TFC has provided geotechnical and environmentalengineering to Avondale shipyards. The projectrequired the development of a sampling and analysisplan, geotechnical design for the US Army Corps ofEngineers, and LDEQ Permitting. Due to theproject's close proximity to the Mississippi RiverLevee, a supplemental geotechnical design andevaluation was required. The geotechnical
evaluation was reviewed and approved by the USArmy Corp of Engineers and the West Jefferson LeveeDistrict.
In addition, the project required review and approvalby the landowner and various local agencies. ThreeFold Consultants is performing additional siteevaluation and in the process of securing theadditional approvals from the regulatory agencies.
TFC has also been retained to perform a siteinvest igat ion to de l ineate hydrocarboncontamination and prepare submittals for theLouisiana Department of Environmental Quality.Tasks include drilling, sampling, reporting and riskevaluation.

Three Fold Consultants, LLC, was retained as theengineer for the development of a regional carbonregeneration facility. The project required thedesign and construction of surface water controlstructures, geotechnical and structural design forthe facilitys infrastructure and support features. Inaddition, significant agency approvals and publicacceptance were required.
Three Fold Consultants performed geotechnical and

Improvements Program. The project requires thereview of the design and construction phases ofstreet reconstruction projects. In addition,significant interaction and coordination must beorchestrated between outside agencies and thedepartment of public works. TFC also conducts bi-weekly progress meetings with the ProjectManagers for the DPW, as well as assists with allcontract negotiations for contract supplements,claims, change orders, etc.
Three Fold Consultants has been instrumental insetting up various policy and procedures that arecurrently being utilized by the department of publicworks (i.e. Project Close-Out Forms, Project ActionForms, etc.). accounting purposes; assisting in contract negotiations; and participating in training
entry level engineering staff.

refinery, which was the first facility of its type approved in the U.S. Mr. Elnaggar
performed air and RCRA permitting, engineering, construction, startup, and
operation of the company's stationary and transportable waste minimization
systems and incinerators under stringent regulatory requirements, which
required extensive negotiations with federal and state regulatory agencies as
well as private and government customers. Under his leadership, the company's
capabilities and permits were expanded to include processing of radioactive and
mixed wastes.

Mr. Mekaris responsibilities included the coordination of corporate resources for
the cleanup and remediation of oil refineries in the United Arab Emirates (UAE).
Mr. Mekari managed and trained office/field engineers and process operators to

handling, and Waste Transportation Manifest. He managed small to medium size
projects (up to $20 million). Over the past 10 years he has gained experience in
Petrochemical & EPA issues; managed $30 million in government bids and
proposals.
Mr. Mekari served as COO for IPR during his tenure. He was in charge of
international projects where he conducted research testing for TEXACO in order to
safely process their high BTU soil from their ponds in Ecuador. A complete technical
and financial feasibility study was detailed in the final report with a
recommendation for the optimal treatment methodology.
Mr. Mekari represented GDC with the EPA and local agencies. He possesses
expertise in managing plant mobilization, construction, debottlenecking, andturnaround scheduling. He set up preventive maintenance, process modifications
and revamping, and critical path schedules in addition to implementing project
estimation, work scope development, and detailed budget development.
