    Welcome from the Town MayorI am extremely proud to have been elected by my fellow Town Councillors to serve as your TownMayor this year. As a community, Epping is strengthened through the large number of clubs,voluntary groups and associations that together provide a wide range of activities for residents andvisitors to the town. Many of these organisations are represented within these pages or will betaking part in the 2013 Epping Festival. I am looking forward to the opportunity I have been givento meet many of you over the forthcoming months so if you see me at any of the various eventstaking place in and around the town come and say hello!     Creepy House -Essex Libraries' Summer Reading Challenge 2013This summer, Essex Libraries will open the door of the Creepy House. Children can visit any EssexLibrary during the holidays to pick up a Creepy House poster and choose some exciting stories to startthem on their spine tingling journey around this house of unlikely inhabitants! To unlock the secrets ofthe house, all children need to do is read six books. There are stickers to collect along the way andsome of them are stinky! Children who read six books will receive a medal. Everyone will receive acertificate. Children of any age can take part in the Summer Reading Challenge, regardless of reading

    ability. Creepy House will be running in all Essex Libraries from Saturday 20

    September with children able to complete and collect their medals until 7thSeptember.There will be

    Challenge from early July. Children aged 10 and over can take part in a separate challenge called Mystery Street. They will be askedto solve the mystery of a strange street scene by reading books, writing stories and answering questions to earn rewards.

    Annual canvass of electorsDid you ring, click or text in 2012?

    If you did, many thanks -you were one of over 15,000 households with no changes to their details which used the telephone, internetor text to confirm their electoral registration details. However, a further 20,000 households COULDhave used the automatedresponses but didn't.

    The annual canvass of electors will start on 1 October this year (slightly later than usual) so watch out for the form and dealwith it as soon as it arrives.Ian Willett, EFDC's Electoral Registration Officer commented"In 2012 we introduced registration by telephone, internet and text. While I was pleased that many people did use the newautomated responses, I was disappointed that morehouseholds, which could have, didn't give it a try. I would urge everyone,whose details are the same as last year, to use one of the automated responses. I tried it and it's really quick and easy to use. Youalso get confirmation of your registration rather than wondering if a form sent by post arrived in the office. The economics aresimple. It costs 12p for an automated response whereas posting the form back costs the Council 28p return postage plus adminprocessing costs. Rather than having staff spending time on forms which could/should have been dealt with by internet, telephoneor text they can concentrate on dealing with queries or processing forms which have changes to the details. This makes much betteruse of their time. This year, let's try and make registration by internet, telephone and text the norm for households with nochanges.Another way to help the Council save on costs is to register as soon as you receive the form. Sending out reminders is a costlyexercise especially where there are no changes to the details. People think that because their details are the same they don't haveto register.     St Georges Day -Tuesday 23rd April 2013

    Councillor Ken Avey judged the winners of the 2013St Georges Day window display completition. TheCompetition is organised by the Town Council withthe aim to encourage the shops to participate as ameans of lifting the profile of the town. The winnerthis year was Lanes Dress Agency (pictured right)with Piccola and the Wardrobe Mistresess jointrunners up. Well done to everyone who took part.

    Epping Town Council has launched an email media service to keep people up-to-date with its work.

    Anyone can register free of charge to receive the councils media releases which will be sent out at the same time as they are sent tothe local media.Those that sign up for the service can expect to receive regular updates about the Town Councils work in serving the localcommunity. Using the email service is a great way for the council to communicate with the public, to highlight important local issues,our meeting information, decisions taken, and to encourage responses from local people. To register for the free service, simply email [email protected] No email addresses will be forwarded on andsubscribers can ask to be removed from the circulation list at any time.

    Epping Horticultural Society stalwart is Epping Town Councils Townsperson of the YearA gardening enthusiast who has been credited with saving Epping Horticultural Society from folding,and helped lead its revival, has been named Epping Town Councils Townsperson of the Year.Lawrence Lewis received his award from mayor Jon Whitehouse at the Town Mayors At Homeevening which is held by the council each year to thank local organisations for the contribution theymake to life in Epping. Mr Lewis was nominated by Epping Horticultural Society chairman ChristineBurgess who described him as a valuable member of our community. Mr Lewis, who was chairmanof the society for many years, is the current vice-chairman. With the help of his wife, Shirley, MrLewis has dealt with the collection of subscriptions and organised the delivery of the societysnewsletter which he has written for many years. He still runs the societys Meadow Road trading hutso that the societys membership of more than 400 families can benefit from buying their gardening

