1 ISSUE 4 / NOV 2014 Strengthening connections from Croatia and Slovenia to Italy - International Memorandum of Understanding on timetable harmonization signed in Ljubljana On annual SEE event in Ljubljana on 24th and 25th September, Croatian and Slovenian national railway operators, HŽ Putnički prijevoz and SŽ – Potniški promet, signed a Memorandum of Under- standing on timetable harmonization, on line Zagreb Ljubljana Trieste. Memorandum was signed by Mr. Renato Humić (HŽ Putnički prijevoz) and Mr. Miloš Rovšnik (SŽ – Potniški promet), within a Rail4SEE field trip, on the first day, in Ljubljana Castle. What does it mean for passengers? More quality transportation service on Zagreb Trieste line in timetable 2014/2015, including the change of trains in Ljubljana, to Villa Opicina, where bus transportation is available to the final destination Trieste. Transfer time in Ljubljana will take about an hour for both directions, which will enable passengers from Zagreb to reach Italy with minimal number of transfers and shorter travelling time. The same applies to return journey, when, also, train number 410/411 continues its journey to Belgrade. RAIL4SEE summer meeting in Hungary Budapest 14-16/07/2014 The training session trip started with the introduction of Hűvösvölgy intermodal station and continued with a ride on the Children’s railway in Buda hills. The training session ended with a ride on the world’s oldest cogwheel railway. The Management Group and Steering Group meeting was held in Radisson Blu Béke Hotel where partners deeply discussed the final steps until closing RAIL4SEE project by 31/12/2014. The meeting focused on technical discussion sessions covering all project Work Packages, financial and administrative sessions, the 5 th Workshop on the potential and financial options for the international train services, and the Steering Committee session.

The purpose is strategic and operational positioning of each hub mapped at transnational, regional and local levels in the TEN-T and transnational corridors framework to define the network of first level hub cities.

At transnational level the keyword is interconnectivity: presenting the relation between hubs - regarding rail corridors and strategies in the SEE region, rail performance (demand, supply), possible future positioning of the hub (short term and long term).

TRANSNATIONAL LEVEL STRENGTHS WEAKNESSES

functions of the hub (according to TEN-T corridor)

frequent and reliable transnational connection (Venice – Bologna, Trieste; Vienna – Bologna, Bratislava; Budapest – Vienna, Bucharest, Bratislava)

good rail supply regarding TEN-T corridors

cutting down transnational rail connections in the last 20 years

unexisting or rare transnational connections (Trieste – Ljubljana, Bratislava – South East Europe, Budapest – Belgrade, Sofia, Thessaloniki)

OPPORTUNITIES THREATS

function of the hub regarding TEN-T corridors, strategies and improvements planned

the relaunching of railway connection to Turkey; an opening to East (Thessaloniki)

lack of investments in rail infrastructure and service

lack of interoperability and interconnectivity among countries

cheap air transportation

political and economic situation at national level (Italy, Greece, Slovenia, Croatia)

circumvention of the hub (Bratislava, Ljubljana, Trieste)

At national level accessibility is in the middle to present the system of settlements (feeding of transnational connections), passenger traffic performance at the national level (is passenger rail traffic loosing or gaining its importance), possible future development of the system (short term and long term).

Last, but not least at local/regional level integration is the most important factor to present passenger traffic performance in order to get to know feeding capabilities of the hubs from their gravitational area, relation cost/time/demand between car, rail, bus for different spokes.

Areas of special interest for the RAIL4SEE hubs

RAIL4SEE project final steps

RAIL4SEE is getting close to its end. On this purpose, the last Management and Steering Group meeting was held in Bologna, Italy, on the 16th October 2014. Part-ners agreed on how to close the open procedures in the different WPs. Nevertheless RAIL4SEE does not disappear on 31st December 2014. As its results make strong effect in developing railway trans-port, you will face our efforts your rail journeys throughout South East Europe.
