According to police, a Somali shop owner was robbed of his television and his house shop set alight while about 30 residents prowled the streets in groups in the early hours of Monday morning. They also tried to set fire to two uninhabited houses between the first and second housing project sections in Bot River. The fire brigade was on the scene before the houses could be damaged. The group is believed to have been made up of former members of the dissolved Bot River Residents’ Association (BRA), whose members have been continually protesting in the area since May this year. The protest has captured much attention in the media – and raised controversial spec- ulation around the driving forces behind it. By the time of going to print, two local men who were reported to have been involved in driving the illegal protests had not spoken to Gazette about their involvement, or whether the protests are politically moti- vated to turn the DA-run Bot River into an ungovernable town so the ANC could step in. James Pheiffer, former chairperson of the BRA, dissolved the organisation after a Cape Town–based daily newspaper reported on his past associations with the ANC. Pheiffer re- portedly stood as an ANC candidate in the 2011 local government elections. Anthony Appel, in his turn, is listed at number 23 on the ANC’s provincial legisla- ture list in 1999, and a newspaper report from that year quotes him as the regional chairper- son of the ANC Overberg region. Neither commented on whether they were still involved with the ANC. A Theewaterskloof Gazette reporter re- ceived an SMS from Appel’s cellphone on Sunday 24 June informing her of the next day’s protest. Sent in Afrikaans, it read, “We are having a service delivery protest in Bot River tomorrow. Anthony.” According to the Theewaterskloof Munici- pality, last week’s protest was illegal as no attempt had been made to inform the munici- pality of any grievances, and neither did TWK give permission for a protest. Stiffie Cronjé, spokesperson for the munic- ipality, said that before last week’s protests erupted, resolutions between the BRA and the TWK had been discussed and that every- one was in agreement at that stage. “We had meetings with the BRA, the na- tional Department of Cooperative Govern- ance and Traditional Affairs and councillors of the TWK, and then compiled and signed the document, containing 42 issues from the BRA, with resolutions from TWK.” The BRA was dissolved before it could sign the document. Appel told Gazette on Thursday, while he was in Johannesburg, that he and Pheiffer would answer the newspaper’s written ques- tions before deadline yesterday morning. He said Pheiffer was in hospital for serious asthma – possibly related to pepper spray used during the protests – and that they would put a report together on Saturday. Gazette is still awaiting their response. The Theewaterskloof Dam was only 57% full when measured on 25 June,according to the Department of Water Affairs. This time last year, thedam was over 70% full. According to the City of Cape Town, this is thelowest level the dam has had in the past five years.

Dairy farmers in panic oversudden reduction in priceDAVID ENGELBRECHT

A significant reduction in payment formilk offered to farmers by one of SouthAfrica’s largestpurchasershas farmersseriously worried about their future.

The move by Dairybelle last week – to re-duce its purchasing price to farmers by be-tween 50c and 70c a litre – has even beendescribed as “a blatant slap in the face”.

Dairybellemade theannouncementof itsprice reduction last week. Farmers havetried to kick against it, but those Gazettespoke to were not willing to have theirnames published for fear of being targetedand having partnerships run aground.

One farmer said their hands had alreadybeen “cut off”, and that they could not af-ford further damage to relationships.

DeanKleynhans, chairpersonof theMilkProducers’ Organisation (MPO), says that,according to the information at the organi-sation’s disposal, “this sudden price reduc-tion is counter-cyclic and not in line withprevailing market trends”.

According to Bertus de Jongh, a memberof the MPO, the purchaser justified its deci-sion on the basis of there being too muchmilk at present.

“This does not line up with our figuresand information, and therefore we are ob-jecting,” he says.

Jacques Fourie, CEO of Dairybell, con-firms that the company has reduced themoney it is willing to pay for milk. “A bal-ance needs to be brought again into theprices,” he says.

“Thepriceofmilkhasrisenconsiderablyin the past year [April 2011 to April 2012],

far above the inflation rate. Daily milk pro-duction has increased, but the demand hasnot increased to the same measure.”

Kleynhans, however, says milk farmershave come out of a very bad time in whichprices were at exceptionally low levels foralmost four years.

“Producerpricesonly startedrecoveringagain from November 2011. In addition,producers are caught in a serious strangle-hold on account of continuous increases inthe price of feed, fuel and electricity.”

