Software Licensing Supply Arrangement (SLSA)

•  The RFSA is continuously posted on buyandsell.gc.ca and suppliers may submit arrangements at any time.

•  The RFSA and the SAs have been extended until December 31, 2016. •  As of January 14, 2016: 283 arrangement requests were received (199 awarded or waiting on

signatures, 53 cancelled/suspended, 1 incomplete submission and 30 under review). Incomplete submissions are submissions where Suppliers have submitted an arrangement without sufficient information or documentation.

•  SLSA remains a PWGSC procurement vehicle available for use by all departments including SSC. Effective September 1, 2015, several sub-categories of software have been restricted for the exclusive use of SSC Approved Authorities to align with Order in Council 2015-1071. Client departments have been informed of these changes and are to follow new procedures in determining which entity will process a SLSA requirement, based on the applicable software sub-category(ies).

•  CHANGES AFFECTING NEW SA ARRANGEMENTS: As a result of Order in Council 2015-1071, new SA arrangement requests containing products that fall under SSC’s software sub-categories will be forwarded to SSC for review and consideration under SSC’s suite of procurement vehicles. Affected Suppliers will be informed of the next steps with regards to their SA arrangement request. Existing awarded SAs will continue to be maintained by PWGSC during this period of transition.

•  REMINDER: NEW quarterly update schedule in effect for the product list and ceiling prices updates. Updates for the period of April 1 to June 30, 2016 are due by March 1, 2016

Cloud Industry Consultations

•  The formal Industry Consultation process on the adoption of cloud computing solutions in a Canadian government context has concluded.

•  A summary report prepared by Gartner Inc., based on observations of the consultation RFI process and subsequent one-on-one meetings, was posted on BuyandSell.gc.ca on December 11, 2015.

•  There was significant interest from industry, with a cross section that included Canadian vendors, Global vendors, Systems integrators, non-profit organizations and Cloud Industry organizations.

•  Procurement Recommendations from Industry included: Ø  Leveraging Service Level Agreement definitions Ø  Conducting cloud vendor prequalification Ø  Utilizing cloud service catalogue Ø  Establishing effective cloud governance Ø  Guidance on data residency & data protection

Multi-Departmental Software Contracts No changes

A message was sent to all CIO’s in late September 2015 to clarify common questions regarding the use of Multi-Departmental software contracts. PWGSC is currently managing 13 Multi-Departmental Software Contracts. These contracts are resulting from a competitive procurement process in which industry is made aware that the winning solution could be used to satisfy other Government of Canada Departments requirements. None of the existing Multi-Departmental Software Contracts are mandatory or are government standards. Information provided to departments about a vendor’s Multi-Departmental contract may not always be clear for departments to determine if the contract can be leveraged by a department. In these situations. PWGSC should be contacted for clarification and direction. PWGSC will be consulting with the CIO community for input on a proposed list of potential Multi-Departmental Software Contracts categories. Procurement Tools Learning Services • Considerations are currently being given in migrating this method of supply in TSPS as its own Stream i.e. TSPS-

Stream 6: Learning Services. •  The current Learning Services Standing Offers and Supply Arrangements would be extended by an additional 7

months until the completion of the TSPS Annual Recompete which is expected to be published in June 2016 and issued in December 2016.

•  The Learning Services SAs would be refreshed one last time in January 2016 to allow new SA suppliers in as well as current suppliers to qualify in additional categories.

•  Current Learning Services SOSA holders would be grandfathered into the new TSPS Stream 6 as well as the new ProServices Stream 13: Learning Services.

ProServices •  6th Quarterly Refresh completed, 25 new pre-qualified Suppliers added; 7th Quarterly Refresh closed 31st December

2015 with results anticipated for end of March 2016. TBIPS •  TBIPS SARefresh Period 1 completed. 32 new pre-qualified Suppliers added. •  TBIPS SA Period 2 open as of November 7th ; closes February 5, 2016. SBIPS

•  SBIPS Re-compete closed November 25, 2015. 126 proposals received, evaluations on-going. •  Next SBIPS SA Refresh solicitation posted December 17th, 2015, scheduled to close February 17th, 2016 TSPS •  TSPS Refresh Period 2 closed December 30th, bids under evaluation, TSPS Refresh Period 3 closes March 30th.

•  TSPS will be re-competed in its entirety in June 2016. Learning Services will be incorporated into TSPS at that time.

PASS •  PASS currently has 25 SAs. Refresh Period 2 closed on December 30, 2015. Thirteen bids in 8 work streams were

received from 5 suppliers. Bids are currently being evaluated at TBS. Awards are expected in March 2016.

