INTENT AND PURPOSE
(his document was developed in coordination with the Cit of Dubuque, the local %istoric Preservation Commission 9%PC, the State
%istoric Preservation &ffice, and preservation partners in the communit (his document provides suggestions and
recommendations for the treatment of e+terior landscape and streetscape elements both in public spaces and in private spaces that are visuall accessible to the public in the five e+isting historic districts The guidei!e" fo#u" o! the $ete!tio! a!d $e%i#atio! of

(he #uidelines are intended to present landscaping and streetscape recommendations to propert owners, residents, contractors
and others, relating to the tpe of rehabilitation and new construction that ma be occurring in the current locall designated historic districts nli"e the City7s Historic Preser#ation 1rdinance, these design guidelines are not regulations* (he are suggestions, and
are not mandator (hese also ma be used as a reference for rehabilitation and new construction in locations currentl not within a
designated historic district, and ma be e+panded in the future to accommodate new historic districts
(he Cit of Dubuque Streetscape and 8andscape 9uidelines are based on the Secretary of the Interiors Standards for ehabilitation
as the relate to issues of Site and Setting, and the Secretary of the Interiors Standards for the Treatment of Historic Properties with
9uidelines for the Treatment of Cultural 8andscapes (hese federall8defined standards provide the framework for the specific
guidelines presented here
