boy Bulletin. It can only get better with the
help of our membership. Please send what-
ever you would like to share to me at wyok-

our instrument and a worthwhile means of
communication among us.

After receiving comments about how council
meetings are being conducted in the state, State Deputy
John Venjohn has asked me to add that subject to my list
of “duties as assigned.” One way I’m going to respond to
his directive is by writing a recurring column for the Cow-
boy Bulletin on meeting-related issues. This is my first
crack at it.
In this column, my target audience is obviously
our grand knights. But I’m also writing the column for
other officers who might be discouraged from higher posts
by the prospect of having to chair a meeting. Conducting
an efficient meeting is important, but no one should feel
unprepared or concerned about doing it. If your council is
like mine, it’s not exactly a tough crowd. Furthermore, lots
of resources are available to get you started. If you use
them and plan your meetings, the occasional surprise will
likely be inconsequential (especially following the applica-
tion of humor). With luck, you might escape without ever
opening Roberts Rules of Order. Perhaps most impor-
tantly, if your council makes efficient meetings a practice,
your members will learn how to conduct good meetings
just by attending.
Even with efficient meetings, however, you’re
unlikely to get SRO attendance. But you may attract more
knights and will less frequently lack a quorum. You may
also attract knights who say they hate meetings. (They
probably truly hate only unnecessary or disorganized
ones.) And you may start to see those younger, busier
knights who value their time and tolerate organic matter
only when it arrives in diapers. This will make member
communication easier and hopefully get better attendance
at program activities.
Given that we’re starting a new fraternal year, my
opening column has an initial item for your consideration.
If your council is not consistently using the order’s stan-
dard “Method of Conducting a Council Meeting,” now is
the time to begin doing so. This document has the advan-
tage of being an order-wide standard. It provides a good
checklist for committee assignments and activities, finan-
cial matters, communications, reports from trustees and
various officers and makes it easy to assure that neces-
sary actions are taken. Perhaps more importantly, it
represents a consistent pattern for meetings and meeting
minutes and can be found in various formats. If you don’t
have it, contact your district director or go online (see, for
example https://www.kofc.org/un/en/resources/officers/
gk_responsibilities.pdf).
In future columns, these are some likely subjects:
The importance of always preparing for
every meeting, with the highest priority
being preparing a mental agenda and
the secondary priority being putting it
into writing for you and your Recorder.
Helping your recorder keep an accurate and
complete written record of meetings with
the least difficulty.
Using committees—or not.
What you need to know about motions.
How to recruit new officers without leaving
visible signs of injury.
Conducting the annual election of officers.

The new Fourth Degree regalia was
presented at the 2017 Supreme Convention.
It’s a pretty drastic change from the traditional
tuxedo, cape and chapeau.
The new regalia consists of a blue
blazer with the Fourth Degree emblem and
dark gray slacks, a blue Fourth Degree tie, and
a beret. A white dress shirt and black shoes
complete the outfit. The ceremonial sword
and baldric will still be worn for honor guards.
Current regalia can be worn until June 30,
2018.

Brothers All,
I wanted to share with you all this year the portion of the
Supreme Secretary’s Report that speaks about the Service
Programs Awards. These are the Jurisdictional State Awards
from all 74 Jurisdictions. Last year, the Jurisdiction State of
Wyoming did not have any first thru fifth place winners. This
year we took places in two of the award categories.
The categories are as follows:
1. Church
2. Community
3. Council
4. Culture of Life
5. Family
6. Youth
Then there is also the Family of the Year Award, which the
Jurisdiction State of Wyoming has taken three times in the
past!
Congratulations to the following two councils:
Church Activities Award 2016-2017:
Fifth Place to - Cletus Bindl Council 10027, Fort
Bridger, Wyoming :Stained Glass Windows for Church
Culture of Life Activities Award 2016-2017:
Fourth Place to – Wind River Council 3237, River-
ton, Wyoming: Abbas House Ultrasound Initiative
You will see the other award categories and the projects
from the 74 Jurisdictional State Councils. The State of Wyo-
ming made the list in two of the six categories this year,
great work!
