OCTOBER 26, 2021 The Guthrie County Board of Su-
pervisors met this 26th day of Octo-ber, 2021, in regular session in the meeting room at the Guthrie County Courthouse in Guthrie Center, Iowa with the following members present: Clifford Carney, Mike Dickson, Everett Grasty, Jack Lloyd and Jerome “J.D.” Kuster.
The meeting came to order at 9:00 a.m.
Motion by Grasty Second by Lloyd to approve Agenda for October 26, 2021. Motion carried: Ayes: 5 Nays: 0.
Tim Nordlund, Regional Manager of Construction Operations, Cody Lawrence, Superintendent and Sid Samuels all with the Samuels Group discussed the Law Enforcement Cen-ter Project. Samuels shared an up-dated Law Enforcement Center Proj-ect Budget as of October 15, 2021.
Marci Schreck, Guthrie County Treasurer, presented an abatement of delinquent property taxes for parcel number 0001352400 which the City of Stuart has recently taken over ownership. The delinquent property taxes to be abated are $5707.00.
Motion by Dickson second by Grasty to abate delinquent property taxes on parcel number 0001352400 in the amount of $5707.00 (City of Stuart). Motion carried: Ayes: 5 Nays: 0.
Josh Sebern, Guthrie County Engineer, discussed pick-ups, semis and plow trucks. He is unable to get anything right now, but would like to order now to get them reserved. Sebern then discussed farm-to-mar-ket extensions and 28E Agreements with Cities. Sebern stated he is still working on an Urban Renewal Plan Amendment.
Board reviewed a 28E Agreement with Elderbridge Agency on Aging.
Motion by Carney second by Kuster to table 28E Agreement with Elderbridge Agency on Aging until County Attorney reviews it. Motion carried: Ayes: 5 Nays: 0.
Jamie Lindsay, Guthrie County Human Resources Coordinator, joined the meeting to discuss the hiring process and job offer approval for County Departments that report di-rectly to the Board of Supervisors. Those Departments include, Facili-ties, Custodian, Human Resources, IT, Secondary Roads and Transfer Station. Board would like to see a list of candidates to be interviewed, prior to the Department Head performing the interviews, and then the Depart-ment Head is free to make an offer
after interviews are finished. Motion by Kuster second by Gras-
ty to approve Job Interview Approval Form. Motion carried: Ayes: 5 Nays: 0.
Motion by Carney second by Gras-ty to set Public Hearing for Fiscal Year 2021-2022 Budget Amendment #1 for November 16, 2021 at 10:00 am. Motion carried: Ayes: 5 Nays: 0.
Motion by Kuster second by Lloyd to table the Notice of Public Hear-ing for Fiscal Year 2021-2022 Bud-get Amendment #1. Motion carried: Ayes: 5 Nays: 0.
Motion by Kuster second by Lloyd to approve Potential Change Order #048: Dispatch Changes. Motion car-ried: Ayes: 5 Nays: 0.
Motion by Carney second by Kuster to approve minutes from Oc-tober 19, 2021 as amended. Motion carried: Ayes: 5 Nays: 0.
There being no further business to come before the Board at this time, the Board adjourned at 10:45 a.m. until its regularly scheduled meeting on Tuesday, November 2, 2021. Mo-tion by Kuster second by Lloyd. Mo-tion carried: Ayes: 5 Nays: 0.

PUBLIC HEARING NOTICE
As per Iowa Code 331.305 and 335.6, the Guthrie County Board of Supervisors will hold a public hearing on the 7th day of December, 2021 at 10:00 a.m. in the Board Room at the Guthrie County Courthouse lo-cated at 200 N. 5th Street, Guthrie Center, Guthrie County, Iowa. Said public hearing concerns the proposed Resolution 22-13: Resolution Ap-proving the Sale of a Parcel of Land Owned by Guthrie County to Jennifer Ingles. WHEREAS, the Guthrie County Board of Supervisors (Supervisors) were asked by Jennifer Ingles about an undeveloped parcel of land owned by Guthrie County in the City of Bagley, Iowa. WHEREAS, Jennifer Ingles ex-pressed interest in buying that parcel from Guthrie County. WHEREAS, the Supervisors desire for this parcel to be sold so that it can be cleaned up, improved, and placed back on the Guthrie County tax rolls. Dear Editor, RE: It is time to rotate the crops, Chuck Grassley. Iowa City State Senator Joe Bolkcom announced that “it is time to rotate the crops” in an-nouncing his retirement after a mere 20 years. U.S. Senator Charles Grassley has served as a representative and senator since 1959 -- 63 years! Senator Grassley voted against the Child Tax Credit. He voted against the bipartisan investigation into the deadly attack on the U.S. Capitol, and he flip-flopped to get Trump’s nominee on the U.S. Supreme Court. Chuck Grassley is a multi-millionaire who benefited from the 2017 Trump Tax Cuts. Grassley has turned into the typical Washington politician he claims to despise. Grassley faces his lowest approval ratings heading into a campaign because Iowans know he stopped working for them a long time ago. I hope Iowans will replace Chuck Grassley in the U.S. Senate. Guthrie County Attorney Brenna Bird announces the following:Justin Lucas Starr Sentenced to Prison In Two Cases On October 26, Justin Lu-cas Starr, 35, was sentenced for charges of Possession of Controlled Substance Third Offense, Methamphetamine, two counts of Possession of Controlled Substance Third Offense, Marijuana, and Op-erating While Intoxicated Sec-ond Offense. Judge Michael Jacobsen, presiding in the District Court, sentenced Starr to a seven-year prison sen-tence. The charges relate that around or about October 6, Starr possessed marijuana and methamphetamine in Guthrie Center. The charges also relate that on or about June 9, Starr possessed marijuana and oper-ated a motor vehicle while in-toxicated in Guthrie Center.Joseph Raymond BrueProbation Revoked,Sentenced to Prison On October 26, Joseph Raymond Brue, 20, had his probation revoked for the crimes of Elude While Oper-
ating While Intoxicated and Operating While Intoxicated, First Offense, of which he was convicted of on January 12. Judge Michael Jacobsen, presiding in the District Court, imposed the original sentence of five years and 30 days in prison. Andrew Dean NelsonProbation Revoked,Sentenced to Prison On October 26, the proba-tion of Andrew Dean Nelson, 61, was revoked for the crime of two counts of Possession of Methamphetamine, of which he was convicted on August 12, 2019. Judge Michael Ja-cobsen, presiding in the Dis-trict Court, imposed the origi-nal 10-year prison sentence.
