Wind farm gets a ‘No’ at Bot River meetingJAN-HENDRIK COETZER
The proposal for a 45-turbinewind farm in Bot River receivedageneral“thumbs-down”fromlo-cal residentsatameetingonTues-day night.
The Langhoogte wind turbine de-velopment inBotRiverhasbeenpro-posed by a company called SagitEnergy Ventures, which failed to re-turn a number of calls the Gazettemadeforcommentthisweek. It isoneof four wind farm developments pro-posed for the Overberg by separatecompanies. It is unclear whether ornot theLanghoogte developmenthasgained thebuy-in from the farmer onwhose land the development is envi-saged, as the Gazette could not gainany comment from Sagit.TheKlipheuwel farmoutsideCale-
don, though, is the first of the four
proposals to get out of the startingblocks and wind turbine parts havebeentransportedtheresinceAugust.Ten turbines are being erected onthis farm.Bot River locals met in the St Pe-
ter’s Anglican Church Hall on Tues-day night to discuss the Langhoogteproposal. Themeetingwas arrangedby the BotRiverAestheticsCommit-tee (Brac) and attended by approxi-mately 30 people.According to Mark Townsend,
Brac chairperson, the lack of infor-mation about the proposed develop-ment, coupled with the fact thatfarmers who agree to turbines ontheir farms have to sign confi-dentiality agreements, means that alarge number of local residents haveindicated their support for a projectofwhichtheyactuallyknownothing.“Local residents think theywill be
getting a monthly salary from Sagit.
However,Sagit says that thiswillnothappen, and that this is amisconcep-tion arising from the promises fromanother wind farm developer in thearea. So hundreds of local residentshave signed their support for aproject that will not produce the in-come they are expecting.“We also fear that strong-arm tac-
tics are now being used on the far-mers, to the extent that the farmershave to work through their lawyersinaneffort toreduce thenegative im-pacts on their farming operations.”A DVD calledWindfallwas shown
at themeeting. It details how thepro-posalofawindfarmaffectedthetownof Meredith in the USA.“After showing the DVD we had a
general discussion about how to re-spond to theauthorisationby theNa-tionalDepartmentofEnvironmentalAffairs for the Langhoogte windfarm that was granted on 15 August.
As we only had 20 days to lodge anintention to appeal against the au-thorisation, because the closing dateis 4 September, we agreed that weneeded to send inourappeals as soonas possible from the organisationsand individuals who are registeredas ‘interested and affected parties’,”says Townsend.“The scary thing is that the whole
process is driven by Sagit EnergyVentures and the national Depart-ment ofEnvironmentalAffairs, withvirtually no meaningful input fromtheWesternCape government or theTheewaterskloof Municipality. Sothere is no one locally you can takethe matter up with.“Although the SA Constitution
says that thehumanrights of the res-idents of Bot River are protected, thenational government and Sagit looklike they are going to steamrollereveryone into accepting whatever
they say. Possibly the most seriousthing is the likelihood that our prop-erties will be reduced in value. Adrop of 25% to 50% in value has beenreported inmanypartsof theworld.”Townsendasks the followingques-
tions: “What will happen to us whenour properties cannot be sold? Willour properties continue to be ratedat our current values?Andwhatwillhappen to the farmer’s land where a150 m high wind turbine has beenerected? Will that land be rated as in-dustrial land? We would argue thatit should be.”“SowhateverSagit offers the farm-
er, it might not look that high whenthe farmer realises that his landnowneeds to be re-zoned and revalued asindustrial land, whichwill suddenlymean a huge rates bill.”TheGazettewill again try to reach
Sagit this week for comment on itsLanghoogte proposal.

selsekuriteit.Landbou in Suid-Afrika het egter baie strui-
kelblokke, soosgebrekkige infrastruktuur, on-sekerheid oor grondhervorming, arbeid, vaar-digheid, ens.

