I hope you all had a great Christmas, and I would also like to wish you alla happy and prosperous New Year. Let’s hope that 2014 will be a good yearfor your business and good health for all of our members.

It has been eight weeks since I was elected into Office and became yourNational President. In that time I have attended the World Skills Show inBirmingham and the National Painting & Decorating Show at the RicohArena, Coventry.

The World Skills Show was excellent; the standard of work was very highfrom the apprentices engaged. I was disappointed that only one apprenticewas representing our decorating firms, all the other entrants came fromcolleges. I would hope that 2014 is the year when more of our memberapprentices are engaged in this competition, with more firms taking onmore apprentices to sustain the industry.

On 6 December 2013, Joyce and I were invited to attend the North EastRegional Christmas Luncheon to celebrate their 150 Anniversary Year. Thiswas held at the Majestic Hotel, Harrogate. It was like a blast from the past, seeing members and friends talking about the history of the Region.

Dear Members

Norman Nuttall gave an excellent speech, with lots of humor, which istypical of Norman. Bob Smith gave us the history of the past 150 years ofthe North East Region since its inception, thiswas excellent – I do have to say though Bobyou certainly do not look your age!!

The highlight of the day for me, was whenAlan Pearson, North East Regional Presidentpresented me with a plaque making me anhonorary member of the Region. He alsobestowed the same to Norman Nuttall.

I would like to thank all at the NorthEast Region and once again wish youall a very HAPPY NEW YEAR.

PAST PRESIDENTS OF the North East Region ofthe Painting and Decorating Association werejoined by regional Presidents from across Britainand National President, Sam Davies, to mark the150th anniversary of the founding of the firstAssociation of Master Painters.

The PDA can trace its origins back to thefirst meeting of what was to become theNorth East Region, in Bradford in 1863. TheNE Region is the PDA’s longest-running branchand 16 Past Presidents, who have representedthe area, attended a special luncheon to

celebrate the anniversary at The Majestic Hotelin December.

It has been 150 years since Master PainterEdward Harland invited his peers in Bradford toform an Association, one of the first of theemerging trade union organisations which werescattered across Britain.

Believed to be the first meeting of its kindamong Master Painters, the event marked a newmovement within the trade.

Within months, the group had formed links withother associations which had formed in Leeds,

Halifax and Huddersfield, to form the West RidingPainters’ Association.

In 1918, the Association became the YorkshireBranch of the newly formed National Federationof Master Painters and Decorators of Englandand Wales (NFMP&D) eventually merging withLincolnshire in 1947 to become the North EastRegion which it remains today.

The Region has remained a staunch member ofthe national body, which was renamed as theBritish Decorators Association in 1972 beforemerging with the Painting and DecoratingFederation in 2002 to become the Painting andDecorating Association. PDA Chief Executive, Neil Ogilvie was joined by

National President, Sam Davies and current NorthEast Region President, Alan Pearson at the event, which included a Christmas luncheon and a seriesof speakers throughout the afternoon.

s NationalCouncilREPORT FROM MEETINGOF 4 DECEMBER 2014A MEETING OF the newly elected National Council ofthe Association took place at the Willis Building,London on 4 December 2013, with Sam Davies,National President, taking the Chair for the first time.

A presentation was received from Patrizia DiMauro the General Secretary on current UNIEPinitiatives followed by an interesting prologue ofthe painting and decorating industry by MarkusStraube the President of UNIEP.

Reports were given on the recent meetings of theTrophy Awards Committee, Training and EducationCommittee and the Safety Health andEnvironment Committee. A recent meeting hastaken place with CITB on new initiatives for themembership in 2014.

A new category for Retired Members is to beintroduced and more information will followshortly in The Decorator magazine.

The Executive Committee for 2014 was electedand in addition to the Office Bearers, the ExecutiveCommittee are Tony Cook, Nigel Deamer, AndrewHavard, Derek Longcake, Bob Greenup, Bob Hookerand Windsor Powell.

