 A fter the announcementof NewTelecom Policy 1999, progress intelecom in India has been extremely rapid. 

In October 2004, mobile phones accounted f or 50 per cent of totalphones and the priv ate sector accounted f or 44 per centof total phones.

Present projections suggest that by the end of 2007, the total numberof phones could reach 250 million.

In the past two years, Public Sector Undertakings (PSUs) ha v e actually seen adecline in the numberof f ixed lines, while such lines ha v e gro wnin the priv ate sector.  A t the same time, the PSUs actually gained market

share in mobile telephony, going from 3.98 per cent to 20.21 per cent

shareof the market. O v erall, the shareof PSUs declined from 90 percent to 55.6 per

W hile tele-density has risen sharply,India continues to lag far behind countries likeBrazil and China, where the tele-density is more than 40.

Inorder to catch up, there is a need to maintain vigorous competitiv e

eff orts in termsof public policy, rapidly shift to new technologies,encourage entry of new players, and driv e pricesdo wn throughcompetition.

India also lags behind the world to a considerable extent in the f ield of broadband telecom. 

By 2007, the broadband subscribers would be 9 million. By the end of the year 2010, the policy aims to target 20 million broadband subscribers and 40 million Internet subscribers.

The Univ ersal Ser vice Obligation Fund (USOF) in Indias telecomsector is a unique institutional inno v ation which ensures pro visionof 

ser vices at minimum cost in rural areas through a systemof openbidding.
