Ferghana region of Uzbekistan

Today Uzbekistan is the modern state with stable development in

political, economical, scientific, technical, social and cultural spheres. It is

the mixture of the great past and dynamically developing present.

The country has huge potential. In particular, Uzbekistan is the world

leader in gas production and gold production and supply of cotton, fruit

and vegetables and other

agricultural products.

Uzbekistan also has vast

scientific potential and great

achievements in the field of

education. The literacy rate is

99 %.

The total area of the country - 448.9 thousand

square meters. km. Uzbekistan has a population

exceeding 30 million people, of whom 51% live in

cities, and 49% - in rural areas.

Uzbekistan ranks 55th in the world by land area

and 39th in terms of population and is:

among the world leaders in terms of reserves of silver, tungsten and phosphate,

potash, rare earth metals and other valuable minerals, including gold in proven reserves (4th place),

uranium (7th place), molybdenum (8th place), as well as proven reserves of copper (10th place) and

natural gas (14th place);

area artificially irrigated lands - at the 11th place in the world;

on the 3rd place for the extraction of cadmium, 6th in uranium mining and 8th place

in natural gas and gold, as well as among the top 15 countries in producing molybdenum, feldspar

and some other industrial raw materials;

at the 2nd largest producer of astrakhan, on the 5th place in the cultivation and

production of cotton and the 6th largest producer of raw silk;

in the second ten countries leading to produce sulfuric acid, nitrogen fertilizers,

mineral lubricating oils and paraffin, cotton yarn and fabrics, tomato paste, dried fruits, melons

growing and viticulture, harvesting wool, rail freight volume;

at the 2nd largest exporter of cotton, and on the 3rd for export of uranium.

Ferghana region

Ferghana region is one of the jewels of Uzbekistan and Central Asia.

Ferghana region is located in the center of the Central Asia surrounded with mountains. It is the

most beautiful place in Uzbekistan.

Ferghana - this place weave long history and progressive processes of modern life. Here,

together with historical sights, monuments, and craft shops and bazaars exalted modern buildings,

supermarkets, restaurants, clubs and recreational facilities, as well as industrial enterprises, which

give a unique look region.

Residents of the Ferghana region are very hospitable, good-natured and

friendly to the guests, which is also reflected in the architecture, and

improvement of the city and other areas of modern life. Not coincidentally,

Ferghana region located in south-east of the Republic of Uzbekistan in the southern part of the

Ferghana Valley.

The region's territory is 6,8 thousand square

km, or 1.5% of the country. The total length of

border - 600 km. 79% of the region are plain,

the remaining 21% - mountain and foothill

areas.

The region comprises 15 districts: Altyaryk,

Kushtepa, Baghdad, Besharyk, Buvayda,

Dangara, Kuva, Rishtan, Sokh, Tashlak,

Uzbekistan, Uchkuprik, Ferghana, Furkat and

Yazvan.

Administrative Center – Ferghana city. Other

major cities are Kokand, Margilan and Kuvasay.

The climate is continental with mild winters and hot summers.

History

According to a Chinese diplomat and intelligence officer, Zhang Jian, who visited the

territory of this region in 128 BC, it is now known as the Ferghana Valley, where 3 regions -

Ferghana, Andijan and Namangan of Uzbekistan located, in ancient times was called Davan. It was

a rich agricultural country with a highly developed economy, agriculture and handicrafts. There

were more than 70 cities and town were in Davani when Zhang Jian visited. The Council of Elders

played major role on administration of these cities and towns. The population was not many at that

time.

Agriculture, in particular - raising alfalfa, grape growing and

winemaking was the significant place part of Davan economy. Wine

was prepared in large quantities. Cultivation of rice and wheat was

very developed in ancient Davan. Special attention was given to a

horse-breeding, especially to the breed called "the glorious

argamakov" comes from the breed "heavenly horses" that led to the

Sino- Davan War in 104-102 years BC. Gradually, diplomatic

relations were established between two countries.

