1. INTRODUCTION

Rourkela Steel Plant (RSP), the first integrated steel plant in the Public Sector in India, was set up initially with an installed capacity of 1 million tones. Subsequently, the capacity was enhanced to 1.9 million tones. Currently the capacity of the plant is being upgraded to 4.5MTPA of Crude Steel

RSP, at present, has average power demand of around 180 MW and peak demand of 250 MW. It is met from its two captive thermal power plants – CPP-I and CPP- II and import of grid power from Tarkera at 132 kV substation of OPTCL. After expansion, the expected power demand of RSP is likely to increase to 315MW.

As owner of captive generation , RSP has to fulfill its renewable power obligation (RPO) set out by the OERC. Towards fulfillment of its RPO, RSP plans to generate solar power by installing a 1 MW capacity Solar PV power plant , expandable to 6MW capacity in future.

Intent of this specification is to specify the requirement of RSP, herein after referred to as the Employer, so as to enable the prospective bidders to submit their best techno-commercial bid for design, engineering, supply, execution of a 1MW solar PV Power plant in its premises at Rourkela.

2. INTENT OF SPECIFICATION

Intent of the specification is to describe the requirement of the employer for procurement and installation of equipments, civil works, other auxiliary & support facilities and to provide techno-commercial inputs to bidders to enable them to prepare and submit their best offer to meet this requirement. The specification intends to cover the design, engineering, manufacture, supply, transportation, un-loading, storage, in-plant transportation to site from stores, erection, testing & commissioning and performance guarantee and enabling work as encountered during execution of work

Relevant details necessary for preparation and submission of best offers are included in the subsequent sections of this Technical Specifications. However the bidders are free to suggest any superior technology/ practices where ever required, with full details, as an alternative

The specification shall be read in totality and the bid shall be prepared accordingly. This specification shall also be read in conjunction with Standard Bid Document (SBD) and any addendum to SBD , General Condition of Contract and Special Conditions of Contract specified elsewhere in the Notice Iviting tender.

The bidders shall consider and include in their offer any equipment/ system / service not specifically mentioned in this specification but essential for the completeness of the project in all respects as envisaged by the Employer.

5. SCOPE OF WORKS AND SERVICES

Scope of Supply & Work includes Design, Engineering, Manufacture, Procurement & Supply of equipment and materials; testing at manufacturers works; inspection, packing and forwarding; unloading at site; associated civil works, services, permits, installation and incidentals, insurance at all stages; erection, testing and commissioning of 1MW Grid Interactive Solar PV Power Plant with associated equipments and materials on turnkey basis in Rourkela Steel Plant premises in Rourkela, Odisha The equipment and materials for 1MW Grid Interactive Solar PV Power Plant with associated system shall include but not be limited to the Design, Supply, Erection, and Testing & Commissioning of the following equipments and sub-systems:

Dewatering System for the entire complex

Scope of the successful bidder shall also include:

Site Survey, Measurement of Soil Resistivity, Soil Load Bearing Capacity Measurement of solar insolation and other relevant parameters required for design of the system

Complete Design , engineering, preparation and submission of drawings

Equipment and material specification preparation

Procurement and expediting of all supplies and Delivery of equipment and material to job site

Relay setting calculation and programming

Pre-commissioning & Commissioning of all supplied Equipments and Test running of Grid Connect Solar Power Plant as well as load trials at site

Any other items not specifically mentioned in the specification but which are required for erection, testing and commissioning and satisfactory operation of the solar power plant are deemed to be included in the scope of the specification unless specifically excluded on turnkey basis.

Arranging of all statutory clearances required for installation and grid connection of the power plant. However necessary fees shall be paid by the employer

Assisting the employer to avail any subsidy/ grant tax relaxation etc. from Government on account of establishment of the solar power plant.

Opening a office in Rourkela and deployment of sufficient competent manpower for erection AND commissioning and subsequent operation and maintenance of the system.

Provision of Safety items like hand gloves, shock treatment charts, rubber mats, danger/caution boards.

Supply of all commissioning spares

Supply of special tools and tackles

Project management including project administration , project coordination, scheduling , progress reporting to employer

Adhering to safety practices during erection , commissioning and subsequent operation and maintenance of the system including fire prevention

Site security

Arranging adequate Insurance Coverage for the complete system during erection/ commissioning

The detailed specification and schedule of quantities shall be worked out based on the detailed engineering to be carried out by the contractor, for complete and proper execution of the specified tasks. The requirement of the main equipment as per the scheme is covered in appropriate sections, forming part of this specification.

All equipment shall strictly conform to the specification, except where any deviations have been explicitly spelt out, specifically discussed and mutually agreed upon between the contractor and RSP.

Ratings of equipments, cable sizes and number of cables connected in each cubicle, meter scales, relay and release ranges, CT ratio, etc. given in the specification are indicative only and shall be finalized during detailed engineering by successful contractor.

Sizing of substation building shall be in the contractor scope .The sizing shall be based on keeping minimum 30 % spare space for future provision excluding the clearances required as per IE rules.

Any additional items/ equipment which is necessary for achieving specified performance and completeness of the equipment shall be provided by the contractor without any extra cost and within the time schedule unless it has been excluded from the scope of the contractor.

6. SYSTEM PHILOSOPHY AND DESIGN CONSIDERATIONS

System Philosophy

The stabilized DC power output of the complete power plant shall be 1MW. The solar power generation system is required to generate 17,50,000 kWh of solar energy in the first year of operation, irrespective of site and weather conditions. The bidder shall design the major components and sub-systems accordingly.

The bidder shall study the site condition, estimate/measure solar radiation etc. and shall design as well as size the power plant to achieve the specified annual energy generation in the first year and subsequent years as specified under NMGG clause. He shall use adequate capacity of SPV module, PCUs, Junction boxes etc to ensure generation of power accordingly. Number and rating of solar panels shall be designed accordingly

The total available land for the project is approximately 6 Acres. The bidder should visit the site to assess the suitability and sufficiency of the space available for the project.

Number of solar photovoltaic panels shall be decided based on the system rating. The panels shall be connected in arrays and strings. As per design of bidder the SPV array/ string may consisting of number of SPV modules that directly produces DC electricity power on receipt of solar irradiation. This DC power shall be converted to AC power by requisite designed capacity of invertors.

The output of the solar power generation system shall be connected to the Employer’s grid at 6.6kV. The contractor’s scope shall start from the outgoing of designated 6.6kV feeder of Employer’s ADMINISTRATION sub-station which is approximately 1000m from the site of the solar power plant. One run of 6.6kV UE 3Cx240mmsq. AL XLPE cable shall be laid from employer’s sub-station upto 1.6MVA 6.6kV/415V transformer at Solar Power Plant. Grid power shall be stepped down through the transformer and connected to the main ACDB of the solar power plant. Synchronization of the output of the inverter and the grid power shall be done at output of the invertors.

Necessary facility for feeding auxiliary and control power to the entire power plant shall be provided

The bidder shall design the solar power system in such a way that System controller of Invertors have ability to harvest the maximum possible Solar Power generation to be exported to the Grid

The main objective is the high availability and reliability of the plant. In order to achieve the main objective, the following principles shall be adopted while designing system

The Bidder has to choose solar generation technology using Mono/Poly-Crystalline Silicon Solar Modules manufactured in India of repute make

This is to be done by applying liberal de-rating factors for the array and recognizing the efficiency parameters of PCUs, transformers, etc. The output at Invertors (s) will be considered for verification purpose. Bidder should indicate procedure and details of software or formula for demonstration of capacity of plant in tender itself. For other purpose the meter reading will be considered.

The bidder shall also ensure

− Use of equipment and systems with proven design and performance that have a high availability track record under similar service conditions

− Selection of the equipment and adoption of a plant layout to ensure ease of maintenance

− Strict compliance with the approved and proven quality assurance norms and procedures during the different phases of the project

− Proper monitoring in the synchronizations which ensures the availability of power to the grid.

− The injection of DC power in to Grid is minimum

− Ripple content must not exceed 3% on DC side

− Limits for harmonics distortion is not more than 3%

The power plant has to operate in parallel with the grid system which is infinite electrical system. Thus the Solar Power Plant design should be equipped with requisite protective measures/ relays / breakers so as to protect equipment in solar power plant against any of possible fault or other disturbances from the grid. Very fast microprocessor based Directional and Reverse power flow protection should be provided to insure isolation of the solar power plant from the grid at the time of any fault or/and any additional suitable protection

The basic and detailed engineering of the plant will aim at achieving high standards of operational performance especially considering following:

− Optimum availability of modules during the day time

− Ensuring module layout to prevent shading

− Selection of PCUs/Invertors with high track record and with readily availability of requisite spares

SPV power plant should be designed to operate satisfactorily in parallel with the STU Grid within permissible limits of high voltage and frequency fluctuation conditions, so as to export the maximum possible units to the grid.

Date of Commissioning shall be considered as the starting date of calculation for NMGG

Bidders are expected to make their own study of solar profile and other related parameters for designing the system to achieve the above Net Minimum guaranteed generation. The site information provided in this bid document is only for information purpose. No claim or compensation shall be entertained on account of this information. It shall be the responsibility of the bidder to access the corresponding solar insolation values and related factors of solar plant along with expected grid availability. The bidder should access all related factors about the selected site for the project and then quote for the proposed project.

The specification provided with this bid document is a functional one; the technical specification provided in this document is only meant as an example. The Bidder/ must submit a proposal based upon their own design with basic requirement mentioned in this Bid documents. In order to win the Contract the Bidder/ must optimize their own design for Solar Photovoltaic (SPV) proven technology so that it

best meets the evaluation criteria given in this bid document. The bidders are advised to visit the site before designing the plant and offer their bid. The bidders are also required to incorporate all the system required for efficient operation of the solar Plant in parallel with Grid supply. The supplier/manufacturer shall submit the detailed design of the complete solar generating system by using their software to optimize the combination of modules considering the specific location, isolation, nature of load etc.

The basic minimum specification of important equipment and sub-systems are provided in the subsequent part of the specification. For items components whose specification is not mentioned in the TS, General technical Specification attached with the Tender shall be referred. However in the event of contradiction between GTS and TS, the later shall prevail.

7. SOLAR PV MODULES

SPV CRYSTALLINE MODULES SPV Mono/Poly-crystalline modules (Manufactured in India) to be supplied should

have minimum declared output of 240Wp or more. Number of modules to be supplied shall be worked out accordingly

Peak power point voltage and the peak power point current of any supplied module and/or any module string (series connected module) shall not be more than 3% from the respective arithmetic means for all modules and/or for all module strings, as the case may be

Each module shall have low iron tempered glass front for strength & superior light transmission. It shall also have tough multi-layered polymer back sheet for environmental protection against moisture & provide high voltage electrical insulation

The module frame shall be made of aluminium or corrosion resistant material, which shall be electrically compatible with the structural material used for mounting the modules

Solar modules offered shall be certified as per IEC 61215 and qualify IEC 61730 and IEC61701 amended up to date or equivalent Standard

SPV module shall contain mono/poly-crystalline high power silicon solar cells. The solar cell shall have surface anti-reflective coating to help to absorb more light in all weather conditions.

