Added support to use MSTorque without installing Microsoft SQL Server. Two additional modes

have been added for this purpose. They are:

o LocalDB mode - Mainly for consultants and companies that do not need the full capabilities

of Microsoft SQL Server or have limited network access.

o Briefcase mode - Mainly for field geologist and engineers that would like to copy a subset of

data to their local machines, take it out to the field for modification and commit the changes to

a Master SQL Server. Briefcase mode is not supported for QAQC.

Note: Currently some client applications of Torque do not have the ease of use features to access a LocalDB or Briefcase project, namely Geologic and Blast.
