This approval means that the school’s curriculum, its standards of teaching and policies are up to the state standards, and that a student can transfer to any other school in the state. Eroglu, the head of the Muslim Link’s annual family carnival “Muslim Funfest”, is expecting several thousand guests

at High Point Farm in Clarksburg, Maryland on Saturday, May 29, and the last thing he wants to see is rain.

“I know [the carnival] is still ten days away, but I can’t help it. We put so much planning into this event and we get anxious. We want [Muslim Funfest] to be a great experience for everyone. So, we’re making

Community NewsPGMA Moves Forward with Ghusl FacilityBy Muslim Link Staff

When a community member passes away in the middle of the night in Prince George’s County, Maryland, gathering volunteers to take the body into DC to a funeral home for washing is not easy.

But now with a core group of Muslim men and women trained in performing the ghusl on the deceased, the Prince George’s Muslim Association (PGMA) just needs to raise the funding needed to build a county approved body washing facility on premises.

They did that on May 8, 2010.

Though PGMA leaders mentioned three areas where funding was needed including construction of a playground and on-going building repairs and improvements, the clear focus of the community dinner held at the PGMA facility was the $60,000 needed to complete the ghusl facility.

After presentations from An-Nur Academy students including an

impressive group recital of the hadith of Jibreel (‘alyhissalaam) including descriptive hand motions, PGMA Executive Council Member Safeer Shameem discussed the ghusl project.

Saying funeral homes charge Muslims from three to five thousand dollars for a few hours to use the facility to wash the deceased themselves, Shameem said having a washing facility at PGMA will pay for itself.

“At the time of grief you will sign any paper and agree to any price. We want to build a place where we can do the ghusl on premises. [The $60,000] is not a lot of money when you think of the savings to the community. The janaza program will be self-sustaining since we will charge a fee,” explained Shameem, who also represents PGMA on an inter-masjid committee to purchases burial plots at lower rates for the Muslim community.

PGMA welcomed its former Imam Karim Abu-Zaid as the keynote speaker for the evening. Imam Karim admitted he would rather give an Islamic lecture than raise funds, but then said he will

“mix the two” and “insha’Allah we will come out successful.” The word and lessons behind “Insha’Allah” (Allah willing) became the center piece of the fundraiser; over $65,000 in cash and pledges was raised in less than an hour.

The evening ended with a surprise for

everyone; PGMA’s Sister Romana Kearns got married at the end of the program, and the dinner was part of the celebration. Imam Karim, who also took her through her conversion into Islam about 4 years ago, conducted the ceremony.

MCC Holds First Fundraiser for Youth CenterBy Deya-ud-deen EberleMuslim Link Contributing Writer

The Muslim Community Center (MCC) in Silver Spring Maryland, seeking to generate funds for the Youth Multipurpose Facility [(YMF) total cost projected at $1.5 million], hosted Imam Zaid Shakir as their key note speaker for the annual fundraiser dinner on May 8, 2010. Speakers at the event highlighted serving the needs of Muslim youth by giving them a place to meet and develop mentally, physically and spiritually, and moreover, a positive grand vision.

A huge tent was pitched for the event which was opened by one of the MCC youth, Umar Khan’s Quranic recitation, one of the active MCC youth, followed by Isthiaq Chughtai, President of MCC Board of Directors, who briefly welcomed the guests and introduced the event. Arshad Qureshi, chairman of the MCC Board of Trustees, reminded the attendees how a few people had gathered for prayer in a small tent, much smaller the present tent set for the event, 34 years ago on a spot which was then just a corn field. Yet they had a vision. From these humble beginnings, against many odds, with 99% volunteer manpower, and by keeping the grander vision in their sights, they built the MCC into the thriving Muslim Community Center now seeking this major expansion to help provide a vision for the Muslim youth.

A video model of the YMF was presented by Mansoor Muhiuddin after a PowerPoint presentation of the multiple functions and numerous activities of the MCC and their comparative expenses.

Imam Zaid Shakir began with his motivating speech by quoting the bible: “where there is no vision, people perish,” (Proverbs 29:18), and by commending

the MCC founders in their vision to see beyond mere corn stalks and corn flakes. He focused on the urgent need to give our Muslim youth a positive vision of Islamic activism; otherwise they will be tempted with corrupt visions. Islam is not a strange religion here in the Americas, he said, and narrated many Muslim contributions in the Americas, past, present and future. Not only are

there examples of Muslim participants in the colonial times and thereafter, but evidence indicates pre-Columbian contacts and trade between Native Americans and Muslims of Africa. He listed a series of events and illustrious

Letter to Muslim Link Shows CMU Abuses Worsening for MuslimsAssalamuAlaikum,

For the last few days the officers at the CMU Terre Haute (CMU - Terrorism Unit) have gone out of control.

Many of the officers here have served in the U.S Military and have recently come out straight in showing their hatred against Muslims. They go to each cell about twice a day and shake it down completely. They rip the cells apart completely. If they don’t like the ways the cells look they lock the cells and people

are unable to use the toilets. On one occasion I know an Inmate who could not wait anymore and almost went to the bathroom on himself. On another occasion

officers came to one of the inmates and told him that the Muslim inmate looks like a Somali pirate and if he tried to run the officer would shoot him. Another

officer [admitted] that he goes to sleep every night thinking how he will make the inmates’ lives miserable the next morning. I am unable to mention the names of the officers fearing the safety of the inmates in the CMU. Things have even turned worse since the Time Square, NY incident. In any case, the things are not moving the right direction so please pray for the Muslims in the CMU unit.

Dar Al-Taqwa Fundraiser Brings In More Than $150KBy Rana KhanMuslim Link Special Correspondent

With this, the approximately 400 people in attendance inside the auditorium of River Hill High School for the annual fundraiser for Dar Al-Taqwa (DAT) masjid on Saturday, May 15, 2010, were reminded of the importance of working together to pave a way for their collective future as a growing community in Howard County, Maryland.

Imam Wazir Ali, Director of Mercy Community Center and Resident Imam of Houston’s Masjid al-Quran and Masjid al-Islam, reiterated this slogan several times and asked the audience to repeat it after him. As one of the keynote speakers for the evening, he advised that the two qualities that were especially important in an individual in order to be able to make a difference were those of faith and the ability to make a sacrifice.

