Statement of Significance:
Seawall evidences reclamation and permissive occupancy of crown land since early
Twentieth Century. The group has significance for its ability to interpret a lost connection
with Beckton house, a grand residential estate. The site has the ability to evoke the early
character of the precinct. The place has identified associations with significant persons,
McCulloch and Bush. The site retains its naturally evolved estuarine environment. The
group is a landmark along the waterfront. The buildings are a good example of the re-
creational group of a grand residential estate typology. The structures exemplify the use of
locally quarried stone. The dressing shed, although reconstructed is a rare example. The
tidal pool is a rare, intact substantial example.
Historical Notes
or Provenance:Two undated subdivision plans of Carinya Estate and Sea Breeze Estate Cronulla (sic) were
of land that was not on the waterfront. These indicate the identity, however, of a number of
the residents at Lilli Pilli Point at this time. This spot, with its elevated incomparable views of
Port Hacking, was also, as indicated by the location of a government wharf, a point of
access for residents and holiday makers on the southern shore of Port Hacking. There was a
regular boat service to Simpson's Hotel at Bonnie Vale and to other properties bordering the
National Park.

Estuarine Landscape
From the earliest years of settlement the native timber was cut out. Clearing proceeded from
the time of Holt in the 1860s, first for farming and later for suburban development. Only the
steep sandstone valleys have managed to survive relatively untouched.

The Grand Residential Estate Post 1900 Freehold
More pretentious homes were built after 1900 when the Holt Sutherland Estate Act, which
allowed lessees to convert their land to freehold, was passed.

Boating, Fishing, Bathing
The traditional waterside ensemble of boatsheds, baths and skids or ramps has been a part
of the Port Hacking landscape for a century.
The practice of saltwater bathing became popular in the late 19th and early 20th century.
Health was one of the principal motivations,
“Sea water […] has a much greater tonic effect than fresh water,” writes one advocate in
1917, "This is exerted through the skin and nerve endings and through them through the
entire body”.

In the late 19th and early 20th century, Australians were embracing saltwater bathing for
health and pleasure, Saltwater bathing still required privacy and colonial legislation forbade
daylight bathing. Private saltwater baths, especially in inland waterways, were one response
to the pleasures of bathing and the modesty of the era.
Saltwater baths in the Port Hacking area are commonly constructed of sandstone rubble to
form two groynes or extensions perpendicular to the shoreline. Once the stone groynes are
constructed, the baths are enclosed with a shark-proof metal mesh or timber fencing.
Traditional boat sheds and weekenders on Port Hacking are timber structures built at the
high tide line and incorporate boat skids and bathing enclosures. While their construction is
often provisional, they incorporate local sandstone in forming footings, retaining walls or
berms for bathing enclosures.
Boathouses along the shore are typically constructed of lightweight timber materials for ease
of transport and assembly. They are generally casually constructed and may not have
required professional carpenters and/or builders for their construction. Weatherboard seems
to be the predominant material for cladding the exterior of boathouses in this region.
The typical boat ramps and/or skids in the Port Hacking area appear to be timber for ease of
boat movement. More sophisticated boat ramps using iron rails are more commonly
associated with boat yards or repair locations.
Becton’ was built in the first decade of this century on approximately 17 acres of land
acquired in the first subdivision of Lilli Pilli by the Holt Sutherland Estate. The land holding
fronted both Lilli Pilli Road and Gannons Bay Road, with outlooks towards Gymea and Royal
National Park. The original owner was the Chief Engineer of the Australian Gas Light
Company, Thomas James Bush. He acquired a 56 year lease in 1899, and purchased the
freehold in 1913. The house he constructed, while built of brick in the Federation style, was
largely used as a weekender or holiday house.

