Primary School Admissions in East Lancashire 2017/18
APPLY ONLINEThe closing date for applications is
Sunday 15 January 2017
This information should be read along with the main booklet“Primary School Admissions in Lancashire - Information for Parents 2017-18”
This supplement provides details of Community, Voluntary Controlled, Voluntary Aided, Foundation and Academy Primary Schools in the Hyndburn, Ribble Valley, Burnley, Pendle and Rossendale areas.
The policy for admission to Community and Voluntary Controlled Schools is listed below.
For Voluntary Aided and Foundation Schools and Academies a summary of the admission policy is provided in this booklet under the entry for each school. Some of these schools may operate different admission arrangements and you are advised to contact individual schools direct for clarification and to obtain full details of their admission policies.
These criteria will only be applied if the number of applicants exceeds the published admission number. A full version of the admission policy is available from the school and you should ensure you read the full policy before expressing a preference for the school.
Where the school has a nursery class, the number of nursery pupils is in addition to the number on roll.
POLICIES ARE ACCURATE AT THE TIME OF PRINTING AND MAY BE SUBJECT TO CHANGE.
Admission Criteria for Community & Voluntary Controlled Schools
When a school is oversubscribed on parental preferences, then the following priorities apply in order:
1. Looked after children and those who have been previously looked after, then
2. Children for whom the Local Authority accepts that there are exceptional medical social or welfare reasons which are directly relevant to the school concerned, then
3. Children with older brothers and sisters attending the school when the younger child will start, then
4. Remaining places are allocated according to where a child lives. Those living nearest to the preferred school by a straight line (radial) measure will have priority.
The distance criterion which will be used as the tie breaker if there is oversubscription within any of the admission criteria is a straight line (radial) measure. If the Local Authority is unable to distinguish between applicants using the published criteria (e.g. twins or same block of flats) places will be offered via a random draw.
The distance measure is a straight line (radial) measure centre of building to centre of building.
How do infant school to junior school transfers work (Year 2 to Year 3)? In Lancashire there are 5 infant and 5 junior primary schools. These are separate establishments but are closely linked. These are:-
• Ribbleton Avenue Infants and Ribbleton Avenue Juniors (Preston) • Leyland Methodist Infants and Leyland Methodist Juniors (South Ribble) • Leyland St Andrew's CE Infants and Woodlea Juniors (South Ribble) • Rosegrove Infants and Lowerhouse Juniors (Burnley) • Whitefield Infants and Lomeshaye Juniors (Pendle)
If the junior school is able to admit all Year 3 applicants then this will be arranged locally and will automatically happen each September. If however there are more applicants for Year 3 than available places (and anybody may apply for a Year 3 place – including new to area families); then a formal admission round will take place using the determined admission criteria (see above). For these pairs of schools the sibling criterion will be applied across the full age range – reception to Year 5 for reception and Year 3 admissions and reception to Year 6 for in year requests.

psychologist, social worker is essential if admission is to be made under this criteria. Such evidence must set out the particular reasons why the school in question is the most suitable school and the difficulties which would be caused if the child had to attend another school.
3. Children who have parents working at the school. Where the member of staff has been employed at the school for two years or more at the time when the application for admission is made or where he/she has been recruited to fill a vacant post for which there is a demonstrable skill shortage.
4. Children residing within the defined admission area who have a sibling at the school. 5. Children of multiple birth residing within the defined admission area (children born at the same time from

Where there are more applications than places available within a category, priority will be given on the bases of proximity to the school. The distance between the Ordnance Survey address points for the school and the home measured in a straight line will be used as the final determining factor, nearer addresses having priority over more distant ones. In the event of a tied distance measurement between address points the Local Authority’s system of a random draw will determine which address(es) receive the offer(s). In the case of flats, the flat nearest the ground floor will be deemed the nearest. Apartments in the same block will be treated equally with the measurement taken to the main entrance of the block. If after applying the distance tie-breaker there are more applications than places in the apartment block furthest away, a further tie-breaker of random allocation will be used for the applications in this block. Our priority admission area comprises of: Accrington, Huncoat, Baxenden, Clayton-Le-Moors, Church and Oswaldtwistle.

