View from the Pens: Rick Huffstutlar Hope all of you are wintering well. It’s been an interesting one, this global warming is about to freeze me out. We are seeing some changes in the FQHR rule book of late, but as of this writing we don’t know the final outcome. The OkFQHR executive board would like the membership to know that, with the exception of the addition of the two rein rules, they had no input on these rule changes before they were made. Personally I owe the membership an apology. I was asked, by a member of the rules committee, about the Working Cow Horse dry work being removed. I told him that I wasn’t in fa-vor of it but that I would gather some opinions and report back to him. I got opinions from several people, all of which were negative, but I failed to convey that information to the committee. Mea Culpa, you de-serve better representation. However, nothing was said about changing the dry work in the limited, nor the changes to the Doctoring class. I find this, in particular, rather surprising, since aside from “The Roundup and Review”, our affiliate is the only one which offers Doctoring consistently. Be that as it may, this is our organization and our rules will be what the national com-mittee sets forth. Your board of directors is currently working on a plan to better utilize our time in the show schedule and we should have it ready at the awards banquet. We know change is difficult, but we think most of you will be pleasantly surprised with this one. Until we see each other again remember what L L Bean said, "There is no such thing as bad weather, only poor clothing”. WRITE IF YOU FIND WORK, Rick OKFQHR Members, Subsequent to the letter submitted by Rick, Foundation Quarter Horse Registry Execu-tive Officer Vicki Austin penned a letter to the OKFQHR President Marilyn Duncan stating FQHR has made an adjustment for the Working Cow Horse class addressed pre-viously. The New Rule is as follows: An FQHR affiliate may choose to offer the tradi-tional Working Cow Horse class with flat/dry work and cattle work. Or, the affiliate may offer the Working Cow Horse – (Part 2) only where only the cow work (boxing, fencing, circling) is done (no dry/flat work). Whichever class the affiliate starts the year with, will be the only one used for that year. Robbie McCommas OKFQHR Secretary

Oklahoma Foundation Quarter Horse Registry Super Stakes

Effective January 1, 2014

MISSION OBJECTIVE: A fund raiser to support and fund the annual activities and events of OKFQHR in-cluding the weanling, yearling, 2-Yr old, 3-Yr old, and 4-Yr old Super Stakes program, the Oklahoma affiliate foundation shows, and end-of-the year activities/awards.

WHEN A STALLION OWNER NOMINATES A STALLION THROUGH THE SUPER STAKES PROGRAM, IT IS CONSIDERED A NON-REFUNDABLE CONTRIBUTION TO OKFQHR.

Overall Rules:

1. You do not need to be a member of the Oklahoma Foundation Quarter Horse Registry to nominate a stallion.

2. All get sired by a nominated stallion will be eligible to compete in the stakes classes provided they are registered with the FQHR.

3. Upon payment of the nomination buy in fee (see buy in nomination form) the stallion owner of each nominated stallion will receive a free eligibility (one free nomination and one free entry fee) for one foal of the resulting foal crop. Additional foals by the same stallion of the same foal crop would be-come eligible by paying a one-time nomination fee of $100, class entry fee, office fee and cattle fee as required..

4. Nomination buy in is only good for one year - resulting foal crop of current year breedings.

5. Eligibility is transferred in the event of sale of the foal.

6. Nomination fees for foal crops of qualifying ages will be dictated by terms of those years.

a. All age qualifying foals of Donated Stallions from years prior to the 2015 foal crop may pay a one time nomination fee of $100 to be eligible to show in the Super Stakes program.

b. All age qualifying foals of non-donated (non-eligible) stallions may pay a one time nomination fee of $400 to be eligible to show in the Super Stakes program until they reach 5 years of age. Excluding the 2012 foal crop which may pay a one time nomination fee of 2-Yr Olds $210, 3-Yr Olds $240 & 4-Yr Olds $270 to be eligible to show in the Super Stakes Program.

c. All entry fees, office fees, and cattle charges must be paid in addition to nomination fees.

7. Neither the non-eligible stallions, their foals nor the stallion owners of non-eligible stallions will get the benefits bestowed upon the nominated stallions such as: Outstanding Stallion Awards, Outstanding Owner Award, 5 Yr Participation Award, website promotion and/or advertising of the stallion by OKFQHR.

8. 2014 buy in deadline is May 30, 2014. There will be a $100 additional fee for any stallion nominated by the owner after deadline of May 30, 2014 until August 31, 2014. 2014 nominations will close on August 31, 2014. After August 31, 2014 foals may buy in under the terms in paragraph 6b.