Solar PV module array shall consist of high efficiency Solar Modules utilizing mono/Poly Crystalline Silicon Solar PV cells. Power output Guarantee offered for the SPV Module shall not be less than 25 years. Individual Solar Module rating shall not be less than 240Wp at Standard test conditions. Bigger watt size Solar PV module will be preferred (more than 240Wp)

Solar module shall be laminated using lamination technology using established polymer (EVA) and Pedlar/Polyester laminate

The solar modules shall have suitable encapsulation and sealing arrangements to protect the silicon cells from the environment. The arrangement and the material of encapsulation shall be compatible with the thermal expansion properties of the Silicon cells and the module framing arrangement/material. The encapsulation arrangement shall ensure complete moisture proofing during life of the solar modules.

The Module shall be made of high transmittance glass front surface giving high encapsulation gain

Cells used in offered module should of repute make. Photo conversion efficiency of SPV Cell should be greater than 16%. The bidder should specify the make in Bid itself. Cells to be used and before supply same should get approved from RSP

Module rating is considered under standard test conditions, however Solar Modules shall be designed to operate and perform under site condition including high temperature & dust (sometimes)

All materials used shall be having a proven history of reliable, light weight and stable operation in external outdoor applications and shall have service life of more than 25 years.

Solar PV Module design shall conform to following requirement:

− Weather proof DC rated MC connector and a lead cable coming out as a part of the module, making connections easier and secure, not allowing for any loose connections.

− Resistant of water, abrasion, hail impact, humidity & other environment factor for the worst situation at site.

The offered Solar module should give 90% output of rated capacity for first 10 years, 80% output of rated capacity for 25 years

The fill factor of module shall not be less than 0.70 (typical).

The V-I curve of each PV module with Sl. Nos. should be submitted along with Modules meeting the required specifications.

Identification and Traceability: Each PV module used in any solar power project must use a RF identification tag. The following information must be mentioned in the RFID used on each module. This can be inside or outside the laminate, but must be able to withstand harsh environmental conditions.

− Name of the manufacturer of PV module

− Name of the manufacturer of Solar cells

− Month and year of the manufacturer (Separately for Solar cell and module)

− Country of origin (Separately for Solar cell and module)

− I-V curve for the module

− Wattage, Im, Vm and FF for the module

− Unique Serial No and Model No of the module

− Date and year of obtaining IEC PV module qualification certificate

− Name of the test lab issuing IEC certificate

− Other relevant information on traceability of Solar cell and module as per ISO 9000 series

Bidder shall provide data sheet for Solar PV Module (Under Standard Testing Condition) along with their offer as per Guarantee Technical Particular (Bid Response sheet -1)

8. MODULE MOUNTING STRUCTURE

PV Array/String Configurations: The Solar array/string shall be configured in multiple numbers of sub-arrays/string, providing optimum DC power to auditable number of sub arrays/string. The bidder shall submit its own design indicating configuration of Invertors respective sub arrays/string and bill of material.

The Module structure design shall be appropriate and innovative and must follow the existing structure and profile. The bidder may choose to offer module mounting structure as per their design/ economics.

The module alignment & tilt angle shall be calculated to provide the maximum annual energy output. This shall be decided based on the location of array installation.

The structure shall be designed to allow easy replacement of any module and shall be in line with site requirement.

The structures shall be fixed to the foundation in such a manner that, in future is required they can be easily relocated to a different foundation.

The mounting structure shall be designed for simple mechanical and electrical installation. It shall support SPV modules at a given orientation, absorb and transfer the mechanical loads to the base properly.

The mounting steel structure shall be as per latest BIS 2062 (amended up to date) and galvanization of mounting structure shall be in compliance of BIS 4759 (amended up to date).

The array structure shall be so designed that it will occupy minimum space without sacrificing the output from SPV panels at the same time.

Nut & bolts, supporting structures including Module Mounting Structures shall have to be adequately protected from atmosphere and weather prevailing in the area.

All fasteners shall be of stainless steel of grade SS 304.

The Mounting structure shall be grounded properly using maintenance free earthing kit.

The support structure & foundation shall be so designed to withstand speed for wind zone of the location as given in relevant Indian wind load codes/ standards.

IS 800-2007 shall be followed for structural design. Contractor shall submit the DBR and STADD calculations along with the structural design within 10 days for approval of Rourkela Steel Plant.

SPV module mounting structure shall be fixed type with provision of manual correction in tilt angle which shall be made after every 3 months to get maximum output. Azimuth shall be 0 degree True south

Hot dipped Galvanized Steel Structural must be considered for all type of structural steel proposed for the power plant

Design drawings with material selected shall be submitted for prior approval of the employer within 10 days of detailed order. The bidder/manufacturer shall specify installation details of the PV modules and the support structures with appropriate diagram and drawings. The drawings along with detailed structure design and material selected and their standards shall be submitted in four sets to the employer for approval before starting the execution work. The work will be carried out as per

design approved by the employer.

9. STRING COMBINER BOX OR ARRAY JUNCTION BOXES

The string combiner box/ junction box shall be dust, vermin, and waterproof and made of Polycarbonate Plastic

The terminal will be connected to copper bus-bar arrangement of proper size to be provided. The junction boxes shall have suitable cable entry points fitted with cable glands of appropriate sizes for both incoming and outgoing cables

Suitable markings shall be provided on the bus-bars for easy identification and cable ferrules will be fitted at the cable termination points for identification.

The string combiner box/ junction box shall be with protection class IP 65 for mounting outside in Open weather condition.

Each string combiner box/ junction box will have suitable Reverse Blocking Diodes of maximum DC blocking voltage of 600V / 1000V, whichever causes less power loss, with suitable arrangement for its connecting

The string combiner box/ Array junction Box will also have suitable surge protection device.

The junction Boxes shall have suitable arrangement for the followings (typical):-

− Combine groups of modules into independent charging sub-arrays that will be wired into the controller.

− Provide arrangement for disconnection for each of the groups.

− Provide a test point for each sub-group for quick fault location

− To provide group array isolation

The current carrying ratings of the string combiner box/ junction box shall be suitable with adequate safety factor, to inter connect the Solar PV system corresponding to the project capacity, as designed by the contractor

Necessary sensors and transducers shall be provided in the string combiner boxes to facilitate monitoring of all string parameters in the data acquisition system.

10. INVERTERS / POWER CONDITIONING UNIT (PCU)

Inverter/PCU, grid interactive in nature, shall consist of MPPT controller, inverter of rating 500 kW or more in array design/suitable rating in case of string design, associated control and protection devices etc all integrated into PCU. It shall provide necessary protections for Grid Synchronization and Data Logging/Monitoring. The Inverters should convert DC power produced by SPV modules in to AC power and must synchronize automatically its AC output to the exact AC Voltage and frequency of Grid. The bidder may choose the inverter as string/Central as per their Design/ Project Philosophy

The DC energy produced has to be utilized to maximum and supplied to the bus for inverting to AC voltage to extract maximum energy from solar array and provides 3-ph, 415V AC/ (+15% to – 10%), 50+/-1.5 Hz with total harmonic voltage distortion less than 3% to synchronize with local grid . DC voltage ripple content shall be not more than 3%.

The Inverters shall be of very high quality having efficiency not less than 97% and shall be capable of running in integrated mode.

Degree of protection of the indoor Inverters shall be at least IP-31 & IP-20 and that of outdoor at least IP-55.

Built in with data logging to remotely monitor plant performance through external PC shall be provided (PC shall be provided along with SPV Plant).

The Inverters shall be designed for continuous, reliable power supply as per specification.

The Inverters should be designed to be completely compatible with the SPV array voltage and Grid supply voltage.

The dimension, weight, foundation details etc. of the PCU shall be clearly indicated in the detailed technical specification.

The system should be capable of providing all the data including that of meter and PCU to the central software on IEC-104 protocol. All the equipments /hardware /software for complying to the same will be in the bidder’s scope.

The PCU shall be capable of complete automatic operation, including wake-up, synchronization & shut down independently& automatically.

Both AC & DC lines shall have suitable fuses, Metal Oxide Arrestors/surge arrestors and contactors to allow safe start up and shut down of the system. Fuses used in the DC circuit should be DC rated.

Inverters/PCU shall operate in sleeping mode when there will no power connected.

Protections:

− Over voltage both at input & output

− Over current both at input & output

− Over/under grid frequency

− Heat sink over temperature

− Short circuit

− Protection against lightening

− Surge arrestors to protect against Surge voltage induced at output due to external source

− Any other protection

The Inverters/PCU shall have arrangement for adjusting DC input current (factory adjusted) and should trip against sustainable fault downstream and shall not start till the fault is rectified.

PCU shall be capable to synchronize independently & automatically with Discom grid power line frequency to attain synchronization and export power generated by solar plant to grid

Typical failure analysis report of PCUs and recommended list of critical components shall be provided by the bidder while submitting their offer.

The PCU shall be capable of operating in parallel with the grid utility service and shall be capable of interrupting line fault currents and line to ground fault currents.

The PCU shall be able to withstand an unbalanced load conforming to IEC standard (+/-5% voltage) and relevant Indian electricity condition. The PCU shall include appropriate self- protective and self-diagnostic features to protect itself and the PV array from damage in the event of PCU component failure or from parameters – beyond the PCU’s safe operating range due to internal or external causes. The self-protective features shall not allow signals from the PCU front panel to cause the PCU to be operated in a manner which may be unsafe or damaging. Faults due to malfunctioning within the PCU, including commutation feature, shall be cleared by the PCU protective devices and not by the existing site utility grid service circuit breaker.

The Inverter shall go to shutdown/standby mode, with its contacts open, under the following conditions before attempting an automatic restart after an appropriate time delay.

− When the power available from the PV array is insufficient to supply the losses of the PCU, the PCU shall go to standby/shutdown mode.

− The PCU control shall prevent excessive cycling of shut down during insufficient solar radiance.

Operation outside the limits of power quality as described in the technical data sheet should cause the power conditioner to disconnect the grid. Additional parameters requiring automatic disconnection are

− Over current

− Earth fault

− And reverse power

− In each of the above cases, tripping time should be very less.

− All maintenance requirements and their schedules, including detailed instructions on how to perform each task.

− Detailed schematics of all power instrumentation and control equipment and subsystems along with their interconnection diagrams. Schematics shall indicate wiring diagrams, their numbers and quantities, type and ratings of alt components and subsystems.

− A detailed bill of materials which shall list components model numbers, quantities and manufacturer of each supplied item.

− All documents and write ups shall be in English. They shall be clean and legible, and must be checked, signed, approved and dated by a competent representative of the contractor.