He says the increases in prices fromNovemberdidnot take theprice to the levelthat overseas farmers are receiving fortheir milk.

De Jongh says farmers are very worriedabout their future, while Kleynhans addsthat the price reduction could force somemilk producers out of the market, with a

resulting direct impact on food security.A Boland farmer who wanted to remain

anonymous says the price reduction is ablatant “slap in the face”.

“The way I feel now, us producers havelittle hope.” He says fellow farmers aredeeply disappointed and are kickingagainst the price reduction.

“If we do not stand together against this,they will just get us under.”

The MPO advises those farmers who aredirectly affected by this price decrease toget in touchwithoneof themanyotherbuy-ers who are currently urgently looking foradditional milk.

Kleynhans says the MPO is busy with ne-gotiations with the concerned parties, andwill negotiate up to the highest level formilk producers, “to ensure the sustainabil-ity of the dairy industry in South Africa”.

Temporary school on trackNext week will see the temporary class-rooms of Umyezo Wama Apile School inGrabouw handed over to the WesternCape Education Department, says Siphe-sihle Dube, spokesperson for the Depart-ment of Transport and Public Works.

The education department will thenfurnish the 18 new classrooms, beforeopening the school in time for the thirdterm on 16 July. The school also has anoffice and staff room, as well as 12 toiletunits, and is situatedoffAdamsStreet, op-posite Groenberg Secondary School.

Currently, the water, electricity andsewageconnectionsarecomplete, and theclassrooms require finishes such as floor-ing. Paving of the courtyard and walk-ways is under way, says Dube.

The construction of the temporary

classrooms follows protests in Grabouwin March, during which two classroomswere burnt down and two more vandal-isedduetotensionsaroundovercrowdingat schools. Over 200 Umyezo Wama ApileSchool pupils in Grades 11 and 12 weretransported weekly to the Cape Teachingand Leadership Institute in Kuils Riverto keep classes going.

Bronagh Casey, spokesperson for West-ern Cape education MEC Donald Grant,says there are plans to build a new schoolin Grabouw. “The WCED is waiting forall the necessary transfer documentationbefore we can begin planning the newschool. However, we already havebudgeted for the school in terms of ourinfrastructure plan, and expect it to becompleted by the start of 2014.”

Skills database launchedThe Building Industry Bargaining Council(BIBC)of theCapeofGoodHopeis launchingits skills database, a strategy designed to re-tain theskills of thoseemployeesconsideredto be unemployed within the building andconstructionindustry.Withanannual tradeturnover of up to 45%, the need to maintainthis intelligence is critical.

The entire database comprises close to500 000 employees’ records, dating back to1983, and is the result of years of IT develop-ment. The information captured within thedatabase is available, free of charge, to allcompliant employers to ensure that theyhave access to the skills that are lacking atanypoint in time, and fromwhich the indus-try as a whole can benefit. “We have on aver-age about 800 compliant employers at anygiventime,andweareonceagainrewardingthose employers who subscribe to good cor-porate governance,” says Arnold Williams,secretary for theBuilding IndustryBargain-ing Council (Cape of Good Hope).

Non-compliant contractors will not beable to access these critical skills and will

therefore be at a disadvantage.The database is a comprehensive record,

focusing on all artisan and semi-skilledtrades. In addition to these, other employ-ment categories, such as drivers, generalworkers, labourers and cleaners, are in-cluded. The details of between 8 000 and10 000 employees, who are considered to beunemployed over a rolling 12-month period,will include name, trade category, addressand contact telephone number.

“Compliant employers will have their re-quirements emailed to them as soon as theymake the request online,” concludesWilliams.

A landmark agreementSenior members of Agri Mega recently re-turned from Argentina, having spent aweek with leading agriculture stake-holders in the grain, dairy, livestock, feedand technology sectors.

Group executive director Orton King re-turned greatly excited at the “vast possibili-ties of interaction and opportunities that pre-sented themselves”.

“We met with the executive management ofAgroActiva – one of Argentina and SouthAmerica’s biggest agriculture-expoanddevel-opment businesses, which offers a plethora ofagri-opportunities for both the commercialand the small-scale farming sectors, as wellas the various commodity organisations,”King says.

And the “selfless gesture” of the Argentini-ans, who he says are prepared to partner withAfrica in sustainable projects, incorporatingtheir cutting-edge agricultural technologyand experience, is “really phenomenal”.

