Dear Friends and Anglers
Welcome to our 91st Angling Festival.
With over £3,000 in cash prizes and over 70 trophies to bewon, I hope you will all have a successful week’s fishing.
Once again, our major sponsors for the North of EnglandCodling Championship are Dixon’s Discount Warehouse.Also I am very pleased to announce that Filey SportsAssociation have generously donated £200 first prize money on the opening day of theFestival as our main match sponsors, plus a £250 second prize for the North of EnglandChampionship. I also wish to thank Richard Hudson for his generous donation of £200 asthird prize in the North of England Codling Championship, and to encourage all anglerswho have fish to weigh in, our Chairman, Adrian Colling has donated £100 for the 20thprize in the match.
We have a new juvenile class trophy to be presented on the first Sunday – The ErnestBlowman Memorial Trophy which has been donated by his grandson, Scott Blowman.
For all you anglers out there who may be interested in the past and present activities ofthe Filey Brigg Angling Society, Ann Colling has kindly organised an exhibition ofphotographs and Fishing Festival brochures. These will be available to view at Filey Libraryduring Festival week.

TICKET SALES FOR ROVING MATCHESOn Saturday 31st August tickets for shore matches will be available from the FBASHeadquarters at the Foords hotel, Filey from 9.00am - 11.00am and participatingtackle shops (see General Rule 3). Tickets will then be available at each weigh-in.
Tickets for shore matches can be bought for the week but tickets for Boat Matchesmay only be bought on a day to day basis.
SPECIAL EXHIBITION AT FILEY LIBRARYAn exhibition of Filey Brigg Angling Society photographs and festival brochures pastand present will be held at filey Library during the normal opening hours throughout
the duration of this year’s Annual Fishing Festival.

Anyone wishing to become a member or anyone who wishes to rejoin, and has not been amember for 3 years should obtain an application form from the Secretary. The application will be put to the Committee at their next meeting.

GENERAL RULESIn the In the interest of Conservation and the future sport of the Society, we request that all fish under MAFF
size limits be returned alive if possible to the water.
Applicable to each day of the Festival
1. FISHING FESTIVAL RULES
All competitors must have tickets before commencing fishing and must produce them at the weigh in.
2. ENTRANCE FEE
Each shore competition may have a different entrance fee. The match entrance fee is to be printedin the brochure. Roll up and optional superpool for each competition (optional Superpool is open toall classes

4. FISHING TIMES
(a) Each day’s event shall commence at the time stated in the programme and, Immediately prior tothe starting to fish, the baskets of all competitors may be examined by a member of the Committee.
(b) No fishng to be done on the same day as any match except anglers entering boating competitions.
(c) The decision of the Official Weigher In regarding time is final.
5. COMPETITION RULES
(a) No competitor may have fitted up at the same time, more than one rod with reel and running line,and not with more than two hooks attached (i.e treble counts as one hook). Any competitor may,however, in lieu of using a rod, reel and line use a hand line with not more than two hooks.
(b) Float, bottom and artificial fishing allowed.
(c) Any person may cast for a competitor who wishes for their assistance, but no one except thecompetitor may handle the rod after the cast has been made.
(d) Competitors may receive the help of any person to gaff, or assist him or her in landing a fish, butthey must not handle the rod in doing so.
(e) Juvenile age limit up to 16th birthday. Juveniles who are under 16 or who have their 16th birthdayafter the first day of the Festival will be classed as Juveniles and fish the Juvenile Class for theduration of the Fishing Festival.
(f) There will be a separate class for Juveniles. The entry fee for this class will be £1 both shore andboat competitions. North of England match £2. Points to be awarded: 1st – 3 points, 2nd 2points, 3rd – 1 point. Juveniles may only enter Juvenile Class and Superpools.
(g) Ladies Prize – should a lady be placed in Class 1 she may choose to take either the Class 1 prizeor the Ladies prize, but not both. Where there is a Ladies trophy, the highest placed Lady willreceive this, whichever prize they choose to take.
(h) Visitors Prize – can only be won by a competitor who permanently resides outside 25 mileradius of Filey.
(i) Sweep Prize – single fish, any type. Superpool payout will be 2/3rd heaviest single fish and1/3rd heaviest bag.
(j) One prize per competitor in heaviest single fish matches (except special prizes).