Imam Ali emphasized the importance of the masjid as a place that welcomes and spiritually nurtures Muslim youth. He shared that it was this very connection with the masjid and its programs that

motivated him to study further, “despite all the statistics being set up against” him. Imam Ali said an active masjid could help many men and women, and was especially crucial for the reverts to Islam.

This sentiment of supporting and fortifying the youth of the community to become confident Muslims and future leaders personified itself in many ways during the course of the program.

Hammad Hai, a young “hafidh” who has been teaching Quran at Dar Al-Taqwa for the last few years, had started the program with a beautiful recitation of the Quran. Omar Abbassi, one of the first students in DAT’s Quran memorization program, had read the translation of the verses. Ibrahim Zuberi, a youth who grew up in the Dar al-Taqwa community and a teacher in the Saturday classes at the masjid, was the Master of Ceremony for the evening.

Imam Mahmoud Abdelhady, who has witnessed the growth of the community for the 20 years since its inception, shared his insight with the audience. He warmly recalled his experiences with the youth in the community, and expressed

pride over their achievements.

A short movie, produced by DAT youth, was shown. It highlighted the temptations towards vice that the young people of today face, and how support from the masjid can help steer them towards good.

Dr. Altaf Hussain, an executive committee member of MANA (Muslim Alliance of North America), ISNA’s (Islamic Society of North America) Leadership

Committee Chair and a faculty member of Compass (an MSA National training program), was also a keynote speaker at the event. Dr. Hussain expressed how he had first come to know of Dar Al-Taqwa from the impressive youth that it had sent forth. He said three qualities of the Dar Al-Taqwa community that stood out for him were those of sincerity, sacrifice and steadfastness.

For Many Parents, Summer About Teaching Children IslamBy Yaman ShalabiMuslim Link Staff Reporter

Just as kids thought school was finally over…. More studying is on the way as Islamic institutions are preparing youth summer programs for the summer of 2010.

As the next generations of young Muslim children continue to grow in the United States, Masajids are on a mission to help nurture the youth into mature adults, which is why they’ve taken a lot of time to organize various summer programs filled with a fun yet educational atmosphere. The Dar Us Salaam community has long been preparing for its 2010 “Sensational Summer Program.” As Dar Us Salaam’s maxim, “Striving for a Model Islamic

Community” the camp is designed to help students excel in subjects like Math and Language Arts, while working to enhance their spiritual needs by learning to read and memorize the Quran.

This 6-week program will begin June 23 and end August 3 every Monday through Thursday from 9a.m. to 3:15p.m. and Friday’s from 9a.m.-2:15p.m. with the exception of the Algebra Camp and the Aqabah Karate class. The Algebra camp will be administered for three weeks with the choice of picking one out of three sessions while the Karate class will run twice a week for six weeks.

Rabeea Janjua is an ophthalmologist at Silver Spring Maryland Eyecare and has a daughter that attends Al-Huda. She plans on enrolling her Kindergarten daughter, Fatima Safdar, in the Quran

Reading Camp. Janjua needs someone to look after her daughter while she works and wants her to improve her Quran reading skills. She thinks the camp will be a great experience.

“We never had this when we were young,” said Janjua. “I want my daughter to learn and have fun at the same time.”This challenging yet fun-filled camp will provide students with an Islamic learning environment while also providing a summer packed with fun and entertainment through weekly fieldtrips. Saida Hadane is a teacher at Al-Huda and this summer she plans to enroll her 12year old daughter in the Dar Us Salaam Hifzh Program. Sajwa Prather, 12, is very excited for this summer and wants to memorize more of the Quran. “It’s a really good influence for children,”

said Sajwa. “Muslim children can come together and work at becoming better Muslims.”

Not far from the College Park Muslim organization, the Prince George’s Muslim Association An-Nur Academy’s 2010 summer program in Lanham will begin June 21 and end July 31. Divided into three sessions, each session will tackle the Quran, Islamic Studies, Physical Science, sports, and more. Children will learn how to combine religion and academics and see how they are implemented in our daily life. They will get the chance to build and launch rockets, invent robots, and go science exploring.

Summer Time to Volunteer, Unwind for Area College Students But some students worry about next steps after collegeYaman ShalabiMuslim Link Staff Writer

Summer for students at the University of Maryland, College Park began Thursday May 20, a day after final exams end.

With another year of school almost behind them, students are scrambling to complete final assignments and prepare for their exams. With one last hurdle to pass, they are ready for a well-deserved vacation.

However, it’s not all fun and games when you’re one step closer to entering the real world. For them summer is an opportunity to experience life as an adult.

“The real world is scary,” said Senior Mahir Marof, 22, majoring in Physiology and Neurobiology. Although he’s excited for the upcoming reprieve, for him it bodes the unknown path he must take now that he’s almost done with his four years of college.

“You come into college and have the

next four years planned,” he said. “When you’re done, you don’t know what you need to do next.”Marof has planned to take his next year off to find work to gain research experience in his field of work before

going back for Graduate school. However his short-term plans will be to join the Fawakih Institute in Herndon, Va. for a comprehensive study in Islamic Studies and Arabic.

Shabnom Khan, 21, a junior majoring in Civil Engineering, plans to volunteer at the Muslim Community Center summer program they have planned for the youth. She is hoping to help with their Quran

classes but says she’ll do whatever they need help with.

Zeynep Karakas, 18, is very excited for the summer. A freshmen majoring in environmental health, she is already

working in the emergency department at Montgomery Hospital. “I have a job and I feel privileged,” she said. “It’s the best experience, to get to work with the emergency department lead physician.” Although Karakas is still getting used to the work she says being in the emergency department is different than what you see on some entertaining medical shows like Scrubs, House, or Grey’s Anatomy.She has plans to start studying for

the Medical College Admission Test (MCAT) to prepare for Medical School. “I want to get in and it’s not easy,” she said.

However, as worried as they are about the future, students don’t plan on spending their entire time mainly working or studying.

