Ontario Municipal Board hearings have ended on the Dewdney Moun-

tain Farms quarry. Now we await Chair Colin Hefferon’s decision—and he has a lot of thinking to do. So do we all. Hefferon will weigh legal arguments. The developers and Trent Lakes argue this is a narrow land-use planning issue: the amendment and bylaw conform with the township’s Official Plan. Provincial policies say quarry proposals must minimize impacts—not eliminate them. They argue the Dewdney proposal does. The appellants argue the OMB has the larger responsibility of deciding whether the quarry is “good” land-use planning—not just whether it conforms. Does it balance the need for aggregates against anticipated impacts? He argues it does not, with too many impact questions still unresolved: dust and toxins affecting local water sources; endangered

blandings turtles and whippoorwill; winter deer yards; First Nations harvesting rights; haul route noise. All good questions for Hefferon. But ours are more philosophical, and must address larger issues. Our quality of life depends partially on aggregates: our roads; houses, institutions and businesses we build . . . all contribute to growth and our economy. Is all growth a good thing? How much will we give up? What about climate change? Jobs? Locally, are tourism and seniors services better options than extraction of non-renewable resources? But these require roads and houses. Can we do better at recycling and efficiently using our aggregates? (The short answer is yes.) Should Ontario raise extraction fees? Our current levy is 11.5 cents a tonne, less than half of other provinces’, and a fifth of Quebec’s. Ontario’s Aggregates Resources Act is under review, with new legislation expected soon. Now’s the time to get involved. Not just when it comes to your backyard.

First the bad news: Bridge drainage channel hazard I was pleased to see the nice wide sidewalk on the completed portion of the new bridge on Hwy 36 over the Little Bob channel in Bobcaygeon, as I often see people walking along the road in the area of the bridge. However, I was quickly disappointed when I saw the pedestrian hazard cast into the bridge at each end of the sidewalk. The depth of the drainage channel is significant, and it extends across most of the walking area. The depth and location of the drainage channel will make it very difficult for a senior’s or disabled person’s mobility scooter to easily pass. Women with children in strollers will have a difficult time, and the shape of the channel is ideally designed to deflect small children on bicycles into the traffic lane. In this day and age when Accessibility Guidelines are followed for all new buildings, and in an area known for its high senior population, I find it incredible that such a design would be allowed. I hope that someone in the City Administration

will wake up to this hazard and have it repaired while the construction crews are still on-site.And now the good news: They’re fixing itI just wanted to update you on this issue. I also sent a copy of the note above to the two Bobcaygeon councillors and the Mayor. As a consequence, City staff has looked into the issue and a work order has been generated, so it looks like a change is in the works. Try fall tractor pull to get a feel for Bobcaygeon I read the article submitted by the “newcomer” (letter, “Parade Turn-Off,” July 11) and it was very obvious by the concern expressed that she did not have to state that she was a “newcomer” to Bobcaygeon. Too often people migrate to the beauty and elegance of Bobcaygeon without any appreciation for the history, and the blood, sweat and tears of years gone by that made that wonderful village what it is today. Bobcaygeon was built on the backs of those farmers and “beat-up old tractors.” I would suggest that if the image of a farmer on a tractor, whether smoking or otherwise, offends the “newcomer,” then perhaps you do not belong in that wonderful village. Should you remain with that outlook and attitude towards the local culture, you most likely will always be an outsider, and indeed feel like a “newcomer.” You may want to attend the annual tractor pull in the fall, and get a real feel for, not only the town, but also the people who have called it home for as far back as time can see.Donna (Watson) SchultzNewmarket

carding Seniors Carding is used by the police to target a specific section of society. That group comes under special scrutiny, and interrogation. This procedure is often seen as being racially motivated, and contrary to the Charter of Rights, and Freedoms. In particular section 15 guaranties “equal treatment before, and under, the law.” However, legislation singles out the over 80s with regard to driving licences. That group is assumed to be incapable of driving safely, and must prove otherwise. In essence their licence is revoked. They then have to pass a series of tests before another licence will be issued, and then for just two years. The Ontario Human Rights Code prohibits discrimination based on age, except, it seems, for octogenarians. There is no such age limit for private airplane pilots; although all pilots must pass regular medical examinations. And that is exactly the argument. If there are disabilities; physical, emotional, mental, or social, that compromise driving safety; then those factors apply to ALL drivers. Fairness requires that all drivers be evaluated in the same way. This arbitrary “carding” of seniors needs to stop. We now have people who live long and active lives well into their late 90s. They do not need this extra harassment every couple of years.Peter WeygangBobcaygeon