    requisites at much less than retail prices. Mr Lewis is at the hut each Sunday morning throughout the year and also sources andbuys supplies and takes in deliveries. He is also on hand to offer gardening advice. Mrs Burgess said: In 1983 Lawrence, again withShirleys support, saved the society from near collapse and by his tireless work for the society has brought it to its present size andstrength. She added: Without him there would be no society and Epping would have lost a very valuable community asset. MrLewis also organised the societys annual show from 1983 to 2002 and with his advice and expertisethe event was revived last year. He is a listed Royal Horticultural Society judge and continues to bein demand at shows across Essex, Suffolk and Hertfordshire. St Clare Hospice has also benefitedfrom his voluntary work. He originally helped decorate the hospices Epping High Street shop and formany years, until about 2006, served there two days a week whilst regularly helping with the upkeepof the hospice gardens at Hastingwood.A presentation was also made to Epping Hall caretaker Jeanette Tappenden who retired at the endof March after 34 years service.     Epping Town Council presents Civic AwardEpping Town Council has presented its annual civic awardto the former Globe pub in Lindsey Street, Epping, whichhas been converted into a residentialdwelling. The award was presentedby town council planning andgeneral purposes committeechairman Michael Wright to DavidMiller at a recent meeting. Mr Wrightpaid tribute to the carefulrefurbishment which has beenundertaken at the former pub saying the quality and designof the work was in keeping with the style and heritage of

    Epping Town Council presents Allotment AwardEpping residents have been presented with Epping Town Council awards for the high standard of their allotments. Frances andRoger Hughmans efforts on their Lower Bury Lane plot were recognised for the first time. The couple, of Bell Common, have hadthe allotment for about seven years and now grow a wide variety of fruit and vegetables. Roger said: It was a wilderness when wetook it on. The brambles were 6ft high. It took a couple of years to get it going and now its great. You get a years supply of onions,you can truly be self-sufficient! He added: Its lovely. Its a little oasis. Stephen Lye, who tends a plot on the Meadow Road site,received a council award for a third time, and the second time in two years. Im flattered, he said. I do like to keep it looking assmart as possible. His produce ranges from beans and potatoes to rhubarb, carrots and beetroot as well as flowers, includingdaisies, tulips and lilies. Not a lot of people grow flowers (on

    their plots) but it adds a bit of variety. Mr Lye, who has tendedhis plot for about seven years, added: There are now someyounger allotment holders which is good to see and I hope theywill be working to keep it up. The awards were presented byEpping mayor Jon Whitehouse at the annual town meeting heldat Epping Hall on Friday March 22.     POTS AND PLANTS WARNING!!Summer is here along with the usual crime trends thataccompany it. Last year, we reported that garden thieveshad been seen on several occasions, pulling up outsidehouses in vans and pickup trucks. Individuals, or sometimes twomen, walk into the garden, then lift the pot into the vehicle and driveoff. It's all over in a few seconds. The thieves seem to be targetinglarge pot plants (some of the ones stolen in the past were valued atover 200 each), garden ornaments and mature hanging basketswere also easy pickings for the thieves. Almost without exceptionthe thefts have occurred from FRONT gardens. There are very few

    ways by which you can secure a large terracotta pot to the floor and,if you chain hanging baskets to their brackets, past offences, haveshown that the thieves may simply pull the brackets from the wallcausing more damage. The best advice is not to display such itemswhere passing thieves will be able to see them from the highway. Ifyou have valuable pots and hanging baskets display them in theBACK garden. The thieves know that there is big money to be madein stolen pot plants, hanging baskets, garden furniture, lawnmowersand other gardening equipment at this time of the year.

    Hospice services topatients andfamilies boosted by472,000 grantA Space to Breathe project which will see a refurbishment of StClare Hospice to benefit patients and their families has beengiven vital funding from the Government. The Hospice has beenawarded 472,098 from a Department of Health capital grant tocreate revitalising and inspiring spaces and enhance the sensoryand therapeutic environment of the Hastingwood site. The

    refurbishment, which began in April, will include many areas ofhe Hospice building, modernising and developing spaces forpatients and families. The Space to Breathe project will in manyways allow patients and their families to be themselves, givingpeople greater independence, said chief executive Tanya Curry.The refurbishment will give areas of the Hospice a real uplift,njecting light and space, incorporating modern facilitiesespecially in the older parts of the building.Im delighted that theDepartment of Health has endorsed the changes we aredesperate to make: their grant means that more of the moneyhat our fantastic supporters raise for us day in and day out canbe spent on providing care in much improved facilities.Runninghe Hospice costs 2.8 million a year and these costs stillremain. The NHS only funds 30% of the Hospices costs. The

