Last month saw the sudden andsadpassingofTePurao teRangiParata. Pura was a well-knownrangatira amongst us – treasuredand highly respected he will begreatlymissed.Our kaumātua were wellrepresentedat the recent blessingof the new Christchurch CivicBuilding. The building has beennamed Te Hononga by the late

Tāua Ruahine Crofts, who chose the name to reflecttheunionandpartnershipbetweenNgāiTahuand theChristchurchCityCouncil.Thebuildingisakeylong-terminvestmentforthetribe,whichhalfownsthebuildingandsowillreceivehalftherentoverasubstantialperiodoftime. It isagoodexampleofan iwi-publicpartnership.Iwi ownership or part ownership of core Crown andlocal government assets reflects long-term economicaspirationsandlong-termusagerequirementsonbehalfofiwiandthepublicinstitutioninvolved.Alsothismonth,anotherimportanttribaleventwastherelease of the results of theANZNgāiTahu FinancialKnowledgeSurvey.TheresultsrevealthatthefinancialknowledgeofiwimembersisonaparwiththegeneralNewZealandpopulation.OfthoseNgāiTahusurveyed,40% had high financial knowledge compared to 43%for the general New Zealand population, 31% hadmedium financial knowledge compared to 26% of theNewZealandpopulationand29%ofNgāiTahuhadlowfinancial knowledge compared to 31% of the broaderpopulation.TheeventwasattendedbytheHonDrPitaSharplesandvisitinginternationalfinancialeducationexpertProfessorElaineKempson,bothofwhomexpressedtheirsupportforoureffortstogathersuchdata.

Myfeelingisthatwhilethereisstillawaytogo,theworkwe are undertaking through our tribal saving scheme,Whai Rawa, and other initiatives is having a positiveeffectonourpeople.Finally,IwishtoreportonmymeetingswiththeSpecialRapporteurduringhisrecentvisittoNewZealand.TheUnited Nation’s Special Rapporteur, Professor JamesAnaya, is responsible for promoting and reportingon the human rights situation of indigenous peopleinternationally.In2005,ProfessorAnaya’spredecessor,RodolfoStavenhagen, issuedapowerful reporton thehumanrightssituationofMāori.Thismonth’svisitwasafollow-uptothatreportandanopportunityfortheSpecialRapporteur to meet with government, iwi and hapū,academicsandhumanrightsorganisations.Hewas particularly interested in the findings from the2005visit,whichincludedhumanrightsconcernsaroundconstitutionalissues,Treatysettlements,iwi/hapūrightsto lands and natural resources, criminal justice issuesandsocialjusticeissues;andtheforeshoreandseabedissue and the Government’s model for replacing the2004Act.I was able to meet Professor Anaya as part of theMinisterial Taskforce at an informal dinner hosted byHon Dr Pita Sharples, and also at an iwi hui hostedby Ngāpuhi chairman Sonny Tau and Ngāti WhatuachairwomanNaidaGlavish,whereIwasaskedtospeakonbehalfoftheIwiLeadersForumabouttheforeshoreandseabedissue.In the media, the Special Rapporteur has stated thathewillberaisingconcernsabouttheTreatysettlementprocess in his report to the United Nations on NewZealand.Hebelievesthatwhilesomeprogresshasbeenmade on the recommendations of his predecessor’sreport to repeal the Foreshore andSeabedAct, thereareclearlyproblemswiththewayclaimsmaybesettled.

We attended Lorraine’s poroporoaki a fewweeks agoandwereoverwhelmedbythecommentspeoplemadeabouther. It isobviousshecarriesherMum’smantle,andpeoplewere very sad to seeher go. Itwas quiteemotional,whichspeaksvolumesaboutherasapersonand a practitioner. She was not very happy about usdoingthissmallpieceforTe Pānui,infactwegavehernochoice–successhas tobeacknowledged.Wearevery,veryproudofherandweechothecommonthemessaidonthedayofherporoporoaki–goandlearnwhatyouneed to inWelllingtonand thencomehome touswiththoseskills,wheretheyarealsoneeded.

On a previous visit Philipfound a tötara tree thathad had its bark removed,whichwasusedtopreservebirds. He wanted to showus the scarring that wasstillevident today.Hefailedtomention the journeywasuphill with no track, so wewere certainly following inourancestors’footstepsandnotononeoftheniceDOCwalkways we’ve becomeaccustomedto.Sightingthe

Ngāti Waewae Rūnanga Activities Update

Marae Development Project Construction of stage one of the Marae DevelopmentProject is due to start in August. This allows for thePapatipu Rūnanga office, ablutions, a wharemoe/meeting room that sleeps about 25 people, a smallkitchen, outdoor court yard with outdoor cooker,kaimoana and vege preparation/cooking area and carparking.Thecourtyardwillhaveacanopyandsidesthatcanbeusedonour extremely hot sunnydays, or ourverywetwinterdays.WehopethisstageoftheprojectwillbecompletedbyJanuary2011.

