Ministry of Water Resources (MWR), the Chinese Government Department responsible for water administration, was founded in October, 1949. On February 11, 1958, the 5th Session of the 1st National People’s Congress promulgated decisions to consolidate Ministry of Water Resources and Ministry of Electric Power Industry into Ministry of Water Resources and Electric Power. On February 23, 1979, Ministry of Water Resources and Electric Power was separated into two ministries. After the institutional reform in 1982, Ministry of Water Resources and Ministry of Electric Power were combined again as Ministry of Water Resources and Electric Power. In April, 1988, the 1st Session of the 7th National People’s Congress passed the institutional reform of the State Council to set up Ministry of Water Resources. Ministry of Water Resources was reorganized on July 22, 1988.

Since its establishment , Beijing Capital Co., Ltd has been committed to improving the market-oriented reform of public infrastructure industry. With the main business scope covering the investments. operation and management of infrastructure, the company aims development direction at China’s water market, concentrates on urban water supply and sewage disposal, and dedicates to satisfying people’s desire for clean water and clear environment.

Veolia Water has been present in the water market in China since the 1980's, through its subsidiary OTV-Kruger which specializes in water engineering. The Company won its first water management contract in China in 1997, a 20 year contract for the operation and maintenance of a water production facility in the city of Tianjin, including its renovation. The facility supplies 1.85 million inhabitants with water. In 1998, Veolia Water and its Japanese partner, Marubeni, won the first BOT (build-operate-transfer) contract ever awarded to a water services provider in China, with central government approval. This contract, which concerns the city of Chengdu in the west of the country, allowed for the operation and maintenance of a drinking water facility built by Veolia Water Solutions & Technologies for a period of 18 years, serving a population of 2.66 million inhabitants.

Throughout each chapter in its history, ITT has been known for transformative strategies that create value for shareowners, and in 2011 a new chapter has begun. On January 12, ITT Corporation announced it plans to separate into three independent publicly traded companies by the end of the year. Under the plan, ITT Corporation, which will continue to trade on the New York Stock Exchange as a highly engineered industrial products company that supplies solutions in the aerospace, transportation and energy markets, would execute tax-free spinoffs of its water-related businesses and its defense business to shareholders. When this transformation is complete, ITT shareholders will own shares in all three corporations, which are well-positioned to create significant value for shareowners as standalone companies. Each new company will be nicely capitalized, with global capabilities, outstanding operating track records, and world-class people who are dedicated to premier customer service, innovation and delivering value — well into the future.

General Water of China was established jointly by China Energy Conservation And Environmental Protection Group and Shanghai Industrial Holdings Limited in Nov. 2003 with a registered capital of RMB 1.5 billion. By the end of Jun. 2010, the company has possessed 16 wholly-owned subsidiaries or holding subsidiaries and one share-holding subsidiary. The daily capacity is 4,339,000 cubic meters. The total assets is approximately RMB 5.5 billion.