The “service delivery” theme continues inBotRiver,but thisweekourfrontpagearticleraises more questions than answers.

Service delivery needs earnest attentionfrom all levels of government and at timesresidents confuse the three tiers of govern-ment with one another, demanding housingor schools from a local authority when thesecan be provincial or national governmentfunctions.

Assertions that the recent protests in BotRiver were based on political motivationsrather than true service delivery concernshave informed the local authority’s responseto the protests. But community leaders whopreviously chose to speak on behalf of resi-dents this week failed to respond to pertinentquestions from the Gazette, and thus far havealsonotprovidedthe localauthoritywithfur-ther clarity on protesters’ grievances.

But if the grievances are indeed still aboutservice delivery, we should be worried ifpromises were made and not kept.

It is essential, though, that servicedeliveryconcerns are communicated to the correctauthorities and that opportunities to engagewith these authorities areused for thebetter-ment of service from government.

Surely this is what the protesters desire?

Afrikaanse taal (WAT) saamge-stel word, gereeld besoek en dienuutste woordverwerkinge ge-lees. Onlangs hoor ek dié woorde-boek beleef geldelike druk. Diemees belangrike taak of saak indie handhawing en vooruitgangvan die taal kan tot niet gaan.

Die woordeboekmakers het ’nplan gemaak en ek, my vriendin-netjie en u, kan elkeen ’n pleeg-woordaanskaf.Eintlikbedoelhul-le ons kan die woord koop. Ditklink al te veel na alleenbesit enas dit by woorde kom, wil ek deel.

The fact is that she was not the wardcouncillor for Bot River when the pro-posed IDP (IntegratedDevelopmentPlan)budgetwasdrawnupandpromulgatedbyTWK–andinfactshewasnotevenacoun-cillor at all at the time.

The ward councillor at the time wasJames Pheiffer.

I was a member of the Bot River WardCouncil when Ms Stanfield was elected,and at this forum made it very clear thatthe then proposed IDP capital expendi-tureexcludedhousing inBotRiver for thefollowing year, as well as any other capi-tal expenditure.

I saw the potential for work for the un-employed in Bot River totally eroded bythe fact that there would be no capitalspent in the area.

Upon further enquiry, I was told thatthe problems of housing were greater inother TWK areas. My protests went un-heeded.

Thewardcouncilhasnopower toaffectTWK decisions anyway.

I seriously doubt that my protests wereheard beyond the closed ward councilmeetings. There was a public meetingwhere the municipal manager defendedthe IDP proposal.

The current service delivery protestsare a direct result of no capital expendi-

ture in the area. This should not be a sur-prise to the TWK officials who drew upthis IDP expenditure plan, including themunicipal manager.

The silence from the TWK municipali-ty as to why Bot River was excluded fromthe IDP budgeting for this year is beyondmy understanding.

The affected protesting population iscertainly being misled by their spokes-men about the lack of housing deliveryand who is responsible therefore.

The understanding of procedure forhousingbudgetingisbeyondthemajorityof ordinary people, including myself.

Exactly who develops the IDP propos-als and which committee accepts the pro-posal that ultimately gets put into prac-tice is a mystery.

This mystery committee should an-swer the complaints of the people of BotRiver.

Several people have told me that theyvoted for Pearl Stanfield on the basis ofher promises to provide free housing forthem in the 2011 calendar year.

I cannot verify if this is true becauseshe never said this to me. If she did, shedeserves the wrath of her voters.

In die Stanford-omgewing op pad na Cale-don, deur die Akkedisberg, gaan ’n mensdeur die Ezeljacht-pas. Albei hierdie ber-ge is na “diere” vernoem. En dan is daar daardie muur by diespoorlyn. Mnr. Cronje, dit is al weer be-sig om om te val. Moet nou nie weer sêdat u nie nou weet nie.

Dit verbaas my egter nie dat die muni-

sipaliteit nie van die protes op 25 Juniegeweet het nie – dis weer eens ’ n aandui-ding van die gebrek aan belangstelling.

Volgens die betogers was daar beloftesaan hulle gemaak, wat nie nagekom isnie. Dis nou tyd om dit te ondersoek enreg te stel.