Physiology senior Zakria Nur, 21, hopes to go to Europe once school is over. He used to stay with a host family in France during high school and hopes to “catch up with them.”

Mohammed Muqueeth, 20, plans on going to do umrah with friends. A junior as a Biology major, he is very excited about his trip to the Holy City. He says his remaining summer time will probably be spent studying for the MCAT’s.

Not big on seeing the world, Marof says he wants to stay at home if his parents go for a visit to Alaska. The reason they created HDTv, he said, is so you don’t have to go to different places to know what they’re like.

Muslimah Wins At MD Young Writer’s Contest

On May 1, families, friends, and young authors gathered together to listen to and acknowledge the winners of the

2010 Maryland Young Writer’s Contest sponsored by CityLit and Baltimore’s Child Magazine. Amongst them was

first place winner of the Middle School Prose division, Zaynab Gholston for her submission, How Africa Became. This was 11 year old, Zaynab’s second time winning the contest which encourages and acknowledges young writers of prose and poetry in the state of Maryland.

Out of the 900 submissions judged this year, Zaynab’s creative myth about the formation of the African continent caught the judge’s attention. Andrew Auseon, judge of the prose division and author of young adult novels said, “How Africa Became” is an original and entertaining creation myth that utilizes traditional elements to tell a new story, one with a depth and cleverness all its own. The best writers become invisible; this writer clearly has a talent for fading into the white space behind her words.”

Zaynab was ecstatic about her win. She said, “I never thought I would achieve my goal of being an author so young, but I have. I really worked hard to win this year because I wanted the scholarship to the Towson Writing Program.” For her first place win, Zaynab and all the other first place winners of other divisions have been awarded scholarships to Towson University’s Maryland Writing Project’s Student Writers’ Workshop, three week summer program.

Baltimore metro areas. The first year was a slight loss, and the second carnival “just cleared the red”, said Minhaj Hasan, editor of the Muslim Link.

“Muslim Funfest is another way we fulfill our mission to ‘link the believers together’. It’s a whole lot of work, but we have some dedicated people who help us organize and run the carnival. Alhumdulillah the feedback the first two years was excellent. Families were really looking for an outdoors event like this for memorial day weekend. Alhumdulillah we anticipate Muslim Funfest just getting bigger and bigger, Insha’Allah,” said Hasan, who refused repeated requests to sit in the dunk tank at the last two carnivals.

This year Muslim Funfest added a 750-

foot zip line to the list of rides. Organizers hope the zip-line which propels strapped in riders down a cable at high speed – will attract older youth.

“The older teenagers gave us feedback last year and we responded, alhumdulillah,” said Eroglu.

A major challenge for an event of this size – this year organizers are expecting around 8,000 people – is manpower. To entice volunteers to take part in manning rides, serving food, and helping with parking among other things, Eroglu said each volunteer who can devote around three hours will get a unlimited rides wrist band, a t-shirt, and free lunch. Over 100 volunteers are needed in various roles.

MCC Medical Clinic Receives Two AwardsWASHINGTON, D.C., May 30, 2010. At a simple but dignified award ceremony at the Washington Area Women’s Foundation, the Muslim Community Center (MCC) Medical Clinic along with other nine nonprofit organizations received an award of $10,000 to serve the critical health care and social services needs of women and girls in the

Washington Metropolitan area.

The community, through the online voting, favored the MCC Medical Clinic’s outstanding services for women and girls to receive an additional funding of $5,000.

The MCC Medical Clinic, with the

financial help from the Montgomery County, Maryland State, Kaiser Permanente, Healthcare Initiative Foundation, and Komen Foundation, has established a women health care and social services center to provide culturally competent and sensitive obstetric and gynecological services to women from many religious, cultural,

ethnic, and social backgrounds without barriers. The Clinic also educates female patients of the advantages of early breast cancer detection, diabetes prevention and cure, and provides the needed support to fight against domestic violence.

According to the Washington Area Women’s Foundation, “This year, the Leadership Awards will be given to nonprofits working to positively impact the lives of women and girls from under resourced, oppressed or marginalized communities, or through innovative work at the intersection of gender, race, class, sexual orientation, and disability in their communities. “

“Nine of the 10 organizations have never received funding from The Women’s Foundation before,” said Jennifer Lockwood-Shabat, interim co-president of The Women’s Foundation. “That fact highlights the Leadership Award’s commitment to shining a light on organizations that may have gone unnoticed by the majority of the community. Starting July 1 up to August 5, the All Dulles Area Muslim Society (ADAMS) will hold its summer program Monday-Thursday from 9a.m-1p.m.

The camp will have “children fun activities while catering to the children’s needs,” said Assistant Principal of

students ages 3-7, Hurunnessa Faridad. The ADAMS center’s “summer of fun and learning” is designed to teach children to read and memorize the Quran as well as to learn the Seerah of the Prophet Muhammad Peace Be Upon him and the basic principles of Islam through the use of hands on activities. “It’s an outlet for Muslims living in America to come and enhance their love for Allah and learn more about Islam,” said Faridad.

Muslim personalities in American history, too many to recount here, like the inspiring story of Ayub ibn Suleiman Diallo who, after being captured from Gambia in 1730 and brought to Annapolis, Maryland, wrote a letter in Arabic for his freedom which came to the attention of James Oglethorpe of Georgia. After securing his freedom Ayub went to London where he wrote three copies of the Arabic Quran from memory.

We don’t want fair-weather Muslims, who only come when the sun is shining, he said, but we need those who will support during the storm winds of inclement weather, who can boldly and steadfastly face adversity, so when the sun does come back out, we can reap the fruits of our labor for the cause of the vision.

After the Magrib prayer and the delicious meal, brother Yusuf Siltine joyfully mentioned that they had already collected 74% of their $100,000 target without even formal fundraising pleas. For the

remainder, he successfully exhorted the community’s generosity by reciting in Arabic and English relevant verses of the Quran and narrations of the Prophet, peace be upon him.

