If you are considering starting or ex-panding a small business, the CountyEnterprise Board funded by the De-partment of Enterprise, Trade andEmployment should be your startingpoint.  The Tipperary North CountyEnterprise Board launched a revisedsuite of financial supports in Novem-ber 2009.  These new financial sup-ports replace the Capital, Employmentand Feasibility Grants which wereproffered by the County & City Enter-prise Boards over a sixteen year peri-od. The new scheme of aid includesFeasibility/Innovation, Priming andBusiness Expansion Grants. TheBoard also offers the support of Men-tors, Advisers and Specialist Consult-ants at just 10% of their cost toindividuals thinking of starting or ex-panding a business or indeed thosewith serious business issues or con-cerns.

Applications for Priming Grants maybe made by sole traders, partnerships,community or limited companieswithin the first eighteen months ofsetting up the business and BusinessExpansion Grants may be awarded tobusinesses that are in existence morethan 18 months.  The criteria underwhich funding is available from theBoard is based on factors such as thesector of the economy in which anenterprise is operating or intends tooperate and the proposed size of theenterprise. The Board can assist in theestablishment, and/or development, ofnew and existing enterprises providedthat the business is in the commercialsphere; there is evidence that a marketexists for the product/service; theproject has the capacity for growthand new job creation and the enter-prise will employ no more than 10staff. (The needs of qualifying firmswith greater job creation expectationsmay be dealt with by Enterprise Ire-land.) Along with the above eligibilitycriteria there are certain priorities andrestrictions imposed such as:- prioritymust be given to enterprises in themanufacturing or internationally trad-ed services sector which over time candevelop into strong export entities andgraduate to the Enterprise Irelandportfolio; tourism enterprises aimedpredominantly at overseas visitors;local services promoted by the unem-ployed, those recently made redun-dant and women re-entering theworkforce.  Local services promotedby the unemployed or women tryingto re-enter the workforce may be aid-ed provided that those enterprises donot give rise to deadweight or dis-placement.

Boards are in a position to offer amaximum Priming or Business Devel-opment Grant of 50% of the invest-ment or €150,000 whichever is the

lesser. However, it is expected thatgrants over €80,000 and up to€150,000 will be the exception andwill only apply in the case of projectsthat clearly demonstrate a potential tograduate to Enterprise Ireland and/orto export internationally. The maxi-mum Feasibility / Innovation Grantpayable will be 50% of the investmentor €20,000 which represents a signifi-cant increase on the old scheme wherea maximum grant of €5,100 applied.

Speaking to the press about the newfinancial instruments, Rita Guinan,CEO with the Tipperary North CEBstated that the new grants could nothave come at a better time. The grantsare extremely flexible and will allowthe Board to support all business startup costs. The increased grant levelsmeans that the Board can now offergreater incentives to new and existingentrepreneurs and should also help toencourage the unemployed and thoserecently made redundant to considerbusiness start up and self employmentas a real alternative. The grants maybe paid in addition to the Back toWork Allowance or Enterprise Startin the case of qualifying applicants”Ms Guinan said.

The Tipperary North County Enter-prise Board is also running a series oftraining programmes over the comingmonths and owners/managers seekingto improve the performance of theirbusiness are now invited to considerparticipating in theworkshops/programmes listed below.Early booking is advised as numbersare strictly limited and places are allo-cated on a first-come first-served ba-sis.

Start Your Own Business (FETAC Ac-credited).  This programme will be ofinterest to new start-ups or those con-sidering setting up their own business.The course runs one night per weekover 10 weeks.  On completion partic-ipants will know how to write a busi-ness plan, have learned about the legalstructures available to set up a busi-ness, identified what market researchis about and have learned about pric-ing, costing and budgeting.  A partici-pant fee of €60 will apply and feeexemptions may apply to the unem-ployed.

Management Development Pro-gramme is aimed at existing firms,and will involve a mix of 25 grouptraining workshops and one-to-oneon-site trouble shooting visits.  Aninformation breakfast event will takeplace in the Abbey Court Hotel onWednesday 3rd March and the actualprogramme will start on Wednesday,24 March and will run weekly over athree month period in Nenagh.

When we do two things at once,are we being more efficient orwasting time?