Proud of the women opposing the quarry As a newcomer to Bobcaygeon I feel a great deal of pride for the wonderful generosity demonstrated by the residents and businesses of this area with regards to the upcoming Limestone Blues fundraiser in support of the Citizens For Responsible Aggregate Development (Saturday, Aug. 23, Settler’s Village). CFRAD has been fighting the establishment of a huge mega quarry in our backyard for over 2 years. Police dog’s cancer appears terminal With sadness I must announce that City of Kawartha Lakes Police Service Dog, Rock, has been diagnosed with bone cancer. He is not expected to survive. Rock will be sadly missed. He served our community well over the past three years. He was a general purpose police services dog with excellent skills in tracking, search and rescue and was cross-trained in narcotics detection. His career highlights were, the October 2013 apprehension of an escapee from custody, the January 2014 apprehension of a suspect of a home invasion robbery who was armed with a shotgun, and the March 2014 drug search in which 250 pounds of marijuana was seized. The City of Kawartha Lakes Police Service’s Canine Program will continue, although we will require some time to make arrangements for acquiring a new canine, training etc. In the meantime, canine services within our policing jurisdiction will be managed with the shared resources of our policing partners. chAngeSCKL staff and council showed they’d been listening—at least in the last few weeks—to objections from local developers, realtors and trailer park owners, when they passed their new development charges (DC) bylaw Aug. 12. Exemption of park-model trailers from charges, phasing in of the new, significantly increased DCs, some lessening of those proposed increases, and a last-minute commitment to create a taskforce with the realtors and developers to consider amendments to the bylaw down the line, all helped the medicine go down, even if the near 400-percent increases still left a bitter taste in the mouths of some. Bill Denby, a local land investor and City of Kawartha Lakes mayoral candidate, was still threatening legal action against the city at the end of the meeting, saying his own lawyer confirmed council had acted in contravention of the provincial development charges act. The new bylaw, passed at the 11th hour, will allow the city to continue to levy DCs against new construction after the old bylaw expires Sept. 9. It will also—when fully phased in—raise development charges for a single-family dwelling in Lindsay from the current $6,024 to about $24,000. DC increases

will be lower in other parts of the CKL, but the percentage hikes will be comparable. But the revised bylaw, as passed, will phase in those increases—with no hike at all in development charges during the remainder of this year, and an increase of 50 percent of the full jump during all of 2015. Only beginning in 2016, will the full increase be levied—unless a taskforce composed of developers, realtors and council members can convince the new council to make further amendments when it reports to council at the end of June 2015. Councillor Donna Villemaire, who is also a mayoral candidate, introduced the motion to create the taskforce, responding to bitter complaints from both developers and realtors who felt they had been shut out of the process of developing the new bylaw. Development charges are normally levied against new housing and commercial construction to cover the costs of providing new or increased infrastructure like roads, water and sewage treatment, garbage collection, policing, libraries and so on. The background study by city staffer Adam Found makes the case that the new rates are necessary to cover the real costs of development. The rates have been way too low for quite a time, with the result that much of the burden of providing new services has fallen on taxpayers at large. The draft bylaw presented last month proposed raising the DC to $27,500, but some refiguring to take inflation into account knocked that back by $3,500. While some developers and realtors argued the increased development charges would likely be applied directly to the cost of houses in the CKL, one suggested the $18,000 increase might only drive house prices up by closer to $5,000. Trailer park owners were out in force last month at a public meeting to accept input into the then-draft bylaw, and objected vehemently to the levying of DCs on what are called park model trailers. The final bylaw, as passed, exempts those


and other buildings considered temporary from charges. Mobile homes on foundations, which are considered permanent structures, will still be subject to development charges. The DC bylaw also exempts social housing funded in whole or part by the city from charges, as well as small-scale renewable-energy projects.