In the Ferghana region there are many ancient cities, among

which Kokand, Margilan and Kuva stand out.

Historical findings indicate that cities such as Ferghana

region Marghilan Kokand, Kuva, Rishton account for

2500-3000-year history.

Kokand was the capital of the Kokand Khanate in

the XVIII-XIX centuries and the religious center of the

valley, there are lots of madrassas and mosques.

Margilan in ancient times was widely known for its craftsmen for the

manufacture of carpets and fabrics, especially khan-atlas. This city has

distinctive architectural traditions. In 2007, city celebrated its 2000 years

old. Margilan is included in the list of Masterpieces of the World Cultural

Heritage by UNESCO.

Kuva - Memorial famous medieval scholar al-Fergani, who was known in

Europe under the name Alfraganus.

Ferghana region has more than 174 historical monuments.

Ferghana region in its present boundaries was formed on January 15,

1938.

Socio-economic development

The region is continuing the formation of strong competitive market

economy. There are about 50 thousand organizations, enterprises and

other economic entities are operating in Ferghana region.

Population

The population of the region is more 3 million people. In the

area inhabited by more than 60 nations and nationalities. The

population density is 457 people per 1 square. km.

Labour force of the Ferghana region up 1760.0 thousand people.

(about 60% of the total population), of which 76.2% are employed in

various sectors of the economy.

In the area there are 5 universities, 12 academic lyceums and 145

vocational schools and 918 secondary schools.

Banking and financial system

The region has 77 branches of commercial banks, 133 branch mini-banks 139

specialized banks.

Development of the agricultural sector

Agricultural sector, along with industrial sector,

plays important role in the economy of the region.

Favourable climatic conditions of Ferghana region

provide an opportunity to get a great harvest of

fruits and vegetables with a unique taste.

Annually in the Ferghana region cotton, grain, potatoes, different kinds of vegetables, fruit melons,

and grapes are grown. They are supplied to the domestic market and for export.

Highly developed poultry and livestock in the area. It annually

produces milk, eggs, wool and cocoon. The products are sent for

domestic consumption.

In Ferghana region, there are 12 enterprises for processing fruits and

vegetables, production of tomato paste, fruit juices, dried fruits, canned

fruits and vegetables.

Natural resources

The region has the following reserves of natural resources: oil, natural

gas, gold, ozokerite, sulfur, gypsum, limestone, dolomite, marble,

sand, gravel, granite, gravellita, and siltstone.

Oil reserves are located in the southern region of Besharik area and in

northern part of the region.

The main natural gas reserves are located in northern Sokh and Chimyon

area.

Stocks ozokerite which is used to produce sulfur, asphalt, bitumen, is

located in the area of Shorsuv of the district called Uzbekistan.

Gypsum deposits are located in Kuvasay, Shorsuv and Chimyon hills.

Marble is found in great quantity in Shakhimardan, Sokh, Kuvasay districts.

Gil, a construction material for the production of bricks, cement, ceramics

and tiles, is found in Kuvasay, in Vadil, in Rishtan, in Kopchugay, in

Suhskih and in Avval hills.

Underground mineral waters which can be found in Ferghana district,

Chimyan hills and in Altiarik area, are used for drinking and especially for

medicinal purposes.

Sand and sand stone used for the manufacture of glass is found in Altiarik, in

Central Fergana, in Yazyavan.

Crushed stone used for concrete production is located on the banks of rivers Shakhimardan-say and

Isfayram (Kuvasay).

Industrial potential

42 big industrial companies operate in Ferghana region.

The most developed industries are oil and gas, textile, chemical, silk, energy, oil industry, as well as

production of construction materials. In the region industrial products are produced such as:

equipment for the oil and gas, textiles, silk and cotton fabrics, clothing, shoes. There are a number

of heat-power plants. In the town of Rishtan operates the plant for the production of national

ceramics.

