1. Approval of Agenda SC022-2018 That the agenda for the Brampton School Traffic Safety Council

meeting of March 1, 2018 be approved, as amended to add the following item:

Anna da Silva, Trustee, Dufferin-Peel Catholic District School Board, advised that Board staff, Daniel del Bianco, Superintendent of Planning and Operations, will be attending meetings in the future as staff support.

4. Delegations/Presentations 4.1. Presentation by Violet Skirten, Crossing Guard Supervisor, Traffic Services, re:

School Travel Planning Program

Item 6 was brought forward and dealt with at this time.

Violet Skirten, Crossing Guard Supervisor, provided an overview of the School Travel Planning program, highlighting the following:

City staff in conjunction with Region of Peel Health school nurses prepare a tool-kit for the program

Priority is to promote walking and cycling to and from school

School Travel Planning steps includes o Peel Health nurse connects with schools to arrange School Travel

Planning Team o Family travel survey sent to parents to determine school travel

behavior o Conditions of walking routes to schools are assessed for safety issues,

barriers, infrastructure o Walkabout outcomes considered and prioritized for appropriate action o Preparation of an action plan that supports Active Transportation

Thomas Tsung, Controller of Corporate Services, Peel District School Board, advised that the Ministry of Education has announced that funding will be available to support active travel through Ontario Active School Travel Fund. School boards and other stakeholders may apply for the funds. Committee discussion on this matter included the following:

School participation, success of the program and incentives offered

All schools may request to participate in the program, however, determination and commitment are required to be successful

Peel Health nurses are the resource for the program which is supported by City staff

Suggestion that the Dufferin-Peel Catholic District School Board may consider the program for its schools

Options to promote and encourage school participation by including a statement in the site inspection reports to the school principal

Ms. Skirten circulated a School Travel Planning flyer that outlined the benefits of School Travel Planning and the steps required for schools considering the program. Committee discussion took place and it was suggested that the School Travel Planning flyer be forwarded to the principals, following the site inspection process. There was consensus to modify the site inspection report template to include a recommendation requesting the principal to contact the school’s designated Peel Health Nurse, to initiate participation in the School Travel Plan Program in Peel, in an effort to encourage Active Transportation to and from school. The following motion was considered:

SC023-2018 1. That the presentation by Violet Skirten, Crossing Guard

Supervisor, Traffic Services, to the Brampton School Traffic Safety Council meeting of March 1, 2018, re: School Travel Planning Program be received; and

2. That the site inspection report template be modified to include a recommendation requesting the principal to contact the school’s designated Peel Health Nurse to initiate participation in the School Travel Plan Program in Peel, in an effort to encourage Active Transportation to and from school; and,

3. That the School Travel Planning flyer be included with the

communication forwarded to school principals following the site inspection process.

Carried 5. Program - Peel Safe and Active Routes to School Committee (PSARTS)

Violet Skirten, Crossing Guard Supervisor, advised that PSARTS Terms of Reference was updated at its meeting on February 2018 with the goal of increasing support for active sustainable school travel plans.

6. School Travel Planning Program/Sub-Committee/Ad Hoc Committee Participation

7. Program - Peel Regional Police - Safety Committee

Violet Skirten, Crossing Guard Supervisor, advised that the Safety Committee has not met since the representatives for the school boards were appointed as Chair. She acknowledged their contribution to the safety of schools was well received when the Peel Regional Services chaired the meetings. There was consensus that the Peel Regional Police Safety Committee heading on the agenda be removed as they are presently not in a position to provide information to this Committee. The following motion was considered:

SC024-2018 That the heading “Program – Peel Regional Police – Safety Committee” be removed from the Brampton School Traffic Safety Council agenda until meetings are resumed and reports/updates are ready to be provided to this Committee.

8. Correspondence 8.1. Correspondence from Wendy Vokey, Principal, re: Request to Review Safety

Concerns on Great Lakes Drive in the Vicinity of Great Lakes Public School, 285 Great Lakes Drive – Ward 9

Violet Skirten, Crossing Guard Supervisor, explained that safety concerns may be an issue because a new subdivision has been added to the community in the vicinity of the school. Parents and students walk across Great Lakes Drive from the subdivision to access school property. Ms. Skirten suggested an inspection be undertaken to determine whether another crosswalk is required given that a secondary school is also located nearby. Committee reviewed the comments provided by staff in conjunction with the concerns raised in the site inspection request. The following motion was considered:

SC025-2018 1. That the correspondence from Wendy Vokey, Principal, to

the Brampton School Traffic Safety Council meeting of March1, 2018, re: Request to Review Safety Concerns on Great Lakes Drive in the Vicinity of Great Lakes Public School, 285 Great Lakes Drive – Ward 9 be received; and

2. That a site inspection be undertaken. Carried

9. New School Openings - nil 10. Changes/Updates to School Boards/Student Population

Dufferin-Peel Catholic District School Board

Peel District School Board

Kathy McDonald, Trustee, Peel District School Board, advised that student population at the elementary level has increased by more than 350 pupils, while secondary schools have decreased by approximately 155 pupils In response to questions regarding availability of this information, she noted that the information is shared through a link to the Region of Peel website.

