ADVANCING RIGHTS FOR THOSE WITH DISABILITIES

Each day, individuals with disabilities

face numerous challenges. It can be

easy for many of us to ignore the

fact that others may struggle with

daily tasks, such as riding public

transportation; eating at a

restaurant; or even putting one’s

shoes on. One of my goals has beento ensure that individuals with

disabilities have the ability to access

the services they need in our city.

Although there are state and federal

requirements regarding accessibility,

the reality is that many

improvements must still be made to

better assist individuals with

disabilities.

With the assistance of disability

rights advocates and city

departments, our office introduced

groundbreaking legislation on the

25th anniversary of the enactment of

the Americans with Disabilities Act(ADA) last year. The legislation

requires that the front entrances of

places of public accommodation are

made accessible to people with

disabilities. In addition to mandating

accessibility, the legislation creates a

Disability Access Compliance Unit

comprised of multiple department

representatives that will assist

property owners in complying with

the mandate in a more efficient

manner.

The legislation also empowers the

Access Appeals Commission to hear

cases and make determinations

when a property owner faces

challenges with making the

accessibility improvements, such as

technical infeasibility, unreasonable

hardship (economic factors), or the

need for equivalent facilitation of

services. This formal documentation

is important, as many property

owners and/or businesses who

attempt to make accessibility

improvements often have difficulties

given the historic nature of abuilding or the surrounding

topography.

Over the years, many businesses

have also expressed concern over

“drive by” lawsuits. Under the ADA,

both property owners and business

tenants can be liable if sued for non-

The Budget Committee supported

the legislation at its March 23rd

meeting, and the legislation will be

voted on by the Board of Supervisors

on April 5th. Through this

legislation, San Francisco is leading

the way to ensuring that everyone

has access to the services they need.

Our Front Yard Ambassadors Program

helps Sunset residents remove concrete

and install landscaping in their front

yards with the assistance of experts and

volunteers. Through the Front Yard

Ambassadors Program, we have installed

62 gardens on 14 blocks and removed

7,035 square feet of concrete in the

Sunset District thus far, which will divert

84,420 (and counting) gallons of water

from our combined sewer system. All

gardens are planted with drought

tolerant and low maintenance

landscaping that grows well in the Outer

Sunset.

Participants receive approximately

$1,500 of improvements and are only

required to pay a nominal $100 fee to

participate. Applicants must partner with

a minimum of four houses on their block

(five total).

Ambassadors Program will be openthrough May 31, 2016 and can be

Taraval Street will soon have its first

parklet at Rolling-Out Café (1722 Taraval

Street near 28th Ave). Owner Bruno Tse

brought his vision of an outdoor café and

community gathering space to life with the

help of volunteers, landscape architects

from SF Public Works, the Planning

Department Pavement to Parks program,funding from the the Office of Economic

and Workforce Development (OEWD) and

over 100 individual donors.

The parklet is nearing completion, and a

grand opening celebration is being

planned to occur in the coming weeks. If

you would like to join the ribbon cutting

and celebration, and take in the ocean viewfrom the new parklet, please contact

Rolling-Out Café at

Recently, you may have noticed

construction and landscaping taking

place on Sunset Boulevard. As part of

the Sunset Boulevard Greenway

Project, the San Francisco Public

Utilities Commission (SFPUC) is

installing rain gardens strategically

along the western side of Sunset

Boulevard to reduce stormwater from

entering the sewer system and allow

for water to directly infiltrate the soil

to help replenish our groundwater.

The Pilot Phase of the constructionwas completed in November 2015.

Phase1 construction between Taraval

Street and Sloat Boulevard is

currently happening and will be

completed by April 2016. Phase 2

construction between Ortega and

Taraval Streets will occur from April

to August 2016, and Phase 3

Supervisor Tang, in her role as a

Commissioner on the San Francisco

County Transportation Authority

(SFCTA), requested that the SFCTA

conduct a Strategic Analysis Report

(SAR) regarding transportation for

west side residents. This report,

which was adopted by the SFCTA onMarch 22nd, analyzed the options

for improving access to west side

transit hubs, especially West Portal

and Daly City BART stations, with the

ultimate goal of encouraging

alternatives to driving alone to

access transit hubs or downtown.

One of the key recommendations

that came out of the report is to

leverage underutilized routes to

strengthen connections to hubs. In

particular, Supervisor Tang is

interested in re-purposing the 66-

Quintara line to not only serve the

existing route, but to serve an even

greater ridership between the

various transit hubs. Please stay

We had a great Community Work Day

on March 19th, where volunteers

helped assemble the community garden

beds and plant them. (Supervisor Tang

is looking forward to having fresh

lemons from the lemon trees that were

planted!)

4:00pm. We will be completing the

gardening work. Playland at 43rd

Avenue is a project aimed at

transforming the Francis Scott Key

Annex, an underutilized site at 1360

43rd Avenue into a community resource

for families.

habitat in the park. Free parking is

Stern Grove is offering free Summer ArtPrograms for children, which include Kids

Camps for children between the age of 8-12

The Kids Days are single day programs taught

by organizations such as Dance Mission,

Tacuma King and Company, and the San

Francisco Ballet. Adult guardians must attend

with participants. All programs take place at

Stern Grove, located at 19th Avenue and Sloat

Boulevard. Registration is now open.