UNIEP Policy DayIN OCTOBER 2013 UNIEP held its second Policy Dayfocusing on the EU Labour legislation. This key eventgathered representatives from the painting sectorand several European officers from the Labour Law Unit,DG Employment.

The Policy Day tackled the key issues facing paintingbusinesses. The Marketing Director of AkzoNobel,Stephen Snaith, announced relatively good news forthe painting sector and flagged up the importance

of trying to reach the residential sector which makes up almost 50% of the whole painting sector. He also stressed the importance of concentrating on the development of new eco friendly products thatwould meet clients’ needs.

A major challenge identified is the great inflow of low skilled and low cost labour available thatundermines the quality of the painting work. The UNIEP Labour Costs survey launched on 1 July 2013collected the data regarding these posted workers and some information concerning generalproblems encountered by painting businesses linked to labour. Businesses expressed an overalldissatisfaction with the current working market and stated that if legislation on this issue is not putin place this situation will get worse.

Commenting on this, the EU Officers, Mr Reinholdt and Ms Rammus from the Labour Law Unit, DGEmployment, explained the current state of play in respect of the legislation dealing with the postingof workers. Efficient legislation is hard to pass if countries do not cooperate between them, ifcountries’ standards differ so greatly from one state to another and if implementation proceduresin the Member States are so slow and not well defined.UNIEP President, Markus Straube, closed the day and expressed his satisfaction with the

stimulating event and wished UNIEP further cooperation and collaboration with theEuropean Institutions to promote and defend European Painters rights and ambitions for abright and fruitful future.

CITB IS CURRENTLY consulting with industry ona proposal to simplify the way Levy is generated.

In conjunction with the Levy Working Party, which is made up of industry representatives, and the consensus federations, CITB has listenedto concerns from employers. The main concernhas been identifying which payments areLabour-only, but there is also a call for the LevyReturn to be quicker and easier to complete.

Following the consultation, a notice period willbe given to employers and amendments will bemade to the levy legislation - any change isunlikely to be introduced until 2016 at the earliest.

The proposal is a simplified system based onpayments through the HMRC ConstructionIndustry Scheme (CIS), and specifically onpayments to sub-contractors who are paid netof tax (referred to as Net CIS from here on). Themain points of the proposal are as follows:

• Retain PAYE Levy at 0.5%• No longer raise Levy on payments to

Labour-only sub-contractors• Removal of the offset mechanism.

Currently available to employers carryingout labour-only contracts for otheremployers in the construction industry,it allows labour-only payments received(LOPR) to be offset against the Levyliability to prevent levy being paid twiceon the same work.

• Introduce a Levy on payments made toNet CIS sub-contractors

• Only payments made through the PAYEor CIS systems would be liable to Levy

•CITB to maintain current Levy incomelevels – not increase them

• The majority of employers should end uppaying roughly the same amount of Levyas they currently do

• The final proposal must be endorsed byindustry

With the proposed changes, Industry could beexpected to see the following benefits:

• Straightforward identification of figuresrequired to complete the Levy Returnstraight from the monthly CIS300return to HMRC

• Removal of the offset mechanism willsimplify the process and spread thepayment of levy more widely and in theview of the LWP more equitably.

• There is no ambiguity about the statusof a Sub-contractor; they are either Netor Gross paid, so it is fact based ratherthan open to interpretation

• Employers will simply use records keptfor HMRC purposes to identify bothPAYE and Sub-contractor figures

• Less time consuming than present, therefore cheaper to complete, possiblyreduced Accountant/ bookkeeper costsand resulting in more value added timebecoming available

• Less scope for employers to get the LevyReturn wrong, resulting in a more levelplaying field for all

As part of the consultation process, CITB willbe holding various workshops around England,Scotland and Wales. You may receive aninvitation to attend one of these and we wouldurge you to take up this offer if you do. Theproposal may also be discussed at various PDAmembers' meetings.

During 2014, CITB will be sending aquestionnaire about the proposal to a sample ofemployers. We would encourage you to completethis to have your say if you receive one.