12. Other/New Business 12.1. Discussion, at the request of Anna da Silva, Trustee, Dufferin-Peel Catholic District

School Board re: School Board Representation at Committee

Anna da Silva, Trustee, Dufferin-Peel Catholic District School, stated that the discussion to change the Terms of Reference pertaining to the school boards is not required and the item should be withdrawn from the agenda. The following motion was considered:

SC026-2018 That the discussion at the request of Anna da Silva, Trustee, Dufferin-Peel Catholic District School Board, re: School Board Representation at Committee to the Brampton school Traffic Safety Council meeting of March 1, 2018 be withdrawn.

Carried 13. Site Inspection Report(s) 13.1. Jefferson Public School, 48 Jefferson Road - Ward 8

Review Park and Ride/Traffic Congestion /Crossing Guard Inquiry Thursday, February 8, 2018 – 8:30 a.m. and 3:15 p.m.

Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:

SC027-2018 1. That the site inspection report to the Brampton School Traffic Safety Council meeting of March 1, 2018, re: Jefferson Public School, 48 Jefferson Road – Ward 10, be received; and,

2. That the Senior Manager of Traffic Services arrange for:

The installation of “No U-turn” restrictions on Jefferson Road in the vicinity of the school

An All Way Stop feasibility study be conducted along Jefferson Road, from North Park Drive to Jordan Boulevard

3. That the Manager of Enforcement and By-Law Services be requested to enforce the parking restrictions on Jefferson Road during school arrival and dismissal times; and,

4. That the Principal be requested to:

Install 'Kiss and Ride' signage at the entrance to the school property

Arrange for lines to be painted in Kiss and Ride operation areas to identify the bus lane and drive through lanes, and a stop bar where the stop sign is located

Encourage and educate parents and students about the proper use of Kiss and Ride.

Replace the faded “One Way” sign currently posted at the driveway entrance, and that another “One Way” sign be posted at the exit of the school property.

13.2. McCrimmon Public School, 63 McCrimmon Drive - Ward 6 Review Traffic Safety Concerns/Crossing Guard Inquiry Tuesday, February 6, 2018 – 8:40 a.m. and 3:05 p.m. Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:

SC028-2018 1. That the site inspection report to the Brampton School Traffic

Safety Council meeting of March 1, 2018, re: McCrimmon Public School, 83 McCrimmon Drive – Ward 8, be received; and

2. That the Principal of McCrimmon Senior Public School

continue to encourage and educate parents and students to safely cross the street;

3. That the Senior Manager of Traffic Services arrange for the enhanced pavement markings at the intersection of Brisdale Dr. and McCrimmon Dr. to be refreshed in the spring; and,

4. That it is the position of the Brampton School Traffic Safety Council that an extension of the timelines for the crossing guard located at McCrimmon Dr. and Brisdale Dr. is not required, as no concerns were observed.

13.3. Madoc Drive Public School, 105 Hansen Road North – Ward 1

Review Traffic Safety Concerns/Crossing Guard Inquiry Thursday, February 15, 2018 – 8:25 a.m. and 3:15 p.m. Committee was advised that two site inspections were conducted for this school:

Traffic Safety Concerns and Crossing Guard inquiry for Hansen Road and Marshall Drive intersection

Parking and congestion issues on school property and street Committee reviewed the observations and recommendations and the following motion was considered:

SC029-2018 1. That the site inspection report to the Brampton School Traffic

Safety Council meeting of March 1, 2018, re: Madoc Public School – Ward 1 be received; and

2. That the Senior Manager of Traffic Services arrange for:

A Stop Sign compliance study for the intersection of Hansen Rd./ Crawford Dr. and Marshall Dr.

Implementation of enhanced pavement markings on Crawford Dr.

Refreshed stop bars on all legs of the intersection of Hansen Rd./ Crawford Dr. and Marshall Dr.

A feasibility study on the use of the concrete pad on the west side of Hansen Rd., south of Marshall Dr., as a potential pedestrian crosswalk location to cross Hansen Dr. on the south leg of the intersection.

Repair of the speed board sign on Crawford Dr. 3. That Peel Regional Police be requested to monitor the

intersection of Hansen Rd./ Crawford Dr. and Marshall Dr. to ensure stop sign compliance; and

4. That the Principal communicate and encourage the school

community to use the crossing guard located at Lauderdale Rd and Hansen Rd. to cross Hansen Rd.,

5. That it is the position of the Brampton School Traffic

Safety Council that a crossing guard is not warranted at the intersection of Hansen Rd./Crawford Dr. and Marshall Dr.