The event was well attended, with approximated 300 in attendance, and supported by the MCC community members. Ahmad Salhan, 18, of Reston, Maryland, was excited about the project because it will attract even more youth to the successful MCC Friday night youth gatherings. Umar Khan mentioned that

this expansion will give the Muslim sisters a private area to participate in sports and other activities. Some youths consider themselves too old to catch the benefit themselves, yet uphold the YMF idea for the youngsters on the way. Sisters were just as excited. Meriam Kass who lives five minutes’ drive away from MCC, and Tania who lives in College Park but was attending the event as a guest of her mother in law, each of whom has three children, both said they loved the idea and can’t wait to see it accomplished.

said Principal Laura Abdur-Rahman, who has been the principal at Al-Rahmah school for a total of eight years now. “It means the school has reached a standard of excellence,” she added.

The accreditation process, which was particularly long for Al-Rahmah School, began in 2002, when Abdur-Rahman applied to the Association of Independent Maryland Schools (AIMS) to become accredited. Private schools like the Gilman School for Boys and McDonogh School are certified by AIMS. After becoming provisional members of AIMS, the school was tasked to conduct a self-study within five years in order to be fully accredited. Teachers and school administration put their efforts into this process but were unable to finish this process in the time allotted. Furthermore, the AIMS accreditation was halted by a prior principal who instead wanted to seek accreditation from the CES-MSA. While this was a bit devastating for the teachers, who put in tremendous effort towards the AIMS accreditation, Abdur-Rahman felt it important to follow through with the accreditation process and pushed them to transfer their efforts from AIMS into CES-MSA. “It paid off because a lot of the research that they had done, they could transfer to the MSA accreditation,” she said.

The bulk of the nine-month process involved a self-study, which was an extensive analysis of the school, and detailed aspects of its leadership and governance, safety, community involvement and educational programs. Parents and students also completed

surveys, the results of which were also reported in the self-study. The accreditation process ended with an in-person visit from members of the CES-MSA, who themselves are seasoned educators and school administrators, from May 9th through May 12th. They inspected the school’s facilities and also met with teachers, students, and parents.The team from CES-MSA commended several aspects of the school but also provided several recommendations. They were impressed with the Al-Rahmah School Endowment Trust but wanted to see more vigorous efforts to seek funding. They also wanted to see the school improve and expand its technology, such as installing Wi-Fi and using laptops, especially as seeking state-of-the-art technology is a key part of the school’s mission statement. They encouraged the expansion of professional development and teaching techniques, including a technique called curriculum mapping. They were concerned about the parking lot and safety of the students, and recommended definite entrances and exits, especially for student pick-up and drop off.

The school is accredited for seven years, and will report to CES-MSA every year, informing them of how the school is achieving its goals and progressing in its strategic plan. There is a review process in the third year, where a representative from CES-MSA will visit the school again. The school will reapply for accreditation in seven years, following a similar, yet less extensive process. “Truly the main benefit of accreditation to the school is it puts you on a constant self-improvement path,” said Abdur-Rahman. If we want to keep this accreditation, we have to definitely fulfill the goals of the

strategic plan, including upgrading the school’s technology and facilities and increasing the enrollment.” Because of the recent accreditation, there will also be changes in the classroom, including making sure the needs of all learners are met, and more stringent hiring practices, especially for teachers. Deborah Cason, a teacher at the school since 2000, and who served as the chairperson of the steering committee of the self-study, finds the accreditation to be especially beneficial for teachers. “All of the years served in this institution can be used as an experienced professional teacher in a highly recognized accredited school. The years served can count towards retirement, should you go to a public school system. It also means that we have met the requirements for implementing

academic standards to our students.”

The recent accreditation of the school, which is recognized nationally, also has an impact on the marketing and image of the school. “From now on Al-Rahmah School will have the recognition that it deserves to attract quality students and needed funds. The general community will have to take a realistic look at the type of students Al-Rahmah produces and give credit to the school for meeting academic and accreditation standards,” remarked Cason.

Al-Rahmah will receive its official letter and certificate of accreditation in September, inshaAllah.

Ar-Rahmah School is accredited for seven years, and will report to CES-MSA every year, informing them of how the school is achieving its goals and progressing in its strategic plan.

“There are veterans of this community who have sacrificed beyond belief,” said Dr. Hussain. “I have witnessed this myself. It is these people upon whose shoulders we stand.”

Dr. Altaf expressed hope in the youth of the community. He envisioned them to be people whose expression of attachment to Islam would not be limited to displaying T-shirts and bumper stickers but instead would manifest itself in a choice of careers inspired by their faith and undertaken to serve humanity.

The evening’s program also included presentations by Mumtaz Khan, Chairman of DAT Shura, and Salim Hira, its’ Treasurer. Khan reminded the audience of the growth of the community, and the need for a community center and a library that was originally planned

as part of the masjid. He said, in the immediate future, there was a need to undertake installation of a public sewer line from Route 108 into the Dar Al-Taqwa property as currently there was only a septic tank present. There was also a need to have 120 more parking spaces on the masjid grounds. Hira’s presentation projected a total need for $480,000 to complete both phases of improvements as well as sustain masjid maintenance fees. Out of that amount, $225,000 was needed that evening.

Hira also outlined a course of action that included boosting the organization’s membership, restructuring the various committees that worked in conjunction with the Shura members, and allowing Dar Al-Taqwa as a “volunteered and governed institution to take charge within our own and surrounding communities.”

The fund-raising portion was carried out in a lively manner mimicking the broadcasting style of a public radio station with “co-hosts” Imam Ali and

Dr. Hussain having approximately half an hour to reach the goal for the evening. Over 96K was raised in that time before an intermission for prayer, after which the fund-raising continued for another half hour. Each member of the audience was asked to commit to leave with a resolve to raise $4000 by encouraging 4 people to give $1000 each. The first person to volunteer to do this was 15 year old Ahmad. By the end of the fundraiser, over $150,000 was committed through donations and pledges. According to Salim Hira, this amount is continuing to grow as more funds come in from people who were unable to attend the fundraiser.

At the end of the program, the audience was blessed to witness the acceptance of Islam by two sisters.

Several attendees expressed disappointment at the low turnout for the event, but they also expressed a strong positive sentiment towards the masjid and its activities.