The Bidder should note that Inverters/PCU is going to be installed in an area which is prone to hot air of 48 to 50 degree centigrade. Thus the room shelter, air blower/ fan (auto operated as per requirement) if required, for Inverter will be in scope of supply. Integrated solutions into prefabricated buildings or in standard metallic container may be accepted. Dry type transformer will be preferred considering the hot climate of around 50 degree centigrade in summer which might cause oil leakage from oil cooled transformer.

The Bidder shall provide data sheet for Inverter/ Power Conditioning Unit along with their offer as per Guaranteed Technical Particular (Bid Response Sheet-2).

11. ENERGY METERING

Digital Communicable Energy Meters of shall be provided for measuring the Solar Gross Generation as well as power consumption by grid side loads on continuous basis and register the cumulative energy on 15-minute interval basis, daily, monthly and annually the energy generated. The Energy Meter shall have default display of Cumulative kWh. The following parameters to be displayed on-demand:

The Energy Meter shall have 4-quadrant measurement method and shall be suitable for 3-wire as well as 4-wire connection.

The meter shall also record Maximum Demand at set interval. TOD (Time of Day) measurement shall also be possible.

The energy mete shall communicate with the Data Acquisition System / other plant network over MODBUS protocol.

Separate Meters shall be provided for Solar Power Generation and Auxiliary load consumption.

In case more than one inverter circuits are used for synchronizing with the grid than similar meters shall be provided for each inverter output circuit. Additionally one digital summator shall also be provided for calculation and display of total concurrent energy/ demand of all the feeders.

Meters shall comply with the requirements of CEA Regulations on “Installation & Operation of Meters

The functional Specification of the energy meters shall be as follows:

− Applicable IS :IS 13779 or IS 14679 depending upon accuracy of meters.

− Regulations :CEA Regulations on “ Installation and Operation of Meters:” ,2006

− Accuracy Class Index : 0.2

− Power factor range : Zero lag –unity-zero lead

− Display parameters : LCD test, KWH import, KWH export, MD in KW export, MD in KW import, Date & Time, AC current and voltages and power factor (Cumulative KWH will be indicated continuously by default & other parameters through push-button)

− Power Consumption :Less than 1 Watt & 4VA in Voltage circuit and 2 VA for Current circuit

− Starting current :0.2 % of Ib

− Frequency :50 Hz with + / -5% variation

− Test Output Device :Flashing LED visible from the front

− Billing data : Meter serial number, Date and time, KWH import, KWH export, MD in KW (both export and import), History of KWH import and export, & MD(both export & import) for last 6 billing cycles along with TOD readings.

− All these data shall be accessible for reading, recording and spot billing by

downloading through optical port on MRI or Laptop computers at site.

− MD Registration :Meter shall store MD in every 15 min. period along with date & time. At the end of every 15 min, new MD shall be compared with previous MD and store whichever is higher and the same shall be displayed.

− It should be possible to reset MD automatically at the defined date (or period) or through MRI.(Manual MD resetting using sealable push button is an optional. )

− Auto Reset of MD :Auto reset date for MD shall be indicated at the time of finalizing GTP and provision shall be made to change MD reset date through MRI even after installation of meter on site.

12. DATA ACQUISITION AND LOGGING

A data acquisition system shall be part of the scope for the Solar PV system. The data logger may be a PC based system or any other intelligent device that communicate to the Central computer over LAN/ WAN. The data logger shall be part of the Power Control Unit or shall suitably communicate with the PCU to fetch all relevant data available in the PCU on real time basis. The Data logger/ Acquisition system shall also communicate with the digital energy meters and receive energy data from the meter through MODBUS Protocol. In addition a suitable instrumentation system shall be provided so that the following data is available to the data logger on a real time basis.

An integrating pyranometer (Class II or better) should be provided with the sensor mounted in the plane of the array for measurement of Solar Irradiance. Readout should be integrated with data logging system. It shall be possible to record and retrieve irradiation and irradiance data hourly, daily, weekly, daily , monthly and yearly.

Integrated temp, sensors for measuring the module surface temp., inverter inside enclosure temp, and ambient temp to be provided complete with readouts integrated with the data logging system.

The Data acquisition system shall transfer the data to the Central Computer which shall have the facility of storage, archiving analysis and display of the data related to the Solar PV system. Supply of the suitable computer along with necessary hardware and software shall be part of the scope of supply. The software shall be compatible with any Window based OS preferably Windows VISTA or higher version of WINDOWS.

Data logger/PC based monitoring system must record all these parameters for study of effect of various environmental & grid parameters on energy generated by the solar system and various analysis would be required to be provided through bar charts, curves, tables, which shall be finalized during approval of drawings.

The data acquisition system shall also communicate with the string combiner boxes for monitoring of each string of SPV arrays.

Overall it shall be possible to record, archieve and display all electrical and environmental parameters in the system for complete monitoring and control of the solar power generation system.

13. AC & DC DISTRIBUTION BOARD DC DPBs shall have sheet from enclosure of dust & vermin proof. The bus bars are

to made of copper of desired size. Suitable capacity MCBs be provided for controlling the DC power output to the PCU along with necessary surge arrestors.

AC Distribution Panel Board (DPB) shall control the AC power from PCU, and should have necessary surge arrestors. Interconnection from ACDB to mains at LT Bus bar to be carried out and complete equipment along with metering to be installed in the ACDB. Requirement/specifications of DCDB and ACDB may be changed as per site conditions. An ACDB to be provided at the cable terminating point emanating from PCU for interconnection control of dedicated electrical loads.

All switches at the, circuit breakers, connectors should confirm to IEC 60947, part I, II and III.

14. POWER & CONTROL CABLES:

Power Cables of adequate rating and specification shall be supplied and installed for for interconnection of :

− Modules/panels within array

− Array & Power Control Unit

− Power Control Unit and AC system of the building

− Power Control Unit and the battery.

The power cables shall be 1.1 kv grade, heavy duty, stranded copper conductor, PVC type A insulated, galvanized steel wire/strip armoured, flame retardant low smoke (FRLS) extruded PVC type ST-1 outer sheathed. The cables shall, in general conform to IS-1554 Part-I & other relevant standards.

Control Cables shall be 1.1 kv grades, heavy duty, stranded copper conductor, PVC type A insulated, galvanized steel wire/strip armoured, flame retardant low smoke (FRLS) extruded PVC type ST-1 outer sheathed. The cables shall, in general conform to IS-1554 Part-I & other relevant standards.

In addition suitable specification instrumentation and communication cables shall be supplied and installed as per design requirement.

The permissible voltage drop from the SPV Generator to the PCU shall not be more than 2% of peak power voltage of the SPV power source (generating system). In the light of this fact the cross-sectional area of the cable chosen is such that the voltage drop introduced by it shall be within 2% of the system voltage at peak power.

Relevant codes and operating standards shall be followed for selection and installation of all cables

15. EARTHING AND LIGHTNING PROTECTION SYSTEM

Necessary system and equipment shall be provided for suitable earthing of the complete system

Earth bus of SPV Array (if provided) bonded together to prevent the development of potential difference between ant two earths.

Earth resistance shall not be more than 5 ohms. It shall be ensured that all the earths

are bonded together to make them at the same potential.

The earthing conductor shall be rated for the maximum short circuit current. The area of cross-section shall not be less than 1.6 sq mm in any case.

The array structure of the PV modules shall be grounded properly using adequate numbers of earthing pits. All metal casing/ shielding of the plant shall be thoroughly grounded to ensure safety of the power plant.

Lightning protection of the solar arrays, transformer and all other outdoor equipment shall be provided as per relevant standards.

16. SOLAR AND WEATHER MONITORING SYSTEM

One Solar Observatory including testing facilities shall be supplied. The Solar Observatory with associate system shall include but not be limited to the following:

− Pyranometer

− Modified Shade Disk Kit

− Sunshine Duration Recorder

− Ultrasonic Anemometer

− Temperature & Relative Humidity Meter

− Particulate Meter

− Solar Panel (35W) + Battery Bank

− Adam Module and data logging System (8 Ch) and

− Desktop

The contractor is required to measure the Solar Radiation and other climatic conditions. The major categories of site-specific assessment required are:

− Global Solar Radiation (“GSR”)

− Diffuse Solar Radiation (“DSR”)

− Sunshine Duration

− Atmospheric Turbidity

− Temperature & Humidity

− Wind Speed

17. ILLUMINATION SYSTEM

Supply and providing of suitable illumination system having LED fixtures for control room, invertors Room, buildings, security Hut, outside to these buildings etc. is in bidder’s scope.

The bidder will also have to design, supply and install lighting fixtures and accessories based on LED on energy saving concept technology required for control room building and entry points/ gates.

− The lighting system for outdoor and indoor areas of Solar Power Plant shall be designed in such a way that uniform illumination is

achieved. In outdoor yard only equipment /bus-bar areas are to be illuminated and luminaries shall be aimed as far as possible towards transformers and circuit breakers

− Lighting Levels: The average LUX level of 10 is to be maintained in switchyard. However, a lux level of 20(10+10 additional switchable on requirement only) is to be maintained in switchyard/ transformer yard

− Security Lights: 5 No’s 100 Watt, 8000 lumen, LED Bay (Flood) Light with Aluminium fixture and PC glass fixed mounted on at least 15 M height Mast and to be fixed on all around Fencing and on Main Gate etc so that entry of any unauthorised can be watched

The above specification is indicative. Complete requirement shall be worked out during detailed engineering.

18. CIVIL WORKS

This section of the specification covers entire civil engineering work for buildings, technological structures, new equipment and facilities for all production, auxiliary and ancillary units, foundation for all buildings, structures and main equipment described elsewhere in this specification on a Turnkey basis for installation of the Solar PV power plant.

Paved areas, approach roads, drainage and sewerage as required, trenches, pits and all other miscellaneous civil engineering works, including demolition, relocation and diversion [if necessary] of the existing foundations, pits, trenches, drains, underground and overhead services, roads, tracks, buried cables, etc., for the proposed buildings under the project. Dismantling / removal of underground foundations shall be executed as per SBD cl. No. 22.6.11

The scope shall cover complete civil engineering work for the proposed plant within its battery limit, on turnkey basis including design, supply of all materials and execution. This will also include relocation, demolition and modification of any existing facility that may interfere in the execution process of the plant. No extra claim whatsoever, on account of site condition/ non-availability of data shall be entertained after acceptance of tender.

The proposed solar power plant area is partially filled with slag material and maximum net allowable bearing capacity may be considered as 6.5T/Sqm at any depth restricting the foundation width to 3M. For foundations not meeting the above requirements pile foundations will be provided. As the pile foundations are not envisaged these will be provided at extra cost and will be settled as per change order procedure of RSP. This will not have any bearing on completion time.

The major civil works involved shall pertain to the following areas: Boundary Fence, gate and security room for the Solar Power Plant as per approved

layout. 3.0m high barbed wire fencing (using RC columns @ 3m c/c) shall be provided for the entire area of the solar power plant along with entry gate. Fencing for outdoor type transformers shall be provided

Electrical Control Building to house 1.6MVA Transformer, PCU/ Inverters, All electrical panels, Plant Monitoring Desk, Control Room , Area I/C room and Maintenance room.

