TMTC is the leading "grass roots authority" for establishing and managing off-road parks for
motorized usage in Texas for All Terrain Vehicles, Motorcycles, Trail Bikes and Full Size 4x4

Acquired in 2007, this Texas Motorized Trails Coalition property Escondido Draw Recreation
Area (EDRA) offers motorcycle, ATV, and OHV enthusiasts 3,400 acres to ride in. It is located in
western Crockett County, approximately 30 miles southwest of Ozona off of CR406. The park
facilities and trail systems were designed and constructed specifically for motorized off-road
purposes. The park has 35+ mile single track trail for dirt bikes and 23+ miles of scenic trails
and challenging hills for ATVs and OHVs. TMTC volunteers built the recreational trail system.
When the property is completely developed, it will provide overnight camping/RV and a wide
range of motorized trails supporting all levels of challenges. Under construction are numerous
property improvements which include a RV Park with potable water, sewer, and 50 Amp
electrical service; office, showers, restrooms, and a pavilion. http://www.escondidodraw.org/

Scope of Work
Bids are invited for work to construct a Water Treatment Plant and Maintenance Building at EDRA. See items C and D in the EDRA Park Layout on page 1.
All construction must be built with “sustainability” in mind. It must be simple, functional, and most of all low cost to maintain. Your bid can propose enhancements to the current design if it promotes sustainability and lowers costs.
The project has 2 parts – a 30 ‘x 50’ building and the water treatment plant housed a section of the building. Both parts can be bid either combined or separately based on the bidders capabilities and experience.

Maintenance Building
Specific requirements of the building are outlined below.
Building Requirements List:
The building must be Architecturally Certified with Engineered Drawings. See page 14 for
building architectural design specifications.
The building is to be built from the foundation to the roof including all finish work
Dimension is 30’ 6” x 50’
The building must be highly fire resistant
Must have sufficient roof wind uplift resistance consistent to combatting weather in the
area
Exterior built with HardiePlank Siding or a heavy 24 gauge or better coated lap seam metal
exterior preferred with 14 Gauge Framing or better
Roof may be metal Galvalume, metallic-coated steel sheet with high solar reflectance – 40
year life – with all metal roof and trusses. The roof must be highly resistant to heat (energy
efficient), hail, wind, fire, and freezing/thawing
Utilities
o Electric – Must be wired and terminated as designed. Power comes from the meter
located at the northeast corner of the building.
150 amp services needed – All services must be labeled at the breaker box. Power
estimated to be 22,987 VA 120/240 1Ø.
o Septic – no septic
o Water – no water e.g. sinks, except in Water Plant
The building houses a Chlorination Room, Tool Room, and Equipment Maintenance Bay
Motion sensitive security lights must be installed mid building on each side
Interior walls/ceilings are R-13 Insulated or better. Spray on Poly Urethane Foam insulation
is preferred inside the building

Interior walls are finished in ½ BC Plywood Sheathing painted light gray
There are specific foundation plans for the Water Treatment System (pumps, controls) –
excavated to 8” as needed to accommodate plans. The foundation must be set on the Bed
Rock approx. 8” to 12” deep. The foundation must be high enough to prevent the highest
flood water entry at least to elevation 2523 ft.

Equipment Maintenance Bay - Capable of being open – using (2) two drive through roll up
sectional doors 12 ‘tall x 16’ wide. Each door has an opener with wall mounted switch.
Will house and power a 220 volt Welder and 220 volt 5HP air compressor/tank for airing
tires with remote filler for public use (through exterior wall).

Has a Tool Storage Room with one door for secure access and 2 windows - is lockable
Has a Work Area with a drive-through single garage bay with 16 ft. sectional doors and 3
windows

Built to be corrosion proof (will house chlorine gas tanks)
Each room has floor drains
Each room are sealed compartments with ventilation each having 1 door and 1 window
Water chlorination plumbing and equipment is part of a separate scope of work
The Chlorination Room - must be ventilated; prepared for installation of two (2) wall
mounted HVAC units – comparable spec for Friedrich EP18G33 window unit in size
Has wall prepped for Electric Unit Heaters for freeze protection