9. Nomination deadlines for year 2015 and beyond will be November 30 of the preceding year. EX: Deadline for 2015 is Nov 30, 2014. Stallions may be nominated until Dec 31 of that year by paying a $50 penalty. EX: 2015 penalty deadline is Dec 31, 2014.

Show Rules:

Super Stakes Show Rules:

1. All horses must be registered or pending registration with the FQHR to be eligible for the Super Stakes Classes. All Super Stakes exhibitors and owners must be current members of OKFQHR.

2. Judges for the Super Stakes may or may not be FQHR judges since the classes are non-sanctioned by FQHR.

3. All classes will be judged and governed by the FQHR rulebook:

a. Weanlings– Conformation (Colts/Geldings and Fillies)

b. Yearlings – In-Hand Trail

c. 2 Year-olds – Ranch Pleasure

d. 3 Year-olds – Handy Ranch Horse

e. 4 Year-olds – Ranch Cutting

4. Fees and Payback beginning with the 2014 Super Stakes show:

a. Entry fees and nomination fees are allocated to the prize money distribution. Office fees are allo-cated to the general fund of the Super Stakes account. All memberships and cattle fees will be transferred to the OKFQHR general fund. All penalties will go to the Super Stakes general fund.

b. Paybacks are calculated as follows;

c. Should there be no placings in a class, the monies for that class will be transferred to the Super Stakes gen-eral fund.

5. All monetary awards will be reported on 1099-MISC to the IRS. Monies are paid to the owner of the horse unless Super Stakes management has been otherwise instructed by the owner of the horse. Winning owners must complete an IRS Form W9 before leaving the show.

6. The Super Stakes Show will be held in conjunction with the last OKFQHR show of each year

Entry Fees will be $75 per class. $50 will be put into the payback of the class entered. $10 of the entry fee will be put into reserves for the payback in the 3 yr old class of that foal. $15 of the entry fee will be put into reserves for the payback in the 4 yr old class of that foal. All fees must be prepaid by deadline

Entries close at the beginning of the prior class. NO EXCEPTIONS!! This means that you cannot enter a class if the class before it has already started. If the prior class has NOT started then you can be added to already printed sheets via communication between the office and the arena staff. You must scratch in the office before the prior class starts in order to not be required to pay for the class.

STALLS Reserving a must!

Stalls must be reserved by Deadline—No EXCEPTIONS!! We will set up only enough stalls to cover the number reserved. Notating on your online pre-entry DOES NOT reserve you a stall. You must notify Lisa Anderson to re-serve a stall. The number of stalls required for each show must be turned in two weeks before the show and the online entry doesn't close until the Tuesday before the show. So if you wait to pre-enter until the week-end before the show our deadline for the stall count has already passed. Please reserve your stalls with Lisa before the STALL DEADLINE.

2015 Free Show Stall There is ONE FREE SHOW STALL ($35 value) awaiting any member for every $500 in sponsorship donations, cash or merchandise (all merchandise donations need to be approved by the president) during the 2014 show year. To the member who recruits the most sponsors in 2013, there will be a FREE SHOW STALL for the ENTIRE 2015 SHOW SEASON ($140 value ). Dear Club Members, Please recruit a sponsor for the 2014 Show Season. Just ask your favorite business in your town to sponsor you, or to advertise with the OKFQHR club. Our club will sup-ply them a banner, announce them at our shows, list them in the directory, awards pro-gram, and news letter, and will put them on the website - a pretty good advertising re-turn on their sponsorship money! The sponsor forms are on the webpage, along with the widow cards, and our club brochures that tell about our club and lists the show dates. Also, don't forget to bring a friend to the next show! Perhaps they will join in the fun and competition of the OKFQHR. The office and officers would be happy to help someone register their horse and to become a new member. A NOTE ON POINTS: Points are given by both FQHR and OKFQHR at OKFQHR shows. Please understand the differences. FQHR points are awarded as stated in the FQHR Rule Book. These points become a permanent part of the horse’s record. Points and awards can be earned in three divisions: Open, Ama-teur (horse/rider combination) and Youth (horse/rider combina-tion). The points are not transferable between divisions nor can points earned in separate divisions be combined for a Certificate Of Performance or Conformation or Championship. FQHR points awarded in the Novice Division are for tracking purposes only and shall not count toward a Certificate of Performance or any other championship. To get a record of your horse’s FQHR points, contact FQHR.

OKFQHR assigns points to track year-end awards only; they are not a permanent part of the horse’s record. Points are given by class, based on the number of entries in each class. Each horse placing first through sixth receives a point for each horse they place above in the class, plus one point. Those points accumu-late throughout the year and are used to determine year-end award winners. Points are kept by horse/exhibitor combination. These are the points you see posted on www.okfqhr.com. Every horse/exhibitor combination begins each year with a clean slate.