Lean Business Process Review No changes

Professional Services Pilot Project: •  In January 2015, STAMS created a Lean working group to review and “Lean”

the 7 Methods of Supplies under the Centralized Professional Services System (CPSS).

•  The Task Based Informatics Professional Services (TBIPS) Method of supply was selected to map as a good example given large business volume and complexity. The mapping and efficiencies achieved will apply to the other Methods of Supply under CPSS.

•  To date, the team has focused on the value stream mapping for both TBIPS recompete for an SO/SA and for the Request for Proposal.

•  Seven projects have been established as quick wins (3-6 months) and are being implemented by separate teams within STAMS: Ø  Common Validation Criteria Processing Ø  Extension of the duration of CPSS SAs & SOs Ø  E-Bids for RFPs Ø  Real time supplier profile Ø  Streamlined Q&A strategy Ø  Harmonized translation and posting rules Ø  RFI posting/approval process streamlining

CBSA Assessment and Revenue Management (CARM) Project •  Requirement is to modernize the systems and processes that support the assessment and

collection of revenue from importers, and for reporting on revenue information and trade data

•  Industry Day was held on 28 May 2015 •  Responses to request for information questions received by 25 June 2015. Suppliers that

provided a response to all questions attended a one-on-one meeting in July 2015

•  A Letter of Interest (LOI) was published on 6 October 2015 on Buy and Sell to provide some high level results of industry day and one-on-one meetings.

•  An amendment to the LOI was posted on Buy and Sell on 30 November 2015 to publish a draft Invitation to Qualify to seek suppliers’ feedback on the document. Responses were received by 14 December 2015.

•  It is expected to publish the ITQ on Buy and Sell in January/February 2016.

Military Personnel Management Capability Transformation (MPMCT) •  DND requirement for the implementation of a Military Personnel Management

Capability (i.e. Human Resources and Payroll) solution for the Canadian Armed Forces, based on the Commercial Off-The-Shelf ERP software, Oracle PeopleSoft.

•  Project Status: Ø  On June 18, 2015 Treasury Board acknowledged the joint DND/ Public Services and Procurement Canada

(PSPC) (formerly Public Works and Government Services Canada) Business Case that recommended PSPC act as the delivery agent for the military pay component of MPMCT. As a result, DND and PSPC are actively collaborating with the goal of onboarding military pay onto PSPC’s Pay Modernization Project’s pay system.

Ø  A notice was published on BuyandSell to inform industry of this decision, and noted that relevant Military Pay on Phoenix (MPP) definition materials would be made available by specific request based on the joint workshops conducted by DND and PSPC with the PSPC Pay Modernization contractor. Canada anticipates completing the MPP definition deliverables by the end of November 2016.

Ø  Canada will use a multi-phased procurement strategy for the MPMCT Systems Integrator (SI) requirement. The strategy consists of an Invitation to Qualify (ITQ) phase, a Review and Refine Requirements (RRR) phase, and a Request for Proposal (RFP) phase. Further information is provided in the most recent notice published on BuyandSell informing industry of MPMCT’s revised Systems Integrator (SI) procurement approach. Target date for publication of ITQ is mid-January-February 2016.

Ø  Procurement of other functional and technical resources to support activities for other project requirements are proceeding as required.

•  Initial LOI released April to January 5, 2015 •  Industry Day: May 6, 2014 – 32 vendors participated •  One-On-One Meetings: May – September 2015 – 26 vendors participated, among which 11 demonstrated their solution. •  Invitation to Qualify (ITQ): January to March 2015 – List of Responsive Suppliers selected to participate in the Review and

Refine Requirements (RRR) process. •  Draft RFP package provided to RRR participants December 3, 2015, and on GETS on December 8, 2015 to receive written

feedback by January 25, 2016 Procurement Next Steps (anticipated) :

•  One-on-one meetings to be held with RRR Participants to get their final feedback on Draft RFP Package – January 2016. •  Reviews and revisions of the Draft RFP based on all feedback received. •  Final RFP Posted on GETS –March 2016.

Canada Student Loans Program (CSLP) Re-procurement •  The Canada Student Loans Program (CSLP) was created in 1964 to promote access to post-secondary

education.

•  The requirement for the program is legislated through the Canada Student Loans Act and the Canada Student Loans Regulations, which govern the provision of loans issued to students up to August 1, 1995, and the Canada Student Financial Assistance Act and the Canada Student Financial Assistance Regulations, which govern the provision of financial assistance issued to students as of August 1, 1995.

•  SMART procurement Industry Engagement conducted between November 2012 and mid-June 2014. •  Draft RFP shared with industry participants. •  The RFP was posted on September 11, 2014, and closed on January 13, 2015.

•  Bids evaluation completed. •  Contract award expected first quarter of 2016. •  Transition period could be from 12 to 24 months.
