Your Excellency, this week was helda working meeting between Bulgarianand British companies and a receptionorganized in honor of the visiting delega-tion from sec tor Infrastructure. Wouldyou share what is the main idea of this

meeting?I would say that if you were in myplace in the British embassy and you canacquaint British companies with the goodinvestment opportunities in Bulgaria, youwill be very proud that such an initiativewas implemented. This is important foryour country to enable it to compare itsexperience with that of other Europeancountries. This is a great chance for com-panies from the United Kingdom and forother foreign companies to more seriouslystep on your infrastructure market. I amsure that any other ambassador seesthings in the same way. In that case itis however necessary to ask ourselveswhether companies from UK will be

competitive? For in-stance, there will beno sense British gi-ant such as Atkinsto compete wi thGlavbolgarstroy

for pouring cementin Sofia because itis clear that with alocal company thatwould be cheaper.

What are theBritish interests in our country? Is it pos-sible to have investment?

I think more companies from the UK willstep on Bulgarian land to invest. There willbe progress in the Internet, in technologyinfrastructure; producers will come, withoutoffices, retailers. For the two years since Ihave come here we have seen the hard pe-riod in the economy of both countries theUK and Bulgaria. Currently our economy is

on the upsurge. I think that your country hasan advantage in terms of its geographicalposition.

If I come from Bulgaria I would raisethe question of a potential partnership withTurkey. You are the main entrance to it fromWestern Europe and it is not bad to talk onthis issue. I also want to note that appar-ently the level of taxation is low and peopleare happy.

Major infrastructureprojects

Rehabilitation of the third-class road III-552 TryavnaGa-brovo from km. 23+546 to km. 39+095 has begun. The overhaulof the section with a length of 14.5 km is funded by the Publicinvestment program Growth and Sustainable Development ofthe Regions. Its cost is BGN 3.5 million. The symbolic firstsod of the site turned the Minister of Regional DevelopmentDesislava Terzieva in the presence of the Chairman of RoadInfrastructure Agency (RIA) Eng. Stefan Chaikov.

The work on this project is another proof for the implemen-tation of the new policy in the road sector to secure investmentfor rehabilitation of small roads. We continue to build motorwaysbut we turn attention also to the second and third class networkin small towns and villages, said Terzieva.

Vidin envisages investment for BGN 77 million to 2020

In this issue we present the develop-ment plan of the last city of the secondlevel Vidin, which was incorporated in thesummer of 2013. The plan was preparedby DZZD Center for integrated develop-ment of Vidin, which includes Architec-ture studio AMG Ltd., DB IntexArch Ltd.,Geocad 93 Ltd., Regioplan Ltd., Region

Invest Ltd. Vidin is the center of Northwestregion for which is written a special strat-egy for integrated territorial investment.The document is expected to be ready bythe summer and the new approach willbe applied for the first time in the currentprogramming period. The objective is toprovide growth and jobs for the poorestregion not only at home but also in Europe.To emphasize the importance of its devel-opment, the first external meeting of thegovernment was precisely in Vidin.

In comparison to the remaining eightcities of the second level IPGVR of Vidinis not as ambitious as the planned invest-ments amount to BGN 77 million to 2020.

Investments in the remaining eight citiesstart from BGN 310 million for Veliko Tar-novo and reach BGN 782 million for StaraZagora. The majority of the BGN 77 mil-lion in Vidin will go to improving municipal

and state office buildings, renovation ofapartment blocks of flats and restorationof sports infrastructure. The project im-plementation will begin in 2016 by whichtime should complete the major projectsthat are running at the moment for thewater cycle of the ci ty and for the regionallandfill.

Projects for integrated water cycle of the city andconstruction of the regional landfill are the major sitesunderway in Vidin. They are realized by funds underOperational Program Environment 2007 - 2013.