Oil and Gas Industry

One of the leading companies in Central Asia for the production and

refinery of oil is the Ferghana oil refinery (FNPZ), established in

1958.

At the plant produces 100 kinds of petroleum products,

including light oil (Nefras, kerosene, petrol), fuel (oil,

boiler, diesel, jet fuel), oils (motor, turbine), bitumen and

combustible-lubricants. In 2000, the Japanese companies:

Mitsui and Toyo Engineering has been completed

reconstruction of the factory to ensure quality light oil meet

the requirements of global standards and improve

environmental conditions. Amounting of funding for the

project was over 200.0 million U.S. dollars.

Chemical Industry

In the region there is Ferghana Chemical Fiber Plant - one of two

companies in the CIS for producing acetate filament. The company has the

newest production line for production of polyamide-6 pellets and cord

fabric.

Other chemical company is Ferghana Chemical Plant of Furan Compounds which produces cotton

cellulose of various grades that widely used in many industries.

JSC Kokand Superphosphate Plant - one of the leading chemical companies in the country,

established in 1935. The company specializes in the production of mineral fertilizers for agriculture

and superphosphate.

In Ferghana region also functТons “Ferghanaaгot” OJSC which is the monopoly producer of

cellulose acetates in the CIS, one of the largest producers of magnesium chlorate and sodium

chlorate defoliant.

Textile industry

Companies operate in the region, focusing on the textile industry:

"DAEWOO-Ferghana textile", "Osiyo Teks", "Xumo", "Kuva tekstil",

"Akbarali", "Indorama Kokand", "Vodiy Toshloq

textile", "Rus-Uzbek teks "," Beshariq textile

"and others. Total production of all textile

companies - more than 80 thousand tons of yarn.

Processing of fruits and vegetables.

In the processing of fruits and vegetables in the region there are

12 enterprises. At these facilities about 70 tons of fruits are

processed in a year. For example, JV "MS Food Prossesing

Co. Ltd”, JV “Mega Drв", Farm "T, Butaev”, Agrofirm “FaвгlТ Adirabod mevalari", "APC UгbegТm”, “Valley Mountains

Fresh”, JSC “KoФand spТrt” produce over 100 products,

including fruit and vegetable preservative, juices, fruit pastes.

Engineering

In the Ferghana region since 1998 the Uzbek-British JV "Eurasia TAPO-

Disc" has been operating which produces 19 – modifications of fourteen-

inch and 13 – fifteen-inch steel wheels for passenger cars. Production

capacity is about 1,1 million discs per year. The company is a supplier to

“GM-UгbeФТstan” and “AvtoVAZ” of Uzbekistan. Currently the

company is able to independently design and develop new types of steel

wheels for different types of vehicles. In 2010 , a new joint venture

enterprise Uzbek - Korean "Uz Hanwoo Injineering" started its

production, and "Uzdongyang Ferghana", “Uг-Sangаoo”, "Feraye",

Uzbekistan-Russian JV "Nike uqarqaq", LLC "Farg'ona Avtoglas"

companies are now producing spare parts for more than 50 types of

vehicles.

Production of building materials

Joint Stock Company "Quartz", one of

the leading companies in Central Asia for

the production of glass jars, bottles, sheet

glass, colored, tinted glass for auto

industries.

For more than 33 years in its history - the JSC "Quartz" was one of the largest

enterprises in the country, in 2006 enterprise obtained a certificate of quality

management system ISO-9001.

There are manв other enterprТses such as “Kuvasaв Sement”, “BuТldТng materТals productТon and trade group”, “MaФФaferrТ-Fergana”, “Ferghana Oseana” which produce building materials.

Tourism

Much attention has been paid to the development of tourism in Uzbekistan. Each region has state

program for the improvement and development of tourism. Along with the historical masterpieces

of Uzbekistan - Samarkand, Bukhara, Khiva, Fergana also has its place in attracting tourists.