Bush named the block after the Beckton Gas Works in the East End of London where he had
worked before coming to Australia. The house and land were let in 1913 by Bush’s executor
to A. Sidney MacCulloch who, in 1922, purchased the property. The property then passed,
by will, to A. S. MacCulloch’s nephew Dr H. T. C. MacCulloch. The present owner, Miss A.
M. H. MacCulloch is the daughter of Dr H. T. C. MacCulloch, thus maintaining an unbroken
family occupation of the house for over 80 years.
The house was extensively altered by Dr MacCulloch in the early 1940’s and again in the
1960’s and early 1970’s.
Until the subdivision of the estate in the 1960’s, the property was maintained as a small
holding with an improved area of some 3-4 acres around the house laid out in kitchen
gardens, flower beds and a grazing area for a cow and sheep. The rest of the property
remained as bushland.
Dr H. T. C. MacCulloch and his two daughters, Marion and Allison, lived at ‘Becton’ during
the 1950’s, and the large vegetable and fruit garden, the tank stands, the various
outbuildings – coolhouse, boatshed, bathing shed, garage – and the traces of a cow
paddock, all spoke of another era when this was not part of metropolitan Sydney, and any
residence had to be relatively self sufficient.
The estate was subdivided for housing during the latter part of the 1960s.
The 1930 aerial photograph shows ‘Becton’ the boathouse, shed, pool and jetty as the only
development on the foreshore of Lilli Pilli Point original.. The boatshed, changing shed,
sandstone tidal swimming pool and jetty are shown in the 1959 survey. The dressing shed
is a 1980s replacement of the original.

Physical Description: A single storeyboathouse and change shed and pool in an estuarine, bushland setting that
has retained its historic context. The buildingsare built forward of Foreshore Building Line.
The boatshed is built on a sandstone basecourse. The site has seawall of sandstone block,
tidal pool, timber jetty and pontoon and stone ramp. The site is informally landscaped and
features mature trees, indigenous vegetation and lawn and provides an appropriate setting
for the structure. The façades present simple symmetrical elevations and areclad in
weatherboard with a paint finish. The roofs are gabled with a steep pitch and have close
exposed eaves. The roofs are clad in corrugated sheet metal and feature timber finials. The
doors are centrally located and are timber boarded. Fenestration comprises vertically
proportioned timber windows with sash.
The interior was not inspected.
Physical Condition: The building appears to be in goodcondition.

Statement of Significance:
Evidences the subdivision of the Gunnamatta Bay Subdivision 1895, 1912. Evidences
settlement following the subdivision and sale of the Gunnamatta Bay Subdivision 1895, 1912
spurred by tramline to Cronulla 1911/1939. The structure evidences the development of
Cronulla as a resort in the early twentieth century. The site has the ability to evoke the early
character of the precinct. The building contains detailing of the Federation style. The
building is a good example of the typology waterfront cottage. The location of the building
on the beachfront is now unusual. The building is a rare example of early twentieth century
construction.
Historical Notes or Provenance:
While most of the land east of the Woronora River was held by the Holt Sutherland Estate
Land Company Ltd., which delayed settlement, an important exception was South Cronulla.
This government reserve for defence purposes was released for subdivision in 1895 and the
'Village of Gunnamatta' was proclaimed in 1899. At this time Cronulla was shaking off the
image of a fishing spot and haven for shell gritters, as leisure patterns changed. It was on its
way to becoming a resort.

Long before the opening of the tramline Cronulla was called, in 1904, 'the Manly of the
southern side of Sydney'.' Not only holiday makers but also families were becoming
permanent settlers. Shire councillor and boat-builder, John Hill, claimed in 1909 that
'Cronulla is alive with children'. Cronulla Public School opened in 1910 to cater for these
children. In South Cronulla it was reported that 'hundreds of houses have gone up - not
merely summer seaside boxes, but substantially built villa residences'.

A steamer service operated into Port Hacking for a few years, but was abandoned when
land transport became more reliable. When the Sutherland to Cronulla tramway was under
construction in 1910 material was brought by cargo ships to the wharf in Gunnamatta Bay.
David Kirkby wrote that this was the impetus for establishing a steamer service between
Sydney Harbour and Cronulla. The building of the Salmon Haul ocean wharf at South
Cronulla in 1919 was an attempt to bring Port Hacking into the ambit of the coastal shipping
trade. This exposed position seems an odd place to build a wharf. It was an attempt,
however, to avoid the shallow waters of Gunnamatta Bay. The wharf, which was
predominantly constructed with tourists in mind, was an expensive fiasco. The North Coast
Steam Navigation Company (NCSNC) which operated the service, and had contributed to
the cost of the wharf, found that the service did not pay. After a few months local people,
who had hoped that they would be inundated with tourists, were badly disappointed. The
boats did not stop at the new wharf, but after coming into the port steamed straight back out.
The NCSNC claimed that the wharf could only be safely used in calm weather. This may
have been only an excuse to downgrade a service.

