The distribution is part of our efforts to re-introduce ourselves to popular, overseas markets. Although we weren’t able to send representatives to Helitech Duxford, we hope to have our marketing team at Helitech Portugal, which will be held October 5-7, 2010. We hope those of you who are exhibiting

and attending the convention in Duford have a great show!

The FAA has announced in the Federal Register the extension of the comment

period on the proposed rule regarding CRM Training that would require all certificate holders conducting operations under part 135 to include in their training programs crew resource management for crewmembers, including pilots and flight attendants. This proposal is needed to ensure

that crewmembers in part 135 operations receive training and practice in the use of crew resource management principles, as appropriate for their operation.

This proposed rule would respond to National Transportation Safety Board recommendations, address a

recommendation from the Part 125/135 Aviation Rulemaking Committee, and would codify current FAA guidance. The intended effect of this proposal is to reduce the frequency and severity of errors that are crew based, which will reduce the frequency of accidents and incidents within the scope of part 135 operations. The FAA is seeking further comment on this proposed rule because all of the rulemaking documents were not available in the official docket.

RIDLEY TOWNSHIP, PA – The Boeing Company recognized the service of the CH-46 Sea Knight helicopter, which completed its first flight 45 years ago in July.

One hundred sixty-eight of the 624 aircraft originally produced remain in operation with the U.S. Marine Corps and are still maintained by Boeing.

The Sea Knight, also affectionately known as the “Phrog,” has served as the Marines’ medium-lift assault helicopter since 1964, logging more than three million flight hours. Although it is no longer in production, it remains in combat service wherever and whenever the Marines are called into action. The remaining active aircraft are, on average, 35 years old.

“The Sea Knight has earned respect and admiration around the world and certainly a special place in history,” said Phil Dunford, vice president and general manager, Boeing Rotorcraft Systems. “While the CH-46 fleet remains in service, it is gradually being replaced by the advanced and highly capable MV-22 Osprey aircraft, which meets the specialized needs of our warfighters in the 21st century.”

New Zealand-based global tracking service provider TracPlus Global Ltd has announced the worldwide release of the newest version of TracWatch, the company’s active monitoring service for vessels, aircraft and personnel tracked by the company.

TracPlus developed TracWatch as an essential complement to traditional Emergency Locator Transmitters (ELT’s), which need to survive an accident in order to activate and alert rescue authorities. With TracWatch, aircraft, vessels and personnel are monitored continuously from a secure data centre via a global satellite network. If communications are lost, an alert message is sent to nominated cell phones and pagers, then on to the proper authorities.

While the service has been available to corporate customers since early 2008, new features mean that the optional enhanced service can now be offered to TracPlus customers worldwide for a

Q & AQuestion: I just received correspondence from my engine manufacturer that contained a service bulletin (SB). My mechanic gave me an estimated quote for the repair cost, but it isn’t something that I can immediately afford. Am I required to comply with this SB? Answer: Maybe. Service bulletins are distributed by manufacturers as a stronger notice to aircraft owners or operators than a service letter. Service bulletins are advisory in nature, yet can become mandatory in some situations, such as aircraft operated for hire in a Part 135 operation or a flight school with a progressive maintenance program; aircraft that are under progressive maintenance/inspection programs; or the maintenance required by the SB would change specifications listed on an aircraft’s type certificate data sheet. If the FAA decides to mandate compliance for all aircraft, it will issue an airworthiness directive (AD). Many ADs will directly reference the SB when mandating compliance.

Lockheed Martin gets $142M contractLockheed Martin has been awarded a $142 million follow-on contract for its Apache Arrowhead system, a sophisticated vision sensor for the Apache attack helicopter that allows

it to target enemies in different types of conditions.

The follow-on contract includes 55 Arrowhead kits for the U.S. Army as well as kits for several international customers. The first contract for the product was in 2005.

The new contract will be managed by Lockheed Martin Missiles & Fire Control in Orlando.

20-year-old Wu Zhongyuan said he “used his memories of middle

school physics lessons” as well as other “relevant knowledge” acquired via surfing the internet on his mobile phone to build the helicopter.

