Executive SummaryThe designation of SR 789, otherwise known as Gulf Drive, as part of the State Scenic Highway Program was initiated by Bradenton Beach officials, residents, and business owners. A Corridor Advisory Group (CAG) was developed and a letter of intent submitted to the Florida Department of Transportation on February 14, 2000, to consider the 2.8-mile long segment of Gulf Drive, within the city limits of Bradenton Beach, as a Florida Scenic Highway.
Since the initial letter of intent, the CAG implemented a community participation program, developed their vision for the scenic highway, submitted the eligibility application, and prepared the Corridor Management Plan. The Corridor Management Plan includes an inventory of the corridor’s natural, historic, scenic and built resources; goals and strategies for preservation and enhancement of these resources; and a detailed action plan to implement the community’s vision.
Several approaches to initiate public input were used to gather comments on the community vision and to assist in prioritizing improvements for the corridor including a community participation survey, public workshop, informal interviews, and public CAG meetings. Upon designation of this segment of Gulf Drive as a Scenic Highway, a Corridor Management Entity (CME) was formed, replacing the CAG. This entity is responsible for implementing and monitoring the activities that take place in the corridor. Additionally, the Entity serves as the caretaker of the corridor to ensure the action plan contained in this Corridor Management Plan [and Update] is implemented in a timely and effective manner.
Scenic Highway designation is an opportunity to implement a comprehensive vision that is supported by the community. Partnerships and unique funding strategies will be the cornerstone to a successful Scenic Highway Program. The intent of the Bradenton Beach Scenic Highway is to preserve and enhance the corridor’s existing natural, historical, scenic and social resources that characterize the City of Bradenton Beach’s quality of life.
A typical Gulf side street end at 25th Street N. provides room for a few cars to park and access to beautiful Gulf beaches..

Inventory & AnalysisThe corridor plan update process began with an inventory of physical site conditions; a review of past plans and changes in codes and ordinances since adoption of the original CMP; and culminated with a charrette-style public workshop to gather ideas and suggestions from concerned residents, business owners, and public agency representatives.
PhysicalThe focus of this inventory update is the Action Plan items listed on page 75 of the original Bradenton Beach Scenic Highway Corridor Management Plan document. These completed projects are evidence of the many accomplishments made during the Scenic Highway’s first eight years of designation.
The physical inventory was recorded in spatial database format using GIS data obtained from Manatee County. Above is an air photo of a por-tion of downtown Bradenton Beach.

Multi-Use PathThe 1.4 mile (approximately 7,600 foot) long multi-use path was completed in 2007. It is an eight foot wide asphalt trail which has been recognized as a major accomplishment and is well used by residents and visitors alike. The trail begins three blocks south of Bridge Street (at Fifth Street South) and proceeds south – land side of the dune along the beach – through Coquina Beach Park where it terminates with a cul-de-sac below the Longboat Channel Bridge. It is anticipated that the multi-use path will eventually be extended beneath the bridge and up the bayside of Coquina Park past the boat ramps and Leffis Key Preserve as illustrated in the aerial photo below.
The completed multi-use trail in Coquina Beach Park extends north from Longboat Channel to 5th Street South where the designated bike path crosses to bay-side.
Construction of the multi-use trail along Coquina Beach occurred during 2006.
The bayside loop of the multi-use trail may be constructed within the area shown to the right of the highway.
The bayside loop of the multi-use trail must provide access to Leffis Key Preserve, two boat ramps, a playground/beach pavilion, and a future marine safety complex.

will eventually be constructed within the eastern half of Coquina Park. At the southern tip the
trails meet beneath the bridge. The crossing of Gulf Drive to the north remains to be designed.