The subdivision of the South Cronulla peninsula in 1895 had a dramatic effect on patterns of
settlement in the district. This government reserve, south of Yowie Street (now Surf Road
and the boundary of the Holt-Sutherland Estate), was first offered for sale in September
1895. At this auction Cridland maintained, 'most of the Gunnamatta Bay frontages were sold,

buildings) and seven acres at Hungry Point, reserved for defence purposes. The plan for the

on their present shape. 'In the interim, the Village ofGunnamatta had been gazetted on 25
November, 1899. What had simply been known, as Cronulla Beach, was now officially a
village. The following year legislation was passed that allowed Holt-Sutherland Estate
tenants to convert their leases to freehold. An upsurge in building activity was the result.
A plan for the sale of town lots in 1900 in the newly created Village of Gunnamatta, indicates
that a complex of maritime structures had been built, or were under construction, on the
eastern side of the head of Gunnamatta Bay. The squatters' huts were still there and their
numbers may in fact have increased. In 1902 when these lots were offered for sale again
there is no evidence of any of these buildings (except for the wharf complex). The Zinna
Street (now Tonkin Street) blocks for sale fronting Gunnamatta Bay had by this time all been
reduced in size to allow for a roadway 'of variable width' which permitted access to the
reserve that had been created where the complex of maritime structures was located.

Some of the original buyers of land in South Cronulla subdivided their large blocks. In 1914,
for example, eight acres (lots 262, 263 and 264) 18 near the fish hatcheries were
subdivided. The advertisements for this and another subdivision in 1912 both emphasised
the proximity of the tramline, which terminated in Shelly Park. This latter subdivision shows,
in addition to other residences, the location of three Nicholson Parade houses overlooking
Gunnamatta Bay. In 1915 seventy new buildings were erected in Cronulla. The population
was 1500 and, it was reported, 'as a watering place its popularity is growing with each
season. There is a strong demand for building lots'.

Subdivision Of Cronulla Peninsula
The opening of the Sutherland-Cronulla tramline in 1911 precipitated a rash of subdivisions
along the route. A 1917 topographical map of Sutherland Shire reveals the main patterns of
settlement. By this time there was extensive building at Cronulla and, on a smaller scale, at
Sutherland.

Early subdivision followed the railway. Little development occurred beyond Sutherland,
however. The first suburban boom occurred at Cronulla just prior to the First World War. At
first holiday homes and weekenders predominated but the settlement soon became
permanent. Development gradually spread out along the tramline, and then out towards the
foreshores. Growth was assisted by the provision of electricity (from 1917), water from the
Woronora Dam (1931) and sewerage (from 1952).

Part of 300 acres reserved for Military uses, notified 24 December, 1861, subdivided as the
Gunnamatta Bay Subdivision in 1895. Re-subdivided in 1912 as the Gunnamatta Bay
Estate, Cronulla. The subject site is Lot 19 of the 1912 subdivision. The structure is evident
on the 1930 aerial photograph and is the only building on the Lot until 1961. The owner
advised Council that the original structure was built c.1910-1915.

Physical Description: A single storey freestanding cottage that dates from c.1910-15 in a beach / suburban setting
that has lost its historic context. The building is built forward of the Foreshore Building Line.
The site has a contemporary metal palisade fence. The site is informally landscaped and
features palms and ferns. The façade presents a simple elevation and is clad in
weatherboard and fibro with a paint finish. The roof is hipped. The roof is clad in corrugated
sheet metal and features timber finial at rear. A verandah wraps around the building and
has a straight profile. It is clad in corrugated sheet metal with timber boarded infill.
Fenestration comprises fixed glass and timber sliding windows with coloured glass highlights
to verandah infill and timber sliding doors with sidelights behind.
The interior was not inspected.
Physical Condition: The building appears to be in good condition.

Historical Notes
or Provenance:While most of the land east of the Woronora River was held by the Holt Sutherland Estate
Land Company Ltd., which delayed settlement, an important exception was South
Cronulla.This government reserve for defence purposes was released for subdivision in
1895 and the 'Village of Gunnamatta' was proclaimed in 1899. At this time Cronulla was
shaking off the image of a fishing spot and haven for shell gritters, as leisure patterns
changed. It was on its way to becoming a resort.

