Why a local government review?
• Provides a feedback mechanism for local governments and facilitate the understanding of gaps and challenges in disaster risk reduction at the local level which is currently missing.
• Complements the national HFA monitoring and multi-stakeholder engagement process by providing information and an assessment of the situation from the local level.
• To establish a continuous feedback mechanism for development planning processes both at national and local level.
• Present a “baseline” and a status report for cities and municipalities that have committed to the Making Cities Resilient Campaign – and share this information with other cities participating ( or planning to) in the campaign.

Who does the local HFA review?
Governments at local level
The local HFA review process is intended to be a multi-stakeholder review process led by the local governments4 at the local level. The main actors of this multi- stakeholder local HFA review process are local government authorities, civil society organizations, community based organizations and so forth. The involvement of civil society organizations and community based organizations is essential to the success of the review process and thus all local authorities are highly encouraged to ensure adequate participation of civil society and community based organizations in the consultations.
The local government sub-sector consists of local governments that are separate institutional units plus those which are controlled and mainly financed by local governments. In principle, local government units are institutional units whose fiscal, legislative and executive authority extends over the smallest geographical areas distinguished for administrative and political purposes.

What is the LG -SAT
Alike the National process, the local HFA review is not a monitoring process of UNISDR. The purpose is to provide tools and guidelines to local governments that will assist them in initiating discussion on risk reduction issues and presumably enhance understanding of gaps and challenges in reducing risk. The review process and participation of the local governments is purely voluntary in nature.

Roll out and status of the Local HFA review process
• The Local HFA review process as a pilot was rolled out by December 2010 for selected local authorities globally. In order to demonstrate the complementarity between the local, national and city monitoring process, UNISDR in partnership with DG ECHO and the Global Network of Civil Societies for Disaster Risk Reduction conducted five pilot in Armenia, Indonesia, Mozambique, Nepal and Peru. The main aim of the pilot initiative will be to facilitate the multi-stakeholder engagement process involving local authorities, civil society organizations and the national government; and to draw lessons and gather feedback on the indicators, tools and methodology at the same time.
• Following the pilots 26 LGs were identified (also part of the Making Cities Resilient Campaign) namely to conduct the first
• From the above 26 LGs 16 ( from the region) are currently conducting their local review and a consultation has been organized based on the review at UNISDR – GETI in October 2011;
• Starting October 2011 the Local Government Self Assessment Tool would be made available for all globally.