Beverly Rushdan says she tries to never miss the weekend sisters’ study circle with Imam Abdelhady. “It has given me such a spiritual boost,” she reflects. “It is like the United Nations - with sisters whose backgrounds originate from at least 30 different countries. They fire away with their questions and don’t hold back from anything they need to ask, just like in the days of the ‘sahabah’ .”

Banu Sharieff has been living in the DAT community since 1986 and said, “The masjid has brought so many families together. It has been a beautiful experience to have seen the little kids grow up and become part of the community.”

May 16, 2010 “Antiwar” May 10, 2010 -- The 2010 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons is underway at UN Headquarters in New York. A working paper calls for a nuclear-free Middle East. It would require member states of the NPT to “disclose in their national reports on the implementation of the resolution on the Middle East all information available to them on the nature and scope of Israeli nuclear facilities and activities, including information pertaining to previous nuclear transfers to Israel.” On May 6, 2010, the Government Accountability Office (formerly known as the General Accounting Office) released the previously secret 1978 report “Nuclear Diversion in the U.S.? 13 Years of Contradiction and Confusion”. It fills in important historic gaps about weapons-grade uranium diversions from the U.S. to Israel.

U.S. presidents have long acquiesced to “strategic ambiguity” – a policy of neither confirming nor denying that Israel even possesses nuclear weapons. This pretext has allowed the U.S. to deliver the lion’s share of its foreign assistance budget to Israel, despite clear legal prohibitions imposed by the Glenn and Symington amendments to the Foreign Assistance Act. UN member countries have long suspected that the United States either turns a blind eye or actively supports the transfer of know-how, weapons-grade uranium, and dual-use technology to Israel. The 62-page General Accounting Office investigation and correspondence confirms the United States refuses to mount credible investigations that would enable warranted prosecutions of the perpetrators.

“Nuclear Diversion in the U.S.? 13 Years of Contradiction and Confusion” investigates the period between 1957 and 1967 when the Nuclear Materials and Equipment Corporation (NUMEC)

received over 22 tons of uranium-235 – the key material used to fabricate nuclear weapons. NUMEC’s founder and president Zalman M. Shapiro was head of a local Zionist Organization of America (ZOA) chapter and a sales agent for the Defense Ministry of Israel in the U.S. In the early 1960s the Atomic Energy Commission (AEC) began documenting suspicious lapses in security at NUMEC’s plant at Apollo, Pa. In 1965 an AEC audit found NUMEC could no longer account for over 200 pounds of highly enriched uranium. Subsequent estimates spiraled to almost 600 pounds.

The GAO was chartered by Congress to investigate four allegations about what happened to the uranium. The first was that “the material was illegally diverted to Israel by NUMEC management for use in nuclear weapons.” This was a result of early AEC and FBI investigations into the activities of Zalman Shapiro. The second theory “the material was diverted to Israel by NUMEC management with the assistance of the Central Intelligence Agency (CIA)” came from the CIA’s silence and demonstrated lack of interest in the entire matter. The final theories explored by GAO were more general, that “the material was diverted to Israel with the acquiescence of the United States Government” or “there has been a cover-up of the NUMEC incident by the United States Government.”

GAO solicited all available information developed by the CIA, FBI, Department of Energy, and AEC, but was “continually denied necessary reports and documentation … by the CIA and FBI.” GAO attempted to fill in gaps or outright refusals to cooperate by directly interviewing FBI special agents. The GAO also intended to make the report public, in order to respond to growing public concerns. Rep. John Dingell (D-Mich.), the chairman of the House Subcommittee on Energy and Power, who requested the inquiry, was assured six months before it was issued that only

the most sensitive areas in the report would be classified. The CIA and FBI insisted that the entire report be classified at the “secret” level over the objections of Dingell, who said, ”I think it is time that the public be informed about the facts surrounding the … affair and the possible diversion of bomb-grade uranium to Israel.”

The GAO report lambastes the FBI’s on-again off-again approach to investigating NUMEC: “The FBI, which had the responsibility and authority to investigate the alleged incident, did not focus on the question of a possible nuclear diversion until May 1976 – nearly 11 years later. Initially, the FBI declined DOE’s request to conduct an investigation of the diversion possibility even though they are required to conduct such investigations under the Atomic Energy Act….”

The FBI’s initial investigation during the 1960s quickly zeroed in on NUMEC management, but FBI recommendations for action were stymied. According to the GAO, “The FBI became so concerned about the security risks posed by NUMEC’s president that they asked DOE whether it planned to terminate his security clearance or stop the flow of materials to NUMEC. According to the FBI’s liaison with GAO, the FBI recommended that NUMEC’s operating license be taken away….” When the FBI request was ignored, it dropped the entire investigation between 1969 and 1976.

It took a direct order from President Gerald Ford in 1976 for the FBI and Department of Justice to “address the diversion aspect.” The renewed investigation soon led to reversals of official U.S. government positions on NUMEC. According to the GAO report, “until the summer of 1977, the only publicized Government view on the NUMEC incident was that there was no evidence to indicate that a diversion of nuclear material had occurred.” By

February 1978, the Nuclear Regulatory Commission (NRC) announced it had “reconsidered” its previous position that there had been “no evidence” to support diversion.

But the 11-year gap “obviously hampered” the effort. The GAO revealed that the DOE’s nuclear materials safeguards, which before 1967 tracked the monetary value rather than the precise mass of the uranium, were seriously flawed. NUMEC claimed key records covering a period of heavy uranium loss were destroyed during a “labor dispute” in 1964. NUMEC paid a $1.1 million fine for 206 pounds of missing uranium in 1966, which closed the DOE case. NUMEC also hired away one of the DOE’s chief on-site investigators to enhance the appearance of serious materials control and accountability. The GAO found that even by 1978 the FBI had not contacted key individuals in the affair. An FBI agent-in-charge told the GAO it did not investigate the source of funds to pay NUMEC’s DOE fine anticipating “legal difficulties.” So the GAO investigated the matter, placing its own telephone calls to Mellon Bank.

