New Credit Card Processing Requirements SeminarIf you accept any store credit card payments you need to at-tend this seminar!

The credit card brands have joined forces to form thePCI Data Security Standards Council (PCI DSS), establishingsecurity requirements and standards for all businesses thataccept and store credit card payments. All businesses are required to be PCI Compliant by July 2010. In the event ofa data security breach after July 2010, those businesses notmeeting the PCI requirements will be subject to large finesfrom the credit card brands as well as the possibility of los-ing the ability to accept credit cards altogether.

Fortunately, there are steps small and medium-sizedcompanies can take to reduce risks. The Chamber of South-ern Saratoga County is holding an informational meeting tohelp you become PCI compliant before July 2010.

HEALTH INSURANCE MANDATESTo Governor Paterson and members of the NewYork State Legislature:You have repeatedly called New York’s small businesses thecornerstone of our state’s economy, and publicly pledged yoursupport for their success. Our members have endured the recession and remain committed to New York State.

Today we call upon your leadership to take a tangible step inhelping to control high health insurance costs by placing amoratorium on the passage of additional health insurancemandates. Health insurance mandate legislation, such asS7000-A/A10372 requiring insurance coverage of autism services, expands the basic insurance package for small andmedium sized business while also increasing their cost. TheDepartment of Insurance found that the Mental Health Parity Mandate (“Timothy’s Law”) passed in 2007 increased premiums by approximately 2%.

Today, small business premium payers - who are already struggling under the burden of double-digit premium increases- are paying 14.2% of their total premium dollars to directlyfund this and other New York State health insurance mandates.

Meanwhile, the Health Care Quality and Cost ContainmentCommission, a tool that you established to help make thesecritical decisions, has not been utilized.

Rising health insurance costs are a problem too critical to beignored and New York’s small businesses need real, workablesolutions.

For that reason, on behalf of the more than 950 businesses thatwe represent, we ask you to place a moratorium on passage ofany health insurance mandates until, at the very least, theHealth Care Quality and Cost Containment Commission isnamed and utilized as intended.

VIDEO LOTTERY TERMINALS/NYRATo Governor Paterson and members of the NewYork State Legislature: The naming of a VLT operator immediately to fulfill its legalobligation to fund the operating/capital expenses of the NewYork Racing Association is of paramount importance. This in addition to providing a bridge loan of up to $40 million to preserve the $100 million line item reflected as income in this year’s NYS budget.

The lack of action on this issue will jeopardize jobs and livelihoods across the state. The economic impact alone fromthe thoroughbred racing industry is in excess of $200 millionper year in the Capital Region. More concerning is that whilethis state has been delaying the installation of VLTs, New Jersey’s Monmouth Race Track is proactively preparing to compete directly with Saratoga Race Course, further jeopardizing the positive economic impact to our area.

Almost unbelievably, the state authorized video lottery terminals at Aqueduct Race Course back in the year 2001! Almost nine years later, VLTs are not installed because of thelack of action on naming an operator. The State of New York,through a legal agreement, promised that if VLTs were not operating by April 1, 2009, any operating loss or capital lossincurred by NYRA would be the responsibility of the state.Our state is now in default for over a year even though $1 billion of prime NYRA land was officially exchanged forless than $200,000. Strictly from a state budget perspective, ifNYRA does not operate in 2010, a $100 million income lineitem in its current budget from NYRA sources would not materialize.

Governor, we need an immediate decision on the VLT operator and rapid implementation at Aqueduct. In addition,the state must be ready to advance a bridge loan of up to $40 million to be repaid by the VLT operator. I urge you to show leadership and push your state for this decision immediately.
