Kickstarting CSP as Chile’s perfect energy solutionmuch has been said about the potential of the CSP market in Chile and there has also been a lot of media hype surrounding the unlimited solar opportunities in this country. whether you are an idealist or a realist there are some key facts about Chile that cannot be denied:

> FACT: The cost of electricity in Chile is one of the highest worldwide and its demand is expected to keep growing in the future

> FACT: nearly 100% of Chile´s energy is imported, leaving the country vulnerable to price fluctuations and supply chain problems

> FACT: The direct normal irradiation (dni) is among the highest in the world in the Atacama desert, up to 3,800Kw/h at high altitudes

> FACT: The demand curve in the Great north, where most of the CSP development is expected, is continuous and flat 24/7 making CSP ideal compared to other potential renewable sources

> FACT: law 20257 was passed in 2010 with a stipulation that 10% of total energy generated in Chile has to come from renewable sources

> FACT: mining companies and other industries are trying to minimize their carbon footprint whilst enhancing their international competitiveness

looking at the facts you will see that Chile is a perfect storm: the energy-starved market suffers fluctuations but its relatively small size makes it hard to tip negotiations in its favor. Therefore taking advantage of an unused, plentiful resource of the desert seems like a no-brainer.

Realizing the CSP opportunity in Chile however time teaches us that the most logical solution to the problem is often ridden with challenges. And Chile is no exception.

Being a free market, there is very little government intervention to help develop renewables, other than law 20257. As a consequence, the main established utility in the country has become very conservative and are looking after their interests. for the most part this is to keep everything exactly as it is and to continue raising energy prices when costs rise.

however, a free energy market isn´t necessarily the best policy for Chile´s interests. it keeps the country dependent on energy imports and vulnerable to price fluctuations that could easily make them uncompetitive internationally. for that reason the Chilean government wants to help along the evolution of renewable energy in its strategic energy frameworks.

The mining companies, who in the Great north are the biggest consumers of electricity are equally conservative in terms of energy procurement.

mining companies have a history of dealing with their own sourcing and PPAs but they are conservative in their approach. The CSP industry must clearly expose and prove the flexibility and dispatchability of the energy produced to the grid.

furthermore, there are plenty of challenges in Chile to develop projects, least of which is the fact that in the middle of the Atacama desert, with the highest dni in the world, the chances of coming across plentiful water is next to zero. The mining companies pump their water from the ocean hundreds of km away and then desalinate it for use in the mines, but this is an impossible cost for CSP companies to face. Consequently, dry cooling is the only solution when developing in the desert. Adding to that the cost of thermal storage, a must-have in the Great north in order to match demand, makes the CAPEX costlier in a country where private banks are reluctant to lend to CSP projects. And to top that all off CSP must be seism-ready, as Chile is in an area where seismic activity is frequent and very strong, so it requires more attention and cost to lay the foundations appropriately.

First priority: Reduce costs to compete with fossil fuels The basic message here is that in order to stay and succeed in the Chilean market the costs must come down – and fast! The added technical difficulties provides an opportunity to become competitive, build a track record and gain the trust of the multi-billion dollar mining industry. This would undoubtedly open new doors for CSP development going forwards. make no mistake the stakes for the industry in Chile are very, very high!
