Introduc/on  and  Background •  Physical  ac<vity  is  defined  as  any  bodily  movement  that  results  in  energy  expenditure  (e.g.,  walking,  taking  the  stairs).1  

•  The  Howard  County  Board  of  Educa<on  requires  schools  to  offer  opportuni<es  for  physical  ac<vity  throughout  the  school  day  to  support  student  learning  and  achievement.2  

•  The  Howard  County  Public  School  System  (HCPSS)  provides  professional  development  and  resources  to  teachers  throughout  the  County  to  encourage  higher  levels  of  physical  ac<vity  throughout  the  day.    

•  The  Howard  County  Health  Department  (HCHD)  recognizes  the  importance  of  physical  ac<vity  in  schools  and  funded  this  “Inventory  of  Physical  Ac<vity  in  Howard  County  Public  Schools”  under  a  Community  Transforma<on  Grant  (CTG)  in  order  to  document  ac<vi<es  in  Howard  County  schools.

Purposes  of  the  Inventory  of  Physical  Ac/vity

•  Establish  a  baseline  post-­‐implementa<on  of  Wellness  Policy  No.  9090  

• Generate  data  county-­‐wide  for  a  variety  of  purposes,  including:  •  To  benefit  the  spread  of  physical  ac<vity  throughout  the  day  in  schools;    •  To  use  in  tandem  with  an  assessment  of  the  implementa<on  of  9090;  •  To  iden<fy  best  prac<ces  or  models  that  could  be  replicated  in  other  schools.  

• Determine  next  steps  for  HCPSS  and  HCHD  and  other  partners

General  Highlights

•  There  seems  to  be  an  increased  level  of  ini<a<ves  focused  on  physical  ac<vity  throughout  the  day  •  Branded  programs  (e.g.,  Girls  on  the  Run)  more  frequently  began  before  the  July  1,  2014  implementa<on  of  Wellness  Policy  9090    •  Most  other  ini<a<ves,  such  as  the  use  of  pedometers,  stability  balls,  and  desk  cycles,  more  oden  started  ader  the  July  1,  2014  implementa<on  of  Wellness  Policy  9090  

•  The  level  of  awareness  about  what  everyone  is  doing  appears  low  and  uneven  within  and  across  schools  but  this  is  not  surprising  given  the  complexity  of  schools  as  organiza<ons

Recess:  Highlights The  Howard  County  Board  of  Educa<on  requires  that  recess  be  a  daily  component  of  all  elementary  and  middle  school  students’  physical,  social,  and  academic  development.    

•  72%  of  elementary  schools  in  the  sample  had  daily  recess  for  all  students  •  67%  of  middle  schools  in  the  sample  had  daily  recess  for  all  students

The  Howard  County  Board  of  Educa<on  requires  that  each  high  school  …  provide  an  interscholas<c  athle<c  program.    

•  1  out  of  the  4  high  schools  in  the  sample  explicitly  stated  that  it  had  an  interscholas<c  athle<c  program

Next  Steps  for  HCHD?

• HCHD  should  raise  awareness  about  the  importance  of  physical  ac<vity  throughout  the  day  at  school  and  before  and  ader  school  

• HCHD  should  provide  ideas  that  could  be  easily  implemented  for  students,  staff,  parents,  and  surrounding  communi<es  

• HCHD  should  support  schools  in  seeking  external  funding  and  forming  partnerships  with  outside  organiza<ons

Next  Steps  for  HCPSS?

•  HCPSS  should  con<nue  to  provide  professional  development  on  expecta<ons  for  teachers  with  respect  to  “brain  breaks”  and  physical  ac<vity,  poten<al  ideas,  and  value/long  term  benefits  •  Expecta<ons  in  rela<on  to  Wellness  Policy  No.  9090  requirements  •  Expecta<ons  in  rela<on  to  the  components  of  the  Comprehensive  School  Physical  Ac<vity  Program  (CSPAP)  that  are  

currently  encouraged  by  HCPSS  but  not  required    

•  HCPSS  should  establish  a  process  and  a  format  for  schools  to  submit  informa<on  about  specific  programs  or  ini<a<ves  that  emphasize  physical  ac<vity  throughout  the  day  via  an  easy-­‐to-­‐use  on-­‐line  tool,  which  could  be  turned  into  a  publicly-­‐available  and  searchable  database  

•  HCPSS  should  encourage  recess  before  lunch  and  ac<ve  indoor  recess  in  schools  which  are  required  to  have  daily  recess  (i.e.,  elementary  and  middle  schools)

Methods-­‐in-­‐Brief   •  A  ques<onnaire  was  designed  and  inpuZed  into  SurveyMonkey,  which  was  used  to  collect  and  analyze  informa<on  

provided  by  schools  

•  Most  ques<ons  are  based  on,  and  adapted  from,  the  Comprehensive  School  Physical  Ac<vity  Program  (CSPAP)  Policy  Con<nuum  assessment  tool  developed  SHAPE  America,  the  Society  of  Health  and  PE  Educators,  as  a  guide  to  develop  the  content  of  the  ques<ons1  

•  The  ques<ons  ask  about  the  types  of  physical  ac<vity  currently  available  at  an  individual  school  by  the  type  of  physical  ac<vity  iden<fied  in  the  CSPAP  but  did  not  ask  about  PE  

•  The  ques<onnaire  was  pilot  tested  with  5  individuals  and  then  fielded  for  3  weeks  between  May  19  and  June  9,  2015  with  the  assistance  of  HealthyHoward  Healthy  Schools,  which  sent  an  email  invita<on  to  par<cipate  and  a  link  to  the  survey  to  all  of  its  contacts,  which  represent  all  HCPSS  with  the  excep<on  of  2  educa<on  centers  (N=74  out  of  76  HCPSS  schools)  

•  Par<cipants  were  warned  that  there  may  be  quite  a  few  ques<ons  for  which  they  may  not  know  the  answer  and  were  prompted  to  select  “Don’t  know”  among  the  response  choices  if  this  was  the  case  

•  Par<cipants  were  asked  to  respond  to  all  statements  as  they  applied  to  their  school  during  the  2014-­‐2015  school  year  

•  The  overall  response  rate  was  43%  but  there  is  varia<on  in  the  number  of  responses  by  ques<on,  which  was  expected  

•  Data  were  aggregated  and  compiled  by  SurveyMonkey  and  used  to  create  a  set  of  PPT  slides  with  a  short  overview  on  the  highlights  in  rela<on  to  the  requirements  in  effect  in  Howard  County  and  poten<al  next  steps  for  HCPSS,  HCHD  and  others  

•  Private  and  parochial  schools  were  not  targeted  by  the  IPA  but  nevertheless  received  an  invita<on  to  par<cipate  by  virtue  of  being  on  the  HealthyHoward  Healthy  Schools  contact  list.    We  received  1  response  from  this  group  but  did  not  include  it  in  the  analysis  or  the  response  rate.
