PRESIDENT'S REPORT: to the Members of the Hartley Trailer 16 Association of Australia Inc. -

Annual General Meeting - 18th June, 2016

I welcome members to the 2016 Annual General Meeting of the Hartley Trailer Sailer 16 Association of

Australia.

Congratulations are extended to the South Australian association for the most successful, competitive, hospitable and enjoyable Australian Championship Regatta conducted in conjunction with Largs Bay

Sailing Club for the 2015/16 season.

Congratulations also to the new Australian Champions - Michael Horvath and Ian Fox in "Tru-Blu" and

the placegetters - Kym Tuck and Glyn Hughes, "Tarrango" - second and Geoff Potts and Christine Haydon, "Kurdi II" - third.

Planning is now underway for the forthcoming Australian Championship Regatta at Saratoga in NSW–

and a progress report will be given later at this meeting.

Membership is slightly down (5 members less than last year). Of interest is the fact that 10% of our membership this season are new members. So, with people moving on, boats changing hands, etc. it

is obvious that there is still much interest in the TS16. This is gratifying and I acknowledge the

efforts made by the State Committee and Members in promoting the class and helping to bring these

new TS16 enthusiasts into the fold.

Treasurer’s Report

The balance sheet this year looks a lot healthier than the last few years (Table 1). The surplus has

increased by 176% mainly due to a reduction in expenses of 31% (Table 3). The two main savings

for this year has been the Association Insurance a reduction of nearly $1000 and the fact that there was no Australian Championship subsidy paid this year. The other income and expense items on the

summary below show no major changes.

90% of our income comes from Membership fees but the payment method is changing with more

members making use of PayPal (Paypal Credit Graph 1). This year the use of PayPal has increase by

10% increasing to around 34% of membership fees being paid by PayPal. The State subsidies have all increased because the formula deducts the cost of insurance per member

but as insurance has reduced this means more rebate per member (Chart 1).

The expenses have been effected by finding a new liability insurer which has allows for a 36%

reduction in cost for this one expense which is considerable when insurance makes up over 50% of or operating expenses (Chart 2).

Overall the Association’s funds are sound and the accounts have been checked by the President Gillian

Horvath and found to balance.

Registrars Report

The total membership as of 31/4/16 the membership is 5 or 2.5% less than last year. The main loss

of membership was in NSW where 14 members left the Association and only 7 new members joined

(Chart 4). However, most other States were stable in terms of relative numbers. This is to be expected when NSW holds nearly half the entire membership. One thing that I have noticed is that all

the new members joined via the web site application form and paid online. As far as boats go there

have been three Plans sold this year and numerous boat changes (Table 5). The Database is

continually being updated for ease of use and error checking. The only errors found recently have

been due to incorrectly entered data. Overall, the membership is fairly stable at this time and the management system is equally stable.

7 Website Report

The Website is working well with only minor changes made associated with contacts and payments.

The number of boats being advertised is stable at around 10 and there have been postings of

Australian and NSW championships. I would also like to thank various members who provide feedback on errors or problems so that they can be fixed. The website I believe had a real role in

allowing new members to join easily and quickly – Alan Scott

8 NATIONAL MEASURER’S REPORT

In this financial year, there have been two newly built boats granted “A” Class Certification,

February - TS16 No. 1524 “Herb & Vern 2” from Queensland.

April - TS16 No. 1519 “Bartley” from Victoria

It has continued to be very quiet again this year, but I am still dealing with questions from members

and others regarding boats in various stages of repair and reconstruction and potential boat

purchases.

Now that we are conducting our meetings via Skype, I am quite happy to continue in this position for

the Hartley TS16 Association

(Rule 1 (b) reads - All equipment installed and present at the time of official weighing of the

TS 16 shall be carried in all races. Hatch covers shall be installed or safely stowed in the TS 16 in all races)

Reason

When sailing as a class we sail as "off the beach" boats and as such are not required to carry hatches.

(A precedent was set previously at an Australian Championship when hatches were removed for the

weighing process)

If heavier boats are able to sail without hatches it may assist to create a more ‘level playing field'.

