1. Introduction

A public meeting for the LA 143 – US 165 Connector and Ouachita River Bridge Environmental Impact Statement (EIS) project was held at the Monroe Civic Center, Ouachita Room, 401 Lea Joyner Expressway, in Monroe, Louisiana, on Tuesday,

March 12, 2013. The meeting was held from 5:00 p.m. to 7:00 p.m. A public officials preview was held from 4:00 p.m. to 5:00 p.m. on the same day.

This document provides copies of the public meeting materials, sign-in sheets, and a summary of the March 12, 2013, public meeting events. Comments received from local officials and stakeholders from the date of the public meeting through the close of

the public comment period on March 22, 2013, are provided.

2. Public Meeting Notice

A public meeting notice was published in the NewsStar on March 1 and March 8, 2013, and the Ouachita Citizen on March 7, 2013. The advertisement copy of the meeting

notices and affidavits of publication are provided in Appendix A. A meeting flyer and postcard indicating the project name, purpose of the meeting, date, place, and time were sent via email or U.S. mail to key stakeholders, elected officials, and members of

the public who requested project correspondence. A reminder e-mail was sent to local officials on March 7, 2013. Copies of the postcard, flyer, reminder e-mail, and contact lists are provided in Appendix B.

The public meeting was also announced on page 6 of the Monroe Chamber of Commerce Weekly Report for March 11, 2013 (Appendix B).

3. Press Release and Media Coverage

The LA 143 – US 165 Connector and Ouachita River Bridge Project was covered by

the NewsStar on March 13, 2013. The Monroe news television station, KNOE 8, provided an announcement of the public meeting at the 5:00 p.m. broadcast on March 12, 2013. Copies of the media coverage for the public meeting are provided in

Appendix C.

4. Meeting Events

Utilizing a contact list of interested parties developed in coordination with the Louisiana Department of Transportation and Development (LADOTD), elected officials were

invited to a meeting at the Monroe Civic Center from 4:00 p.m. to 5:00 p.m. A letter of

invitation for the meeting was mailed on March 5, 2013. A sample letter and copy of the mailing list are provided in Appendix D.

The elected officials meeting preceded the public meeting and provided local officials an opportunity to preview the materials and displays related to the EIS process that is

underway. A PowerPoint presentation describing the project and explaining the purpose of the meeting was shown.

The public meeting that followed was organized in an open house format. The same PowerPoint presentation that was shown to the elected officials was shown for the public meeting as an automated loop presentation with voiceover. The presentation

repeated approximately every 20 minutes and was shown for the duration of the open house. A copy of the PowerPoint presentation with the voiceover script is provided in Appendix E.

The purpose of the public meeting was to present the results of the travel demand and toll study, explain the centerline development and screening process, and identify the

three corridors recommended for alternative development and evaluation in the EIS. Traffic and tolling scenarios with and without the Ouachita Loop were reviewed to demonstrate how these data support the purpose and need presented previously at the

Public Scoping meeting held on August 14, 2012. General design criteria were also presented. In order to obtain input from the public on the project and recommended alternative corridors, a comment form and map were provided in the handout

(Appendix F).

In addition, the public meeting was an opportunity for any interested party to request

participation in Section 106 of the National Historic Preservation Act consultation to address cultural and historical resource issues related to the project. Three organizations expressed interest in the Section 106 consultation process as indicated

on the Section 106 sign-up sheet (Appendix G).

5. Attendance

Seventy persons registered their attendance on the sign-in sheets. Of these persons, 12 were public officials, 11 were representatives from LADOTD and the Federal

Highway Administration, 8 were members of the project consultant team, and 39 were members of the public. Copies of the sign-in sheets for the officials meeting and public meeting are provided in Appendix H.

6. Public Comments

The public was offered two opportunities for submitting their comments for the record during the public meeting. A comment form was provided in the meeting handout and a transcriber was available during the course of the meeting to record verbal

comments. Written comments by electronic mail received through the close of the comment period, which was established as March 22, 2013, are provided in Appendix I. Comments sent via U.S. mail and postmarked by that date are also

included in Appendix I. A transcript and transcript certification of the verbal comments are provided in Appendix J.