He’s been grounded by the Chinese government though, who said Wu couldn’t fly his contraption for safety reasons.

DECATUR, TX – United Rotorcraft Solutions (URS), and partner Ahlers Aerospace were awarded Australian Civil Aviation Safety Authority (CASA) CAR 35 approval for their Night Vision Lighting modifications on the Bell 412.

In June 2009, David Brigham, President of URS, traveled to Australia to complete the Night Vision Lighting Modifications on two Bell 412’s for Australian Helicopters. With the NVG filters in hand over a two week period, David performed the modifications and worked with CASA to obtain their approval.

“We worked with Australian Helicopters’ pilots and CASA to

develop the new modification using the latest filter technology to create the best daylight readability in the industry”,

says David Brigham, “The new material not only provides better daylight readability, but it also makes identifying color range marking easier than ever before in both day and night use. And there are no additional controls or switches with our system that add to the pilot’s work load”

The URS/Ahlers modification design reduces installation time and cost. The external filters allow the modified component

to remain generic thus retaining the advantages of local repair and/or overhaul.

WPR09TA277DATE: Thursday, June 04, 2009LOCATION: Benson, AZAIRCRAfT: HUGHES OH-6AINJURIES: 2 Uninjured.On June 4, 2009, at 0850 MDT, a Hughes OH-6A experienced a hard landing at Benson Municipal Airport, Benson, Arizona. Neither pilot was injured, and the helicopter was substantially damaged. The flight originated at Tuscon International Airport, Tuscon, Arizona, at 0715.

The pilot reported that they were practicing autorotations to the runway. While executing a power recovery autorotation, the pilot increased the throttle in the flare, and continued the autorotation all the way to the runway. The helicopter landed on the runway, then spun 150 degrees to the left, buckling the right landing skid.

CEN09CA339DATE: friday, June 05, 2009LOCATION: San Marcos, TXAIRCRAfT: BELL 47GINJURIES: 1 Serious.The pilot said he was landing the agricultural helicopter at the edge of a large open bean field to pick up communications radios from his ground crew. During his landing approach under power lines he said he saw a vehicle approaching that he had not seen before. The pilot said he then raised the helicopter to allow the vehicle to pass underneath. The tail rotor blades then struck a wire at about 20 feet above the ground and the helicopter began to spin. The pilot said he lost control and the helicopter struck the surface of the bean field and rolled on its side. There was no post crash fire, but the helicopter was substantially damaged. The pilot was seriously injured and was

airlifted by HEMS helicopter to a nearby hospital.

CEN09TA348DATE: Tuesday, June 09, 2009LOCATION: Santa fe, NMAIRCRAfT: AGUSTA SPA A109EINJURIES: 2 fatal, 1 Serious.On June 9, 2009, about 2135 MDT, an Agusta Spa A-109E helicopter was destroyed after impacting terrain following inadvertent flight into instrument meteorological conditions near Santa Fe, New Mexico. The pilot and one passenger were fatally injured. A second passenger, the spotter, was seriously injured. The local flight originated at the Santa Fe Municipal Airport (SAF), Santa Fe, New Mexico.

The pilot and a highway patrolman, acting as a spotter, were conducting a search and rescue mission. They were searching for a lone hiker who was lost near Santa Fe Baldy Mountain in the Pecos Wilderness Area, northeast of Santa Fe, New Mexico.

The spotter stated they located the hiker just before dark and landed in an open area near her. The pilot shut down the helicopter and went into the forest to bring her back. While the pilot was gone the weather deteriorated and it started sleeting. When the pilot returned he was carrying the hiker on his back. The spotter strapped the passenger in the right, rear, forward facing passenger seat and he was seated in the left, rear, forward facing passenger seat. The pilot pointed out a “valley in the clouds” and took off towards it. After becoming airborne the clouds closed in around the helicopter. Sometime later the pilot pulled the helicopter up abruptly and the spotter felt the

helicopter hit something, shutter and start running roughly. Based on recorded radio transmissions, where the pilot reported “we hit a mountain,” the helicopter continued to fly for at least one minute before impacting a steep ridgeline in a “controlled, but hard landing.” The helicopter rolled approximately 800 feet down a steep and rock covered hillside before stopping. The pilot and passenger had been ejected during the descent.

