Alle luftfartøy som parkerer på en Avinor-lufthavn omfattes av ordningen, med unntak av luftfartøy som opereres av flyskoler og flyklubbmedlemmer. Slike luftfartøy unntas fra parkeringsgebyr dersom de flyr ikke-ervervsmessig flyging og luftfartøyet har MTOM 2730 Kg eller mindre.
Parkeringstiden beregnes fra det tidspunkt luftfartøyet stopper på parkeringsområdet til det tidspunkt det forlater området. Gebyret gjelder ved parkering ut over to timer og graderes etter luftfartøyets MTOM:

ROADMAP FOR REGULATION OF GENERAL AVIATION

This draft roadmap is a follow up of the discussions in the Management Board of EASA in September 2012 on the subject of General Aviation and also takes into account the meeting paper and the discussion on overregulation during the DGCA meeting in October. In the September Management Board the Commission took the initiative to present a roadmap to the EASA Committee on how the principles contained in these two previous papers could be put into practise, realising that besides the European Commission and EASA also the Member States and the General Aviation Community were addressed in the recommendations to implement or to assist in implementing the recommendations.
This paper lays down some basic principles as well as a preliminary work programme for such a new approach. It stresses in particular the need to base regulations on identified and relevant risks as well as on a need for regulatory protection determined by a clear risk hierarchy. The risk hierarchy is also linked to the type of activity within General Aviation.
Consequently the approach advocates a move away from the traditional manner of regulating first Commercial Air Transport (CAT) and then basing the General Aviation (GA) rules on a slightly reduced set of CAT rules. Instead the new GA rules should be more "tailor made" and more "proportionate" to the type of GA-‐activity, with additional "risk modules" based on safety analysis added to a basic rule set for more risky GA activities.
The attached action items list will be updated twice per year as work progresses.
The Committee is invited to discuss the draft roadmap.

Certification Specifications for Standard Changes & Standard Repairs (CS-‐STAN) Phase 1

EXECUTIVE SUMMARY
This Notice of Proposed Amendment (NPA) addresses a proportionality issue: it will allow a simpler process for the design and embodiment of some changes and repairs when applicable to certain aircraft (aeroplanes up to 5 700 kg MTOM, rotorcraft up to 3 175 kg MTOM, most sailplanes, balloons and airships).
The concept of Standard Changes and Standard Repairs was introduced with Regulation (EU) No 748/2012 (paragraphs 21A.90B and 21A.431B). In order to use these concepts, the establishment of the related Certification Specifications (CS-‐STAN) by the Agency was required. This NPA contains a first proposal (phase 1) on CS-‐STAN.
In the future, CS-‐STAN could be enlarged based on experience and with new proposals provided by affected stakeholders (phase 2).
The proposed changes are expected to reduce the regulatory burden for the embodiment of simple changes and repairs in certain aircraft when fulfilling the acceptable methods, techniques and practices included in CS-‐STAN. It is expected that this will have a positive impact on the operation of the affected aircraft in Europe, promoting general aviation. Additionally, the existence of a simplified procedure for the embodiment of Standard Changes and Standard Repairs could limit the illegal practices of some owners that have not followed the applicable rules when modifying the aircraft and may encourage the installation of safety equipment.