Commenters who indicated a preference for Corridor 1 noted that the corridor avoids existing neighborhoods. Additional comments noted that the fourth bridge is needed and will provide better access for emergency services; reduce traffic congestion at

peak hours; improve travel to the northern portions of Monroe and West Monroe; relieve congestion on existing bridges and travel routes; and support growth that is already taking place to the north and northwest.

Some comments pertained to natural resources including preservation of the natural environment integral to the Ouachita River. It was suggested that a non-development

corridor easement be designated along the river to protect the aesthetic and wildlife resources with the intention of voluntary participation by landowners.

Comments and questions received by the project team during the meeting, but not formally submitted for the written record, are listed below:

1. Why is Terminus AE being considered when Terminus AD is a direct connection to Finks Hideaway?

2. Is there an opportunity for the residences next to Terminus AD to be bought out and moved to better housing?

3. Has a crash/safety study been performed for the eastern termini?

4. Why was the centerline that hugs/parallels the levee eliminated?

5. Have / will ramps / partial cloverleafs / cloverleafs / continuous flow intersections been/be considered?

6. Is there any funding for building this project?

12. Will the facility have any exits between the western and eastern termini?

13. Why is the 50-year flood level referenced on the embankment typical section, and is the resulting embankment section sufficient given likely inundation of the section during the 100-year flood?

The Louisiana Department of Transportation and Development, along with the Federal Highway Administration, is proposing construction of a new highway north of the West Monroe and Monroe corporate limits. This highway would connect Louisiana Highway 143 (LA 143) in the west with US. 165 to the east. The construction would include a new Ouachita River bridge crossing near Bayou Chauvin. The DOTD will hold an open house public meeting on Tuesday, March 12, from 5-7 p.m. in the Ouachita Room at the Monroe Civic Center.

OUACHITA RIVER NON-DEVELOPMENT TRUST (Mitigation proposal to protect river aesthetics and wildlife corridor)

Ouachita Parish (and NE Louisiana) is increasingly being defined by the growth and association with Century link, ULM, healthcare facilities and its outdoor hunting/recreational activities. The proposed fourth bridge has the opportunity to link these industries and our communities in an unprecedented manner. The east-west transit time (depending on limited access/continuous flow terminal design) has the potential to drop to slightly under five minutes. This will stimulate growth in the two largest economies (Monroe/West Monroe) in northeast Louisiana in many obvious as well as unforeseen manners. All four of the major industries above can be positively impacted in substantial manners. The first three of these industries will passively grow. However, enhancing the overall outdoor recreational experience may require more activism. The bridge can simultaneously initiate and showcase this enhanced outdoor opportunity in the following manner.

The Ouachita River is one of the most scenic rivers in America but its beauty is gradually being eroded by development. This river also serves as the wildlife sustaining artery for the entire upper Ouachita basin and is the home of apex avian (Bald Eagles/wild turkey) and mammalian (Black Bear/Deer) predators and prey as well as millions of migratory waterfowl. Efforts by the U.S. Fish and Wildlife Service are already underway to connect and expand the 42,594 acre upper Ouachita and 65,000 acre Felsenthal (southern Arkansas) National Wildlife Refuge Complex. After expansion, this combined complex’s acreage will approach 150,000 acres. With a combined public and private effort, the D’Arbonne National Wildlife Refuge which has comparable acreage could also be connected. A goal of a quarter of a million acre combined wildlife refuge is not unreasonable. A central core objective of this concept could be to establish a non-development corridor along the Ouachita River extending north from Bayou Desaird on the east side and Tupawek Bayou on the west bank all the way into southern Arkansas.

Using the U.S. Fish and Wildlife Service model of securing the most acreage with available resources, the efforts to protect the aesthetics of the river including old growth hardwoods , as well as the wildlife corridor, could be accomplished with non-development/timber rights easements rather than direct title acquisition. Landowners would retain title and all other rights (recreational/hunting, etc.) and obligations (taxes, etc.). This approach would curtail loss of parish tax revenue and obtain the most rapid landowner support-particularly if it is coupled with enforcement of enhanced trespassing/poaching regulations. Consistent with long standing U.S. Fish and Wildlife Service policy, only willing land owner easement sellers would participate. No land or easements would be acquired without owner consent. Areas already developed and land of non-participating landowners may be bypassed if critical to maintaining an uninterrupted wildlife corridor.