Foundation and oil collection pit for transformer (IF REQUIRED)

Foundation for Module Mounting Structures and other structures should be as per technological requirement. Embeded pipe foundations for module mounting structures are also acceptable.

Internal and peripheral WMM roads. The Main approach road upto the electrical building shall be 7.0m wide with 2m wide berm on either side made of 100mm moorum over 75mm WBM, as necessary. The internal roads shall be 4.0 m wide with 2m berm on either side. Paved PCC pathways shall be provided around module structures for approach to each structure.

Drainage system around substation building and peripheral drainage and connecting the same to plant drain network of the Employer.

The materials and services shall include but not be limited to the following:

Earthwork for foundations, pits, trenches, basements, drains, sumps, sewers, etc. Leveled /terraced ground will be given to bidder. However micro grading up to +/-500 mm will be under the scope of package Contractor

Reinforced concrete for raft foundations, spread footings or strip footing, as required in foundations, channels, tunnels, basements, pits, trenches, sumps, etc.

Soling and sub-grade work for all foundations, flooring, trenches, pits and other underground structures.

All doors, windows, gates, etc.

Reinforced concrete work in columns, beams, floors, slabs, frames and other superstructures

Reinforced concrete work in supporting structures of equipments

All masonry work in superstructure and partition. Masonry works shall be with using fly ash cement bricks

All finishing work in flooring, wall-cladding and ceiling

All necessary waterproofing, heat resisting, fireproofing and anti-corrosive treatment to building structures and foundations

All buildings and supporting structures including connections and foundations shall be designed to withstand the most adverse combination of loads.

Rigidity of the building structures in both directions and stability of structures for worst combination of loadings shall be ensured. Other precautions like waterproofing, dust proofing, protection from heat, sound and corrosion etc. shall also be considered.

All civil engineering works shall be designed and executed as per relevant IS codes. Bidder to establish Quality control lab at site for day to day testing and concrete mix produced from batching plant to be used. However, for less quantities (up to 4 cum.), Contractor may use mixer machine with control concrete.

In design of foundations water table shall be considered at ground level

All liquid / water retaining structures shall be designed as per provisions of IS: 3370.

Concrete and reinforced concrete structures including superstructures and underground construction shall be designed and constructed in accordance with I.S. Codes. However, concrete of following minimum grades shall be used:

Leveling courses M7.5

Blinding concrete M10

Floor PCC M 10

R.C.C. M 25

Flooring / paving etc M 20 grade concrete may be used.

The mix-design shall be adopted for proper strength, workability and service requirement.

Additives and retarding agents for concreting. floor hardening additives, acid resisting and integral waterproofing compounds shall be added to the concrete depending upon requirements.

Necessary false ceiling shall have to be provided as per technological requirements and specified elsewhere in this specification.

All concrete roofs exposed to weather shall be provided with water proofing treatment. RCC roofs to be water proofed using acrylic polymer modified cementacious slurry coatings 2 coats with fiberglass cloth in between covered with protective screed 1:2:4 in 1:80 slope as per manufacturer’s specification using CICO/SIKA/FOSROC material. Drainage of rainwater from roof shall be ensured by rainwater down comers and proper slope.

Adequate natural lighting and ventilation shall be planned and provided for general buildings.

Construction of ventilated and air-conditioned buildings shall be such that leakage through walls, roofs or ceiling shall be minimized to reduce not only the cost of ventilation or A/C equipment but also to minimise operating cost of such equipment. When required, air-locks shall be provided at doors.

The connections of the roads, drains and sewer lines, being provided for the project shall be properly co-ordinated with the existing lines

The roadways shall be so laid as to facilitate movement of materials, equipment, products, etc. as well as operators and executives.

Necessary paved areas shall be provided around plant and auxiliary units for car- parking.

All rain water drainage, sanitary, faecal sewerage and plumbing system for all buildings and open areas shall be provided, as required. Garland drains around buildings shall be of brick masonry (Fly ash cement bricks shall be mostly used in all masonry works). Road side drains shall be of RCC (open type).

All service pipelines, water supply, plumbing and other utility pipelines and electrical wiring within the ancillary and auxiliary buildings of RC/ Masonry construction, will be concealed within the masonry, concrete work etc.

All auxiliary and ancillary buildings housing toilets/ drinking water facilities shall be provided with water storage tanks at roof of the building separately for drinking and sanitary purposes.

All surface drains shall be of open type and covered with pre cast slabs/ gratings, as per requirements where ever necessary.

The contractor shall set out and level the work and will be responsible for the accuracy of the same. He is to provide all instruments and proper qualified staff with labour for getting his work checked by Engineer, if so desired by the Engineer. Such checking, if any, shall not, however, relieve the Contractor in any way, of his responsibility for correct setting out.

The contractor shall provide and maintain at his own cost, pumps and other equipments to keep the works free from water and continued to do so until the handing over of the works.

The contractor shall keep the site clear on a continuous basis of all rubbish etc. which may arise out of the work executed by him and dispose them suitably in allotted areas.

The contractor shall protect all benchmark, and reference pillars /lines including ground water gauges from damage or movement during working. In case of any damage the Contractor shall have to restore the same to its original condition at his own cost.

Unless otherwise mentioned in the specifications, all applicable codes /standards as published by the Bureau of Indian Standards on the date of award of contract shall governed the work in respect of design, workmanship, quality and properties of materials, method of testing and other pertinent features. In case of variance between this specifications and IS Codes/ Standards, the provisions of this specification shall prevail up to the extent of such variance.

Work shall be carried out as per drawings prepared by the contractor and approved by the Employer/ Consultant. The drawings shall include General Arrangement, shuttering, excavation, anchorage plans, bolt plans, insert plan and details, conduit plans, etc required for execution of the job. Also, the design calculations shall be submitted in requisite number of copies (as mentioned elsewhere) for the approval by the Client.

Before taking up stone filling, antiweed treatment shall be applied in the solar module area wherever gravel filling is to be done, and the area shall be thoroughly deweeded including removal of roots. The recommendation of local agriculture or horticulture department shall be sought wherever feasible while choosing the type of chemical to be used.

The antiweed chemical shall be procured from reputed manufacturers.

The dosage and application of chemical shall be strictly followed as per manufacturer’s recommendation. The Contractor shall be required to maintain the area free of weeds for a period of 1 year from the date of application of 1st dose of antiweed chemicals.

After antiweed treatment is complete, the surface of the solar-yard area shall be

maintained rolled/ compacted to the lines and grades as decided by Engineer-in-charge. Deweeding including removal of roots shall be done before rolling is commenced. Engineer-in-Charge shall decide final formation level so as to ensure that the site appears uniform devoid of undulations.

The material required for site surfacing / stone filling shall be free from all types of organic materials and shall be of standard quality, and as approved by the contractor.

The material to be used for stone filling/site surfacing shall be uncrushed/ crushed/ broken stone of 20 mm nominal size (ungraded single size) conforming to Table 2 of IS:383 –1970. Hardness, Flakiness shall be as required for wearing courses are per IS 2386 (Part-IV) and IS-2386 Part I.

Site Drainage Adequate site drainage system shall be provided by the Contractor. The Contractor

shall obtain rainfall data and design the storm water drainage system. (culverts, ditches, drains etc) to accommodate run off due to the most intense rainfall that is likely to occur over the catchment area in one hour period on an average of once in ten years. The surface of the site shall be slopped to prevent the pounding of water.

Within Power plant fencing, roads to be provided for access to equipment and building are in the scope of bidder. Layout of the roads shall be based on General detail & Arrangement drawing for the substation. Parking areas shall be provided for site personnel and visitors at convenient locations. Adequate turning space for vehicles shall be provided and bend radii shall be set accordingly.

Road construction shall be as per IRC standards. Adequate provision shall be made for road drainage.

All the culverts and its allied structure (required for road/rail, drain trench crossing etc.) shall be designed for class AA loading as per IRC standard / IS code and should be checked for Transformer / Auto-transformer/Reactor loading.

The Contractor shall provide a road system integrated with the Transformer foundation to enable installation and the replacement of any failed unit by the spare unit located at the site. If trench / drain crossings are required then suitable R.C.C. culverts shall be provided in accordance with I.R.C. Code/relevant IS. The rail shall be of commercial quality flat bottom.

The oil recovery system shall be provided for Transformers /Reactors (containing insulating oil or any inflammable or polluting liquid) in order to avoid spread of fire by the oil, and for environmental protection.

Boundary wall The entire site shall be enclosed with 3.0m high barbed wire fencing on ‘Y’ type of

angle frame (using RC columns @ 3m c/c) shall be provided for the entire area of the solar power plant along with entry gate(S), as per IS Code, shall be placed. A name plate on brass, for the plant, shall be fixed on the wall on one side of the gate. Architectural aspects for both the decorative stone facing and name plate shall be decided in consultation with RSP.

Wherever necessary anti-reptile fixture/arrangement shall be provided along with fencing.

All structural steel shall conform to IS:2062 and shall be painted with a coat of approved steel primer and two coats of synthetic enamel paint.

The Chain Link fabric shall be fixed to the post at the top and bottom of the fence by welding / fixing 50 mm MS flat all through its length.

Fencing top shall be either of galvanised barbed wire or tape. Barbed and shall be fastened to intermediate, post gate and straining post with 50 x 6 flats.

Fabric shall be secured to tension wires with tie wires at 400 mm intervals Tie wires shall be given not less than two twists. Barbed tape shall be spliced with standard wire splices.

Barbed tape shall be stretched to have uniform tension. Barbed tape shall be attached to barbed wire arms with approved metal clips.

Toe wall of one Brick/Random Rubble masonry, with notches and shall be minimum 200 mm above and 500 mm below finished ground level. All expose surfaces of brick toe wall shall be provided with 1:6 cement sand plaster and coated with two coats of colour wash with a base coat of white wash with lime. Rubble masonry toe wall shall be with raised & cut pointing and 50 mm PCC (1:2.4) band coping.

Gates and Security Room The main gate shall be 2m high and 6.5m wide. It should be of decorative type and

made of 2mm thick steel plates. Just by the side of main gate, an wicket gate of 1.2m width- also made of steel plate- shall be provided for entry and exit of personnel. A small security room shall also be constructed inside the main gate for housing the security staff and to keep records. The minimum dimension of the room shall be 3.0 m length and 3.0 m width. The roof shall be at RCC and aesthetically pleasing.

The Gate frame shall be made of medium duty MS pipe conforming to relevant IS with welded joints.

The gates shall be fabricated with welded joints to achieve rigid connections. The gate frames shall be painted with one coat of approved steel primer and two coats of synthetic enamel paint.

Gates shall be fitted with approved quality iron hinges, latch and latch catch. Latch and latch catch shall be suitable for attachment and operation of pad lock from either side of gates. Hinges shall permit gates to swing through 180 degree back against fence.