Ons het nie lus om te sit en wag vir dievolgende betoging nie. Dit is jul pro-bleem, laat dit weggaan.Gazette, asuverslaggewer tebangwas,

Onwillekeurig dink ons aan die on-rus en verwoesting wat die afgelopepaar weke hier plaasgevind het. Om teprotesteer is almal se demokratiesereg maar om ander mense se eiendomte beskadig, te verniel en te steel is ’nmisdaad en moet ten sterkste aange-spreek word.

As ’n belastingbetaler wat afhanklikis van my pensioen waarvoor ek virmeer as sestig jaar gewerk het, voel ekten seerste gegrief.

Die optrede van sogenaamde leierswat gehelp het om hierdie proses vanvernietiging te inisieer moet veroor-deelwordenhullemoetverantwoorde-likheid aanvaar.

Ter afsluiting moet ek my teleurstel-ling met die optrede van die SAPD tekenne gee. Vir meer as tien jaar vraons al vir beter beskerming vir Botri-vier.

Die polisie in ons dorp doen hullebes, maar blykbaar beskou die kontro-le in Caledon verdere ondersteuningas onnodig.

Daar is geen plan B vir Botrivier nie– soos nou bewys.

Inwoners vertel dat toe die betogersbegin klippe gooi, het die polisie dieaftog geblaas en so die winkels aan diegenade van die diewe en verwoestersoorgelaat.

Maar tog, vandag skyn die son enmet die genade van Bo hoop ek mensesal besef dat om te steel en verwoes jounêrens bring nie.

Ons is lief vir Botrivier en sy goeiemense.

Ingredients:450 g ostrich mince

1 punnet fresh mushrooms½ bag of McCain’s frozen Asian stir fry400 g bag of Nutri-Pick Julienne stir-fry vegeta-

blesSauce:75 g Jalapeno dip3 tablespoons soy sauce2 tablespoons hot chilli sauce2 tablespoons red wine2 tablespoons sherry½ teaspoon Thai fish sauce1 teaspoon Tabasco sauce2 teaspoons apricot jam

1 tablespoon hot chutneyMethod:Brown the ostrich meat and mushrooms in a

wok or frying pan on high heat for four minutesin grape seed oil if you are cholesterol conscious.

Remove the meat from the wok or pan and setaside.

• Indien jy wel aanskakel, hou dit energiedoeltreffend. Ons beveel aan dat jy verwarmers met ‘n ingeboude termostaat en kort opwarmtyd gebruik. Dink mooi aan of die hitte wat verlang word, in ‘n rigting geblaas moet word (soos ‘n waaier verwarmer of lugversorger) en watter opsie die veiligste sal wees.

• Isolering is een van die belangrikste oplossings om die energie-doeltreffendheid van jou huis te verbeter. Huise met isolering bly koeler in die somer en warmer in die winter. Dit hou die temperatuur in die huis konstant. ‘n Geïsoleerde kamervereis 51% minder energie om warm te word, terwylhitte wat deur verwarmers geskep word nie ontsnap nie. Isolering verminder die behoefte aan ruimtelike verhitting en gebruik minder energie.

Onmiddellike stappe:

• Verlaag die termostaat op jou geiser na 60°C, bedek dit met ‘n geiserkombers en isoleer die waterpype. As die grootste verbruiker van energie is die geiser verantwoordelik vir tot 39% van jou maandelikse elektrisiteitsrekening. Oorweeg dit om jou geiserte vervang met ‘n energiedoeltreffende alternatief soos ‘n son-geiser of hittepomp.

• Bly warm hierdie winter deur warm aan te trek, gebruik warmwaterbottels en laat jou huis isoleer. Warm drankies doen baie om jou warm te hou. Trek jou winterklere aan sodat jy nie nodig het om verwarmers aan te skakel nie.

RSE TRAP GENAAL SE TJANK AF: Riviersonderend(RSE) Rugby het die wind uit Genadendal Rugbyse seile gehaal tydens ’n tuiswedstryd op 23 Ju-nie. Vroeë gerugte het aangedui dat Genadendalskoonskip gaan maak. RSE-rugby het die teen-deel bewys. Die tellings was A-span RSE 20 Ge-naal 13, B-span RSE 8 Genaal 6, C-span RSE17 Genaal 10. Volgens statistieke kon RSE-rugbydie afgelope vier jaar nie vir Genadendal klopnie. Dit was een van die beter wedstryde watRSE vanjaar opgelewer het. Volgens die spanbe-stuurder, Adam Mouton was die wenresep beterdissipline en toegewydheid deur al die spelers.