Witnesses staying at nearby Stewart Lake observed the helicopter flying in the area, land, and then takeoff about a mile away. After takeoff, they saw the helicopter fly to the south and then turn to the north. They thought the helicopter was northbound on the west side of Santa Fe Baldy Mountain when they heard a change in the pitch of the rotor blades and saw the lights of the helicopter descending until it went out of sight behind a ridgeline. They then saw a flash of light from behind the ridge and heard a sound like an explosion. They described the weather as strong, gusty winds, and heavy rain started at their camp around 2200.

Examination of the helicopter wreckage showed the tail boom and rotors had separated from the fuselage. The cockpit was fragmented and the rotor mast and transmission were pushed into the fuselage.

CEN09CA359DATE: Thursday, June 11, 2009LOCATION: Stringtown, OKAIRCRAfT: HILLER UH-12EINJURIES: 1 Uninjured.The company’s president reported that the pilot was “taking off from an area with large bushes

and scrubby trees about 500 feet ahead. He believed he was somewhat distracted because of learning of the serious illness of his mother. When it appeared he might have difficulty clearing the obstacles to the left, he turned right to pass under the power lines. The tail rotor snagged the lower power line, causing the helicopter to impact the ground. The wreckage remained intact except for portions of the tail rotor and main rotor which broke off after impact.” An unidentified witness reported that the helicopter had struck “lines” while conducting agricultural operations, and that the helicopter was “shattered” and “totaled.” The caller stated that the helicopter wreckage had been recovered and relocated to Mineral Wells, Texas.

WPR09fA284DATE: Thursday, June 11, 2009LOCATION: Morristown, AZAIRCRAfT: Robinson R22 BetaINJURIES: 1 fatal.On June 11, 2009, about 1000 MST, a Robinson R22 Beta collided with a power line during low altitude flight near Morristown, Arizona. The pilot, the sole occupant, was killed. The helicopter sustained substantial damage. The purpose of the local flight was to herd cattle.

A witness reported that the helicopter was rounding up stray cattle less than 1/4 mile from his residence. He had been listening to the helicopter for a while, and its engine sounded normal. He heard a “loud boom,” and the power went out at his house. There was a hill between the house and the accident site, so he could not see the helicopter. He drove to the accident site and found the downed helicopter.

Sikorsky’s X2 Technology demonstrator has relocated to the company’s facility in West Palm Beach, Fla. in preparation for additional flight tests. Sikorsky has housed the experimental helicopter prototype at its Horseheads, N.Y. complex for the past three years. Jim Kagdis, program manager for Sikorsky Advanced Programs, notes that the move to Florida “signifies a major turning point, as we have officially concluded Phase One testing.” He adds that the checks will involve validating key performance measures, including high speed and low noise and vibration, as well as pilot workload. The X2 Technology demonstrator is designed to cruise at a speed of 250 knots.

Rolls-Royce, the global power systems company, has been selected to power the RotorWay Eagle 300T turbine twin-seat helicopter with RR300B1 engines. As part of this agreement, RR300 engines will be delivered to RotorWay International through 2017.

The RR300B1 is the second new model in the RR300 program, the fourth new release

in the RR family of engines and one of six new civil engine programs Rolls-Royce has launched in 36 months. The engine’s development program has progressed quickly since its 2007 launch, with production and deliveries commencing in 2008.

Through a new fundraising campaign, Albuquerque’s Enchantment Helicopters Inc. and Little League team the “Panthers,” raised almost $1,300. The five to six year old sluggers sold raffle tickets to their fans with a one of a kind prize; a 30 minute helicopter ride.