Long before the opening of the tramline Cronulla was called, in 1904, 'the Manly of the
southern side of Sydney'.' Not only holiday makers but also families were becoming
permanent settlers. Shire councillor and boat-builder, John Hill, claimed in 1909 that
'Cronulla is alive with children'. Cronulla Public School opened in 1910 to cater for these
children. In South Cronulla it was reported that 'hundreds of houses have gone up - not
merely summer seaside boxes, but substantially built villa residences'.

A steamer service operated into Port Hacking for a few years, but was abandoned when
land transport became more reliable. When the Sutherland to Cronulla tramway was under
construction in 1910 material was brought by cargo ships to the wharf in Gunnamatta Bay.
David Kirkby wrote that this was the impetus for establishing a steamer service between
Sydney Harbour and Cronulla. The building of the Salmon Haul ocean wharf at South
Cronulla in 1919 was an attempt to bring Port Hacking into the ambit of the coastal shipping
trade. This exposed position seems an odd place to build a wharf. It was an attempt,
however, to avoid the shallow waters of Gunnamatta Bay. The wharf, which was
predominantly constructed with tourists in mind, was an expensive fiasco. The North Coast
Steam Navigation Company (NCSNC) which operated the service, and had contributed to
the cost of the wharf, found that the service did not pay. After a few months local people,
who had hoped that they would be inundated with tourists, were badly disappointed. The
boats did not stop at the new wharf, but after coming into the port steamed straight back out.
The NCSNC claimed that the wharf could only be safely used in calm weather. This may
have been only an excuse to downgrade a service.

and the boundary of the Holt-Sutherland Estate), was first offered for sale in September

the structure extant. The pattern of development of that time was waterfront cottages. The
structure was the only building on the site until the late 1960’s when another house was built
near the street. In 1965, owner G. H. Middleton applied to build a new house on the Lot. At
that time there was the subject structure, which he describes as ‘a building mainly of stone,
tiled roof built as a boatshed, but converted into a residence comprising a living room,
enclosed verandah and bathroom’, a boatshed and a 2 room shack. In 1966, a 2 room, fibro
structure behind the boathouse was demolished in accordance with Council conditions. The
boatshed was demolished in the 1970’s. Additions to the rear were approved in 2001.

adjoins a public access stair and is elevated on brick piers. The site has a fence of stainless
steel wire. The site is landscaped and features mature trees and provides an appropriate
setting for the structure. The façade presents a simple asymmetrical elevation and is clad
inweatherboard battened fibro with a paint finish. The roof is gabled with a medium pitch
and has exposed eaves. The roof is clad in terracotta tile and features battened fibro
cement gable end. A verandah wraps around the building and has a straight profile. It is
clad in terracotta tile and has been infilled with weatherboard and glazing. The door is offset
and is sliding timber. Fenestration comprises vertically proportioned 2 and 4-pane timber
sliding windows.
The interior was not inspected.
Physical Condition: The building appears to be in excellent condition.

Boatshed evidences permissive occupancy of crown land since 1960. The building is an
example of a Postwar boatshed.
Historical Notes
or Provenance:It was not until a ferry service was established at Tom Ugly's in 1864 that the district had a
river crossing designed to bring people into the district instead of around it. Landowner
Thomas Holt was pleased with this move and promised to give thirty pounds a year to the
upkeep of the ferry. The punt would be a link on a shorter route between Sydney and
Wollongong and 'enable landholders to take the produce of their farms to the metropolitan
market'. Dominic Dolan, another Port Hacking landowner, was elated. He had, he claimed,
'bought land from the government on the faith of having a punt there and a public road
thereto'. The punt was opened and it was only a couple of years before Dolan got the
second part of his wish. According to Cridland, an 1865 Department of Lands plan shows the
survey of what is now Port Hacking Road from Sylvania to Dolan's land 'midway between
Caringbah and Lilli Pilli'. In 1866 a government road was constructed from the punt to the
Old Illawarra Road at what is now Engadine. The scattered population now had access by
road to Sydney and to the Illawarra district.
A 1901 subdivision plan of Turriel Point, offering 99-year leases on Holt Sutherland Estate
land, contains two names that were well known in Sydney legal and political circles. R. C.
Critchett Walker, 'a noted and influential public servant' and also a National Park trustee from
1889, built Moombarra, a single storey yet substantial holiday cottage in the early 1880s,
despite the fact it was still only a lease. Terry Kass has noted that from his front garden he
could 'look across a short distance to the holiday residence of J. H. Want', barrister and
politician." (Presumably on the other side of Little Turriel Bay Road, marked as Government

Road on this plan). The other notable resident here was E. P. Simpson, Want's nephew, a
noted commercial lawyer and one of the directors of the real estate firm Richardson &
Wrench (the auctioneers for this subdivision). He also had land on the southern side of Port
Hacking where he had built Mount Telford in the early 1890s.