    Space to Breathe project was crafted following discussions withpatients, families, volunteers, staff, trustees and otherstakeholders. Tanya added: We recognised that people needroom and space, which is open and inviting, yet intimate enougho respond to changing needs. We hope that once complete ourclinical services will be modern, inspiring but above all aherapeutic environment finished to the same excellent standardwe achieved for our Inpatient Unit bedrooms.The work isexpected to be completed by March 2014 and all the Hospicesservices will remain open during the refurbishment project.

    Epping Evergreen ClubThe organisers and members of the Evergreen Club celebratedthe Clubs 65th Birthday in March, with an afternoon tea provided by

    Club members. This friendly social club meets every Thursdayafternoon, 2pm to 4pm at Pelly Court Hall, Hemnall Street, Eppingand is organised by two volunteers, June OBrien and AnitaCheatle. The meeting generally starts with refreshments and has awide variety of speakers, entertainment and other activities,arranged each week. Some of the topics we have enjoyed include :-East End of London, The History of Harrods, Trying out Origami,Remembering Bygones and Wildlife Photography. In April clubmembers enjoyed a visit to the Brick Lane Music Hall, for their StGeorges Day Matinee and Afternoon Tea. If you are interested in

    Parkinsons UK Harlow & District Branch

    After a long winter, a number of us enjoyed a groupholiday to Warners at Sinah Warren in May. A few weekslater we are going to Southend on Sea and to the theatreto see "High Society". We are pleased to welcome newmembers from Epping, Nazeing andsurrounding areas.At our club, there are many activitiesand games to enjoy.We have recently purchaseda newcurling game which was boughtwith themoney kindlydonated in memoryof George Pamphilon. We also have

    a pool table and bowls, all ofwhich are proving to be

    quite

    Epping Weather StationWinter 2012-2013 weather in Epping as recorded at theEpping Weather Station

    (Note that winter covers the months of December 2012,January and February 2013). Overall this winter was a coldone in Epping. Although the winter began with winds fromthe south-west and temperatures close to normal, Decemberwas notable for having a rainfall total almost double themonthly average, helping to make 2012 the second wettestyear in the Epping Weather Station record which began in1979. During January and February the winds were oftenfrom the north-east leading to much colder conditions withsnow. Heavy snow fell in mid-January with a continuoussnow cover lasting for 17 days, the longest such period heresince the winter of 1990/91. The maximum snow depth was17cm on the 20th with temperatures remaining below

    freezing from the 18th

    to the 20th

    . The cold conditionscontinued into February with more heavy snow. On the 10 thrain turned to heavy wet snow producing a covering of 11cmdepth by the morning of the 11

    th. When the morning

    measurements were made they showed a rainfall equivalentof 23.4mm making the 10th the wettest February day since1990. One other measure of this cold February was that themaximum temperature failed to reach double figures on anyday. The last time this happened in Epping was in 1979.Season statistics for winter 2012-2013: Mean temperature3.5C (-1.0), precipitation 200.0mm (123%) and sunshine157.9hours (77%). The past five winters in Epping have alldisplayed above average numbers of days of air frost, snow

    Epping Bowls Club -Summer is nearly here. Why not try

    some healthy outdoor exercise. Bowls is a good way of

    keeping fit and healthy without doing too strenuous an

    exercise and it can be enjoyed by all ages. The EBCis

    seeking new members, whether experienced or complete

    beginners. The minimum age for membership is 12 years

    old and there is no upper limit, so the whole family can beinvolved. Please wear flat soled shoes/trainers. A reduced

    membership fee is available for the 1styear and regular

    coaching sessions are provided on Friday afternoons. So

    come along and meet our members in the friendly, sociable

    atmosphere of the clubhouse, in Lower Bury Lane. For

    Friends of St Margarets HospitalThanks to great support andgenerous donations, nearly 1200was raised at the annual QuizNightpresented by the Friends of StMargaret's Hospital.The committeeof the League of Friends was verygrateful for all the support andgenerous donations from theenthusiastic audience -over 100 of them -who gathered inthe Catholic Church Hall, Epping in early March. Theyanswered questions on a wide range of topics, mostly light

