliv-eries at any time o the day. Also BSE brought peoplerom their Fargo, ND and Sioux Falls, SD ofces towork in our warehouse acility. They helped expeditedelivery on material needed. It helped that we didnthave to try and reach someone by phone.

    Ahrendt said East River had ordered various sizes oOhio Brass 69-kV polymer insulators: suspension,side-mount, and pole-top. He said In many casesHubbell was able to borrow rom other customers

    who were not in as dire need as we were to satisythe order. Also, Hubbell actually stopped the usualproduction lines and manuactured what we neededinstead. I think that everyone at Hubbell did every-thing that was humanly possible to supply us withthe necessary materials, such as running designatedtrucks to expedite delivery. Summing up his obser-vations, Ahrendt said, I think Hubbell and BSE didan extraordinary job to help us out o this situation.I really couldnt be happier with the results.

    ConclusionThrough cooperation, careul planning, real prepara-tion, dedicated personnel, and understanding andresponding accordingly to their customers needs,Hubbell Power Systems and Border States Electricalways help utilities get the lights back on as soon aspossible.

    recently held in Overland Park, KS, OG Andy An-derson was inducted into the International LinemansMuseum by museum Founder/Curator, Andy Price,Shelby, NC. Six inaugural inductees, in addition toAnderson, were honored in the ceremony. Andersonsdaughter, Sara Reams, o Atlanta, GA accepted anaward in honor o her ather. Steve Gordon, Chance,accepted the award or the Company.

    The ollowing inormation about the lie o Andersonwas provided by Chance to assist judges in the selec-tion process o the frst inductees into the museum.

    Andy Anderson was a giant among utility giants.Gentleman. Husband. Father. Still remembered andrespected as the man who made a major impact on theuse o live line tools or working on energized lines.

    Anderson started as a lineman with Alabama Power

    in the 1930s. He joined the A. B. Chance Companyin 1938 as the frst Chance live line tool demonstrator.His travels in training linemen took him acrossthe country and throughout the world. He was agreat communicator and was noted or his abilityto remember names o those he worked with years

    ater even only casual introductions. Stories o Andy conducting training rom the top o a pole andlooking down at eager students and remembering names rom his last training session that may havebeen years beore abound. Pulling his Chance tool trailer, making presentations, showing movies anddemonstrating the tools made Andy a welcome visitor and riend wherever he went. As Andy once put it,I sold a whole shirttail ull o tools.

    Besides training, Andy brought his ideas back rom the feld and working with Chance engineersspearheaded the development o many tools and techniques still used today. Andy was especially proudthat none o the thousands o linemen who learned rom him ever was injured while working with him.

    A testimony to the respect our industry has or Andy Anderson is that Andy may be gone but his nameand stories about him still circulate within the industry even though he let the stage more than 30 yearsago retiring rom the A. B. Chance Company in 1975 as international product manager.

    His tenure with Chance spanned 37 years. In 1983, Andy died ater a long and productive lie.

    Andy will be remembered as a man whose main working challenge was to show linemen that live linemaintenance could be done saely with the proper tools and established procedures.
