Overarching research question: How can marae be strengthened to manaaki tāngata and assist in addressing whānau aspirations and needs for long term affordable, healthy housing?

• What critical internal human resources, structures and innovations are required by marae to effectively manaaki whānau in times of crisis?

• How can local government, agencies and NGOs better engage with marae to support the kaupapa of manaaki tāngata?

• What is the range of physical infrastructure / facilities required by marae to manaaki whānau needing emergency housing and how can these developments be financed, designed and built?