As with 2013, CITB will be collecting dataregarding CIS payments with the 2014 LevyReturn. Again, to ensure the research is asaccurate as possible, we would strongly urgeyou to provide this information when youcomplete your Levy Return.

P&D SHOW COVENTRY – INDUSTRY VERDICT:

“It was fantastic!”

Don’t forget!

The Price Adjustment Formulae Indices are monthly indices used in conjunctionwith formula methods for adjusting construction contracts which are not fixedpriced. They are sometimes known as the NEDO, Baxter or Osborne Indices.

The formulae calculate the increase or decrease in contractors' costs over anyperiod, to the nearest month. This method of reimbursement helps speed uppayment to contractors and reduces administrative costs.

The indices published above are for decorating work and are compiled fromlabour and materials costs. Series 3 is the latest series and recommended for useon all new contracts.  Series 2 continues to be published for contracts which stillrequire their use.

ON ARRIVAL AT the Johnstone’s Paintfactory in Birstall West Yorkshire,we were met by Sarah Clough, theLoyalty and Events Marketing Manager, and shown to the newly completedVisitor Centre. The factory visit and seminar was divided into three parts –1) Water-Based Paints 2) Oil-Based Paints and 3) Colour – delivered byexperts in each area.

They started off by explaining, like all large manufacturers, that theyproduce large batches of paint at one go due to this being the mostefficient method of manufacture. It was explained to us that there wascurrently a rapid movement towards water-based products. Particularlythere was an emphasis on the aspects of the acrylic and hybrid technology.

Samples jars of the component parts of the paints produced at thefactory, both the water based and oil based paints, were passed round theroom whilst an explanation was given on the advantages anddisadvantages of adding too much or too little of them to the paint andhow this might have an effect.

Johnstone’s Paint factory visit

We then finished off with an expert on colour which started withillustrations and discussion on why some colours can be affected morethan others and then went on to how the Johnstone’s colour tintingsystem, with over 16,000 colours, use of the Trade fan deck and theColourMate app all work together.

We then left the training school and went to the factory laboratories, where we were shown how the quality control programme worked andhow quality was checked for consistency at each stage of themanufacturing process. We were shown various methods of testing andwhere the new products were developed before being taken on a factorytour, during which we were shown where the raw materials arrived andwhere the mixing process and manufacturing took place. Finally, we wenton to packing and distribution.

To top the day of nicely, before we left we were each given a sample ofJohnstone's Aqua Water-based Gloss Paint and Undercoat as well as a FatHog paint brush.

WELCOME AGAIN AND thank you for taking the time to read our section ofwhat is an excellent magazine.

I do hope that everyone has had a wonderful Christmas and New Year andthat we are all looking forward to a better year than last year? (I find it’salways better for the years’ to improve!)

This will be the last time that I have to do a letter for the magazine onbehalf of my region, as Dave and Jill Woods will be taking over from Michelleand I in March.

Although I found it a little daunting when Neil Ogilvie, our Chief executive, told me that I would be expected to write a small piece for each edition ofthe magazine, it is a task that I have grown to enjoy.

The Special Celebratory Christmas Lunch at Harrogate in December wasvery well attended and enjoyed by all. Everyone involved with theorganisation felt that it was time well spent, and it was very special tocelebrate such a milestone in the Association’s long history, sitting down toa ‘Christmas’ lunch with so many friends.

The two experienced speakers on the day, Bob Smith and Norman Nuttall, both gave excellent takes on the last 150 years. It was like they had bothbeen there for the duration!

I had wanted to introduce everyone to our incoming presidentDave Woods and his good Lady Jill. But time has just flown by over theChristmas period and we just have not been able get our heads together intime for this issue.

Looking forward, we have a superb weekend of entertainment for theConference in March, with a 70s themed evening on the Friday and liveentertainment for the Gala Dinner on the Saturday. Fancy dress will be thenorm for the 70s night and as always formal dress for the Saturday dinner,

all arranged by Dave and Jill Woods. Please try to support them with theirefforts by attending the event, Iknow how much it means when you see everyone enjoying themselves atthese occasions – It makes all the hard work and effort worthwhile.