FenelonCouncil wants further public consultation and development on a proposed harbour for Fenelon Falls that aims to provide 200 new boat-docking spaces for the village. It directed staff to work with the Fenelon Falls Powerlinks Committee on a public consultation process to develop an appropriate configuration for the proposal. Few council members shared Councillor Brian Junkin’s concern about the need to see a business case for the proposal, nor that an additional 200 parking spaces would be needed for harbour users transferring from car to boat. Councillor Doug Elmslie, who brought the proposal to council, argued that most users will be visitors to the community, arriving by boat, who will not need parking. “But how are you going to keep local people

from using the harbour?” Junkin questioned. Councillors also felt that producing a business case is premature at this point, as the public consultation must be done first to determine how—and even whether—the community actually wants to see this harbour developed. Said Junkin: “I have heard that our existing marinas are not full, and that boating is down. So I really want to see a business case.” Elmslie noted that city staff will be working with the Powerlinks Committee to develop the proposal and that beyond public consultation and the development of a proposal, with business case, nothing can go ahead without further approval by council.

AggregATe PlAnTwo members of the City of Kawartha Lakes Aggregate Secondary Plan (ASP) steering committee were among those objecting to a proposed ASP presented to the City of Kawartha Lakes Planning Committee at a public meeting Aug. 6. Both steering committee chair Lloyd Robertson and citizen member Doug Lowles said the draft plan that staff presented did not accurately reflect all the steering committee’s and citizens’ concerns, and did not include motions made at the most recent meeting of the committee.


Their concerns were among many that other members of the public brought to the Aug. 6 meeting. The city received 18 written submissions responding to the draft plan, several more oral reports at the public meeting itself, two petitions opposing the haul route through Bobcaygeon for the proposed Trent Lakes quarry, and another hundred emails. Some object that quarry operators will flood to the City of Kawartha Lakes as the city’s proposed Aggregate Secondary Plan (ASP) will make it quicker and easier to open a quarry here. Others are unhappy because they live adjacent to areas the proposed ASP identifies as high-quality aggregate sources or haul routes. They feel both their future quality of life and their ability to develop their

lands will be affected. Still others claim that quarry proposals in designated areas will not have to face official plan amendments (although the draft ASP specifically says they will). And some aggregate companies feel this is just adding another, unwanted layer of bureaucracy to the approvals process. The Aggregate Secondary Plan, in its current state, designates certain areas of the municipality as places where it would “support” new and expanding aggregate operations. These areas would be:• Where high-quality aggregate material has already been identified• Close to identified haul routes• At least a km away from areas of settlement (clusters of three or four houses or more)• Away from provincially significant natural heritage features. The advantages of such designation, it argues, are to give clear messages to the aggregate industry and public regarding where and how aggregate extraction should take place; to help the city plan and fund supporting infrastructure; and to meet provincial stipulations that municipalities must both protect aggregate resources and provide clear policies for extraction. It adds that other developments (which might include tourism or housing) should not be allowed near known high-quality aggregates if they might

interfere with future extraction possibilities. The draft ASP includes maps showing these proposed designated areas (most of them in the northern portions of the municipality), and haul routes. The province is clearly open for business when it comes to aggregate extraction. Although the 2014 provincial policy statement does call for protections for the environment and the public interest, it opens by saying: “As much of the mineral aggregate resources as realistically possible shall be made available as close to markets as possible.” Ron Reid with the non-profit land trust Couchiching Conservancy—dedicated to protecting the Carden Plain and other natural features in the area—was one intervenor who praised the steering committee’s “balanced and sensible approach” to aggregate management. The group wants some small changes to the mapping, but called the proposed ASP a good example of proactive planning. Not surprisingly, with the ongoing quarry controversy in the Peterborough County township of