6. That the Principal be requested to:

cone off the parking lot to encourage drivers to use the Kiss and Ride only to drop off their students

arrange for the Kiss and Ride lanes to be painted and the installation of Kiss and Ride signage at the entrance of the school

encourage parents to walk their children to the walkway on the east side of the school to safely enter the school property rather than walk through The Kiss and Ride area

7. That the Manager of Enforcement and By-law Services be

requested to monitor and ensure parking restrictions are being obeyed on Madoc Drive in the vicinity of the school; and

8. That the Peel District School Board review the following:

the possibility of removing some of the parking spots to allow for the widening or extension of the Kiss and Ride area to circle the parking lot and keep traffic off Madoc Drive.

Carried 13.4. Stanley Mills Public School, 286 Sunny Meadow Boulevard - Ward 9

Review Safety Concerns/Crossing Guard Inquiry Tuesday, February 13, 2018 - 7:55 a.m. and 2:35 p.m. In response to questions regarding timelines for the completion of action items recommended by the Committee, staff advised that an annual report providing details on the status of each item will be presented to Committee. Staff explained that traffic related items are completed as soon as possible, however, weather conditions were a factor for some items. Peel District School Board staff advised that they are in the process of updating their list of action items which will be presented to Committee at the future meeting. They noted that weather conditions and budget requirements also impact the timeline for completion of some items. Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:

SC030-2018 1. That the site inspection report to the Brampton School Traffic Safety Council meeting of March 1, 2018, re: Stanley Mills Public School, 286 Sunny Meadow be received; and

2. That the Manager of Traffic Services arrange for the

implementation of painted crosswalks with enhanced markings on all three sides at the intersection of Sunny Meadow Boulevard and Chapparal Drive;

3. That the School Principal encourage students and

parents, living on the east side of Sunny Meadow Boulevard, to utilize the crossing guard located at the south exit driveway to enter the school safely;

4. That the Manager of Parking Enforcement monitor the area

for illegally parked vehicles; and, 5. That a crossing guard is not required at Sunny Meadow

Boulevard and Chapparal Drive, as one is located south of the school.

Nature of Problem: Request crossing guard for new subdivision located northwest of Great

Lakes Public School

Observers Present: Rakesh Joshi, Citizen Member; Stephane Mukendi, Citizen Member Violet Skirten, Crossing Guard Supervisor

Observations:

1. Great Lakes Drive is a two lane road with traffic calming and runs from Bovaird Drive to Sandalwood Parkway. The posted speed limit is 40 km/hr and school area signs are displayed. Two crossing guards serve the schools at Great Lakes Drive and Sailwind Road and Great Lakes Drive and Peter Robertson Boulevard. Both intersections are signalized.

2. Elementary schools from the two Boards are located at the intersection of Great Lakes

Drive and Sailwind Drive. Great Lakes Public School is located on the southeast corner, and St. Issac Jogues Separate School is located on the southwest corner. On the northeast corner, there is a private school (Jamiat UI Ansar).

3. Harold M. Brathwaite Secondary School is located on the east side of Great Lakes Drive

approximately 350m north of the intersection of Great Lakes Drive and Sailwind Drive. There is a new subdivision on the west side of Great Lakes Drive in the vicinity of the secondary school (between Sailwind Drive and Sandalwood Parkway).

4. A Brampton Transit stop is located at Great Lakes Drive at Demaris Drive (north of

Sailwind Road). A number of secondary students crossed Great Lakes Drive at midblock to attend Harold M. Brathwaite Secondary School during the morning and evening observations.

5. No concerns were observed with the elementary students from the new subdivision as they walked on the sidewalk on the west side of Great Lakes Drive and all utilized the crossing guard at Great Lakes Drive and Sailwind Road. During site inspection times, no elementary school students crossed Great Lakes Drive, north of Sailwind Road.

6. During the site inspections, a number of southbound vehicles waited to turn left onto

Sailwind Road, which caused congestion. There was traffic congestion on Great Lakes Drive from both directions, north and south of Sailwind Road.

Recommendations:

1. That the site inspection report be received; and,

2. That the Senior Manager of Traffic Services arrange for the following: a. A study to determine if a southbound advance green signal is warranted at Great

Lakes Drive and Sailwind Road during dismissal and arrival times for schools in the area;

b. Review of the signal timing at the intersection of Great Lakes Drive and Sailwind

Road to determine if there are any timing changes that would alleviate the congestion on Great Lakes Drive and/or Sailwind Road;

c. A study to determine if a Pedestrian Crossing is warranted on Great Lakes Drive in

the vicinity of Harold M. Brathwaite Secondary School for the secondary students; d. Painting of pedestrian walkway lines on Demaris Drive at the intersection of Great

Lakes Drive.

3. That the Principal of Great Lakes Public School continue to remind all students to use the crossing guard located at Great Lakes Drive and Sailwind Road; and

4. That it is the position of the Brampton School Traffic Safety Council, that a Crossing Guard

is not warranted on Great Lakes Drive, north of Sailwind Road.