The tickets cost only $10 each with a limited number of tickets. Team

spokesperson Steve Parra said, “This unique raffle really brought out a great sense of pride in the team. The kids became little salesmen.” Even after selling the tickets, there was a “great sense of anticipation and excitement” amongst the future All-Stars when the winning names were drawn at their end of the season party. The party for the T-Ball

champs was ironically paid for by the profits of the raffle after a hefty chunk was given to the Little League Chapter to help maintain the fields for the upcoming season.

New Mexico’s Enchantment Helicopters CEO Doug Christian says that he believes it is important to give back to the community. He donates several helicopter rides

every year to various charities, organizations and events. Christian believes this is a great way to help out the community. He added that it was such a great reward to see the Little Leaguers beam with pride with this fundraiser and he hopes other teams, organization and charities contact them to do it as well.

PATUXENT RIVER NAVAL AIR STATION, MD – The CH-53K’s engine, the GE38, took center stage at a ceremony held at General Electric in Lynn, Mass., last week.

Navy, Marine Corps and Sikorsky members of the Heavy Lift Community joined to congratulate GE employees on the completion of the first full GE38 engine test. This first engine test, which began

June 24, focused on basic engine checkout and risk reduction with all engine test parameters operating within predicted values.

“It is my mission to enable the support of effective and affordable systems for the warfighter,” said Rear Adm. Steve Eastburg, program executive officer for Air ASW, Assault and Special Mission programs. “You did what you said you would do for the Navy and

Marine Corps Team – develop the GE38 within cost and within the schedule you stated from the beginning.”

The next engine test, slated to begin late this year, will verify

performance and durability.

Representing the U.S. Marine Corps, Col. Scott McGowan stated that approximately 10,000 Marines are serving in Afghanistan, and the “long pole in the tent” is heavy lift capability to support those needs. “Exciting new technology like

the GE38 will allow us to bring in everything with one trip.”

Once delivered, the CH-53K will deliver nearly three times the external lift capability, with more than 15 percent additional cabin

space at half the operational cost – all within the same footprint of the CH-53E aircraft it’s replacing.

The GE38 was selected to power the CH-53K in December 2006 and is expected to provide approximately

57 percent more power, 18 percent better specific fuel consumption with 63 percent fewer parts than the similarly sized T64 engine.

Heavy lift helicopter community celebrates propulsion first

Concept of the CH-53K–The Sikorsky CH-53K Super Stallion is a large, heavy-lift cargo helicopter. It will be the largest and heaviest helicopter in the United States military. The CH-53K is currently under development by Sikorsky Aircraft for the United States Marine Corps.

Heavy Lift Heli Engine–The GE38 Engine Test Cell at General Electric in Lynn, Mass. The factory testing of the GE38 is expected to run through 2011 in concur-rence with a full U.S. military qualification test program. This testing, conducted under a system development and demonstration contract, includes five ground-test engines that will accumulate more than 5,000 engine test hours, plus 20 flight-test engines for the CH-53K development aircraft.

2120-AA64Bell Helicopter Textron Canada Model 427 HelicoptersSUMMARY: We are adopting a new airworthiness directive (AD) for Bell Helicopter Textron Canada (BHTC) Model 427 helicopters. This AD results from mandatory continuing airworthiness information

(MCAI) originated by the aviation authority of Canada to identify and correct an unsafe condition on an aviation product. Transport Canada, the aviation authority of Canada, with which we have a bilateral agreement, states that it has been determined that the existing hardware connecting

the vertical fin to the tail rotor gearbox needs to be upgraded to prevent the vertical fin from becoming loose.

BHTC has received reports of loose vertical fins discovered during inspections. Investigation revealed that the current vertical fin attachment hardware may not provide adequate clamp-up. If not corrected, the vertical fin could become loose and cause vibration, which could lead to subsequent loss of control of the helicopter. This AD requires actions that are intended to address this unsafe condition.

DATES: This AD becomes effective on September 8, 2009.

RIN 2120-AJ04SUMMARY: The FAA amends the airworthiness standards for issuance of original and amended aircraft engine type certificates for fire protection. The new standard will change aircraft engine fire protection certification standards to update and harmonize them with European Aviation Safety Agency (EASA) fire protection requirements, thereby simplifying airworthiness approvals for import and export purposes.