Here at the North East Region we have started a new recruitment drive. Aswe all know the age group of the Association just keeps on rising so we haverecruited one of our future presidents from pre-school level.

Here is a photo of Max Pearson taken at the Doncaster Dinner. Might I add,it was late in the evening when it was well past his bedtime and when he had

a far too many blackcurrant andlemonades but he is pledging hisallegiance to the Association!

On a closing note thank you all forputting your trust in me for the lasttwo years, I do hope that I have livedup to all your expectations. It hasbeen a very enjoyable time for bothMichelle and I and may we both wishDave and Jill all the happiness andgood times that we have experienced.

Goodbye fromAlan Pearson

In next issue, apprentice Matt Evans talks work placementsand his hopes for the future beyond the course.

Louie Callaghan, apprentice on the Prince’sFoundation Building Skill in Craft Programme

Pre-placement training:Another flock on the wall

As well as building the wooden shelter on theDumfries House Estate, we’ve also been doingvarious short courses and factory visits over thelast few months. This additional training isdesigned to build on the knowledge we’vegained so far and prepare us for our workplacements and beyond.

Our first visit was to two high-end wallpaperfactories, where we were given a tour and shownthe workings of the production lines. We even gotto have a go at making wallpaper ourselves and tryout the different machines. It was fascinating tosee the manufacturing process as it’s notsomething you give much thought to when youare decorating a room.

We also had a couple of sessions with Tom Littlefrom the Scottish Association of Painting CraftTeachers. During the live build, he came along fora day to give a short course in how to paint specialeffects using techniques such as sign writing andgold leafing.

Once the build was over, we attended a shortcourse in Lanarkshire where Tom regularly teaches. The course built on what we’d learnt during ourvisits to the wallpaper factories, and went into

more detail about the manufacturing and handlingof traditonal wall coverings. Unlike the regularwallpapers that you can buy at your local DIY store, these are much more delicate and almost fabric-like in their texture.

We also learnt about flock wallpaper, where smallfibres are deposited onto the surface to give a morevelvety coating and create interesting tactile andvisual effects. This kind of paper is particularlyfragile and shouldn’t come into contact withmoisture. It looks fantastic, however, and I’m hopingthat I’ll have the chance to use it in the future.

Being taught by such an experienced teacher andlearning about these more sophisticated decoratingmethods was a real privilege and a lot of fun.

We’ve since begun our placements, which havebeen going really well. I’ve been working for aspecialist decorators which does a lot of ecclesiasticalwork in traditional buildings. I’ve put some of whatI’ve learnt on the programme so far to use, and amalso gaining valuable new knowledge along the way.

SANDIE WEBSTER, A determined painter anddecorator from Gainsborough in Lincolnshire hasfinally achieved her goal of being ‘Crowned’Apprentice Decorator of the Year, after securing aplace for the third year running in the national finalof Crown Trade’s prestigious competition.

For the first time in over 35 years, the grandfinale of the Crown Trade contest (part ofSkillbuild and a WorldSkills UK NationalCompetition) was held at the nation’s largest skillsand careers event, the UK Skills Show, which tookplace at the NEC Birmingham between 14 and 16November 2013.

The Crown Paints competition was one of 70national skills contests held during the eventwhich gave over 700 talented apprentices, employees and learners a platform to show whatthey could achieve and an opportunity to benamed the ‘best in the UK’ in their chosen skill.

29 year old Sandie, who embarked on a careerin decorating at the age of 26, faced fiercecompetition from the twelve other P&D finalistsall of whom had earned their place at the NEC byattaining top scores in regional heats. Havingcompleted her NVQ to Level 3 at Lincoln Collegeearlier this year, Sandie knew this was her lastchance to win the competition, as it is only opento those studying a recognised P&D course at thebeginning of the year of entry.

As in previous national finals, each of the P&Dcompetitors had to complete a demanding testpiece, designed to really stretch their capabilitiesand test their capacity to perform under pressure. However, because the competition was part of theSkills Show, there was a very different

atmosphere from previous finals. Over 82,000young people and their teachers, tutors andparents attended the event, and as one of theshow’s core objectives was to inspire visitors bydemonstrating exceptional talent, all finalists hadto compete in open arenas designed to enablespectators to watch them at work.

