ROAD SAFETY IN EAST
LOMBARDY: SITUATIONAL
ASSESSMENT

BRESCIA AND IN MANTOVA
FIRST OUTCOMES AND
CONCLUSIONS
1. INTRODUCTION: SOL
“SAVE OUR LIVES”“SAVE OUR LIVES”
SOL “SAVE OUR LIVES”
SOL is a € 3.5 million transnational project in
8 Central European countries focusing on
road safety and sustainable mobility at the
community level.
SOL is cofinanced by the European
Programme of Territorial Cooperation
“Central Europe”.
SOL “SAVE OUR LIVES”
In Italy, the SOL Project focuses on the 4
provinces of East Lombardy.
ALOT is the leading partner of the project,
the University of Brescia (DICATA
Department) is giving its academic and
technical support.
2. SITUATIONAL ASSESSMENT
SITUATIONAL ASSESSMENT
The first step of the project was to implement the Community Situational Assessment:
1. Stakeholder Map
2. Road Safety Assessment
3. Institutional Capacity Assessment
4. Public Knowledge and Opinion Survey
 number of accidents, killed and injured;
 risk indicator;
 number of killed by age and by road user,
number of killed in accidents involving drivers
impaired by alcohol and killed due to
inappropriate speed;
 number of killed by road type and by time of day;
 severity index;
 motorization rate;
 performance indicators.Analysis & Elaborations

PUBLIC OPINION SURVEY
459 inhabitants of the East Lombardy took part in the Public Opinion Survey by means of
an on-line questionnaire

Dangerous situations on the road happen to us because of a bad luck 3.11
I often feel that I do not have influence on things that happen to me on

The respondents answered the following question according to a 7-point scale “To what
extent do you agree with the following statements”. The table includes mean results (higher
score means bigger acceptance of the statement):

3. PILOT PROJECTS IN
BRESCIA AND MANTOVABRESCIA AND MANTOVA
RS & PUBLIC TRANSPORT
Road Safety & Public Mass Transit
Province of Brescia
RS & PUBLIC TRANSPORT -BRESCIA
The pilot will be focused on infrastructural issues and on the safety role that a
correct location and design of bus stops and of related pedestrian ways can play in
the whole transport network. The campaign will integrate road safety inspections of
bus stops with awareness raising of dangerous situations involving different road
users in proximity of dedicated bus stops.
RS & PUBLIC TRANSPORT
Most important steps (past and futures), milestones, deliverables
and deadlines
1.Analysis of the Public Transport System in the Province of Brescia

2.Improvement of the RS Assessment with a focus on crashes that involved
buses (ongoing)

The campaign will increase awareness of the seriousness of the accidents involving
trucks and consider possible educational measures to improve the safety of the
drivers and vulnerable road users by addressing issues such as respect of traffic
rules, fatigue and sleepiness and by promoting road safety at work and vehicle
safety

Most important steps (past and futures), milestones, deliverables and
deadlines
1.Analysis of the Truck Mobility System in the Province of Mantova and in the
other Provinces of East Lombardy (done)
2.Improvement of the RS Assessment with a focus on crashes that involved
trucks (ongoing)
3.Truck Drivers Survey to investigate work related RS issues (to be scheduled)
RS & TRUCK MOBILITY -MANTOVA

Involved Stakeholders: Regione Lombardia, Provincia di Mantova, Comune
di Mantova, Local Police (both municipal and provincial), FAI Brescia.
4. FIRST OUTCOMES
CONCLUSIONS
In both the pilots a very important role is played by the local stakeholders
(public bodies, associations and private companies)
Three main approaches to reduce road accidents:
Enforcement, Education, Engineering
From the meetings with the stakeholders it emerged clearly that nowadays
the most convenient and applicable approach is Education: there is a need to
work on public education and awareness campaigns.
The project involves the East Lombardy territory, at a level that is setThe project involves the East Lombardy territory, at a level that is set
between the Region and the Provinces. This may represent a good level of
detail. Different administrations (the four Provinces) are involved: the
interlocutors have some common characteristics but are also different from
some points of view (e.g. road accidents data are gathered and managed
separately by each Province).
This project represents an opportunity to analyze and compare the four
realities, merging data at a level that is not a common one but that can be
helpful to better understand the territory (as a matter of fact working
considering the whole Lombardy Region should mean including the province
of Milano with its metropolitan features).