Beware of scamstersLocals are urged to be on their guard againsta call centre that asks for their credit card de-tails to siphon money out of their accounts.
The Gazette reported on the scam about twomonths ago after a local computer company,Benliekor, raised the alarm. Most of their cli-ents hadbeen targeted in this so-called “Micro-soft” scam. Some residents interviewed by theGazette at the time had each lost more thanR2 000 after providing credit card details in re-turn for bogus Microsoft support.
A local resident last week received a callfrom the call centre, Idia’s Call Centre, and haswarned others to be on their guard.
Do not answer any questions about personalfinances when getting such a call.

Let’s get festiveOur beautiful region is entering its season offestivals and festivities, with the Cape FloralKingdom Expo held in Bredasdorp this pastweekend and the Caledon Country Fair takingplace this weekend. From here and onwardsthrough summer, the Overberg becomes a ta-pestry of events and escapes for city-dwellers.
Agriculture and tourism are the biggest eco-nomic drivers in the Overberg and while agri-culture very much is an owner-run segment, tourism depends on a multiplicity of people tobe successful.
Locals are urged to be tourists in their ownregion and to support their local festivals. Get-ting out and about is not only wonderful forthe mind – it is also wonderful for the economy!
And if you have to interact with any out-of-towners, be sure to give them your friendliestsmile and Overberg hospitality.
Tourism really is everyone’s business!
Is it storm water or sewerage blockages? Is it storm water or sewerage blockages?I was intrigued by the municipality’s com-ment on “storm water” due to the high vo-lumes of rainfall in our sewerage system[letter, “Manager gets increase while mainsewerage line collapses”, 20 August].
TWK have acknowledged that they areaware of this, but did not mention a planon how they propose dealing with the prob-lem.
It is the municipality’s responsibility totrack down the sources of entry and rectifysame. Should residents have breached theAct, it is a criminal offence and they shouldbe charged.
Secondly, the overflowing of raw sewe-rage, mainly during the summer months,is caused by blockages in the system, not“storm water”. I am sure your municipalstaff will be only too happy to enlighten youon this matter, as they have us.
I have no doubt that TWK has a copy ofThe National Building Regulation andStandards Act (Act 103 of 1977) ChapterXV11 – Part P: Drainage – P7 Control of Ob-jectionable Discharge. I suggest that ourmunicipal management read this section.
SHERRY JARVISTWK municipality replied as follows:The exceptional rainfall didaffect the sew-
erage system and the town offices dealt withit in the best possible manner. It is true thatblockagesmighthave caused
overflow of sewerage in the past but thisproblemwasaddressedby the flushingof thenetwork with hot water.Weareawareof thementionedregulations
and standards and adhere to it the best wecan. If thewriter has any specific queries sheis welcome to contact the municipality.
A wolf inA wolf insheep’s clothingsheep’s clothingOn Friday night, 23 August, a man was broughtto my backpacker to book in for the night.
He said that he had been robbed of his walletin Greyton and could he please pay by EFT.He would arrange with his business partnerto do the transfer, as he was here to negotiateto buy the 7 Eleven and worked for AbrantesBrother Fruit & Veg in Somerset West.
I said I wasn’t happy with that, and he offeredto arrange a Nedbank to Nedbank transfer sothat things will go through quickly. By Sundaymorning there was no deposit.
When I sent him an SMS to his room to askwhy there was no deposit, he quickly got up,showered and was off down the road to “ar-range” things, promising to come back ASAPwith the money.
When he hadn’t returned by midday, I wentto his room and saw he had no luggage, buthe had a lot of papers in the room, which I col-lected and took to the police with a descriptionof a man.
The police were quick off the mark and ashort while later they advised me they had himat the charge office, where I came and madea statement. After some more storytelling andwaffling, he was arrested.
What I later heard was that he had left meand gone to join in the church service at theWeskerk. He afterwards mingled with the peo-ple and enjoyed a free lunch at the snoek braaithey were having after church.
On returning to the vicinity of the 7 Eleven,he was picked up by the police. There he wasseencalmlyreadingthepaperwhile theconsta-ble was doing some research into a previouscase which might have included him.
He seemed to know the town well and all thehistorical places, and evidently comes from awell-known family near Greyton.