“I’d managed to get to Crown Trade’s nationalfinal twice before, but it was very different thistime round”, said Sandie. “I’d never been to theSkills Show before so didn’t realise just how big adeal it was. Because of the scale of the event itmade you feel really important to be part of it!

“The whole event was amazing, and there waslots of space to work in, but there were so manypeople milling around and stopping to watch us.Luckily the competition officials from CrownPaints were just as reassuring and helpful asalways. Funnily enough, although we were

competing against each other, and really wantedto win, all the finalists bonded well and supportedeach other too!”

At 2pm on 16 November the whistle blew to callthe P&D competition to a close. Competitors leftthe arena to allow the judges to assess their testpieces. This year, joining Crown Trade CompetitionManager Kevin O’ Donnell and Technical ExpertMike Thomas on the judging panel were our ownNeil Ogilvie, Chief Executive of the PDA and BarrieNicolson, Junior Vice President of the ScottishDecorators Federation and joint managingdirector of George Nicolson Decorators.

To find out whose work had most impressed thejudges, Sandie and her fellow decorators had towait until Saturday evening when all theWorldSkills UK finalists plus friends, family, tutors, employers, sponsors and VIPs, gathered in the LGArena for the all important Awards Ceremony.

Sandie held her nerve, paced herselfwell and her technical ability and attention todetail shone through - she really deserved to winthe title this time round.”

Commenting on Crown Paint’s involvementwith the UK Skills Show, Debbie said: “There

have been many changes to the way we haveorganised competitions for our industry’s mosttalented newcomers over the past 35 years.Becoming closely involved with the WorldSkillsorganisation was a major step up the ladderthat really differentiated Crown Trade’scompetition from other contests. Now thatour national final is also an integral part of theSkills Show, which reaches out in such anexciting, inspirational and inclusive way to somany thousands of young people consideringtheir future careers, it has taken our event to acompletely new level.”

A stunning 19th century French Chateau-inspired building has been sensitively restoredback to its former glory with Leyland Tradepaint being tastefully used throughout. Plas Rhianfa Hotel, a magnificent Grade II listed

Victorian building on the Isle of Anglesey, has recentlybeen extensively renovated to become a luxurious five-star hotel and stunning wedding venue. Originally builtas a dower house by a prominent Anglesey family inthe 1850s, inspired by French chateaus seen on theirtravels, the hotel now boasts 21 bedroom suites, fourvast reception rooms, a wine cellar and tasting rooms, gym, games room and four bars. R M Owen undertook the painting of the interior of

the hotel, using Leyland products throughout in orderto create a high quality contemporary finish for thishistoric building, which retains many of its original features. The workcarried out by R M Owen was so impressive, it was granted a place inthe finals of the prestigious Johnstone’s Painter of the Yearcompetition, which is run by Leyland’s sister brand.

The team of decorators used Leyland Contract Matt, which isspecifically designed for application on new work, to make lightwork of the restoration project. Ideal for work on new plaster, thepermeable film provided by Leyland’s Contract Matt allows newplaster surfaces to breathe and dry out, whilst offering great coverageas a base coat.

When the plaster was fully dried and to complete the project,R M Owen used super durable Leyland Trade Acrylic Eggshell, in allareas of the hotel including bedrooms, corridors and the reception andbar areas in a wide range of colours, which had to match the exactshades requested. Ten times tougher than conventional matt and silkpaint, Acrylic Eggshell creates an ultra tough, long-lasting finish, suitable for such high traffic environments. It is also ideal for use inkitchens and bathrooms and other areas prone to condensation.

