Project backgroundIn 2012 RheinEnergie decided to build a new 450 MW block at the existing plant location of the Niehl combined cycle power plant within the Cologne harbor area.

The needThe network connection of Niehl 3 (NAN3) comprised three levels :
• 380kV connection to Germany’s transmission network
• 110kV connection to RheinEnergie’s distribution network
• Feeding RheinEnergie’s heat district system.
The particular location of the new plant - however - made a solution for the network connections more challenging , especially that of the 380 kV level.
Commissioning of the new plant will start in autumn 2015. Niehl 3 will finally enter commercial service in 2016.

The conceptConnecting the plant-side 380kV GIS with the transition point at RheinEnergie’s Merkenich S/S by 380kV underground cable.
From there, a 380kV OHL connection to the German transmission network at Amprion’s Opladen S/S.
Installation of a 380/110kV phase-shifting transformer at plant-side GIS for a 110kV cable connection to RheinEnergie’s Kalk S/S.

Ranking of large 380kV projects in GermanyWith a system length of almost 9 km , the underground section of the Niehl 3 network connection (NAN3) is Germany’s longest 380kV XLPE cable connection - so far.

The challengePlanning an almost 9 km long underground cable system inside a complicated environment like the city of Cologne surely is a more complicated than in other environments:
− Still today there are numerous bomb disposals and UXO (unexploded ordnance device) suspects and every year.
− Due to reconstruction over the past decades there are nowadays numerous other utility lines , sewers and galleries in almost every street; unfortunately, not all of them are registered to date.
⇒ Very narrow trench available only !
⇒ Decision for a well-proven space saving ductbank design .

Quality control and testingQuality control measures for the NAN3 project comprised: − Quality checks during production
− Routine and sample tests
− Tests for the extension of an existing prequalification (ePQ)
All test requirements were specified in the new German EHV cable standard DIN VDE 0276-2067 (2013-08).
Test requirements for the ePQ are slightly higher than those in IEC 62067, following the experience from the Bewag projects , e.g. test frequency, higher sensitivity and test voltage for PD measurement beyond others.
The ePQ was executed between April and September 2014.

After installation testsOn-site testing was performed in early April 2015.
The test voltage of 374kV (1h) was produced by a setup comprising four 260kV modules.
PD measurement (UHF method) was performed simultaneously on all 10 accessories per phase. ⇒ No (dangerous) PD detected