Gates shall be fitted with galvanized chain hook or gate hold back to hold gates open. Double gates shall be fitted with centre rest and drop bolt to secure gates in closed position.

Bottom of gates shall be set approximately 40 mm above ground surface and necessary guiding mechanism shall be fitted.

Sewerage system shall be provided for control room building .The Contractor shall construct septic tank and soak pit suitable for 20 users.

Upon installation and commissioning supplier shall incorporate revisions/ modifications if any in the reproducible and submit 'as built' drawings for employer's record as per general condition of contract.

21. GUARANTEE

The Contractor will guarantee the equipment for its workmanship, materials, design and satisfactory performance. The Contractor shall be liable to replace any parts/ equipment that may fail or show signs of defects arising from faulty designs, material, or workmanship, erection or from any act of commission of the Contractor. All such replacements shall be made free of cost at site by the Contractor

The offered Solar module should give 90% output of rated capacity for first 10 years, 80% output of rated capacity for 25 years

Inverter should have 5 years performance and replacement warranty

Other guarantee terms shall be as per GCC

22. TESTS AND INSPECTION

Routine tests shall be carried out on all equipment at manufacturer's works as per appropriate IS regulations. the Contractor shall arrange all necessary facilities, free of cost for inspection and testing of the equipment by the Employer. No equipment shall be dispatched to site without a provisional certificate of acceptance issued by the Employer/ consultant. Inspection and test shall be carried out at the place of manufacture as well as on receipt of the equipment at site. Inspection and tests do not relieve the contractor of his contractual obligations regarding performance of the equipment at site/in actual use.

Following tests shall be conducted on equipment after erection and before energisation from point of view of completeness in the presence of employer:

− Visual inspection of total system

− Checking of continuity of power and control cables.

− Checking of insulation resistance for inter-connected links or cables.

− Calibration of meters by secondary injection or by primary injection

− Checking of protective schemes

− Setting of relays, and the checking of their operation with one lower and one higher setting.

− Checking of control scheme of breakers, etc. as per approved drawings and as per actual requirement

− Checking of alarm scheme by simulation of faults.

− Checking of name plate data of complete system

− Verification of earthing resistance

− Checking of cable terminations and laying, dressing etc.

− Checking for safe accessibility of components.

23. DELIVERY

The completion period of the project is limited to 4 months from the effective date of contract

No further extension shall be provided until there is some force majeur circumstances occur

24. INSPECTION

Manufacturing progress review, inspection & testing of equipment covered under the technical specification shall be carried out by the Employer at the manufacturers' works/premises prior to dispatch, to ensure that their quality & workmanship are in conformity with the contract specifications and approved drawings.

Within 2 weeks of the award of contract the Contractor shall furnish the quality assurance plan for equipment separately with suggestive stages and hold points for undertaking inspection and testing by the Employer. Total list of plant & equipment of the order shall be submitted to the Employer prior to submission of QAP

After receipt, scrutiny and rendering into acceptable mode of above documents, a mutually agreed program of inspection & testing of equipment shall be finalized with the Contractor by the Employer.

Inspection & testing of plant & equipment shall be undertaken by the Puchaser after finalisation & approval of QAP.

Any inspection by the Employer does not relieve the responsibility of quality assurance and quality control functions, as expected of the Contractor to be performed by him for supply of plant & equipment as part of the contractual obligations.

As such, any approval which the Inspecting Engineer of the Employer may have given in respect of plant and equipment and other particulars and the work or workmanship involved in the contract (whether with or without test carried out) shall not bind the Employer to accept the plant and equipment, should it on further test at site be found not to comply with the requirements of the contract

The Contractor is to meet the inspection & testing requirements for the equipment coming under statutory regulations e.g. weights & measures, safety, IE rules, etc. and submit certificates and documents from appropriate authority to the Inspecting Engineer for the same.

The extent of inspection & testing by the Employer shall vary from equipment to equipment as per design requirements. In case of critical components, the Employer resaves the right to undertake 100% inspection.

For each of the items being manufactured, following test certificates and documents (as applicable for each of the equipment) in requisite copies shall be prepared and submitted to the Inspecting Engineer for scrutiny & records.

Routine/ type/ calibration/ acceptance/ special test certificates for electrical items

Certificates from competent authority for the items coming under statutory regulations

Where facilities for testing do not exist in the Contractor laboratories or in case of any dispute, samples and test pieces shall be drawn by the contractor in the presence of Inspecting Engineer and sealed samples shall be sent to any approved laboratories for necessary tests at Contractor's cost

The Employer shall have the right to be present and witness all tests being carried out by the Contractor at their own laboratory or approved laboratories. Also, the Employer shall reserve the right to call for confirmatory test on samples, at his discretion

Should the result of tests not come within the margin specified, the tests shall, if required, be repeated at Contractor's cost without any liability to the Employer.

Inspection calls shall be given by the Contractor as per proforma no.03 for association of the Employer in accordance with mutually agreed programme with 15 days clear time for all indigenous equipment and eight weeks for foreign equipment. All calls shall accompany four sets of relevant test certificates and inspection report of the Contractor/sub-contractor after satisfactory completion of internal inspection and tests by them as per approved QAP.

Inspection calls shall be sent to Employer's respective offices depending upon the location of manufacturing units.

One set of all the documents as identified in the approved QAP shall also be furnished to the Employer along with the inspection call.

Non-submission of the test certificates and documents along with Inspection Call shall be considered as non-readiness of complete equipment/ component/ assembly/ sub-assembly offered for inspection and the Employer shall not respond to such calls

The Employer reserves the right to visit at any stage of manufacture of plant and equipment and ask for additional inspection & tests beyond approved QAP, if it is found necessary after completion of detailed design & engineering and approval of drawings

The Employer or his duly authorised representative shall on giving written instructions to the Contractor, setting out any grounds of objection which he may have in respect of the work, be at liberty to reject all or any part of plant/equipment or workmanship which are not in conformity with the contract provisions

The Contractor shall provide all facilities and ensure full and free access of the Inspecting Engineer of the Employer to the Contractor's or their sub-contractor's premises at any time during contract period, to facilitate him to carryout inspection & testing of equipment during manufacture of equipment

The Contractor shall delegate a representative/co-ordinator to deal with Employer on all inspection matters. Also, Contractor's representative shall be present during all inspections at sub-contractor's works

The Contractor shall comply with instructions of the Inspecting Engineer fully and with promptitude

The Contractor/sub-contractor shall provide all instruments, and tools, necessary for testing & other inspection facilities to Inspecting Engineer free of cost for carrying out inspection

The Contractor shall ensure that the equipment/ assemblies/components of the plant and equipment required to be inspected are not dismantled or dispatched before inspection

The Contractor shall ensure that the equipment and materials once rejected by the Inspecting Engineer, are not re-used in the manufacturing of the plant and equipment. Where parts rejected by the Inspecting Engineer have been rectified as per agreed procedures laid down in advance, such parts shall be segregated for separate inspection and approval, before being used in the work

On satisfactory completion of final inspection & testing, all accepted plant & equipment shall be stamped suitably and Inspection Certificate in standard proforma shall be issued by the Inspecting Engineer for the accepted items.

For certain standard bought-out items and the products of reputed firms where the Employer has earlier experience on the quality of their products, the Employer may consider allowing of inspection waiver for such items. The waiver category of items shall be identified in the approved QAP itself. The respective inspecting offices shall issue inspection waiver certificate after scrutiny of Contractor's internal inspection report, test certificates and other documents as identified in QAP.

Test of all equipment shall be conducted as per latest IS/ relevant applicable standard.

The Contractor shall submit type test certificates for similar equipment supplied by him elsewhere. In case type test certificates for similar equipment is not available,

the same shall be conducted in the presence of employer or his representative if employer so desires, without any financial implications to the employer.

All the equipment shall be tested at site to know their condition and to prove suitability for required performance. The site tests and acceptance tests to be performed by contractor are detailed below.

The contractor shall be responsible for satisfactorily working of complete integrated system and guaranteed performance.

25. SITE TESTS AND CHECKS

All the equipments shall be tested at site to know their condition and to prove suitability for required performance

The list of tests indicated to be conducted, and all required equipment/ instrument shall have to be arranged by the contractor. Any other test which is considered necessary by the manufacturer of the equipment, contractor or mentioned in commissioning manual shall have to be conducted at site

In addition to the tests on individual equipment, some tests/ checks are to be conducted / observed from overall system point of view to develop confidence for charging of the system/ equipment. Such checks are highlighted under miscellaneous tests but these shall not be limited to as indicated and shall be finalised with consultation of client before charging of the system

All checks and tests shall be conducted in the presence of client's representative and test results shall be submitted in three copies to client and one copy to Electrical Inspector. Test results shall be filled in approved proforma

After clearance from Electrical Inspector system / equipments shall be charged in step by step method.

Based on the test results clear cut observation shall be indicated by testing engineer with regard to suitability for charging of the equipment or reasons for not chargings are to be brought out by the contractor.

Minimum required site tests and checks for major standard equipment are described hereunder for reference. The Contractor shall prescribe site tests and checks required for special items along with the offer.

For major items, such as, Solar modules, Inverters, JBs, Mounting structure, Tranformers etc.; site test and checks will be done as per respective manufacturer’s recommendation

− Check for sealing of all openings at bottom of elect. Panels 26. ERECTION, TESTING, COMMISSIONING

The scope of work of the Contractor shall be complete erection of the equipment, cables, auxiliary systems and sub systems under the scope of work. The Contractor shall make all arrangements to deliver the equipment at site by wagons/ trucks/ trailers, build his own stores (covered, uncovered, air-conditioned, if necessary) for the proper storage of equipment, maintain the stores and all related documents and records, transport the equipment to site for erection purpose. The Contractor also shall make all security arrangements.

The Contractor shall be responsible for proper, quick retrievable and neat storage and also undertake the conservation of all consignments including damaged boxes. During storage of equipment, the Contractor shall take into account deterioration and carry out the re-conservation of the complete equipment/parts/supplies as may be necessary as per the storage instructions of the Manufacturer of equipment/ components. The Contractor shall also supply the consumables required for such re-conservation work and repair/ replace parts required thereof for the proper functioning of the equipment after erection and commissioning.

The Contractor shall retrieve the equipment/ materials from stores and transport the same to erection site.

The Contractor shall unpack and do visual checking against physical damages to the equipment/cases, clean equipment before start of erection. Damage/ shortage, if

any, shall be reported to the Employer/ Consultant and shall be rectified/replaced expeditiously, so as not to upset the erection and commissioning schedule. Delay on account of settlement of insurance claims by the Contractor shall not be considered an excuse for delay in completion of the work.

The Contractor shall provide all necessary erection equipment and tools & tackles including material handling equipment, cranes, compressors and other equipment and instruments and consumables, all commissioning equipment and instruments, welding equipment, winches, alignment tools, precision levels, theodolite, etc., which may be required for carrying out the erection and commissioning work efficiently.