Specific requirements of the Water Treatment Plant are outlined below.
TMTC has purchased the Water Tanks – three (3) 5000 gallon Water Storage tanks (2
non-potable and 1 potable) and one (1) 750 gallon Water Pressure Tank. Contractor
must secure tanks to their concrete foundations.
Plant plumbing will allow for the easy addition of a 4th Water Storage Tank to be used as
Treated Water (Potable).
From the Water Treatment plant a Well Pump on/off switch will be installed in the
Control Room.
The Water Treatment Plant must be demonstrated and tested it works as designed to
both TMTC and to the TCEQ during inspections.
All equipment must be properly labeled (if the manufacturer does not) and wiring /
water lines marked clearly.
Necessary warnings / dangers are sufficiently identified and marked with signs. Will
have warning signs visible from the road.
Training will be provided to at least 2 TMTC/EDRA Board members on how to operate
the plant, take water samples for lab testing, and general periodic maintenance such as
how to safely exchange chlorine tanks.
A operations and maintenance outline must be written accompanied with all equipment
operational guides and technical manuals.
Contractor will be responsible for providing first (installed) and second (spare) set of
supply consumables not limited to chlorine / tanks, filters, and water testing equipment.
A local source of supplies must be documented and documented in the procedural
guide. A technical contact must be named in case there are questions after
construction, testing, and training completion.
Water Treatment System Controls are outlined on next pages. A complete set of
drawings are accessible from web link in Engineering Plans and Specifications on page
14.

General Requirements
Contractor will be responsible for providing materials, equipment, and manpower necessary to complete the job. Contractor will be responsible for the installation of all utilities specified including water and power.
Contractor will be responsible for making sure inspections pass TCEQ criteria. TCEQ “water quality” inspection must be scheduled by contractor 5 days prior to the actual inspection.
All building colors must blend in to the land to appear as a part of the natural environment and not to stand out vividly.
Contractor must secure all water treatment equipment to their foundations including water and pressure tanks.
There should be no loose hanging or unlabeled wires.
Upon completion, all water lines are to be pressure tested from the Well to Final Distribution Points.
The Maintenance Building must be weather tight with no rainwater or wind/air leaks. Roof must be able to survive high winds and severe weather.
The building must be physically secure/intrusion resistant to adequately prevent or delay intentional break-ins.
All utility lines must be insulated/protected from cold and heat.
Externally exposed wood must be treated and painted with 20 year plus protectant.
Exposed metal must be protected from rust and corrosion.
Electric power must be connected to the Rio Grande Electric Coop transformer connection from the service disconnects at the building and water treatment plant. This will have to be coordinated with RGEC.
A level surface grade will be left at completion of work and remaining/extra/spare materials neatly organized in one place.
For a period of 1 year after payment of final invoice, technical support is to be provided on equipment and a warranty on all workmanship.
Pricing and Invoicing
Project pricing can be fixed fee (do not exceed pricing) or time and materials (total estimate by the hour by labor type rate). With either pricing approaches the scope of the proposal should be clear on how invoicing will be presented. A Rate Card with each laborer type rates must be included for pricing any change requests. The proposal must have an estimated duration or schedule for the project. Include detailed expenses such as travel and lodging.

Contractor will have to inventory any available materials owned by TMTC at the building site prior to bidding and include them in their bid to lower costs.
Invoices will be paid upon presentation of an itemized invoice for a milestone achieved. For example, upon the completion of the foundation, or framing, or roofing a payment for the submitted invoice may be paid. Divide up the work into weekly or monthly logical units of work.

All proposals submitted should be marked clearly on the outside of the sealed envelope/or email with the project name and date. TMTC will receive proposals for the project until November 30, 2015 at midnight. Expected project start and completion is to be determined at bid award. Proposals will be opened privately by TMTC and held for a period not to exceed 30 days from the date of the bid closing for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award. Bidders will be informed as to the results within thirty (30) days after bid closing. Proposals will be evaluated all together using a proposal evaluation matrix. Those who are able to provide the most complete and detailed responses will have greater weight added to their score. Award of the contract may include full consideration of Fixed Bid price, Time and Material total estimated and unit prices, availability, completion time, projected travel expenses, insurance, work warranty/guarantee, references, and qualifications. TMTC reserves the right to reject any and all proposals and to waive any irregularities and informalities. In
case of ambiguity or lack of clearness stating the price in the bids, TMTC reserves the right to consider the
most advantageous construction thereof or to reject the offer.

Special Instructions to Bidders This contract is contingent upon the release of funds from the Texas Parks and Wildlife (TPWD) OHV Program – Grant Administration division. Any contract awarded under this invitation to bid is expected to be funded in part by financial assistance from the TPWD. Neither the State of Texas nor any of its departments, agencies, or employees will manage or be a party to this bid contract, or any resulting contract.
The following insurance, bonds, and warranty must be addressed in the bid:
Certificate of Insurance – liability and workman’s compensation insurance for contractors and sub-contractors. Contractor shall carry liability insurance with the minimum of One Million Dollars for injury to or death of one person, One Million Dollars for injuries or death suffered in one accident and One Million Dollars property damage. Statutory Workman's Compensation insurance and shall provide Owner with proof of such insurance.
One year warranty and guarantee on a contractor’s general workmanship is required for one year from the date of Final Completion (invoice date).