Discussion for and against the motion:

Michael Horvath spoke in favour of the motion to support the reasons as published

Neil Bilsborough spoke against the motion because of his concern that when it is necessary to

attach correction lead weights to be used to ensure that the minimum weight is achieved that

people may be tempted to attach such weights to the hatches for weighing purposes and then

when the hatches are left off the boat for racing the boat might then be under 360 Kg. for racing.

Neil Bilsborough spoke against the motion because of he felt that in some circumstance in

severe weather having an anchor on board and being able to anchor could prevent boats from being blown away from rescue boats or on to a lee shore.

In response Michael Horvath indicated that he believes from his experience to deploy an anchor

in survival circumstances is difficult if not impossible.

Add new rule

12. TOW ROPE

A tow rope shall be secured to a suitable towing eye that is attached to the bow of the boat. Tow rope shall be a minimum of 8mm diameter and 10 metres long

Reason

An anchor rope is not an appropriate tow rope. A Tow Rope should be readily accessible and of an appropriate strength and length and should be carried whether or not an anchor is carried.

Discussion for and against the motion:

Michael Horvath spoke in favour of the motion to support the reasons as published.

Neil Bilsborough spoke against the motion because of he felt that having the tow rope

permanently attached to the towing ring is likely to be nuisance when racing because the rope

has to be run from the bow back inside the cabin with the potential for the tail of the rope being

caught up with other parts of the rigging and in the extreme being washed over the side of the boat.

In response Michael Horvath indicated that he believes from his experience for the crew to

move up to the bow connect the tow rope to the towing ring in extreme weather can be very difficult if not dangerous.

Gillian Horvath advised the meeting that as there has been only one nomination for each position, all

are elected in accordance with the rules and all positions are filled.

11 GENERAL BUSINESS:

11.1 Re-affirm Public Officer.

Norm Thompson was the Public Officer during 2015/2016 season and has agreed to accept

this position for the upcoming 2016 -2017 season.

11.2 Association Structure and Possible Future Directions:

Andrew Doyle from South Australia made the following suggestions in light of the need to try

to attract new members into our Association particularly younger members.

He feels that we need to think about how we address the average age of members and their

boats which are ever increasing. No new boats being built....stagnant or negative

membership trend.

1) Consideration be given to changing the design of the TS16 to remove the coaming on each side of the cockpit to make hiking out more comfortable

2) Consider changing the shape of the mainsail to a higher aspect ratio sail and to also allow

the mainsail be have a loose foot.

Andrew referred to how the Heron class has survived and transitioned to continue as a

strong class and we haven't. What lessons can we learn from them?

11.3 Report on arrangements for the 2016/2017 Championships:

The New South Wales Association in conjunction with Sarotoga Sailing Club for the host club the

Australian Championship confirmed that they are looking forward to hosting the championship at the

end of the year.

All organisation matters are in hand and under control.

11.4 Proposals for 2017/2018 National Championships

Gillian Horvath advised that the Victorian Association will make a start to the preliminaries of the

Australian Championship when the upcoming season gets under way.

11.5 Receipt of the Annual Return to the Department of Fair Trading and authorisation of

signatories to the return:

To comply with Department of Fair Trading requirements a resolution is required to receive the

annual return to be submitted to the Department of Fair Trading and authorise two committee

members present at the AGM to sign the return.

That Alan Scott and Peter Behr be authorised to sign the annual return that is to be forwarded onto

the Department of Fair Trading. - Carried

11.6 General Discussion:

a) Gillian Horvath advised the meeting that she and the committee will finalise the first draft of a

revised Constitution in line with the NSW Fair Trading Model Constitution by the end of 2016 and that copies of the proposed new Constitution will be sent out to for members’ comments early in

2017 so that a final draft can be voted on at the 2017 Annual General Meeting and then put into

use in the 2017/ 2018 Season.

b) Should in the future any proposals to change the design or measurement of the TS16 be put to the National Association by members or State associations, Neil Bilsborough urged the

Association to make sure that such suggestions be sent out to all members for their

consideration.