Specifically, a proposal for establishing the Ouachita River Non-development Trust consisting of a ¼ - ½ mile wide non-development/timber preservation corridor on both sides of the river could be considered. This could quickly connect D’Arbonne Wildlife Refuge with the combined Upper Ouachita/Felsenthal Wildlife Refuge and secure this critical threatened wildlife corridor. Mitigation funds required by the wetland utilization for the bridge development could secure the entrance of this corridor on either side of the new bridge. The bridge would then become the “gateway” to this massive upper Ouachita River ecosystem whose aesthetics and viability would be preserved in perpetuity and define our region.

ADELL WADDILL RANSOM:

I was elected to the Ouachita Parish Police Jury in 1987

and served until 1991, eight years. When I first was elected

to the Jury, people kept calling me on the phone, “When are

we going to get another bridge over the Ouachita River,” and

I thought, “What?” To make a long story short, we traveled

to Baton Rouge to meet the Secretary of Transportation. At

that time his name was Jude Patin. Mr. Patin welcomed us and

explained that planning was very important. Prior to our

visitation, the two mayors in Monroe were constantly fighting

over where to put the bridge, and nothing had ever been done

because they could not decide on agreement to one place. We,

of course, knew it had to be further north because our

engineer, Don Harrison, explained it’s like four straws

across a river. You need one further north. And that was

way back in 19–-I guess it was close to the ‘90s. We ended

up with what we called an economic impact study, which took a

while. It came out positive. We were very happy with that.

And we got the money through the legislature and through the

state and through the federal government. After that time

things moved slowly. We didn’t have any money for the

environmental impact study, so here we are today at a meeting

where they have wonderful maps, and we hope that all this

will prove to be forward progress for the development of the

fourth bridge over the Ouachita River. Most importantly to

think about today is the fact that CenturyLink now has a

tremendous office located on 165 North, and they have many,

many employees, and they are getting ready to add an

addition. We need to think of the people, how they can get

back and forth across the river. So I hope that this meeting

is successful with a lot of positive input and we can move on

down the road a bit more.

NELL BRADLEY:

If people that use it often, that they give them a bar

code to put on their windshield. They pay–-figure up how

much each time, or give them a break if they are a Ouachita

citizen, and they buy a bar code and pay for it for a year.

And then those that don’t use it often, pay each time. And

put it on the windshield where it’s scanned and make it for

ten years, and then, if we need to redo it, we’ll renew it.

And if they sell that car, then they peel it off and put it

on the other car. And that could go through–-I think it

would work, but I think the citizens of Ouachita that use it

often should get–-if they pay for it in a year, they should

get a little discount. That’s just my opinion. And it could

be just like a sticker for a license tag, but a bar code or

whatever and you pay so much a year for ten years. But pay

yearly.

GLENN DAVIS:

I think there’s a number of alternatives for traffic

which would be limited access for 165 up to I-20 which would

relieve the congestion out of Sterlington. And, too, with

the bridge, I think it will funnel off traffic from both

Cypress and Louisville Avenue which will undermine the retail

that’s on both of those streets which will negatively impact

the tax revenues for West Monroe and Monroe that they

presently receive from both real estate taxes and sales

taxes.

ANTHONY RISPOLI:

I just wanted to say that I think this is a great

project. I think it’s good for the community of Monroe, West

Monroe and Ouachita Parish. I think Corridor #1, which I

believe would require less expense on land cost because you

would displace less people, and I think that would prevent a

lot of inconvenience and save a lot of cost. And I just

certainly wish this project the very best and you have my

full support. I have twenty acres in the Chauvin area, and

even though I might be affected if you use one of those other

corridors, rather than go through any expense, I’d just wish

you would use Corridor #1. It looks the best of all the

corridors. With, seems like, less people involved, the

easier things will flow. That’s all I wanted to say.