The cost of the water cycle is BGN 75 million andits implementation began in December 2013. Con-struction will be realized in short terms and should becompleted in February 2015. Extension and rehabilita-tion of the water supply and sewerage system will beperformed by union Panonia Aqua. The cost of thecontract with them is over BGN 44.3 million. Currently

is ongoing construction work associated with pres-sure sewerage. A new collector of sewage pumpingstation to the wastewater treatment plant is currentlybuilt. Parallel to it is made a trench for plumbing fromthe sewerage to the pump station. Construction of thewastewater treatment plant worth over BGN 25 millionwill also begin soon. Contractor is DZZD Pons Vabag Eco Vidin 2013 Sofia. Currently in Vidin there is nofacility for wastewater treatment and now it is directlydischarged into the Danube.

The other major project is construction of the re-gional landfill for nearly BGN 20 million. Its implementa-tion will solve the problem of waste of 11 municipalities

in the region Vidin, Bregovo, Boynitsa, Kula, Gramada,Novo selo, Dimovo, Ruzhintsi, Belogradchik, Chupreneand Makresh, for the next 20 years. The selected site ofthe new landfill is in the locality Ramova livada, in a val-ley southwest of the existing now landfill. Constructionis envisaged of two cells on a total area of 22 hectares,as their capacity is 516,000 tons of waste.

For design and construction is chosen DZZD UnionLandfill Vidin with leading partner Glavbolgarstroy.The contract with them is for nearly BGN 12 million VATexcluded. At the moment is ongoing public contract forsupply of machinery and equipment of the regional sys-tem of waste management. The entire project shouldbe completed by May 2015.

Another project of national importance is construc-tion of the speed road Vidin Montana Vratsa So-

fia. Its implementation will have a positive impact on thedevelopment of the region due to the increased pas-senger and freight stream. Moreover, this is expected tolead to increased investment interest. With funds fromthe previous programming period under the OperationalProgram Transport was made a preliminary designof the road from Ruzhintsi to Vidin by union Via Plan Burda DZZD. They proposed three options for theroute. Now has to be assigned the technical project.The ambition is by releasing funds from the operationalprogram in the current programming period construc-tion of the road to be included for funding. So far, thisproject is on the reserve list.

Neikovtsi Dam project to be restartedwith BGN 1.2 million She said that after theconstruction of NeikovtsiDam would be prov ideduninterrupted water supply

for 30,000 people in Cen-tral Bulgaria. Initially it will

supply Tryavna and Plachk-ovtsi, with a population ofnearly 15,000 inhabitants.The aim is to reduce theplaces with water regime.

The cons t ruc t i on o fNeikovtsi started in 1978but was interrupted severaltimes. In 2001 it was finallystopped. Terzieva said thatafter making the technicalproject will be clear whatinvestments are needed tocomplete the facility.

Inspection of the con-struction site of NeikovtsiDam is implemented bySwiss company Stucky Ltd.After the study of the un-

finished dam wall is com-pleted, the company wil lmake the technical projectof the site. The design wasentrusted to the company

by the Ministry of RegionalDevelopment (MRD) on 18March. The contract withit includes also the prepa-ration of tender documen-tation for selection of a

contractor to complete thedam. The contract term is15 months and its value isEUR 1.25 million VAT in-cluded.

The government wil lseek sources of fundingto start the construction ofthe dam and the treatmentplant for drinking water toit. In the beginning we willrely on the budget. Ourambition is from the publicinvestment program of thegovernment Growth andDevelopment of the Re-gions next year to allocategreater resources to com-bat aridity. The tender for

selection of a contractormay be announced in t hesecond half of 2015 whileconstruction may begin in2016, said Terzieva.

The technical inspec-tion of Neikovtsi Dam hasbegun. It is necessary toevaluate the state of theconstructed part of the fa-cility and to make the tech-nical project for completion

of the dam. For the designof the site are providedBGN 1.2 million. The tenderfor selection of a contrac-tor wil l be announced in