It’s a well documented fact(myth) that women make greatmulti-taskers. Or is it thatwomen have trained themselvesto juggle activities, and onlyreally prioritise whennecessary? (I must take thechildren to school before I canstart writing up that report thatwas due yesterday). It doesn’tnecessarily mean that they aregreat multi-taskers. Womenpride themselves in jobs welldone, but switching fromactivities and back againrealistically involves extra time,as well as a cognitivechangeover from one task toanother: changing from taskone to task two and back totask one – then on to task 3,back to task two, a little on taskone and over to task 2 again. Ittakes greater concentration andmore time to finish the threetasks in this fashion, ratherthan completing them one at atime.

A study in the Journal ofExperimental Psychology:Human Perception andPerformance (Vol. 27, No. 4)suggests that multitasking mayactually be less efficient(especially for complicated orunfamiliar tasks) because ittakes extra time to shift mentalgears every time a personswitches between the two tasks.

While the JEP study seems toindicate that multitasking isn'tvery efficient, its findings aren'tdefinitive, according to anotherstudy in Psychological Science(Vol. 12, No. 2) by Eric H.Shumacher, PhD, of the

University of California,Berkeley, and colleagues. Thatstudy found that, under specialcircumstances, people can dotwo different tasks at oncewithout much interference,particularly if the tasks are well-practiced and do not physicallyconflict with each other.

There is another element tomulti-tasking that involvesdoing two tasks simultaneously– speaking on the phone whilewatching tv (can you do bothequally well?) Speaking on thephone while driving (can youconcentrate on both equally?).This is different from constantlyswitching tasks.

Some multitasking is veryachievable – texting whilewaiting for a train to arrive, forinstance, or reading thenewspaper on the train. Usingthis “wasted time” waiting is aperfect opportunity to getthings done, but it’s not strictlymultitasking as the waiting ortravelling is passive, and thetexting / reading is active. Bothactivities are donesimultaneously.

Another aspect of “multitasking”is distraction. We choose to bedistracted from activities.Working from my office athome, I must be vigilant aboutstaying away from domestictasks during office hours. Imust constantly motivatemyself to follow through withmy goals, and not be constantlydistracted by email, twitter,blog-posts, great articles that IMUST read etc etc. It’s aconstant battle! Throw in a badhair day or some good oldprocrastination, and it can makea day very tedious indeed.

So next time you find yourselfdoing 3 different things: Areyou

multi-tasking (doing morethan one thing simultaneously)

juggling (flitting from task 1to 3 to 2 to 1 again)

procrastinating (doingANYTHING else other than whatyou should be doing)

HSE Community Games volunteersrecognised for at the National AreaAwards Event

Volunteers, from 700 HSE CommunityGames areas were rewarded for theirhard work throughout 2009 at the HSECommunity Games Area Awards Eventheld on Saturday 6th February 2010 inThe Carlton Shearwater Plaza Hotel,Ballinasloe, Co. Galway.  The awardsare a celebration of the excellent workand dedication of volunteers from thoseareas within HSE Community Gamesthat have achieved high levels of partic-ipation by children in a wide range ofsports and cultural activities throughoutthe year.

President Miceal Curley welcomed allthe areas to the function and congratu-lated all the winners. He praised themfor their efforts in keeping the spirit ofHSE Community Games alive. He wasdelighted with the number of peopleattending and welcomed the specialguests, including Deputy Noel TreacyTD, Mayor of Ballinasloe Mr. JohnWalsh and his wife, Mary.  The AreaAwards are one of the highlights forvolunteers on the HSE CommunityGames calendar. Speaking at theawards, Deputy Noel Treacy TD spokeof the importance of organisations suchas HSE Community Games in promot-ing physical activity and communityspirit in times like these.

Carmel Greally congratulated all thewinners of the area, volunteer andyouth awards and urged all volunteersto continue the good work in their re-spective areas and Counties. She paidtribute to the HSE for their continuedsupport of Community Games andstressed the importance of a partnershiplike Community Games and the HSE.As part of the overall ceremony, thirtyareas, twenty eight volunteers andtwenty four youth volunteers were pre-sented with prizes for their excellentwork in HSE Community Games.

St. Flannan’s from Moneygall were theCo. Tipperary Area Award winners.They beat off stiff competition fromareas such as /Lisronagh, Nenagh andBallingarry to win this prestigiousaward.  In attendance at the award cere-mony from St. Flannan’s was Chairper-son Willie Jones and his wife Teresaalong with County Chairman SeamusHogan and his wife Joan Hogan who isCounty Assistant Secretary.  Also at-tending on behalf of the County Boardwas County Secretary Kitty Englandand her husband Mick England fromRoscrea.  Willie was presented with theArea Award on the night by NationalDirector Pauline Martin-O’Rourke alsofrom Roscrea.