There are more than 178 historical places and 113 archeological sites in the region.

In the region there are 11 medical-preventive sanitariums, where one can find treatment for many

diseases by natural way with the help of mineral water.

Foreign economic relations

Foreign Trade turnover of the region is more than 1 billion US dollars.

The export structure shows a strong upward trend in the export of finished products.

In general, domestic production is exported to 81 countries, including the UK, Germany, Iran, Italy,

USA, France, Japan, South Korea and the CIS countries, etc.

The main imported products are machinery and equipment, chemical products, non-ferrous and

ferrous metals, foodstuffs. Import is from more than 50 countries, including Germany, China,

Malaysia, Singapore, France, South Korea, and other countries of the

Transport and communication infrastructure

In the Ferghana region the transport links are well-

developed. The railways is 262 km. Paved roads are

8.2 thousand km.

From the airport, the Ferghana implemented

international charter flights to Sharjah, Istanbul,

Aleppo, Delhi, Karachi, Tehran and other cities of the

world.

The mobile service is well developed in the region. In Ferghana and Kokand

cities there are regional branches of “Ucell”, “BeelТne", "Perfectum Mobile” and “Uг-mobТle” companТes.

Social infrastructure and recreational services

There are 1,628 libraries, 169 clubs, 15 museums, 4 theaters, 7 parks and

recreation facilities in the region. Considerable

attention is paid to the development of sport and

physical culture. In the last years there were built

46 stadiums, 27 swimming pools, 104 tennis courts.

Ferghana region attracts many people from

different countries for its beautiful nature, hospitality, rich national

traditions and historical sites. Among them, it should be noted

archТtectural compleб "JamТ” (mosque and madrassa), “Muqimiy” and “KhudoвorФhan Place” museums in Kokand city, the historical

tomb of “Al-Roshidony” in Rishtan, local history museum of

Ferghana in Ferghana city, an architectural compleб “Al-

BurФhanТddТn MargТlanТв” Тn MargТlan cТtв. Also, beautiful and unique place in Uzbekistan is

“Shakhimardan”, located at an altitude of 1500 meters above sea level between two mountain rivers

Oksuv and Koksuv.

In Ferghana region there are many hotels that can meet the international standards and

requirements. Such hotels are the “AsТa-Ferghana”, “Hotel-777”, “ZТвorat”, “VostoФ”, “Adras” ,”KoФand”, “Dangara Hotel”, “IstТqlol”, “Sharq Hotel”, “DustlТФ”, “Ferghana” and others. The visitors can find in these hotels the combination of history and modern life.

With the resolution of Government Of Republic of Uzbekistan ,

Kokand and Ferghana cities are going through reconstruction, with

the aim of combining the elements of history and modernity

together.

Foreign investment in the region

Promising areas of cooperation are the spheres of engineering,

electrical, light, chemical, oil and pharmaceutical industries as well

as agriculture.

Estimated demand in the volume of foreign investments is 1.5 billion USD

Privileges and Preferences for foreign direct investments

Foreign investors and enterprises with foreign investments provided fair and equitable treatment,

guaranteed their full and permanent protection.

In the Republic of Uzbekistan is the national treatment to foreign investors would grant conditions

no less favorable than the corresponding conditions for legal and natural persons of the Republic of

Uzbekistan.

The legislation, along with the general guarantees and measures of protection of foreign investors

may be granted additional guarantees and measures of protection, including providing unconditional

fulfillment partners of their obligations to foreign investors.

Additional guarantees and measures of protection can be provided to foreign investors in each case

when investing:

- In priority sectors to ensure sustainable economic growth, progressive structural changes in the

economy of the country;

- In the priority projects to ensure the strengthening and expansion of the export potential of the

country and its integration into the world economy;

- Projects in small business, the implementation of which is aimed at processing of raw materials,

production of consumer goods and services, employment.