(k) The winner of any Trophy shall be allowed to hold the same until 31st August the following yearand shall give guarantee that or other security , satisfactory to the Committee for the safe custodythereof in the meantime, and for the safe return thereof on or before that day.
(l) All winners of trophies to have them engraved at their own expense.
(m) The Committee reserve the right to add to or amend the prizes as listed for all events.
(n) Prize winners must be present at each prize presentation in order to receive their prize. If theyare not present they will forfeit their prize and this will be awarded to the next winning competitor.
(o) Wherever possible the prize presentation will take place within one hour of the close of weigh-in(excluding special competitions, for example North of England Championship match)
6. FISH SIZES AND WEIGHING IN
(a) In the interest of conservation the FBAS minimum fish sizes shall be:CONGER 91cm, SKATE, RAY46cm, COMMON EEL, GARFISH 38cm, COD 36cm, COALFISH (BILLET), POLLACK, HAKE, BRILL,TURBOT, WITCHES, WRASSE 35cm, BASS 41cm, WHITING 33cm, MACKEREL, HADDOCK30cm, LEMON SOLE, PLAICE 27cm, LING, 63cm, COMMON SOLE, DAB, POUTING 25cm.BEARDED ROCKING is BANNED for all FBAS boat and shore matches. Measurements from thetip of the jaw to the tip of the tail, all fish other than above 25cm. Any competitor whopresents a fish to the scales that has been man-handled (stretched) to be disqualifiedfrom that competition.
(b) Each competitor must weigh-in their own catch not later than the time mentioned in the programmetogether with their ticket for that day. Weigh-in venues as stated in the programme. All fish to befree from mud, grass, sand and hooks etc. No ticket – no weigh-in of fish.
(c) All fish to be weighed in by the Official Weigher-In or his deputy.
7. FESTIVAL BOUNDARIES
(a) West Pier, Whitby to Sewerby Steps, Flamborough (except winter fishing). River Esk out of bounds,fishing only seaward side. Bempton Bird Sanctuary out of bounds (northside Staple Newk entirecliff top out of bounds) during Filey Fishing Festival week. Any breaking of this rule will lead todisqualification
(b) For safety reasons the cliff descent/ascent known as Bird Ash is out of bounds.
(c) During Festival shore matches access to fishing grounds by boat, kayak, rubber dingy or any otherwaterborne craft will not be allowed and will lead to disqualification.
(d) Any angler competing in any match are requested to TAKE YOUR LITTER HOME. Competitorsignoring this rule will be disqualified.
8. LEGAL
(a) In all matters relating to the Festival, the decision of the Committee is final, and the Committee maydelegate their power to Judges or Stewards appointed by them. The Committee reserve the rightto reject any entry and in any such case the entry fees paid by anyone so rejected shall bereturned.
(b) Neither the Committee nor the Filey Brigg Angling Society shall be held responsible for damageloss or injury by any person in connection with the Festival. May venues within the festivalboundaries are considered to be high risk venues due to access and the nature of theirsurroundings. Only anglers who are experienced and familiar with these venues should attemptto fish them and even them the utmost discretion should be used taking into consideration theprevailing conditions.
(c) The Angling Festival and the Committee accept no responsibility for those wishing to access or fishsuch venues and strongly recommends that all anglers have club or personal liability and injuryinsurance.

SPECIAL RULES
Applicable to Boating Days
1. All individual boat owners/skippers are to provide a copy of their valid boat marine insuranceprior to entry of competition.
2. A meeting with the Safety Officer and Committee will be held on the Coble Landing each boatmatch day at 8.45am, when a decision based on weather conditions and safety issues to be made,and also what the start time will be for the match. In the event of poor or worsening weatherconditions then the match will be cancelled at this time.
3. Registration for Boating – Tickets may be obtained from the Secretary at the weigh-in area from1 hour before until 15 minutes before start time on a day to day basis only. No entry tickets maybe obtained in advance.
4. All boats to leave shore at 9.45am and commence fishing at 10.00am.5. No refunds will be made unless due to bad weather and boats are unable to put to sea, refunds
will be made at the committees discretion.6. All boats allowed 30 minutes after fishing time to arrive on the beach. Boats arriving after this
time will be disqualified.7. In the event of a boat breaking down, time will be allowed for them and the one who takes them
in tow.8. All boats may be examined by a member of the committee before they leave the shore.9. Hire of boats: by private agreement between competitor and boatman.10. Professional boatmen are not allowed to fish when carrying fare paying passengers. A breach of
this rule will disqualify the boat and the entire crew.11. Competitors may receive the help of any person to gaff, or assist him or her in landing a fish, but
they must not handle the rod in doing so.12. Size of fish – see rule 6(a) general rules.13. All fish to be gutted at sea except Speciman Fish which shall be weighed separately before gutting.14. Any fish brought ashore which does not come up to standard measurement cannot be weighed in
and it is an offence to bring them ashore (see general rules).15. All fish eligible (see general rules).16. Float, Bottom and Artificial fishing allowed.17. During boating day the use of echo meters and other fish finding equipment is prohibited.18. Wreck fishing is banned.19. Juvenile age limit 8 years up to 16th birthday, Juveniles who are under 16 or have their 16th
birthday after the first day of the festival will be classed as juvenilesand fish the juvenile class forthe duration of the Fishing Festival.
20. Competitors must weigh in their own catch.21. Special prizes based on boat matches Monday to Friday inclusive will be presented on the last
Sunday of the Festival.