    -hearted

    -and one on the identity of various people with

    the name of Margaret!As usual, at the intervala range ofhome-made sweet and savoury refreshments wasprovided by the Friends. Thanks were also given tomembers of the Radio Forest team -who broadcast in theHospital -for providing the PA system for the evening.The Friends of St.Margaret's are now looking forward tothe Epping Town Show on July 7th. Look out for us, nextto the Radio Forest stand, and we can show you how cashraisedin the community is used to meet requests fromwards and departments in St. Margaret's. Just recently,special name plates for the doors of in-patients in theMental Health wards have been purchased, and alsoslippers for patients who arrive on the wards without safefootwear. Over the past year, four beds were bought foruse on the wards for nursingpatients with special needs.On August 11th the Friends will be holdingourpopular annual Summer Lunch at the home of Mrs DiCollins -Garnish Hall.Again, all funds raised from thisevent will be used tobuy the items of equipment andcomforts which the NHS cannot provide,for the wards andclinics of our local Hospital.The Friends would also begrateful if local people would give support in otherways. Could you hold a fund-raising event for St.Margaret's -a coffee morning, a lunch, sponsored run -knit -abseil -headshave...?     Quality, Reused Furniture, Appliances, Nursery & Household Goods

    We are a not for profit Social Enterprise, working in partnership with Lighthouse Enterprise, a registeredcharity , to serve the local community. We provide white goods and household items to the generalpublic and to those on a low income at significantly reduced prices (in some instances free). We workwith a wide variety of agencies and seek to help those who are struggling to help themselves. Over 25%of our turnover goes to supporting at risk groups and their clients. As a Social Enterprise, 100% of ourfunds raised are reinvested into the organisation to pay core running and operational costs, and anysurplus is used to allow us expand and help more people. There are no shareholders or anyone else

    profiting from our operation. We are always very grateful for any donations and grants. We provide volunteering opportunitiesfor everyone and work with a range of local agencies to provide support for individuals that have been marginalised either

    through ill health, long term unemployment or life experiences. Volunteering can help gain confidence, rebuild self esteem andt is rewarding. We provide a caring, professional and supportive service without prejudice or discrimination, and recognise ourcommunity is socially diverse. We also believe that all people regardless of race, culture, age, disability, religion, gender orifestyle should be respected and treated equally. Our service is driven by the needs of our clients and is delivered byndividuals with a total commitment to community service.Who can use the schemewe are open to everyone.Do we deliverYes. There is a one off charge for home deliveries (based on postcode) regardless of the number of itemspurchased. What do we collect ? Collections of clean domestic furniture, appliances and other reusable items generouslydonated by local people and companies. There is no charge for this service. Upholstered furniture must comply with fire safetyregulations and be in good clean condition to meet Trading Standards requirements. Our workshop staffrecondition, repair and test all electrical items to ensure they function correctly, work as designed andare electrically safe.     Let off Steam -Become a Volunteer on Your Local Heritage Railway Local people are being invited to get involved as a volunteer in one of Essex's newestheritage railway attractions. The railway is hosting special days when members of the publiccan find out more about the huge range of volunteering opportunities on this localcommunity project. No prior railway experience is required as full training can be given andhere is no minimum commitment. The events commenced at North Weald Station, on the

    11 and 12 May, (so look out for future dates). The Railway won three national awards in2012 in recognition of the hard work our volunteers have put into restoring the railway andrunning services last year. Local businesses have welcomed the return of the Railway due

    o the additional custom that they have seen. Colin Dye, Chairman and a founder memberof the society said:Our volunteers come from many different backgrounds and with fulltraining given there is no need to be from a railway background. There are opportunities forpeople to volunteer as porters, catering staff, guards, signallers and station masters but alsofor people to volunteer during the week maintaining the stations, signalling, locomotives,carriages and wagons. The events themselves are free but spaces are limited. Places mustbe pre-booked by calling Dean Walton on 07880 748259 beforehand. Further details will begiven at the time of booking. The Railway is totally reliant on volunteers in order to run itsheritage trains, and they undertake all tasks include drivers, firemen, signallers, stationmasters, guards, porters, catering staff, booking office clerks, shop staff and all the staffneeded to run a successful railway. Simon Hanney, General Manager said:The Railway has won three national awards, overwhelmingly due to the dedication of our volunteers. The Railway is reliant onts volunteers and we need more to join our friendly and welcoming team to ensure that we can continue to operate trains and