Trent Lakes, lots of folks are paying close attention as CKL develops this Aggregate Secondary Plan. A version of it will eventually become an amendment to parts of the city’s Official Plan. juDgeSLocal cheesemakers at Mariposa Dairy, have been butting heads and winning international awards for their goat- and sheep-milk cheeses. First in Sacramento, California, at the American Cheese Society convention, the

dairy’s Tania Toscano Sheep’s Milk Cheese placed first in the sheep category. And two of their flavoured chevres (that’s goats milk cheese) took both first and second place in the flavoured cheese category. Then off to Nantwich, England, and the 117th International Cheese Awards, where the proud sheep and their cheesemaking assistants again took first place, this time in the Canadian sheep cheese category—for best Sheep’s Milk

Cheese Aged Over 60 Days. The dairy also placed second for its “Lindsay Bandaged Cheddar,” and won the overall award for Canadian cheese. That’s the 11th major award for Mariposa Dairy since 2011 just for its sheep’s milk cheese—and its second European title. It also won several key Canadian titles at both last year’s Royal Agricultural Fair and the British Empire Cheese Competition. The Nantwich event featured nearly 4,500 cheeses, making it one of the largest competitions in the world. Both Mariposa Dairy and Lenberg Farms, where the goats and sheep who provide most of the milk live, are owned by Bruce and Sharon Vandenberg. They started the cheese business in 1989. The herd numbered around 130 goats in 1991, but has grown now to 1,200-1,300 milking does, mainly from three breeds; Alpine, Toggenberg and Saanen. Another 45 family-run farms, many of them Amish, provide additional milk for the production. All follow strict procedures and humane practices towards their goats and sheep, as specified by the Vandenbergs.- see cover photo

Fenelon celeBrATeS A QuArTer cenTury oF ArTIt started in 1989, when a small collection of Fenelon-area artists decided they wanted to give back to the local arts community. Twenty-five years later, the little event they launched has grown into one of the largest art festivals in southern Ontario. But the Kawartha Arts Festival is still like a family affair, where almost everyone knows everyone else. More than 100 Ontario and Quebec artists will showcase their paintings, drawings, woodturnings and other wood arts and crafts, sculpture, jewellery, pottery and more at the festival. Artists will offer free demonstrations, and you can take in the “Young at Art” display. Last year, the festival attracted 5,000 visitors, and organizer Maud Skoog says this year she is hoping for even more to come help celebrate the 25th anniversary—and become part of the family. Skoog promises many celebrations, in honour of the quarter-century achievement, “including draws throughout the weekend for all kinds of gift cards.” Besides the regulars, every year also features new artists. Kaydance has cerebral palsy and when her father, Joey Lane, was in a serious automobile accident recently, the family lost the only vehicle that could accommodate his daughter properly. Since then, the six-year-old has been restricted to minimal outings,

preventing her from attending many community events, activities, and basically confining her at

home. The family desperately needs a mobility van to manage daily activities. So Tom Wood and Kelly James decided to turn the celebration of their fifth anniversary doing business as Bobcaygeon’s NewDeal Kawartha Lakes Realty into a fund-raising event to help Kaydance and her family. “This little girl is a real fighter and doesn’t see any obstacle that can’t be overcome,” says Kelly. “She is a hero in my eyes. The CNACC has been working with community groups as well as the City of Kawartha Lakes on initiatives to beautify and revitalize the downtown spaces. As part of the Rural Economic Development (RED) funding awarded earlier this year to the COKL, information is being collected this summer in Coboconk about where our shoppers are coming from, how they get here, what are they coming for,

and what businesses or attractions they would like to see here. Information about downtown business buildings has also been collected to help build a plan and access additional funding to revitalize our downtown spaces, increase parking and boat tie-ups, etc. More to come on this project…stay tuned.