All instruments shall be properly calibrated before use. Unless otherwise specified, the above erection equipment/ materials shall be the property of the Contractor. However, Employer’s prior permission shall be required for removal of these erection equipment/ materials from the site. The Contractor shall ensure that proper procedure and documentation is maintained at entry gate of Employer’s premises for such items as might be carried back by the Contractor after completion of work.

The Contractor shall provide all temporary ladders, scaffolding materials, platforms, supports and other necessary facilities required for handling, erection, testing and visual inspection of supplies at the point of installation and shall also provide necessary packing plates, wedges, shims, leveling screws etc., required for erection of equipment and structures.

The Contractor shall provide erection consumables like oxygen and acetylene gas, welding rods, solder lugs, oil, grease, kerosene, cotton waste, etc. required for erection of equipment and steel structures.

The Contractor shall construct and maintain his own site offices and stores as required for the work and arrange for maintaining in the area placed at the Contractor’s disposal in a neat manner. The site office shall be handed over to Employer free of cost after completion of the project.

The Contractor shall mobilize adequate material handling equipment like mobile cranes, forklifts, trailers etc. in addition to other erection tools & consumables keeping in view the erection schedule. The Contractor shall provide within 30 days from the date of signing of the Contract his scheme for mobilization with Bar Chart indicating clearly the resources, manpower and machinery proposed to be deployed to ensure timely completion of work and quality of workmanship.

On request, the Employer may help the Contractor by providing any special handling/construction equipment needed in the interest of work subject to availability and on payment of hire charges and other conditions of Employer. The charges shall be recovered from any bill of the Contractor due immediately thereafter.

The Contractor shall organize the work in a manner that work being carried out simultaneously at site is not affected and the workmen not endangered and shall arrange all temporary access as required for the erection work.

The Contractor shall return to the Employer all crates, packing cases and packing materials and all returnable supplies at a place and manner designated by the Employer.

Grouting of the equipment and steel structures on the foundations with approved non-shrink-grouting compound shall be the responsibility of the Contractor. The Contractor shall supply the grouting materials, wherever applicable.

All safety, health and pollution control measures as required to be adopted as per the

Statutory Regulations and the Safety conditions for Contractors issued along with the tender or otherwise required or implied by statutory regulations or practices shall be strictly followed by the Contractor during the execution of the Contract. The Contractor shall set up a suitable safety organization of his own at site in this regard.

All interconnection jobs with existing facilities, like fire & drinking water, electrical system etc shall be under taken only after making a mutually agreed protocol between Contractor, employer and other connected agencies, with objective of minimizing plant shutdown and for safe execution.

Land will be allotted free of charge for the purpose of Site Office, Stores and fabrication yard. However allotment of land shall be subject to mutual discussion and agreement because of limited availability of space. The allotment shall remain valid till the period of contract and shall automatically cease after expiry of the guarantee period of the contract. The validity shall also automatically cease on termination of contract due to any reason whatsoever. The Contractor may build only temporary structures on the land allotted to him. The land shall not be used for any purpose other than the purpose for which it is allotted. The allotment is made purely for the present work and is not transferable in any manner either in whole or in part nor can it be utilized for the purpose of any other contract. On completion of the work and expiry of the guarantee period, the Contractor shall remove all temporary structures built by him and restore the land to its original condition. After the completion of the works and on expiry of the guarantee period or on termination of contract, the Contractor shall give vacant possession of the land.

Preliminary Acceptance shall be As per GCC of SBD.

After the issue of Preliminary Acceptance Certificates, the Contractor shall start up and commission the facilities in an integrated manner under his sole responsibility.

The Employer shall deploy/supply operating & maintenance personnel and all raw materials, utilities & services required for commissioning. However, the Contractor shall supply commissioning spares and oil, grease, lubricants & chemical required for commissioning as per GCC of SBD.

Start up and commissioning of the power supply facilities shall be taken up only when services and associated auxiliaries are ready.

During the start up and commissioning, the Contractor shall perform the required adaptation, adjustment and gradual & sustained increase in the output capacity of the equipment/ systems/ subsystems.

The results of start-up tests and commissioning shall be recorded jointly by the Contractor and the Employer.

The Contractor shall rectify the defects observed during the Commissioning period promptly.

The facility shall be deemed to be successfully commissioned if the complete system remains synchronized with the grid for a period of 120 hours without any disturbance or interruption. During this period the system shall generate power during sunshine hours and export power to the grid and during dark hours shall remain synchronized with the grid. If there is an outage isolation from the grid during this period due to defects in the system, then commissioning period shall start afresh after rectification of the said defect. However if the ambient or the grid parameter are beyond the specified limits as per TS, stoppage / isolation if any shall not be considered as stoppage.

The Commissioning certificate shall be issued by the Employer subject to relevant conditions stipulated in GCC and SCC.

Taking over shall be As per GCC of SBD

27. PERFORMANCE GUARANTEE TEST After stabilization of the power plant facility and successful commissioning, the

Contractor shall conduct the PG Test.

The Contractor shall be solely responsible for the guaranteed performance of the equipment and systems and shall ensure their smooth, safe and reliable operation.

Contractor shall also guarantee for the integrated operation of all the equipments, systems and subsystems covered under the scope as a whole including their interfacing with other related equipment/ systems.

Subsequent to successful commissioning, the performance of the power plant facility and associated auxiliary facilities envisaged under the project shall be observed during the P.G Test period. Any defect/ shortcomings observed during this period shall be set right by the Contractor. Trippings occurred, if any, during this period shall be analysed along with Employer’s engineers and the system shall be fine tuned to avoid nuisance tripping and unwarranted outage of the power plant.

The PG Test of power supply facility shall be carried out for a period of 2 (two) weeks during which the Contractor shall establish trouble free operation of the power plant equipment & systems during the PG Test period. In the event of failure of any equipment/ component/ system/ sub-system during the Test period, the failed item shall be duly rectified/ replaced by the Contractor, free of cost. Thereafter, the PG Test period shall restart. This process shall be repeated in the event of subsequent failure of any item till the performance is found satisfactory for the specified period. The power supply facility installed under this package shall be deemed to have cleared the P.G Test, if everyday during the test period, the Daily Performance Ratio (PR) is more than 75%. Performance Ratio shall be calculated from 0600 Hrs of a day to 0600 Hrs of the next day. Performance Ratio shall be calculated as follows:

PR= E / (Ir X A) where,

E= Daily AC energy delivered by the system in kWh (measured by the energy meter)

Ir = Daily Insolation in the Plane of Array in kWh/m2 – (measured by the pyranometer installed at site)

A= Total cell Surface area of the Solar Arrays

Final Acceptance shall be As per GCC of SBD

28. INSTALLATION GUIDELINES

All the electrical installations shall conform to the Indian Electricity Act, Indian Electricity Rules, and regulations in force in the state of Orissa

All the items required as per electrical inspectorate shall be included in the scope of work. These shall be installed by duly licensed and authorized personnel only.

The mechanical and other installation shall conform to the applicable Acts and Rules

of corresponding Inspectorate and other relevant authorities, if any.

All the works under this contract, including the installation of the equipment, shall be got inspected and approved by the relevant statutory authorities like Electrical Inspectorate etc.

Erection and Commissioning Tools & Tackles

Provision of cable glands, ferrules, cable lugs, tags, sealing kits shall be arranged.

Supply and installation of first aid boxes, shock treatment charts, rubber mats, and key board etc.

Erection, testing and commissioning of various equipment shall be done strictly as per manufacturer's instructions.

Cables shall be laid in conduits upto 2 meters height above the floor in case of vertical run to avoid mechanical damage.

The minimum bending radius of cables shall be 12D and 15D for LT and HT cable respectively.

Approved type of danger boards, boards inscribing 'ISOLATED', 'DO NOT CLOSE, MEN AT WORK' in English, Hindi and Local languages shall be provided in sufficient numbers.

Cable supports shall be provided at every 750 mm along horizontal run and at all turning points. Perforated trays shall be provided for control cables.

Special care shall be taken to make the enclosed equipment protected against entry of rats, lizard, and creeping reptiles which may create electrical short circuits.

Interplant cable shall be laid to trenches, tunnel or overhead structure as per site condition. Digging and refilling of cable trenches, required erection accessories shall be in the scope of work of the contractor. In the electrical substation cables shall be laid in cable cellars/gallery (with angle and plate inserts) cable channels etc.

Approved cable markers of reinforced concrete shall be provided and fixed to mark each and every diversion of all buried cable routes. A marker shall also be placed every 50 meters along straight portions of each route. A concrete cable marker shall also be provided and fixed to mark the position of every buried joints.

Cable shall be fixed to cable racks or cable trays or run on cleats or in conduits, which shall be fixed to concrete brick work or steel structure as required for proper support of the cables, easy accessibility and neatness of appearance.

All necessary frame works and fixings for the support of cables and accessories shall be supplied and fixed by the electrical Contractor.

Openings in walls and floors if not already provided shall be made by the contractor without any commercial implications. The openings shall be properly sealed, after drawing the cables.

Cable supporting Structures shall be painted. Power cables shall be laid on ladder type trays supported by racks at 1500 mm intervals. Control cables shall be laid on perforated cable trays.

Cable trays rising vertically along the columns and vertical support structures from the ground with required tray supporting brackets welded to inserts provided in civil column / structural member at an interval of 1500mm shall be provided.

rawl bolts and rawl plugs. Fibre plugs shall not be used.

Cable conduits, pipes shall be provided to protect the cables, where the cables rise through holes at ground level.

Maximum cross section areas of cable passing through conduit shall not exceed 60% of cross section of conduit.

Not more than one cable shall be drawn into one conduit/pipe unless agreed otherwise. After the cable has been drawn in the conduit, the same shall be sealed by approved means. In addition to the required number, at least 20% or minimum 2 No. spare pipes/conduits shall be laid.

The cables shall be terminated in accordance with the relevant diagrams. The cable cores from the sealing box or gland to the terminals of the apparatus shall be neatly arranged, and shall be of sufficient length to prevent the development of tension or local pressure on the insulation. They shall be suitably supported as required.

Each end of each core of every control cable shall be fitted with tight ferrules of approved make and shall be of white inflammable plastic insulation material, having the marking engraved in black to correspond with the relevant diagram. Where the ends of one conductor have different markings each end shall also have white ferrules engraved in red with the remote marking. Each ferrule shall have its number engraved 3 times around the periphery, 120 deg. apart.

The cores of each power cable other than distribution cable shall be identified in accordance with the relevant diagram by means of labels secured to each core.

Distinguishing labels of non-corrodible material marked in accordance with the cable numbers of the cabling diagram shall be permanently attached to each end of every cable. The phase or polarity of each power cable core at the cable ends shall be identified .

Power cable connections shall be made with tinned copper cable lugs of approved type and material taking into account the bimetallic actions.

Installation of cable directly buried in ground (if required) shall generally conform to the requirements given in IS: 1255-1983.

