The Community Foundation is a non-profit organization that manages and distributes charitable giving in the Rappahannock River region. Our goal is to promote greater philanthropy by addressing the challenges faced by donors in a responsible and knowledgeable manner. We distinguish ourselves from other local charities by providing efficient and effective services to build a collection of permanent funds.

It was a remarkable year for The Community Foundation. It is safe to venture that we reached a tipping point in our power to positively influence the community. While generous citizens and businesses have established new charitable funds at a steady pace throughout the foundation’s 16-year history, the permanent philanthropic assets administered by the Community Foundation almost doubled from $8.5 million to $15 million in Fiscal Year 2013.

We believe the word is out that the foundation makes it easy for generous individuals to achieve both their charitable giving and their tax benefit goals. As new donors join in our mission, our visibility and reputation in the community has grown. As a result, the foundation received its largest gift to date when Nancy and Dave Honeywell created the $4 million Honeywell Charitable Fund after winning the Virginia Lottery.

This dramatic fund growth enabled The Community Foundation to expand our donors’ impact on the community. In the last fiscal year, we gave away more grants and scholarships than in any prior year with a total distribution of $892,118 to our community. And we accomplished this despite the persistent economic recession that has undermined every nonprofit’s ability to raise money.

Credit for the past year’s successes also goes to our small, but amazing staff that works with each donor on a personal level, as well as the 24 individuals who served as volunteer members of the foundation’s Board of Governors. Each member of the board was extraordinarily engaged in our mission to build philanthropy to benefit the communities that make up the Rappahannock River region. It was an honor and inspiration to serve with them.

Our community has an amazing heart for giving. We want to thank you, as a community member and supporter of The Community Foundation, for your part in sustaining the vitality of our region, now and for generations to come.

Nancy and Dave Honeywell’s life changed dramatically when they won the Virginia Powerball Lottery in February of 2013. They knew right away that they wanted to give to charity. With dozens of important decisions to make their attorney and accountant, Leigh Frackelton, advised The Community Foundation to steward their charitable giving and facilitate the related decisions.

It’s Easy to Give Making a Difference Now and Forever

Sixteen years ago, ten local leaders shared a dream: to create a sustainable method to support the vitality and well-being of the Rappahannock River region by making it easy for generous individuals and groups to achieve their charitable goals. Inspired by a $1 million challenge match from The Ukrop’s Foundation, The Community Foundation of the Rappahannock River Region, a nonprofit, public charity was launched in 1997 to serve the current and future needs of the people of Stafford, Spotsylvania, King George and Caroline Counties and the City of Fredericksburg.

Today The Community Foundation includes a collection of 101 charitable funds, each separately accounted for, and each with its own design and purpose. Our staff works individually with donors to make it easy for them to achieve their charitable goals. Individuals, couples, multi-generational families, businesses and non-profits have established funds. A typical fund is created with a gift that is invested in perpetuity. The fund’s earnings are used to make annual grants throughout the Rappahannock River region.

We can suggest a wide range of options that you can use to establish or add to a named charitable fund. Since we are recognized by the Internal Revenue Service as a public charity, you are provided with the maximum tax benefits allowed by law. We also handle all the ongoing administrative duties.

Our staff can help you determine the best way for you to achieve your charitable goals. Your choices can include (but not be limited to):

Add to an existing fund at any time and in any amount.Establish a fund through gifts of cash, securities, real estate or life insurance.Honor or memorialize an individual or family through the establishment of a fund or gift to a fund. Anniversaries or special events can also be commemorated in the same way.Leave charitable assets to a Community Foundation fund in your will. Unrestricted FundsThink BroadlyDonors who contribute to the foundation’s Community Enrichment Fund or establish their own unrestricted fund can participate in The Community Foundation’s annual competitive grants program. These donors can support a broad range of local concerns, including fast-emerging issues and future needs that we can’t yet anticipate. These flexible funds put the responsibility of identifying community needs and researching and selecting worthy charities on to the foundation, relieving donors of these challenges.

Bill and Susanna BottsWe view the Rappahannock Legal Services Justice Fund as an extension of our lifelong commitment to contribute our time and resources to the community, particularly to the lower-income community.

Kenny Whitescarver was a beloved community leader and friend who passed away, too soon, in July 2012. In his final days, his wife Rozzie asked about creating a scholarship in his honor. He replied that that would be alright, “but do it at The Community Foundation!”

Rozzie describes the fund this way, “Kenny and I both contributed financially to our own college educations. We established the Kenneth T. Whitescarver III Memorial Scholarship Fund to help students who demonstrate they are responsible and work hard to attain their goals.”
