Internet response in statistical surveys The e-Survey System and the Enumerator Management System

are essential systems for adopting Internet response

The e-Survey System The e-Survey makes it possible for respondents to conveniently

respond from their homes or offices via the Internet The e-Survey operates under a substantial security system The ministries can reduce operations via the e-Survey function,

such as a function of automatically checking errors “The Optimization” demands all ministries to adopt Internet

response option gradually by using e-Survey System

The Enumerator Management System (“EMS”) The EMS stores information about enumerators and

enumeration districts which the enumerator is working The staff of local governments uses the EMS for managing

enumerators The EMS contributes to streamlining of “Field works” in

collaboration with the e-Survey System By using EMS, enumerators can check whether

respondents have already sent the responses or not

Streamlining of “Field works” in collaboration with the EMS and the e-Survey

a. Municipality registers information about enumerators to the EMS (Enumerators DB)b. Municipality makes linkage data in Relation DB which related the enumerator data in

Enumerators DB to their enumeration districtsc. Respondents send the responses to the e-Survey System (Responses DB)d. Enumerators send inquiries about responses by email e. The EMS notifies the information about responses by email

The 2010 Population Census The Statistics Bureau of MIC had adopted mainly

enumerator survey method until 2005 Census The Bureau introduced three way collection methods

in the 2010 Population Census at the first time ( limiting to Tokyo metropolitan area )

1. By enumerator2. Mail back to municipalities3. Response via Internet

Change to the e-Survey System The required functions of the HTML form were additionally

developed for the 2010 Population Census The development was performed in a form of a new subsystem

with additional features and an additional Database Server stored to the outside of the IMISOS

The HTML electronic questionnaire of the 2010 Population Census

Ministries can efficiently improve the operation of the data editing by the checking errors function

By reason of safety and accuracy, respondents cannot view their responses again and also they cannot save their responses on their way

Respondents had to finish their responses within only one access to the e-Survey System for lack of function to save

Results The rate of households by return options (in Tokyo)

Internet option was 8.4% (529,154 households) Mail was 59.2% Enumerator pick up was 32.4%

The result of a satisfaction survey for all Internet respondents concerning the Internet response

99.0% would like to use the Internet response again 85.2% feel easy to respond

Results The Internet respondents were many at age of 30-40 and

40-50 as compared with the age distribution of Tokyo area

The Statistics Bureau of MIC is discussingSystem version up of IMISOS including adoption of HTML

type questionnaire Utilize of Cloud-type network processing at the 2015

Population Census to heighten the capacity of the system Change the combination of questionnaires collection

modes in the 2015 Population Census Internet response will be only available at the first

questionnaire collection period Enumerator collection and mail post back will be

available after the Internet acceptance is closed