EverySaturdayouryounggirlshavebeenheadingdowntothecourts for a game of netball.Manyofthewhānaualsohelpout with coaching, refereeingor even just supporting onthesidelines.Belowareafewphotosof thewhānausupportandthegirlsthemselves.Also a big congratulations toNgawai Weepu and Te AmoTamainu for being selected toplay for theunder13-HokitikaRepresentativeNetballteam.

Mō taku hē. In the last edition, we missed including a picture of Täua Lena to accompany our piece about her 93rd birthday celebrations earlier this year.

Whānauandfriendsfromalloverthecountrygatheredin Hokitika on Saturday 24 July to celebrate the 80thbirthday of Thomas Rochford. Thomas grew up atMakaawhio(JacobsRiver)andisagreat,greatgrandsonofourtipunaTeKoetiTūranga.

Thomashasbeenadeerhunter,goldminer,whitebaiter,farmer,bushmanandremainsoneofourclassic“WestCoastpersonalities”,whoisalwaysthelifeoftheparty.Hisreputationremainsintactandthispartywillgodowninwhānaufolkloreformanyreasons!

Oneparticularlymemorableeventwasthe“firstouting”of a korowai made by Peg Sheedy’s moko Michelle.Michelle generously gifted this beautiful taoka to thewhānautouseonspecialoccasions,andfewwillforgettheemotionandpridefeltbyall,asThomas,whowasthe first towear thiswonderful cloak, had the korowaiplacedonhim.Foroncehewaslostforwords!Itwasthelargestgatheringofthedescendentsof“Ma”Rochfordsinceherfuneralin1985andmanyagreedwiththesentiments,“howwonderfulitwastogettogetherforsuchahappyoccasion”.

For the past eight years, theŌnukuwhänauandtheresidentialwhānauofHoromakahavegatheredforPuaka.ThisisanannualeventthatdrawsthewhānautogetherforwhakawhanaukatakaandreflectonthesustainabilityforthefutureofŌnuku.Thisisaneventwehaveproudlymadeourown.Overthepasteightyearswehavewatchedourtamarikibecomerangatahiandour rangatahiflyaway,and theoneswhoremainaretheonesyoucontinuetofeedandfeelproudof.Theoneswhomreturnhomewaveandyellhelloasyoupasstheminthecar,oryoucatchupwith

The HMNZS Otago made its first visit to Dunedin,arrivingonthemorningofThursdayJuly22.AwelcomingceremonywashostedbyDunedinCityCouncil,Ōtakouand Puketeraki Rūnaka and waiata support from thetamariki of Te Mua Upoko ki Portobello. This was anexceptional opportunity and all involved contributed toupholdingthemanaoftherespectiverūnaka.

Asseentotherightthetug,KaretaiassistedtheHMNZSOtago into her berth, the koha fromŌtakouexplainedtheoriginsofthenameOtago.

Otago is derived from a southern Māori form of thetraditionalMāori nameŌtākou. This was the name of

a channel in the OtagoHarbour that runsparallel to the easternshoreandpassescloseto thesmall villagealsonamed Ōtākou. From1831itwasthesiteoftheregion’s first Europeansettlement, the Wellerbrotherswhalingstation,and when the provincewasestablishedin1852the earlier form of thenamewasappliedastheformalname.

DOC Volunteer Trip to Rarotoka

At theendofJunewehadourannualDOCVolunteertrip to Rarotoka. Nine volunteers from the communityand twoDOC staffwerewelcomed on toTakutai o teTïtïMaraeonafrostyFridaymorning.Afteracupofteaandsorting theirgearandsleepingarrangements theycameoutinforce.Theirfirstjobwastodosomeplantingaroundthemarae.Inthefirstareaweplantedlotsofredtussocksanda few tï kouka, cabbage trees.Thenwemoved to theareabehind timatanursery,planting lotsof lowland treesandshrubs. In totalweplantedabout350plants.Wecoveredtheareasaroundtheplantswithcarpetsquares,mostoftheseweredonatedbyWintonFlooringSpecialists.TheplantstobetakentoRarotokawereweeded,andthenitwastimeforeveningkai.Afterkaiourmanuhiriranashortinteractiveteachingsessionabout theMāori perspective on identity andRarotoka.Thenextmorningwepackedupabout400plantsgatheredallthegearandtookoffinaSouthernLakeshelicopterforthebigweekend.AftersettlinginonRarotokatherestofourfirstdaywastakenupweedingalongthetracksin Gorse Gully. Two of our volunteers, Jim Sime andNormanKennedy had been to the island in 2005 andwere very aware of the gorse issues wewere facing.They teamed up with Joan Fluerty, John Peterson,LeeMcAuslanandMarionRead tocutdownheapsofgorsealongthemaintrack leadingupfromthebeach.