In the case of the provision of the Government of the Republic of Uzbekistan to the foreign investor

to set additional legislation safeguards and protection measures (incentives and preferences) is

mandatory investment agreement.

Investment Agreement concluded between foreign investor (s) and the Ministry for Foreign

Economic Relations, Investments and Trade (MFERIT) on behalf of the Government of the

Republic of Uzbekistan.

Tax benefits and preferences granted to enterprises in the Republic of Uzbekistan, including foreign

investments:

• Taбable corporate Тncome Тs reduced bв the sum:

- Funds allocated for modernization, technical and technological re-equipment , purchase of new

equipment , expansion of production in the form of new construction , renovation of buildings and

structures used for industrial purposes , as well as repayment of loans received for these purposes ,

compensation cost of leasing object , less accumulated in the fiscal period of depreciation, but not

more than 30 per cent of taxable income. Reduction of taxable profit is made within five years

starting from the tax period in which implemented the above costs, and process equipment - since

its commissioning . In the case of sale or donation of new technological equipment within three

years from the date of purchase ( import ) the effect this benefit is canceled with the restoration

obligations to pay tax on profits of legal persons for the entire period of application of the privilege

. This exemption applies taxpayers, engaged in the production of goods ( works, services) .

- From 15% to 30% of total sales - set the tax rate on income (profit) is reduced by 30%;

- 30 percent or more of the total sales volume - set the tax rate on income (profit) is reduced by

50%.

• From the value-added tax exempt:

- Sales turnover of property sold through privatization of state property;

- The turnover in sales of goods (works and services) acquired entities through loans (loans)

provided by international and foreign governmental financial organizations under international

treaties the Republic of Uzbekistan, and received grants;

- Sales turnover of the property transferred as investment obligations under the contract between the

investor and the authorized state body for State Property Management;

- Provision for a finance lease (leasing) in interest income of the landlord (lessor);

- Import of technological equipment imported into the territory of the Republic of Uzbekistan on a

list approved in accordance with the legislation , as well as components and spare parts , provided

that their supply is provided by the terms of the contract for the supply of technological equipment.

In the case of sale or donation of imported technological equipment for export within three years

from the date of its importation effect of this benefit is canceled with the restoration of the

obligation to pay value added tax ;

- Import property imported as investment obligations under the contract between the investor and

the authorized state body for State Property Management;

- Import of raw materials and blanks for use in its own production, imported by enterprises with

foreign investments, specializing in the production of children's shoes.

• When calculatТng the taб on propertв of legal entТtТes taбable base Тs reduced bв the cost of :

- Property derived from the lease, for the term of the lease agreement ;

- Newly commissioned new technological equipment - for five years . In the case of sale or

donation of new technological equipment within three years from the date of purchase ( import ) the

effect this benefit is canceled with the restoration obligations to pay property tax for the entire

period of application of the privilege .

In addition, for exporters , whose share of exports of goods , works and services ( regardless of the

place of performance of works , rendering of services ) of own production for hard currency ,

except for commodities is :

- From 15 % to 30% of total sales - set property tax rate is reduced by 30 % ;

- 30 percent or more of total sales - set property tax rate is reduced by 50 %.

• From the propertв taб eбempt entТtТes :

- Newly created company - within two years from the date of state registration. This privilege does

not apply to companies established on the basis of the reorganized legal entities , as well as legal

entities that carry out their activities on the territory of other enterprises using equipment leased

from these enterprises.

In the region there are more than 115 enterprises with foreign capital in such countries as Germany,

China, Italy, Liechtenstein, Malaysia, Russia , the USA, Singapore, South Korea , Turkey, France ,

etc. Shvetsariya Joint ventures are concentrated in the field of mechanical engineering ,

petrochemical industry, processing of cotton , silk, knitwear , fruit and vegetable processing ,

building materials, consumer goods, services and trade.

Fergana region is one of the fastest growing regions of Uzbekistan. The main factors are the