The GAO report is highly critical of the CIA: “From interviews with a former CIA official and with former and current officials and staff of DOE and the FBI we concluded that the CIA did not fully cooperate with DOE or the FBI in attempting to resolve the NUMEC matter.” The report is inconclusive about exactly what happened at NUMEC, but not about the agencies involved in the investigation through 1978. “We believe a timely, concerted effort on the part of these three agencies would have greatly aided and possibly solved the NUMEC diversion questions, if they desired to do so.”

French Cabinet Approves Veil BanMay 19, 2010 (Al-Jazeera) – The French cabinet has approved a draft law to ban the wearing of full-face veils in public spaces, opening the way for the text to go before parliament in July.

The bill calls for $185 fines and, in some cases, citizenship classes for women do not comply with the ban.

Addressing the cabinet meeting on Wednesday, Nicolas Sarkozy, the French president, said: “Citizenship should be experienced with an uncovered face.

“There can be no other solution but a ban in all public places.”

The bill includes a new offence - inciting to hide the face - with anyone convicted of forcing a woman to wear such a veil risking a year in prison and a $18,555 fine.In depth

The interior ministry estimates that only 1,900 women cover their faces with veils in France out of an estimated five million Muslims, the largest such population in western Europe.

Some veil wearers in France say they have been increasingly harassed since debate over the planned law began nearly a year ago.

The bill is set to go before parliament in July and is widely expected to become law.

Sarkozy said last June that such veils are “not welcome” in France and that he wants a law banning them on the books as soon as possible.

However, the text, which could be amended in the process, foresees a six-month delay in its application to explain the law and mediate with those women affected, which means it wouldn’t take effect until early in 2011.

Last month, Belgian politicians voted overwhelmingly to ban the wearing of full face veils in public.

The vote in the lower house of the federal parliament saw 136 deputies back a nationwide ban on clothes or veils that do not allow the wearer to be fully

identified.

France banned Muslim headscarves, and other “ostentatious” religious symbols, from classrooms in 2004.

Some wearers of the veil in France say if the law is passed and they are arrested they will take their case to the European Court of Human Rights.

The French government risks running

up against the constitution following a warning in March from the Council of State, France’s highest administrative body.

The council said such a ban was likely to violate the French constitution and the European Convention for the Protection of Human Rights and Fundamental Freedoms.

“There appears ... to be no legally unchallengeable justification for carrying out such a ban,” it said.

Muslim leaders have said the face-covering veil is not required by Islam, but have also warned that a ban on the full veil risks stigmatising all Muslims.

Critics of the veil say such dress is an affront to gender equality and undermines the nation’s secular foundations by bringing religion into the streets. [Source: Al-Jazeera]

IslamSelf-SufficiencyAn Attribute belonging only to the Most Merciful” O Mankind! It is you who stand in need of Allaah, but Allaah is Rich, Worthy of all Praise.” [soorah Al-Fatir, v:15]

From amongst the worst of creatures in the Sight of Allaah is the arrogant and boastful ingrate who upon recognizing the signs of Allaah turns his back to it. Such a person deems himself powerful and self-sufficient. He thinks to own much when in fact to Allaah belong all things and to Him everything is to return.

When Man disbelieves in his Lord, he has shown the biggest sign of ingratitude. In fact, the term ‘kaafir’ means an ‘ingrate’ as well as a ‘disbeliever.’ This is because when Allah sends down a Book or sends a Messenger to a people, then it is out of His Mercy and Compassion; it doesn’t please Him that the creation lives in darkness, devoid of any guidance. To reject this therefore can only amount to ingratitude and arrogance.

Allaah (subhaanahu wa ta’aala) says: If you disbelieve, then verily, Allah is not in need of you. He likes not disbelief for His slaves. [Az-Zumar:7]

Throughout the Qur’aan, Allaah mentions many of His beautiful Names and He brings to light many of his glorious Attributes. One of them is that He (‘azza wa jall) is Al-Ghaniy – the Rich and Self-Sufficient. He stands in no need of anything whether in the heavens or on the earth, to Him belong both the Dunya and the Aakhira, and all that they contain. It does not harm Him that He gives from what is with Him because of the infinity of His Treasures and provision for his slaves.

And to Allaah belong the treasures of the heavens and the earth…” [Al-Munafiqoon: 7]

As creations of ar-Rahmaan, we are

naturally a people who are constantly in need; in need of air to breathe, simple food to eat, protection, provisions and other essentials without which we will cease to exist. However, it is seen to be somewhat worthy and noble to have as much detachment from this ‘state of need’ as is possible.

Independence and richness (ghanaa’) are characteristics that people try to gain as this is seen to occupy a high status in every society. In the story of Ibn Umm Maktum (radhiAllahu ‘anhu), it is noted that he came to the Prophet (Sallallahu ‘alyhi wa sallam) at a time when he (Sallallahu ‘alyhi wa sallam) was engaged in da’wah – calling the chiefs of Makkah to Islam. These were the notables from their society, and Allaah describes them as ones that were seen to have some ‘self-sufficiency’.He (tabaaraka wa ta’aala) says:

“As for him who thinks himself self-sufficient, To him you attend.” [Al-’Abasa: 5-6]

What should be obvious however is that self-sufficiency; being an attribute of Allaah ‘azza wa jall is not something that can be attained by anyone or anything from amongst the creation. A person who declares self-sufficiency for himself is a person who has broken past the boundaries of humbleness and thus has entered into the darkness of arrogance and disbelief.

“They regard it as a favour upon you that they have embraced Islam…” [Al-Hujurat: 17]

It is also from amongst the diseases of the heart that one should think he can benefit or harm Allaah by his actions. Indeed there are those who hold the false thought that their good deeds are needed by Him who is Self-Sufficient – they stand proudly in the face of their prayer,

their fasting and other ‘ibaadaat (acts of worship) as if to offer Allaah something which He is in need of. A person should realise that any deed he or she engages in, be it good or bad, will only be for their own benefit or bring about their own destruction.

So for the one who sins by night and by day, spreading mischief in the land and committing bad deeds, let him know that he harms none but himself. Allaah does not stand in need of him or his deeds.