We have wanted to improve the sleeping situationin the second house by providing new beds. So inadditiontotwoassembledwoodenbeds,weboughtnewtimber, and DOC coordinator John Peterson and theothers built about three or fourmore beds. They lookstunningandweremuchappreciatedbyourvolunteers.Weplantedloadsoftïkoukaoffthemaintrackandatthetwowetlands.Overthenexttwodaysweplantedmoreplantsinlastyear’sareas.Onthewaytothelighthouse,we also plantedmore puheretaiko, tupare (muttonbirdscrub)andkokomuka.Thedaisieson thebeachwerenot forgotten and another weeding effort was carriedout by our willing volunteers. It is a testament to thetenacity of our rūnaka members and the volunteersthat these weeds are close to being under control.

Thewomenwhowere thekaikarangamadeusproud.KaumātuaAunty JaniceKawe is our röpü kaikaranga.She made the karanga very special by including ourKāi Tahu dialect. Aunty Janice and Hana took usonto the marae and through them we were able toacknowledge Täua Ruahine Crofts who passed awayrecently.Michaela Kamo was a superb hui organiser. Herfamily came from far and near to be with us. RachelDarmody helped with the ad for the newspaper. The unit is creating building blocks andsupportplatformsforregionaldevelopmentinitiativesinthe community. These initiatives include the pounamutraceability and authenticity project, the capacity andexpectations review and the development of tribalproperty.

Pounamu Traceability and Authenticity ProjectThisprojecthasbeenledbyTeRūnangaoMakaawhioand is supported by a number of pounamu KaitiakiRūnaka. The development of a low-cost tracing andauthenticity system for Kaitiaki Rūnaka is now fullyoperational.ThesystemprovidesforauthenticrawstonetobeharvestedandsoldbyKaitiaki. It thentracestheproductionofcarvingstothepointofsale,providingthepurchaser and retailers easy access to assurance ofgenuineauthenticity.Thesystemisspecificallydesignedasaprotectiontooland is a key component of the Office of Te Rūnangao Ngäi Tahu’s Pounamu Protection Strategy. Thisstrategyisassistedbytheongoingworkofthepounamuprotectionofficer.

Capacity and Expectations ReviewThisprojectfollowsonandupdatespreviousworksuchas Kaihiku. Through Dr Edward Challies of VictoriaUniversitytheprojectalsoincludesworkintoindigenousdevelopment.Furtherworkwill includeanassessmentand identification of Papatipu Rūnanga expectationsand desires. It will look into the current capacity fromparticipating PapatipuRūnanga and their needs giventheir expectations and desires. The intention is toprovide transparencyandconsistencyacrossPapatipuRūnanga,whilealsoappreciatingandutilisingpointsofdifference.

Education from Ngāti MokiNgāti Moki whānau were searching for spare chairsin May this year as teachers, principals, educationalprofessionals and whānau gathered to celebrate thelatest Te Taumutu Rūnanga Education resource; He Tirohanga Uara Nö Taumutu – A perspective on values from Te Taumutu Rūnanga. This is a professionaldevelopmentresourcewhichoutlinessomeTeTaumutuRūnangavalues, toencourageschools todiscussandreflectonthe implementationof thesevalues into theircurriculum.

TaumutuwhānauhaveatraditioneducationinvolvementandNgātiMokihasestablisheditselfasalearningmarae,itsmemberscontinuingtopromotethiskaupapa.Inthepast,RikiEllisonandRukuArahangawillinglysharedtheirknowledgewithmany groups from schools through touniversitiesatTeAwhituHouseandthemarae.Similarlythroughtheyears,CathBrownencouragedgroupsfromChristchurch Teachers’ College, the Polytech (CPIT),theUniversitiesofCanterburyandLincoln,weaversandartists, aswell as schools. Education has remained apriorityforTaumutu.