Cable buried in trenches shall be laid on 8 cm of riddled sand and covered with 8 cm of riddled sand. RCC slabs or bricks shall be provided for covering trenches . The maximum trench depth shall normally be 1.5 m & thickness of top cover RCC slab of 75 mm. If the trench is to cross railway tracks/roads/drains/under ground pipes or any load bearing area the cables shall be taken through suitable G.I. pipes. 25% spare pipes for the above shall be provided, for future use.

Cables leaving the ground/floor shall be protected up to 2 m height by G.I pipes wherever required.

Gap left by cables entering or leaving the conduits shall be sealed with non-hardening silicon compounds.

Ladder type cable racks and trays shall be provided to lay cables in tunnels/ shafts/ cable gallery/basements. Cables shall be laid in separates racks according to the voltage/ application classification. Fireproof partitions such as asbestos sheets shall be provided between trays carrying LT & HT power cables. Instrumentation cables & telecommunication cable. The cables shall be laid from top to bottom in order of LT on top rack followed by HT cables and other cables on lower racks.

Cable shall be clamped/ tied by nylon straps at every 2000 mm. On the horizontal tray/racks and at 750/1000 mm at bends/ takes off points and on vertical trays/racks.

29. PROJECT SCHEDULE & PROGRESS MONITORING

Contractor shall submit Overall bar-chart schedule along with the offer. The overall bar-chart schedule should be planned in weeks. The heads to be covered in the schedules shall broadly be as follows:

− Basic engineering and approval

− Preparation and issue of ordering / technical specifications for subvendors

− Placement of orders on sub-vendors

− Detailed design and engineering

− Submission and approval of drawings for civil & structural works

− Manufacture and supply of all equipment/ piping/ cables, etc

− Fabrication and supply of building and technological structures

− Submission and approval of erection drawings and manuals

− Erection of building and technological structures

− Erection of equipment, piping, cables, etc.

− Testing and commissioning

The major milestones for the project are to be highlighted in the schedule. The contractor shall submit an overall erection plan for the plant and equipment under his scope of supply along with the tender. The plan shall include the following :

− Requirement of construction water

− Requirement of construction power

− Requirement of construction and storage area

− Off-site/On-site organisation chart for the execution of the project

The successful contractor shall have to submit the Level-II network schedule both in hard and editable soft copy (in MS Project/Primavera) covering further details of construction, fabrication and erection activities, area-wise, within 15 days of effective date of contract for approval and finalisation of the Employer / Consultant. The format of progress report to be discussed and agreed upon within 15 days of effective date of contract

An effective system of progress monitoring is to be evolved to ensure timely completion of all project activities. In general, progress of the following major activities are to be reported.

− Issue of ordering / technical specifications and placement of orders on sub-vendors for bought out items / components

− Detailed design and engineering including submission of drawings and their approval.

− Manufacturing activities at the works of the Contractors / associates / sub-vendors.

− The progress report on inspection status.

− Dispatch of equipment to site.

− Site activities including receipt of material / equipment at site, erection, testing and commissioning.

A monthly progress report with exception report showing current status of various activities including status of ordered / yet to be ordered items shall be submitted to the Employer / or his consultants by the Contractor. The monthly progress report shall indicate progress of activities against targeted dates and targeted quantities. Reasons for shortfalls, if any, shall be clearly brought out and proposed remedial measures to arrest the delays shall be indicated by the Contractor in the progress report, wherever applicable.

In the interest of timely completion of the project, if required, the area of monitoring can be altered in consultation with the Employer/ Consultant.

The Employer/ Consultant shall also have the right to:

− Invite the Contractor for monthly / fortnightly meetings to review the progress of each activity.

− Depute Employer’s authorized representatives for ascertaining/ expediting progress at Contractor’s works.

− Suggest remedial actions to bridge-up time gap between planned progress & observed progress.

30. TRAINING

Contractor personnel who are experienced instructors and who speak understandable English shall conduct training. The Contractor shall arrange on its own cost all training platform required for successful training and understanding. The Contractor shall provide all necessary training material. Each trainee shall receive individual copies of all technical manuals and all other documents used for training. These materials shall be sent to Employer/ Consultant at least two months before the scheduled commencement of the particular training course. Class materials, including the documents sent before the training courses as well as class handouts, shall become the property of Employer/ Consultant. Employer/ Consultant reserves the right to copy such materials, but for in-house training and use only. Hands-on training shall utilize equipment identical to that being supplied to Employer.

For all training courses, the travel and per-day expenses will be borne by the participants.

SPECIAL CONDITIONS OF CONTRACT Supply, Erection & Commissioning

DEFINITIONS & INTERPRETATION Acts/Codes shall mean, but not limited to the following, including the latest amendments, and/or replacements, if any:-

a. Electricity Act, 2003 with amendments thereto if any. b. A.I.E.E Test Codes c. American Society of Testing of Materials (ASTM Codes) d. Relevant standards of the Bureau of Indian Standards(IS Codes) e. Arbitration and Conciliation Act, 1996, and Rules made there under f. Environment (Protection) Act, 1986 and Rules made there under g. Other approved standards and/or Rules and Regulations touching the subject

matter of the Contract. Applicable Laws means any statute, law, regulation, ordinance, rule, judgment, order, decree, restriction, directive, governmental authorizations, requirements of Applicable Permits and any agreements, decisions, acts, instructions, requirements, directions and notifications of the competent authority having jurisdiction over the matter in question, whether in effect as of the date of Contact Agreement or thereafter. Bid and Bid Document shall mean the proposal submitted by the Bidder in response to this ITB in accordance with the terms and conditions hereof. Bidder shall mean the Bidding Entity or the Bidding Consortium which has submitted a proposal, in response to this ITB to Purchaser. Bidding Entity shall mean a single entity, whether a firm or a Company. BIS shall mean Bureau of Indian Standards. Bidding Consortium shall mean a consortium of entities, being firms, companies or Governmental entities which have submitted a proposal in response to this ITB. Completion Period shall mean the period by/during which the work shall be completed as agreed herein between the Purchaser and the Contractor. Completion Certificate shall mean as defined in Clause 1.22 of this Section. Commercial Operation Date (COD) means the date on which the Power Producer / Developer synchronizes the last Solar Energy Generator with the Grid system & the system remains in operation thereafter. Contractor means the person or the persons, firm or company or corporation whose tender has been accepted by the Purchaser and includes the Contractor's legal Representatives, his successors and permitted assigns.

CEIG means Chief Electrical Inspector of State Government CRM means customer relations manager DISCOM means ‘Concerned Distribution Utility of the State’. Effective Date/ Zero Date shall mean the date of issue of Fax/ Letter of Award Engineering, Procurement and Construction Contractor (EPC) shall mean the firm/ company or party on whom the Letter of Award/ Work Order for faithful execution of the work mentioned herein is placed and shall include his/her/their heirs, legal kW/ MW means Kilo Watt/Mega Watt kWh means Kilowatt Hours MNRE means ‘Ministry of New & Renewable Energy Sources, Government of India’. NODAL AGENCY means ‘Renewable Energy Corporation/Agency of the State’. O&M shall mean Operation & Maintenance of Solar power project which inter alia, includes provisions of manpower, spares, special tools, cranes or such materials/equipments that may be required for maintaining the Solar power plant, associated transmission line in operation. Project shall mean the Development, Design, Engineering, Supply, Procurement and Construction, Commissioning, Operation and Maintenance of the proposed 1MW Solar power plant complete in all respects, its associated transmission line and all activities incidental thereto. Project Life means the operational life of 1MW solar power plant and all associated equipments of plant and transmission line, complete in all respects and the same shall not be less than 25 years. PT means potential transformer meant for measurement of voltage. Prudent Utility Practice means accepted international/Indian practice(s), standard(s), engineering and operation considerations, taking into account the conditions prevalent at Site including manufacturer's recommendations generally followed in the operation and maintenance of facilities similar to the power plant SEB shall mean State Electricity Board. TVM means tri-vector meter meant for measurement of power.

GENERAL

Special Conditions of Contract shall be read in conjunction with the General Conditions of Contract, Scope of work, Technical specifications, drawings and any other document forming part of this contract, wherever the context so requires

Where any portion of the Special Conditions of Contract (SCC) is repugnant to or at variance with any provisions of the General Conditions of Contract (GCC), then unless a different intention appears, the provision of the Special Conditions of Contract shall be deemed to over-ride the provisions of the General Conditions of Contract only to the extent such inconsistencies of variations in the SCC as are not possible of being reconciled with the provisions of GCC. The materials, design and workmanship shall satisfy the applicable standards, specifications contained herein and codes referred to. Where the Technical Specifications stipulate requirements in addition to those contained in the standard codes and specifications, those additional requirements shall be satisfied. In case of any contradiction in any of the terms & conditions to the extent that the two provisions cannot co-exist, the following shall prevail in order of precedence.

Environmental Laws

All applicable codes, laws, rules and regulations relating to actual or potential effect of the activities on and at the project contemplated by executing this project on the environment, the disposal of material, the discharge of chemicals, gases or other substances or materials into the environment, or the presence of such materials, chemicals, gases or other substances in or on the project.

POWER PLANT The fully functional and operational 1MW Solar PV power Plant of rated capacity including transmission line duly connected to the 6.6kV feeder line in the captive grid all facilities roads, lights, security amenities complete in all respect as per Bid document & to enable the plant for captive usage at 6.6kV.

In this document unless otherwise stated: − The headings and paragraph numbering are for convenience only and shall be

ignored in construing the agreement; − The singular includes the plural and vice versa; − References to natural persons include body corporate and partnerships; − References to any enactment, ordinance or regulation include any amendment

The scope of work covered in this tender shall be as specified in the Technical Specification and as mentioned elsewhere in this Bid document. It is, however, understood and confirmed by the Contractor that the scope as described in the tender document is not limiting in so far as the responsibilities of the Contractor shall include inter-alia, carrying out any and all works and providing any and all facilities those are required in accomplishing an operating system, complying fully with all requirements as are envisaged of it, complete in all respect and satisfying all Performance and guarantee requirements stated or implied from the contents of the tender document.

PLACEMENT OF ORDERS FOR AWARD OF CONTRACT/ BREAKUP OF PURCHASE ORDERS

Purchaser may Order (PO) for implementation of the project in the following manner: − Supply, Erection & Commissioning order: Purchase Order for detailed

engineering, manufacturing, in- house testing, supply and delivery of equipments & material, for all approvals, all construction work at site, erection and commissioning etc complete in all respect for 1MW Grid Interactive Solar Power Project at Rourkela Steel Plant, Rourkela in Odisha

Total responsibility in regard to design, engineering, manufacturing, delivery at site, timely execution, including completion, guarantee liabilities and all other contractual obligations will remain with Bidder irrespective of the modality of ordering and the bidder shall coordinate all activities for smooth and timely completion of the project. In such a manner, as if there has been no split in the scope of work.