Celebrating a creative summer, and planning fall events

By Jessica King Kawartha Settlers’ Village celebrated all things creative on August 8-10 when we held our Art Festival & Show. With over 30 artists, musical entertainment by Kelly Burrows and Sean Whalen, a juried art show, showcase artists Chuck Burns and RoseMarie Condon, and free children’s art demonstrations, the event was a great success. Thank you to Lorraine Thayer, Sylvia Blackmore, and Sheila Mayville for volunteering their time to teach the children’s classes. A special congratulation goes to the Juried Show winners, posted on our website. Last but not least, thank you to all the volunteers who continue to help make our events run smoothly. August 15 marked the end of annual Summer Camps. Leaders Courtney Jones, Emily Magee, and Nadia Ingram educated the campers on all things pioneer. They made candles, soap, jam, and butter; baked bread, tea biscuits and cookies; played games and enjoyed arts and crafts. Thank you to the junior helpers who helped during the weeks, to the demonstrators and entertainers, and to the rest of the volunteers. Summer may be coming to an end but Kawartha Settlers’ Village has lots more activities planned. Mark your calendars for Saturday, September 13. The Bobcaygeon Farmers’ Market will be at the Village from 8 am to1 pm, followed by our Harvest Festival which is happening from 1-6 pm. This event will celebrate local food and artisans, and mark the 150th birthday of Gerald Murphy, the original owner of the property. Our Haunted Village is on October 18, and this year’s theme is “Unhappily Ever After.” Lastly, our Festival of Trees will be November 13-16. oceAnBobcaygeon Legion’s August “Member of the

Month” spent two freezing hours in the water off the coast of Wales before being rescued after his plane went down in November 1943. He spent three days in hospital recovering from hypothermia. Peter Grassam, who celebrated his 90th birthday on August 8, flew all over Europe as a flight engineer in the Royal Air Force’s 250 Squadron from 1942 to ’47. The flight engineer helps the pilots by monitoring and continually fine-tuning the aircraft’s complex systems. More than one million Canadians and Newfoundlanders served in the Second World War. Over 45,000 gave their lives, and another 55,000 were wounded. After the war, Grassam spent another two years based in Hong Kong, where he flew Canadian and British prisoners of war for medical treatment, journeying as far as Ceylon (now Sri Lanka). Conditions were very severe, and the first plane out crashed with 25 POWs on board. “ “They all died, and I had to help bury them,” he recalls sadly. More than 10,000 Canadians took part in the war against Japan, in places like Hong Kong, India and Burma. The defence of Hong Kong was a particularly brutal chapter in Canada’s military history. Of the almost 2,000 Canadians who sailed to Hong Kong in late 1941, more than 550 lost their lives and many more would suffer harsh treatment in enemy prisoner of war camps for more than three-

Peter is proud of the part he also played in flying Japanese war criminals to their trials, though. “That made my day,” especially after seeing the state the British and Canadian POWs were in. He also participated in a goodwill trip to Australia that made headlines when his plane flew under the Sydney Bridge. Peter returned to England in June 1947 and left the RAF. He headed out to Toronto in September. Regulations then only allowed him to bring $60 out of England, so with the need to support himself, he soon found a job driving gasoline tankers. He was to continue in that work for 34 years—“without one accident.” Eventually he came to Bobcaygeon, where he bought a home in former NHL star Allan Stanley’s development west of the village. He has lived there

for 30 years now. Peter drops into the Legion with his family to celebrate birthdays and to participate in the Meat Rolls. “Thanks Peter,” says the Legion, “for your service to our country, and for being a member of our Legion.” No doubt, we all agree.

But they currently have low returns, their income is fully taxable, and the money is not available without penalty until the end of a specified term. There is an alternative, a Corporate Class version of a Corporate Bond Fund. They invest in Corporate Bonds with higher return than a government bond, but are a bit riskier. Being a Corporate Class Fund, their returns are mostly capital gains and more tax efficient. As a fund, money is available in three days. Although the risks were higher, the after tax returns for one of these funds was 40 percent higher over one year, 78 percent higher over three years and 167 percent higher over five years (based on a 4 percent GIC Rate and 30 percent income tax rate). Ten yeAr’S worK BringS Two Dozen DocS To cKl—more neeDeD