Criteria Points Allocated
1. Looked after children and previously looked after children who were looked after; but ceased to be so because they were adopted (or became subject to a residence order or special guardianship order) who are Looked After Children at the time when preferences are expressed and are still expected to be in Public Care when admitted to the school.
Take Priority
2. All children with medical or social need, for whom professional support of the required character is available at the school.
Take Priority
3. Children whose parents / guardians are regularly involved in the devotional life of St Anne’s CE Church – at least for a period of one year and generally meaning attendance at Sunday services / mid week bible study.
5
4. Sibling of a pupil already attending the school at the time the application is made and who will still be in school at admission (‘siblings’ include full, half or step brothers and sisters; adopted or foster children who live in the same house)
5
5. Families who live within three concentric circles in order of distance from school in all directions. ½ Mile / ¾ Mile / 1 mile
½ mile = 4 ¾ mile = 3 1 mile = 2
6. Children who attend the school nursery (eligible for Early Years Pupil Premium; the Pupil Premium or the Service Premium). This is normally taken to mean regular attendance on a half-day basis for at least 1 term immediately prior to starting reception NB- attendance at the Nursery does not legally guarantee a place in the Reception class. If a place is in dispute between children who have attended another nursery / care option and St Anne’s Nursery, and points are equal (a tie-break), priority will be given according to distance from school.
3
7. Children whose parents are regularly involved in the life and worship (meaning attendance at Sunday services / mid week bible study etc.) of another Christian Church (A member of Churches Together) other than the Parish Church. Supporting evidence of involvement will be needed from the appropriate parish priest or minister

Does your child qualify for pupil premium?
From September 2014, all pupils in Key Stage 1 in primary schools (Reception year, Year 1 and Year 2) qualified for a free school meal.
Your child's school will receive over £1000 from the Government for every pupil in the school who is eligible for free school meals. This funding is called 'pupil premium' and can be used by the school to improve pupils' attainment. Please register your eligibility - even if you don't want to take up the free meals - so that the school can access this extra funding. To be eligible you must be receiving one of the benefits listed below: • Income Support • Income Related Employment and Support Allowance • Income Based Jobseekers Allowance • Support under part VI of the Immigration and Asylum Act 1999 • Guarantee element of State Pension Credit • Child Tax Credit but not receiving Working Tax Credit and your annual income is less than £16190 • Universal Credit
If you are receiving one of the above benefits, please ring the Area Education Office on 01254 220714. They can do an immediate online check for you. We only require your name, date of birth and national insurance number to do this. Please note, you still need to register your child with us even if you have an older child already attending school and receiving free school meals.
APPLY ONLINE
• It's quick, easy and secure. • You can amend your application right up to the deadline date if you wish. • You'll get an email acknowledgement when you submit your application. • There's lots of further information and links to school websites. • You can view your school offer via the online system on the morning of the day the offers are

Definitions for Voluntary Aided & Foundation Schools & Academies for Admission Purposes
The following terms used throughout this booklet are defined as follows, except where individual arrangements spell out a different definition. DISTANCE The 'straight line' method of measurement only applies for admission purposes. For transport 'walking routes' are used to determine distance. PARENTS / FAMILY MEMBERS A parent is any person who has parental responsibility or care of the child. Where admission arrangements refer to 'parent's attendance at church' it is sufficient for just one parent to attend. 'Family members' include only parents and siblings. MEDICAL/SOCIAL/WELFARE Where schools have a medical/social/welfare admission criterion then this should take into account the circumstances of the child and the family. Please note the Local Authority information in the main admissions booklet. LOOKED AFTER CHILDREN The School Admissions Code (December 2014) states that within the oversubscription criteria, the highest priority must be given to looked after children and previously looked after children. Previously looked after children are children who were looked after, but ceased to be so because they were adopted (or became subject to a child arrangement, special guardianship or accommodation order). Further references to previously looked after children in the Code means such children who were adopted (or subject to child arrangement orders or special guardianship orders) immediately following having been looked after.
Admission Authorities for faith schools may give priority to all looked after children and previously looked after children whether or not of the faith, but they must give priority to looked after children and previously looked after children of the faith before other children of the faith. Where any element of priority is given in relation to children not of the faith they must give priority to looked after children and previously looked after children not of the faith above other children not of the faith.