DATES: This amendment becomes effective September 28, 2009.New licensing requirements

for commercial pilots and other aviation safety mandates were recently voted on by the House Transportation and Infrastructure Committee aimed at increasing current requirement of 250 hours of flight time to 1500 hours required before commercial pilots and first officers can receive their licenses. The bill would “add tough new certification requirements for entry-level commercial pilots, require additional emergency training, improve availability of pilot records and mandate stricter rules to minimize pilot fatigue.”

HR 3371 would increase airline pilot training, screening and professional development requirements. Comprehensive pre-employment screening would be required, including creation of a database to give airlines ready access to a pilot’s comprehensive record.

The bill would require the FAA within a year to finish a rule that would set new limits on the hours a pilot can be on duty. Current law requires the

release of information only for the previous five years. The bill would also require the FAA to implements NTSB recommendations and would require the Transportation Secretary to report to Congress annually on their implementation.

The Senate Commerce, Science and Transportation Committee approved an FAA reauthorization bill (S 1451) on July 21 that would require the agency to maintain a comprehensive database of all pilot performance records. A House-passed version (HR 915) did not address the issue.

H.R. 3371 would also require the FAA to track scientific research on pilot fatigue and airlines to establish FAA-approved fatigue risk management systems. The bill should go to the House floor in September and could then be merged with a three-year, $53.5 billion FAA reauthorization the House approved in May after the Senate passes their FAA reauthorization bill and conference negotiations begin.

More than 45 companies are making their debut at Helitech 2009, which this year takes place from 22-24 September at the Imperial War Museum, Duxford, near Cambridge. The majority, such as EADS Test & Services and Multiflight, are newcomers to Helitech itself while others, including INAER and Timken, exhibited for the first time last year, when Helitech Portugal was launched.

A major reason for Helitech’s popularity lies in its ability to attract companies of all sizes from across military and civil helicopter supply chains – making it a significant global showcase for products, systems and support services. Reflecting Helitech’s international spread, this year’s first time exhibitor crop is hailing from the USA,

Canada, Sweden and as far afield as New Zealand.

In the military arena, UK first time exhibitor Consolite Technology will be showing a complete capability for upgrading a helicopter’s interior and exterior lighting to ensure its compatibility with night vision goggles.

In the surveillance field, Swedish company DST Control will be exhibiting the latest variants in its range of stabilised electro-optical sensor systems. The company’s COLIBRI gyro stabilised micro gimbal has two axes that give a new level of stabilisation performance thanks to purpose-built, high-bandwidth torque motors which implement active vibration attenuation.

UK-based Helimedia provides intelligence, surveillance and

communications solutions for customers in military, public safety and security sectors; the company recently supplied Italian helicopter operator Helica with a high definition video system (HDVS) ‘in a box’ for its fleet. The HDVS is the first portable 1080p HD video system that delivers live 1080p HD video imagery to a network of receivers on the ground. The system, which can be rapidly installed and removed when necessary, was commissioned just before an earthquake in L’Acquilla so Helica was able to support disaster relief missions with its live airborne HD video imagery.

For commercial helicopter operators, UK company Sensor Technology is launching a new load sensor that combines GPS track guidance with load sensing plus other intelligent functions to automatically optimise and cost complex operations such as crop spraying and water bombing. The HeliNav-LoadMaster sensor has its own on-board display and computer. Being independent of the host helicopter’s systems means it can be swapped from one craft to another in seconds, allowing it to be shared around a fleet of aircraft. HeliNav-LoadMaster, records the exact weight of each load, the total distance flown so

operators can just download the data and invoice the customer. New Zealand exhibitor IMS NZ will be displaying examples of its underslung load equipment, such as the Cloudburst firefighting bucket range. And from Australia Avinet is bringing its Air Maestro system to the European market for the first time. Already used by many Australian helicopter operators, this web-based system gives operators control of core operational and compliance information to help them effectively manage their business and maintain regulatory compliance.