Since 2004, the Kawartha Lakes Health Care Initiative (KLHCI) has recruited 24 family doctors to the City of Kawartha Lakes, to provide primary health care for 8,000 to 10,000 people in the community. The critical shortage of family doctors that existed when KLHCI began recruiting has been significantly reduced, said the non-profit, charitable organization whose mandate is to recruit and retain family doctors for the CKL. But the work is far from complete, as the need for family doctors in the CKL continues. In August, KLHCI will begin celebrating its first decade by hosting its sixth Family Medicine Residents Weekend. Participants in the weekend and their families will attend the Lindsay Ribfest and Chili Cook-Off at Lindsay’s Old Mill Park. KLHCI volunteers will be on hand to provide information about the organization. “It has been rewarding to witness the growth and success of this organization over the years,” said KLHCI president Robyn McNabb. “I am very excited to have returned as president.” Besides the Family Medicine Resident Weekends, KLHCI has also hosted site visits for doctors considering a rural practice, to highlight the community’s positive attributes.

Group members have attended recruitment job fairs, hosted Rural Medicine Weeks, and increased the number of medical students and residents training in CKL. All of these programs have successfully recruited family doctors, and have even been recognized provincially as “best practices.” KLHCI thanks its dedicated volunteers, as well as strong support from CKL family doctors and specialists, the city itself, Ross Memorial Hospital, Kawartha North Family Health Team, City of Kawartha Lakes Family Health Organization/Family Health Team, Kawartha Lakes Community Health Centre, the Omemee Medical Centre, and other local health-care partners. The organization is planning a full-time Family Medicine Residency training program, increased corporate and business sponsorships and community donations, and continued partnerships with the medical community and funders. On Monday, September 8, local chefs Andy Brooks from the Olympia Restaurant and Andrew Munro of Pane Vino Trattoria and Wine Bar will combine their talents in support of Kawartha Choice FarmFresh and City of Kawartha Lakes United Way during the 6th Annual Kawartha Lakes 100-Mile Dinner. This popular event is a celebration of local food, community and collaboration and features a mouth-watering buffet experience using products and produce raised and grown in Kawartha Lakes and the surrounding area. “This is a great opportunity to not only enjoy the creative and culinary talents of two incredible chefs, but to help support two great local organizations,” said Kelly Maloney, Agriculture Development Officer. “This event is always very popular and I expect tickets will go quickly once again.” The 6th Annual Kawartha Lakes 100 Mile Dinner will take place at the Olympia Restaurant in downtown Lindsay on Monday, September 8. run Two Bobcaygeon sisters—with their friends and spouses—are working hard to revive a community Terry Fox Run, on Sunday, Sept. 14—the 34th anniversary of Terry Fox’s first run. They have teamed up with Retirement Suites of Kawartha Lakes to provide a venue—and bodies. “Bev (Rancier) and I were both teachers and did the Terry Fox runs at our schools,” says Connie Picken about her sister and herself. “We thought we could get it going again in Bobcaygeon.” The village had a run from 1997 to 2007, and the public school still participates with its students, she notes, so the two sisters thought it was time to get start up a community run again. The retirement suites got on board right away. “Many of our residents wanted to be involved,” says Erin O’Grady, the director of resident relations. “Almost all of them—or their loved ones—have been touched by the disease.” Terry Fox is one of Canada’s most admired historical figures. After losing a leg to cancer, he attempted to run across the country (his Marathon

of Hope) to raise money and awareness to fight the disease. But the cancer came back, eventually stopping his run at Thunder Bay, Ontario and ending his life on June 28, 1981. There are two-, five- and 10-km routes, all beginning and ending at the Retirement Suites—which will keep participants out of the way of downtown traffic, notes Connie. Registration is at 12 noon, and the run starts at 1 pm. the Retirement Suites is also providing a barbecue and live entertainment. The event is open to all, individuals or families, but Connie says they are also encouraging businesses to get teams of participants together. There is no entry fee or minimum donation requirement for participants. But the aim, of course, is to raise money for cancer research.