Wellington Hui for Ngäi Tahu WhänauNgäi Tahu identity is fundamental to the developmentandvitalityoftheiwi.ThisappliestothegreaternetworkofNgäiTahu.It isparticularlyimportantthatthosewholiveoutsideofourrohe,farfromourrūnanga,aregivenevery opportunity to connectwith ourwhakapapa andembraceourKāiTahutaka.OurPounamuPathwaywillbeheldatTapuTeRangaMarae,Wellington,on thefirstweekendof spring.Forsome participants, it will be an opportunity for newbeginnings, forothers, itwillbeachancetoreconnectwith other Ngäi Tahu within the Wellington region.GuestspeakerswillpresentNgäiTahuculture,beliefs,andhistorythroughstoriesandsongs.Participantswillsee the richness of our culture and be encouraged to

Taumutu has held annual education hui atNgātiMokisince 2004 inviting around 30 schools under theirkaitiaki. More Ngāi Tahu choosing tertiary educationTeTapuae oRehua recently produced two reports onthenumbersandtrendsforNgāiTahustudentsenrollingintertiaryeducationthroughoutNewZealand.Thedatacollected over the six years from 2002 to 2008 hasshownasignificantincreaseinthenumberofNgāiTahuchoosing togoon to tertiarystudywithan increaseof65.6% (from2,733 to 4,528).This figure ismore thansix timeshigherthanthefigureforallNewZealandersat9.8%.Itisalsoincontrasttotheslightdipinthefigurefor the general Māori population, where enrolmentsdecreasedby2.8%.

“WearedelightedwiththeseresultsforNgāiTahu,”saysJohnTait,CEOofTeTapuaeoRehua.“It’shugelypositivetoseeincreasingnumbersofNgāiTahuseeingvalueineducational attainment as the power of education canneverbeunderestimated.Evidencesuggests it is thekeytoraisingself-esteem,financialwellbeing,improvedhealthandsomuchmorebothforindividualsandtheircommunities.”

Other interestingdata from the results show thatNgāiTahu students tend to do better when studying at aninstitutionwithin theNgāiTahu rohe.Fortypercentof

In terms of what Ngāi Tahu students are choosing tostudy at degree level, the subjects studied are verysimilar to those for the general population. Around30% study “society and culture” classified subjects.Theseincludelaw,languageandliterature,economics,politicalscience,policystudiesandsportandrecreation.Managementandcommercearethenextmostpopularstudyareasat17.3%.

JohnTait saidwhile at degree levelPākehāandNgāiTahuwerechoosingverysimilarfieldsofendeavour,atcertificateordiploma level therewasa slight variationwith Ngāi Tahu continuing to prefer the society andculture field, while the favoured field for Pākehā wasmanagementandcommerce.

The results have been taken from theTertiary Sector Performance Analysisand Reporting 2008data(MOE)and data provided by the MOE Demographic andStatistical Analysis Unit. They also include some keyfindingsfromNgā Haeata Mātauranga 2008/9 (MOE).

Etautakumanu,etau…TeRūnangaoNgāiTahucelebrated10yearsofKotahiMano Kāika with a two-day symposium at Te PunaWānaka,on23and24June.ThekaupapaofthesymposiumwasHetitirowhakamuri,Heakawhakamua.Dayoneofthesymposiumfocusedonthepast10years,lookingatwhathasbeenachieved,what areas need development, andwhat needs to bedone by Ngāi Tahu whānui to make the languagestrategymoreeffectiveandachievable.Daytwofocusedonmovingforward,whereparticipantscontributedideasandsuggestionstomakeKMKasuccess.Keynote speakers and presenters included Tā TipeneO’Regan,TahuPōtiki,HanaO’Regan,DrMereSkerrett,andDrTïmotiKaretu.Thespeechesandpresentationsfocusedonwhathasbeencontributedtoreorevitalisationin Ngāi Tahu, what obstacles the iwi have faced intermsofreorevitalisation,andthechallengesweneedto overcome as an iwi to ensure that te reo Māori isabundantwithinouriwi.

Our biggest achievement of KMK is our tamariki. Toacknowledge and celebrate our tamariki, we held atamariki dinner for all those tamariki who have beenraisedeitherinatotalimmersionorbilingualsetting.Thechildren’sprogrammeonMāoriTV,Pūkoro,entertainedthetamarikiwithawhakaariandafewwaiata.Toseethesmilesandthelaughterfromthetamariki,reassuredusthatKMKisontherighttrack.Tamarikimā,karawhiua!

To conclude the celebrations, Te Rūnanga o NgāiTahu celebrated and acknowledged both iwimembersand mātāwaka, who have been reo Māori leadersand contributed to te reo Māori in either their hapū,rūnanga, marae, and community. These people wereacknowledged at the inaugural Ngāi Tahu Reo Māori