RESPONSIBILITIES OF THE CONTRACTOR All expenses towards mobilization at site and demobilization including bringing in

equipment, work force, materials, dismantling the equipment, clearing the site after completion of work and Liaison for interconnection of Solar Plant with the State Grid with concerned departments etc. shall be deemed to be included in the prices quoted and no separate payments on account of such expenses shall be entertained.

Contractor may have to work in energized or partly energized conditions. In such cases, it shall be the responsibility of the Contractor to arrange for necessary permits or shuts downs and provide skilled and responsible persons for the execution of works. Contractor shall organize his works during the shutdown periods properly and complete the programmed works within the time given. Contractor shall not be paid any extra payments for working under the above said circumstances.

It shall be entirely the Contractor's responsibility to provide, operate and maintain all necessary construction equipments, scaffoldings and safety gadgets, cranes and other lifting tackles, tools and appliances to perform the work in a workman like and efficient manner and complete all the jobs as per time schedules. However, if any equipment/ facility are provided by purchaser, the same shall be on chargeable basis.

Procurement and supply, in sequence and at the appropriate time, of all materials and consumables shall be entirely the Contractor's responsibility and his rates for execution of work will be inclusive of supply of all these items.

In case any material is issued by the purchaser, then it will be properly used and maintained. Subsequent to completion of its use, it will be returned to purchaser

in good condition. In case of damage or misuse of such stores, purchaser will recover the cost from the Contractor from the payments due to the Contractor.

COMPENSATION FOR DELAY Completion time is the essence of the Contract and the same shall be firm and binding

The Bidder shall complete all activities of the Project viz. design, engineering, manufacture, supply, storage, all civil works, and installation, erection, testing, commissioning, and interconnection with grid of Solar Power plant within the scheduled completion period. In case the project is not completed within the scheduled completion period then the contractor has to pay the Purchaser compensation for delay over and above the amount for Liquidated Damages as specified in the General Condition of Contract. The compensation shall be equal to the cost of loss of expected energy generation for the period of delay. The compensation shall be calculated as follows:

Compensation for delay = (ANMGG/ 365) x D X R

Where

ANMGG = Annual Net Minimum Guaranteed Generation in kWh for the first year

D = Delay in number of days

R= Rate of Solar Energy to be calculated at Rs.13.4/ kWh The Bidder shall indicate duration of all the activities in activity chart in conformity with

the overall schedule of the completion of project. Bidder shall submit the activity chart in form of Bar Chart which shall be discussed and finalized and shall be a part of Contract.

EXTENSION OF TIME Failure or any delay by the purchaser due to any cause whatsoever, shall in no way

effect or vitiate the contract or alter the character thereof or entitle the Contractor to damages or compensation thereof provided that the purchaser may extend the time for completion of the work by such period as it may consider necessary or proper.

If the Contractor shall desire an extension of the time for completion of the work on the grounds of his having been unavoidably hindered in its execution or the work has been materially increased by purchaser or other such grounds, he shall apply in writing to the engineer in-charge within ten days of the date of occurrence of event on account of which he desires, such extension as aforesaid, and the Engineer - In- charge shall, if in his opinion (which shall be final) reasonable grounds have been shown thereof, authorizes such extension of time as may be, in his opinion be necessary or proper. Whenever such extension is granted by the engineer in-charge, this would be without prejudice to the Purchaser’s right under this contract.

NO COMPENSATION FOR ALTERATION IN OR RESTRICTION OF WORK If at any time from the commencement of the work the purchaser shall for any reason whatsoever not require the whole work or part thereof as specified in the tender to be carried out or, alteration in the work are required, the Engineer-In charge shall give notice in writing of the fact to the Contractor, who shall have no claim to any payment or compensation

whatsoever on account of any profit or advantage which he might have derived from the execution of the work in full or prior to alteration.

CONTRACTOR’S OFFICE AT SITE During the execution of the contract, the Bidder shall ensure responsible person with

authority to take decisions to be available at site. Such person deputed by the Contractor shall report to Rourkela Steel Plant’s Site in-charge for smooth execution and timely completion of the work. The Contractor shall also provide and maintain an office at the site for the accommodation of the agents and the staff and such office shall be open at all reasonable hours to receive instructions, notices or other communications.

The Contractor shall be responsible for any misconduct/indiscipline by his employees or sub Contractor/agent employee’s .The Contractor shall abide by the instructions of the engineer in charge, if given in this regard.

POWER OF ENTRY In case the Contractor does not commence the work in the manner described in the

contract documents or if he shall at any time in the opinion of the Engineer in charge:

− Fail to carry on the works in conformity with contract document /schedule or − Substantially suspend work or the works for a continuous period of 14

days without permission from the engineer in charge, or − Fail to carry on and execute the works to the satisfaction of the Engineer-in-

Charge, or − Commit or permit any other breach of any of the provisions of the contract on his

part to be performed. or − If the Contractor abandons the works, or − If the Contractor during the continuance of the contract becomes bankrupt.

In any of such events, the purchaser shall have the power to enter upon the works

and take possession of the materials, temporary works, equipment, tools and stocks thereon, and to revoke the Contractor's order to complete the works by his agents, other Contractors or workmen.

USE OF COMPLETED PORTIONS Whenever in the opinion of the Purchaser the work or any part thereof is in a

condition suitable for use and in the best interest of the Purchaser requires use, the Purchaser may take possession of the same. The Contractor shall, however, be not relieved of his pending obligations

Prior to the date of final acceptance of the work by the Purchaser, all necessary repairs or renewals in the work or part thereof so used on account of defective materials or workmanship or due to the operations failure shall be at the expenses of the Contractor. Such use shall neither relieve the Contractor or any of his responsibilities under the contract, nor act as waiver by the Purchaser of the conditions thereof. However, if in the opinion of the Purchaser the use of the work or the part thereof delays the completion of the remainder of the work, the Purchaser may grant such extensions of time as it may consider reasonable. The

decision of the Purchaser in the matter shall be final. The Contractor shall not be entitled to claim any compensation on account of such use by the Purchaser.

POWER OF THE ENGINEER-IN-CHARGE TO ORDER SUSPENSION OF WORK The Engineer-in-charge may, from time to time by direction in writing and without

invalidating the contract, order the Contractor to suspend the work or any part thereof at such time or times and for such reasons as he may consider necessary

After such directions to suspend the work or any part thereof has been given, then proceed with the work or part thereof, directed to be suspended until he receives a written order from the Engineer-in-charge to so proceed. In the event of suspension, the Purchaser may under the provisions of the contract, extend the time for completion of the work or part thereof by such period as it may find reasonable

The decision of the Purchaser in the matter shall be final and binding on the Contractor.

PAYMENT TERMS : As per SBD Payments shall be released in the following manner after furnishing of Security cum Performance Bank Guarantee by the bidder and signing of Agreement as per provisions of bidding document:

DEFECTS PRIOR TO TAKING OVER If at any time before the work is taken over, Engineer-in-Charge shall: − Decide that any work done or materials used by the Contractor or any sub-

Contractor is defective or not in accordance with the contract, or that the works or any portion thereof, are defective, or do not fulfill the requirements of contract (all such matters being hereinafter, called `Defects’ in this Clause). And

− As soon as reasonably practicable notice given to the Contractor in writing of the said decision specifying particulars of the defects alleged to exist or to have occurred, then the Contractor at his own expense and with all efforts shall make good the defects so specified.

In case the Contractor fails to do so, the Purchaser may take, at the cost and risk of the Contractor, such steps as may be reasonable to make good such defects. The expenditure so incurred by the Purchaser will be recovered from the amount due to the Contractor. The decision of the Engineer-in Charge with regard to the amount to be recovered from the Contractor will be final and binding on the Contractor. As soon as the works have been completed in accordance with the contract and have passed the tests on completion, the Engineer-in-Charge shall issue a certificate in which he shall certify the date on which the works have been so completed and have passed the said tests and the Purchaser shall be deemed to have taken over the works on the date so certified.

1.1. DEFECTS AFTER TAKING OVER

In order that the Contractor could obtain a completion certificate, he shall rectify any defect arising from the defective materials supplied by the Contractor or workmanship or any act or omission of the contract or that may have been noticed or developed after the works or group of the works has been taken over, the period allowed for carrying out such works will be normally 15 days. Normally it is expected

that work will be completed within 15 Days. However in case of unforeseen /genuine delay Engineer in charge may take a call on this aspect whose decision will be final .If any defect be not remedied within period stipulated above the Purchaser may proceed to do the work at Contractors risk and expense and deduct from the final bill such amount as may be decided by the Purchaser.

If by reason of any default on the part of the Contractor, a completion certificate has not been issued in respect of the works within one month after the date fixed by the Contractor for the completion of the work, the Purchaser shall be at liberty to use the works or any portion thereof in respect of which a completion certificate has not been issued , provided that the works or the portion thereof so used as aforesaid shall be afforded reasonable opportunity for completion of these works for the issue of completion certificate.

All the aforesaid safeguards /rights provided for the Purchaser shall not prejudice its other rights/remedies elsewhere provided herein and/or under law.

COMPLETION CERTIFICATE The contactor shall submit Completion Report of the project to Purchaser.

The Completion Report shall consist of the following documents: − Copy of the Commissioning Certificate of Solar Power plant − Technical documents as per scope of work & technical specifications according to

which the work has carried out. o TEN sets of as built drawings showing therein modification and corrections, if

any, made during the course of execution signed by the Contactor. A soft copy of as built drawings shall also be submitted.

o Copy of complete layout of the solar array including Evacuation system o Copies of test Certificates for type / routine tests performed on major

equipment. o O&M Manuals – 6 sets o Copies of Statutory clearances / permissions. o Certificate / undertaking for making payment of all statutory requirements,

duties, labour wages and others for having made payment o An undertaking confirming the payment of all statutory duties, taxes or

document (s) having evidence of paying statutory duties, taxes etc. as per requirement of concerned statutory authorities.

o Certificate regarding completion of the facility in all respect by the Engineer In Charge/ Consultants

Purchaser shall issue Completion Certificate after verifying from the completion documents and satisfying itself that the work has been completed in accordance with details set out in the construction and erection drawings and the contract documents. No Completion Certificate shall be given nor shall the work be deemed to have been executed until the export of generated Solar power commenced to Purchaser’s system , statutory requirements are completed and all scaffolding, surplus materials and rubbish is cleaned off the site completely.

STATUTORY APPROVALS FOR WORKS

All statutory approvals/permissions related to installation of the solar power project and carrying out its operation & maintenance (O&M) as may be required under applicable law, rules shall be obtained by the Bidder. However, all fees for such statutory approvals for installation & commissioning in first year of O&M shall be borne by the Purchaser

Inspection and acceptance of the work as above shall not absolve the Contractor of any of his responsibility under this contract

All fee / charges payable to any statutory authority on account of operation & maintenance of solar power plant shall be borne by the Purchaser during the warrantee period of the contract operation & maintenance of solar power plant shall be borne by the Purchaser during the warrantee period of the contract