The winning of this award is a massiveachievement especially from such asmall area as St. Flannan’s.  Thisachievement was made possible by thewonderful work of the dedicated com-mittee of Willie, Geraldine, Bríd, Sea-mus, Joan, June, Josie, Una, Collista

and Deirdre.  Past members who havealso contributed to the groundwork inSt. Flannan’s are Jimmy Treacy, Paddy& Sarah Byrne, Ann Jones, Alice Ber-gin, Pat Kirwan and numerous othervolunteers who have given their time sofreely to Community Games.  Also in2009 three St. Flannan’s men held piv-otal positions during the MunsterGames, Seamus Hogan was the Mun-ster Games Director, Willie Jones co-ordinated the Girls Soccer with FabienJones co-ordinated the Boys U-11 Hurl-ing.  They were ably assisted by JuneWhelan who refereed Munster TagRugby, Joan Hogan Assistant GamesDirector and Carol Hogan was theMunster Trophy Co-ordinator.  Forsuch a small area as St. Flannan’s tohold six key posts within last year’sMunster Community Games Finals isan indication of the commitment anddedication of the volunteers from Mon-eygall.  County Chairman Seamus Hog-an was an extremely proud man on thenight when he justifiably expressed hisdelight in his own Area for winning thisvery significant award.

Also on the night Peggy Colville fromFethard received a Volunteer Recogni-tion Award.  Peggy has served on theCounty Committee for over 20 years,during which time she has held manyresponsible positions and has represent-ed Tipperary at National level.  She isone of the unsung heroines of CountyTipperary Community Games with allthe work she carries out in promotingthe organisation.  Peggy is always read-ily available to everyone and anyoneand regularly provides sage guidance inrelation to many issues.  Her hard workcame to fruition in 2008 when shewrote a book entitled “County Tipper-ary Community Games – A History”.She had spent a considerable length oftime researching this book which isavailable for purchase from any com-mittee member for a sum of 10euro.

Abuse of children

One of the most common and mostharmful effects of abuse is dissociation,which is not easy to explain. The child isunable to bear the emotional impact ofabuse. The normal reaction to danger is tofight or to take flight. A child cannot dothis, and so they freeze their feelings, andshut out the unbearable reality of the pain.This means that they dissociate the painand freeze it in time. Children split offpart of themselves to hold the trauma ofabuse. These children have splitidentities, and if the abuse continues theidentity which holds the trauma maybecome more prominent, and so causesmany problems for the child when theybecome adults. Their real self (the selfthat existed from the time they were bornuntil the abuse began) may be hidden.Only after extensive therapy will this realself emerge again, and it can bedistressing during the time of exploration.Such children may also have worries thatthe abuse might happen again (andresearch shows that such children are atrisk of being abused again), and a strongfeeling of guilt that they did somethingwrong. They also suffer long term effectssuch as running away from home,becoming drug and alcohol abusers andall the consequences of that. We needonly look at the histories of manyprisoners to see the results of child abuse.Bullying is another form of abuse. It maycombine physical, psychological andverbal abuse, and it may involve onechild bullying another, a group ofchildren against a single child, or groupsagainst other groups. It is cruel, andinvolves a lack of compassion, and a lackof concern of how the victim feels. As inadult abuse it has to do with power andcontrol, and with the victim being blamedfor the abuser’s behaviour. It can lead tosuicide. Most schools now have anti-bullyingpolicies, and try to make being part of the

school community an inclusive andpositive experience. When I was a schoolPrincipal my colleagues and I drew up ananti-bullying policy, and I had tointervene in many bullying episodesinvolving both boys and girls. It alwaystook much longer to sort out bullying byfemales. They tended to bring victims’families into the conflict by makinginsulting statements about familymembers, and especially about theirmothers.Teachers, too, can bully children. We hadgreat power, and not so long ago did nothesitate to use it. It is perhaps ironic, butequally sad, that nowadays some pupilsbully teachers, and cause them muchmisery. There is only one outcome frombeing abused - misery.Bullying of children can take many formssuch as name calling, using nicknames,being picked upon, being excluded (afrequent form of abuse among girls),being told that they are too fat, too thin,stupid, and so on. Very often thosechildren who inflict pain upon others arethemselves the victim of abuse and ofdysfunctional families. The victimssometimes have particular characteristics.They may have low self-esteem, beinsecure, lack social skills, become easilyupset, appear powerless, have somephysical defect.