Bani Israa’eel (Children of Israa’eel) were given from the blessings of Allaah and they were showered with food from the heavens – but they rebelled and disobeyed thereafter, thinking they can harm His Majesty. To that, He (subhaanahu wa ta’aala) says: “And they did not wrong Us, but they wronged themselves.” [Al-Baqarah: 57]

And this is the reality of sins, in that they only harm the one who commits them and only wrong the soul which has commanded it.

As for the one who strives to do good deeds, then the same also applies in that Allaah is free from its need; He does not stand in need of the worship of His creation, although they were created for this purpose.

“And whosoever strives, he strives only for himself. Verily, Allaah is free of all wants from the ‘Aalameen (mankind, jinn and all that exists).” [Al-’Ankabut: 6]

Our striving and performance of these righteous deeds are for our own selves and for our own good in that we will Insha’Allah gain the Pleasure of Allaah

and will be admitted through the gardens of Paradise.

“No person knows what is kept hidden for them of joy as a reward for what they used to do.” [As-Sajdah: 17]

On this note however, it is worth mentioning that although He is Self-Sufficient, Allaah is also al-Shakoor (Appreciative) in that He appreciates the good done by His slaves. He loves to see that we are engaged in the good, and hence the great rewards that await such a hard-working believer.

“That He may pay them their wages in full, and give them more out of His Grace. Verily, He is Oft-Forgiving, Most ready to Appreciate“ [Al-Fatir: 30]

And as it will be said to those entering Paradise: “And your efforts and deeds have been accepted with appreciation” [Al-Insaan: 22]

Glory be to the One who appreciates what He is in no need of.

So for Him who Owns everything, it brings no change to Him or to His dominion that He should give from what is His. He has the will to provide for whomsoever He wishes and He has the power to withhold the provision from whosoever He wishes. It is as He has so grandly said: “But Allaah is Rich, and you (O Mankind) are poor.” [Surah Muhammad: 38]

These verses will not fail to humble the believing slave, who realizes that he does no justice to Allaah, the Majestic

The Muslim knows that Allaah does not require his worship and thus he submits more humbly, hoping and yearning to be entered into the courtyards of ar-Rahmaan.

FataawaSaying Bismillaah in the BathroomQuestion: Is it OK to say it in the heart because my wudhu area is attached to the toilet and I do not want to mention the name of Allah aloud there.

Answer: Praise be to Allaah. It is makrooh to mention the name of Allaah in the place where one relieves oneself, out of respect for the name of Allaah so that His name will not be mentioned in a place of impurity which is the abode of the devils.

Al-Nawawi (may Allaah have mercy on him) said in al-Adhkaar (p. 21-22):

It is makrooh to recite dhikr and to speak when relieving oneself, whether that is in the desert or inside a building. All kinds of dhikr and speech are the same in this regard, except in cases of necessity. Some of our companions even say that if a person sneezes (in the bathroom), he should not say “al-hamdu Lillah”, and one should not say “yarhamuk-Allaah” to a person who sneezes, or return the greeting of salaam, or respond to the muezzin in the bathroom. All of that is makrooh but is not haraam. If a person sneezes and praises Allaah in his heart without moving his tongue, there is nothing wrong with that. The same applies when having [intimate relations].

And we narrated that Ibn ‘Umar said: A man passed by the Prophet (peace and blessings of Allaah be upon him) whilst he was urinating and greeted him with salaam, but he did not return the greeting. (Narrated by Muslim in his Saheeh, 370). And it was narrated that al-Muhaajir ibn Qunfudh (may Allaah be pleased with him) said: I came to the Prophet (peace and blessings of Allaah be upon him) whilst he was urinating and greeted him with salaam, but he did not return the greeting until he had done

wudoo’, then he apologized to me and said: I do not like to mention the name of Allaah unless I am in a state of purity.” (A saheeh hadeeth narrated by Abu Dawood, al-Nasaa’i and Ibn Maajah with a saheeh isnaad).

Based on this, if the place where you do wudoo’ is inside the bathroom – which is the place for relieving oneself and is not used for washing only – then it is makrooh to utter the name of Allaah in this place, even though it is prescribed to say Bismillaah (when doing wudoo’). Some of the scholars say that a person should say Bismillaah in his heart without uttering it on his tongue.

Shaykh Ibn ‘Uthaymeen (may Allaah have mercy on him) said in al-Sharh al-Mumti’ (1/130):

If a person is in the bathroom, then Imam Ahmad said: If a man sneezes he should praise Allaah in his heart. It may be deduced from this report that he should also say Bismillaah in his heart.

Others suggested that it is most likely that it is still prescribed to say Bismillaah. They said: He should say it out loud and it is not makrooh in this place. Shaykh Ibn Baaz (may Allaah have mercy on him) said:

There is nothing wrong with doing wudoo’ inside the bathroom if necessary, and saying Bismillaah at the beginning, because saying Bismillaah is obligatory according to some scholars, and is strongly encouraged according to the majority. So he should do that, and the ruling on it being makrooh is waived, because such rulings are waived when it is necessary to say Bismillaah. A person is commanded to say Bismillaah when starting to do wudoo’, so he should say it and complete his wudoo’. [Majmoo’ Fataawa al-Shaykh Ibn Baaz, 10/28]

It says in Fataawa al-Lajnah al-Daa’imah, 5/94: It is makrooh to utter the name of Allaah in the bathroom where a person relieves himself, out of respect for

His name, but it is prescribed to say Bismillaah when starting to do wudoo’, because it is obligatory according to a group of scholars.

If the place where one does wudoo’ is outside the bathroom, even if it is attached to it, then it is prescribed for the person who is doing wudoo’ to utter Bismillaah and it is not makrooh in this case because he is not inside the bathroom. And Allaah knows best.

Apathy in My FaithQuestion: What is the best solution for apathy in faith after a person used to fear Allaah, then he became apathetic and can no longer read Qur’aan?

Answer: Praise be to Allaah. There are several causes of apathy and before dealing with the problem we have to pause and find out the cause. There are several ways of finding out the cause and dealing with apathy.

Some of these causes are: a weak relationship with Allaah, laziness in worship, keeping company with careless people, being distracted by this world and its delights, and not thinking about the end of this world and the consequences of being ill-prepared to meet Allaah.