The ambitious project, which had to be completed to a strict deadlineahead of the hotel’s scheduled opening, benefitted from Leyland’squick drying paints, which significantly sped up the process. Time wasso tight, that the team had to literally work around the clock, paintingcontinuously with split shifts from 8am-8pm and 8pm-8am. As aresult, it was completed in half the time such a demanding projectwould normally take. Martin Owen from R M Owen Painting and Decorating said: “I always

use Leyland paint because I know I can trust it to get the job done. PlasRhianfa was a tough project with sucha tight timescale and a huge amount todo, but thanks to Leyland’s quick dryingemulsions we were able to not just meetthe deadline, but exceed it.”

First impressions count, from the momentI set foot into a clients home, be it for the firsttime whilst estimating or to carry out work, I alwaystake my work footwear off at the door, this gives a great first impressionand shows that I respect their home.

Over the years I have also used many different types of boot/shoecovers, from the cheap plastic elasticated type that are fragile and tearvery easily, to a more upmarket boot/shoe cover called Clean Boot whichwas my most recently used favourite.

I have now found an even bettersolution, which are fitted hands free inseconds, durable, reusable andwashable. The royal blue seamlessflexible thermoplastic rubberconstruction is built to last. Yuleyscome in a range of men sizes from 7 to12, allowing them to fit most safetywork boots and shoes.

To use them, simply put the Yuleys onthe floor, place the toe of your safetyfootwear in, push forward and treaddown on your heel until you feel yourwork boots are firmly locked into place. They are designed to be tight fitting overwork shoes so it’s important to measurethe sole of the footwear you wear andtranslate that into the Yuleys size. A sizing chart is available via the

Their complete range of products are distributed in the UK by Nikkolor UK Ltd, helpful staff run the showroom located inLincoln showcasing the beautiful products with brochures and boards.

The Diadema comes pre-mixed in the colour of your choice with metallic flakes. Always give it a good stir before and during use to agitate the contentsin case it has settled whilst in transit. Diadema is quite thick so spread it out well by brushing in all directions, a little goes a long way. There are manydesigns and patterns that can be created and the finished result with the metallic paint is incredible. It looks amazing as the reflection of light catches thebroken colour effect and all the different textures are revealed – a great alternative to plain painted surfaces.

Think about paint and colour and you’ll probably automaticallythink of interiors – but, when used outdoors, eye-catching shadescan deliver even more impact.

When used on wood, bold, bright colours can make a placewarmer, more welcoming – and much more attractive. Combiningcolour and wood protection needs some thought to ensure thecolour is matched correctly – and the system delivers thenecessary protection.

To help decorating professionals make informed choices aboutcolour, Sadolin has produced a video dedicated to the subject.Entitled The Sadolin Colour Palette – Great Shades and WoodProtection As Standard, the film explores the sheer range of colouropportunities available.

The video is available to view on the Sadolin website atwww.sadolin.co.uk or on the Sadolin Woodcare YouTube channelat www.youtube.com/user/SadolinWoodcare

As well as identifying ways to achieve sensational shades, thesubjects of translucency and opacity are also covered in the film. The video is supported by the Sadolin Superdec Colour Guide, designed to show decorators how this opaque wood protectionproduct offers the freedom to transform wood, with over 300available shades.Sharon Smith, Sadolin’s Brand Manager, said: “It would be great

to see more colour used in 2014, as it brings so much to the

environment. Decorators are familiar with the usual woodtones, butmany don’t realise that we also offer many other inspirational shadesavailable – and choosing these colours in no way compromises theperformance of the products.”

“Our video and colour guide have been developed to enabledecorators to get the complete picture on Sadolin Superdec - andintroduce more colour to outdoor projects.”Sadolin Superdec offers superior colour retention qualities, achieved

by the use of specially selected light-filtering pigments to ensurelonger-lasting shades. It offers up to eight years’ protection againstthe elements, and superb flexibility - achieving a solid, paint-likefinish that won’t flake or peel.

Furthermore, Sadolin Superdec requires very little preparation, isself-priming on new timber and can also be applied over existingwoodstain or paint.

The new colour guide also refers to PaintSpec Finder® the free on-line resource - launched by Crown Paints atwww.crownpaintspec.co.uk - to generate tailor-made, accuratespecifications for masonry and exterior trim projects.