FILEY BRIGG ANGLING SOCIETY RISK ASSESSMENT AND SAFETY REQUIREMENTS, INCLUDING INSURANCE
Introduction
The Filey Brigg Angling Society Limited (“the Club”) seeks to promote the sport of Angling from both boat and shore, including by holdingcompetitions for its members and non-members.
Angling, whether from boat or shore, can be dangerous. The Club has therefore drawn up a list of safety requirements for all full andtemporary open members which must be adhered to at all times.
Exclusion of Liability
Neither the Club nor its Officers or Committee Members shall be liable for any damage to property, loss, death or injury caused to any full andtemporary open members arising from their participation in any competitions held by the Club.
Insurance
It is a recommendation that all full and temporary open members shall insure themselves against damage, loss, death or injury arising from thesport of Angling including their participation in any competitions held by the Club.
Hazards
The following is a non-exhaustive list of the hazards for full and temporary open members when Angling from boat or shore in Filey bay andsurrounding areas:-
From Boat
1. Launching from public areas2. Sudden change in weather (eg. fog) and/or sea conditions3. Falling or being washed overboard4. Sea sickness5. Cold and hypothermia 6. Dehydration7. Injury caused by fish hooks, gaffes, knives and other
sharp objects 8. Engine failure
These hazards can cause injury, temporary or permanent disablement or even death! It is therefore a condition of membership of the Club thatall members and temporary open members fully comply with the Safety Requirements set out below:-
Safety Requirements
General
The Club encourages all members to undergo First Aid training.
All members under 16 should be accompanied by an adult.
In addition, all members MUST:-
1. Be aware of the state of the tide and anticipated weather and sea conditions for the following 24 hours before participating in any xxxxcompetitions;2. Notify a family member or friend where they intend to fish and at what time they intend to return; 3. Check the condition of their fishing gear before participating in any competition4. Take care to avoid injury to others when casting whether from boat or shore5. Use a suitable shock leader, 10lb line strength to 1oz of lead weight6. Use suitable light / headlight if fishing when dark7. Take with them to all competitions:- a. Appropriate warm / waterproof clothing, headwear and footwearb. Waterproof back-pack containing:-
•Fully charged mobile phone•Torch and spare batteries•First aid kit•Hot or cold drink and chocolate or biscuits
From Shore
1. Falling off or down a cliff face 2. Falling rocks and debris if fishing at the foot of a cliff 3. Slipping on rocks 4. Getting cut off by the tide5. Being washed off the shore by heavy waves 6. Sudden change in weather conditions7. Cold and hypothermia 8. Dehydration9. Injury caused by fish hooks, gaffes, knives and other

From Boat
1. The owner or person responsible for the boat must be fully licensed and insured2. The owner or person responsible for the boat must carry the following safety equipment:-
a. One lifejacket with whistle for each person on board b. VHF Radio (or fully charged mobile telephone in waterproof cover) c. Anchor connected with sufficient length of anchor cable 3 x depth of waterd. Spare anchor, propeller and rope / cable e. Spare fuel f. Tow rope – minimum length g. Compassh. Oars or auxiliary engine i. Toolkit including WD40, spark plug, split pin for propeller, plyers, etc) j. First Aid box including sea-sickness tabletsk. Orange smoke flarel. Mini Flares if fishing at night (12 pack)m. Powerful torch and spare batteries
From Cliff Top
1. Be aware of cliff conditions2. Do not stand too close to the edge3. Use safety harness attached to suitable fixture4. Stand well back from the edge when casting 5. Always fish from a flat platform and never on a sloping
bank 6. Be aware of others nearby when casting 7. Take care when climbing cliffs
From Shore
1. Be aware of cliff conditions2. Do not stand immediately beneath cliff3. Wear safety helmet if fishing at foot of cliff4. Watch out for / be aware of rogue waves 5. Wear suitable footwear if walking across rocks 6. Take care when walking over rocks

THE FILEY BRIGG ANGLING SOCIETY’SFISHING SAFELY RECOMMENDATIONS
1 Only fish marks you are familiar with and that are safe to get to.
2 Never rely on old ropes, ladders or pegs when accessing venues.
3 Always wear a safety harness when descending or climbing difficult to access venues.
4 Wear suitable head gear when climbing or fishing below cliffs.
5 Always make sure your equipment is in good order.
6 Never fish too close to a clifff edge, only fish flat platforms and not on sloping faces.
7 Stand well back from the cliff edge when casting.
8 Take care when fishing under cliffs.
9 Wear suitable studded boots or waders when walking over rock and avoid walkingon slippery surfaces.
10 Always choose your way across rocks carefully and never rush.
11 Always carry a fully charged mobile phone.
12 Always inform someone where you are going to fish and leave them a contact number/s of people they can contact if you are late arriving back.
13 Always take in to account the prevailing weather conditions and weather forecasts aschanging conditions can affect the safety of your venue.
14 Know your tide times and size of your tides.
15 Keep an eye on the incoming tide to ensure it isn’t going to cut you off.
16 Wear a life jacket or floatation equipment.
17 Take extra care when fishing in rough seas.
18 Take extra care when fishing in darkness, know your venue and ensure you have agood light and a spare light or batteries in case of an emergency.
19 Avoid fishing alone.
20 Juniors under the age of 16 should be accompanied by an adult.
21 Always take care when casting, use most suitable casting method for your surroundings and a leader line suitable to withstand your casting style.
22 Take care when handling hooks or using knives.