As for how to treat the Muslim who has been afflicted by apathy in worship, there are several ways of doing so including the following:

1 – Strengthening his relationship with his Lord, by reading the Qur’aan and pondering its meanings, realizing the greatness of Allaah by seeing the greatness of His Book, thinking about the greatness of His names and attributes and actions.

2 – Regularly offering naafil prayers and persisting in doing so, even if they are few, because one of the greatest causes

of the Muslim becoming apathetic is when he starts to do acts of worship and does a great deal in the beginning. This is not the way of the Prophet (peace and blessings of Allaah be upon him) and is not what he advised his ummah to do. ‘Aa’ishah (may Allaah be pleased with her) described his actions as ongoing, i.e., not interrupted or infrequent. And the Prophet (peace and blessings of Allaah be upon him) told us that, “The most beloved of actions to Allaah are those which are done persistently, even if they are little.” If a Muslim wants not to be afflicted by apathy, then let him strive to do a small action persistently, because this is better than doing a lot infrequently.

3 – Striving to keep company with righteous and active people. A man who is energetic (in worship and Islamic activities) will make you more active and lazy people do not like active companions. So look for active friends who strive to memorize Qur’aan, seek knowledge and call people to Allaah. Friends like that will encourage you to worship and will show you the way to good things.

4 – Read books that tell the stories of active people so that you will have good examples in your journey towards Allaah. For example, ‘Uluw al-Himmah by Shaykh Muhammad ibn Ismaa’eel al-Muqaddim; Salaah al-Ummah fi ‘Uluw al-Himmah by Shaykh Sayyid ‘Afaani. 5 – We advise you to make du’aa’, especially in the latter part of the night. The one who turns to his Lord and seeks His help to remain steadfast in worshipping Him and to worship Him well will never be let down.

We ask Allaah to help you to do that which pleases Him and to guide you to the best attitudes, words and deeds. And Allaah knows best.

According to Anthony Cordesman, “there is no conceivable reason for Eitan to have gone [to the Apollo plant] but for the nuclear material.” CIA Tel Aviv station chief John Hadden called NUMEC “an Israeli operation from the beginning,” a conclusion supported by its startup financing and initial ties to Israeli intelligence. Why both the Lyndon Johnson and Richard Nixon administrations failed to credibly investigate NUMEC as a diversion challenge is also now obvious.

John F. Kennedy’s direct diplomatic pressures for U.S. inspections of Israel’s Dimona reactor grew throughout 1962-1963. During a Dec. 27, 1963, meeting with Foreign Minister Golda Meir, Kennedy expressed his hope that the relationship was a “two-way street.” Meir reassured President Kennedy that there “would not be any difficulty between us on the Israeli nuclear reactor.” Kennedy delivered a final ultimatum to Israel on July 5, 1963, insisting that Dimona undergo serial inspections “in accord with international standards” in order to verify its “peaceful intent.” Simultaneously, the Kennedy Justice Department was waging an intense battle behind closed doors to register and regulate Israel’s elite U.S. lobby, the American Zionist Council, which was bringing in funds from overseas to lobby. Kennedy’s assassination in November traumatized the nation and led to the complete and permanent reversal of both initiatives.

According to Avner Cohen, in 1958 Israeli Prime Minister David Ben Gurion had arranged with Abraham Feinberg, a “major Democratic fund-raiser,” to secretly finance a nuclear weapons program among “benedictors” in America. Abraham Feinberg, who backed Harry S. Truman’s successful whistle-stop election campaign, was personally succinct about his role in the U.S. political system: “My path to power was cooperation in terms of what they needed – campaign money.” Feinberg opened doors in Congress for up and coming leaders of the Israel lobby, including AIPAC founder Isaiah L. Kenen. According to Seymour Hersh, “there is no question that Feinberg enjoyed the greatest presidential access and influence in his 20 years as a Jewish fund-raiser and lobbyist with Lyndon Johnson. Documents at the Johnson Library show that even the most senior members of the National Security Council understood that any issue raised by Feinberg had to be answered.” His power and role in financing Lyndon B. Johnson’s election prospects temporarily quashed scrutiny of Israel’s nuclear weapons program – in the U.S. and abroad – at a critical moment.

On Oct. 14, 1964, less than three weeks before the 1964 presidential elections, Johnson’s top administrative assistant Walter Jenkins was arrested in a public restroom on sexual solicitation charges. At least $250,000 Abraham Feinberg raised for Johnson was located in Jenkins’ office safe. Johnson phoned his trusted aides Bill Moyers and Myer Feldman with orders to move the cash, which they did with the help of a heavy briefcase. Israel would later replenish Feinberg’s coffers (as it had with Zalman Shapiro through sales commissions) with multi-million dollar favors, such as major ownership in the nation’s Coca-Cola franchise.

In 1968 as Israel noticeably ramped up activities at the Dimona nuclear weapons facility, Secretary of Defense

Clark Clifford placed a final urgent call to Johnson, “Mr. President, I don’t want to live in a world where the Israelis have nuclear weapons.” President Johnson was abrupt before he hung up on Clifford, “Don’t bother me with this anymore.” By the time Israeli Prime Minister Golda Meier lobbied President Nixon to redefine U.S. non-proliferation policy as “ambiguity” toward Israeli nuclear weapons, Israel’s stockpile and number of deployed weapons was steadily growing.

The report reveals why the 2010 Non-Proliferation Review Conference at the UN – like the GAO – isn’t really capable of challenging the true drivers of Middle East nuclear proliferation. “Nuclear Diversion in the U.S.? 13 Years of Contradiction and Confusion” is a report so unique and noble in intent that there will probably never be another like it. While it leaves unexplored the ongoing presence, influence, and effect of Israel’s lobbyists working at the center of U.S. presidential administrations, for concerned Americans the GAO provides a snapshot of a moment in time before their Congress, aspiring politicians, and mid-level management of government agencies all “got the memo.”

In 2010 that unwritten memo reads something like this: Crimes committed in the name of Israel – no matter how audacious – will never be properly investigated, let alone prosecuted… so don’t waste your time.