Part of Thomas Holt’s grant of approximately 133 acres, Portion 50 of the Parish, subdivided
and offered for sale in 1901 as the Holt Sutherland Estate, Turriel Point. The subject site lies
within Lot 1 of that subdivision, which was a 5 acre lot. The early aerial photographs
recorded two houses on the Lot, located at today’s 709 – 711 Port Hacking Road and 22
Shiprock Road. There is a boat house associated with this latter dwelling (22 Shiprock
Road) and a second boat house on today’s No. 30 Shiprock Road. The subject boatshed is
not apparent on the 1930, 1942/43 or 1955 aerial photographs. It can be seen on the 1961
and 1970 aerial photographs. The Council files have no record of the construction of this
structure, recording only alterations and additions to the dwelling, a garage and inclinator.
Janette Anderson, current owner, wrote in April, 2010, stating that the boatshed was built by
the previous ownerin 1965.
Physical Description: A single storey freestanding boatshed that dates from the Postwar period, later than the key
period of significance of the Holt Sutherland Estate Turriel Point, in an estuarine bushland
setting that has retained its historic context. The building is built forward of the Foreshore
Building Line and the Mean High Water Mark and is elevated on concrete piles. The site has
a natural rock-face and beach,and a jetty and pontoon. The site also features a steel stair
and rear deck. The site is informally landscaped and features mature trees and provides an
appropriate setting for the structure. The façade presents a simple asymmetrical elevation
and is clad in weatherboard with a paint finish. The roof is gabled with a medium pitch. The
roof is clad in glazed terracotta tile and features decorative barge boards and timber finials
uncharacteristic of the Postwar period. The door is offset and is roller shutter.
The interior was not inspected.

Historical Notes or Provenance:
In 1903 there was a subdivision Holt Sutherland Estate land on the western shore of
Gunnamatta Bay as far south as Shell Road. Further subdivisions of this land post-dated the
construction of the tramline in 1911. The location of a tram stop at the top of Woolooware
Road was important at a time when people relied on public transport. One of these plans
Smart’s Estate subdivided in 1923, shows a rural estate with a sparse scatter of dwellings.
The most substantial dwelling in this area seems to be Kilkivan, the residence of V. C.
Couldrey, to the west of Gunnamatta Road.

Holt Sutherland Leases
The Holt-Sutherland Estate Land Company Ltd. Formed in 1881.The subsequent provision
for 99 year leases over Holt's land made it possible for the subdivision of land (for leasing) to
begin. The Holt-Sutherland Estate was historically unique. For decades it inhibited
development. It was only when restricted tenancies were converted to freehold that farms

In 1900, the Holt-Sutherland Estate Act enabled tenants to convert their land to freehold title.
Subdivided as the Holt Sutherland Estate, Gunnamatta Bay and offered for auction sale on
20 November, 1903. The boatshed is evident on the 1930 aerial photograph, where it
appears as narrower than the current structure. By 1955, the structure had been extended
to the current dimension. The slip rails are evident in the early photographs.
Physical Description: A single storey freestanding double boatshed. The building is built forward of the mean high
water mark. The site has a seawall of sandstone and rubble and a sandstone ramp with
concrete topping and direct water access. The site is sparsely landscaped with turf and
specimen plants. The façade presents an asymmetrical elevation and is clad in battened
fibro with a concrete basecourse. The roof is gabled with a medium pitch and has exposed
eaves. The roof is clad in corrugated sheet metal. The doors are a pair of fibro cement
sheeted hinged doors.
The interior was not inspected.
Physical Condition: The building appears to be in fair condition.

Statement of Significance:
Seawall evidences reclamation and permissive occupancy of crown land. Evidences
settlement following the subdivision and sale of the Gunna Burra Estate – 1921. The
building has ability to interpret a lost connection to the Minamurra Estate. Historic use of
local sandstone. Longevity of use in one family ownership. The place has an identified
association with Walter Scott Taubman, a significant person. The site retains its naturally
evolved estuarine environment. The building is a landmark along the waterfront adjoining
the main f