SidewalksSidewalk improvements have occurred throughout the city, often in conjunction with a drainage or right-of-way improvement project. Pedestrian sidewalks now exist on the east side of Gulf Drive for almost the entire length of the scenic highway extending from 13th Street S. to the Holmes Beach city limits at 27th Street N. To provide a seamless network, further improvements are needed to fill the gaps in the following areas:
A gap occurs on the east side of 1.Gulf Drive between Cortez Road and Second Street N. (City Hall). This project is currently in the design phase. An alternate Scenic Bike Trail exists on the east (bay) side of downtown along Church Avenue, through the marina, and beneath the Cortez Bridge where the sidewalk returns to Gulf Drive at Bridgeport Condominiums.
A gap occurs south of Bridge Street 2.Circle to Fourth Street S. on the west (beach) side of Gulf Drive. This segment is an important link between the Bridge Street shopping and entertainment attractions and the free parking along Cortez Beach.
The connection of the Cortez Bridge 3.to Gulf Drive on the north side is problematic for pedestrians and cyclists because no paved pedestrian way connects the bridge with Gulf Drive. Pedestrians and cyclists heading west across the Cortez Bridge towards the beach find that their sidewalk ends abruptly. They must walk/ride in the grass down to the sidewalk at Gulf Drive. Sidewalks are needed along the north side of the ramp to the bridge.
Substantial improvements have been made to the Bridge Street corridor. Sidewalks, landscaping, bollards, lighting and other streetscape improvements have been implemented along this shopping and entertainment district. Historic Bridge Street also connects the scenic highway to the Municipal Pier Complex.
The two-block segment from 2nd Street N. to Cortez Road is one of the gaps in the sidewalk system currently being corrected by the City.
Sidewalks, landscaping, lighting, benches, and other amenities have been added to improve the aesthetics and pedestrian safety along Bridge Street.

CrosswalksTraffic congestion is a frequent problem along Gulf Drive – particularly during the evening “rush hour” and on prime beach day weekends and holidays. During these times crossing the street can be a challenge. To improve safety, crosswalks have been installed (or improved) in eight locations along Gulf Drive. They are from north to south:
A painted crossing at 27th Street N. • (northern city limits)
A painted mid-block crossing just • south of 10th Street N.;
A painted crossing at the intersection • of Gulf Drive and Cortez Road (gateway)
A painted crossing at Second Street • N.
Colored concrete paver crosswalks • both north and south of the circle at Bridge Street. (Corresponding crosswalks have been installed on Bridge Street east and west of the circle.)

A crosswalkhas been installed in the vicinity of 2nd Street N. to serve res-taurant patrons and City Hall.
Residents successfully petitioned FDOT to install a mid-block pedestrian crossing of Gulf Drive between 9th adn 10th Streets South. This provides access to an ADA dune walk-over to Cortez Beach.

Bicycle LanesBicycle lanes have been installed along both sides of the Scenic Highway corridor, minus a constrained section of roadway in the downtown where cyclists share the road with automobiles. This project was implemented by FDOT during 2004 and provides safe bicycle lanes on both sides of the road.
Two areas north of the Cortez Road intersection were noted as being potentially hazardous: First is a driveway apron constructed of “grasscrete” pavers just south of 17 Street N. which extends into the northbound bike lane. This creates a substantial change in surface texture which is perhaps more hazardous to road bikes (with thin tires) than to mountain bikes, beach cruisers, and similar fat tire bicycles. Correction would involve removal of the block pavers where they intrude into the bicycle lane and replacement with asphalt to match the adjacent bicycle lane surface.
The second hazard is an intrusion into the southbound bike lane by a manhole and high concrete curb on the beach side at Sixth Street N. The bike lane becomes constricted, partially forcing cyclists out into the traffic lane. This hazard will be corrected when the currently vacant beach side parcel is developed. The manhole and utility infrastructure causing the problem are scheduled to be repositioned at that time.

The paving material of the driveway apron (above) is a little bumpy for road cyclists - not a problem for mountain bikes and beach cruisers. Underground utilities (below) partially block the southbound bicycle lane along Gulf Drive just north of the Cortez Road intersection
The Scenic Bike Route / sidewalk passes through a private marina and beneath the Cortez Bridge.
South of downtown the Scenic Highway offers bike lanes on both sides from Fifth Street S. to the Longboat Channel Bridge. Hazards in this area are primarily on the southbound lane where periodic flooding from rainstorms covers the bike lane and even the traffic lane, depending upon the volume of water present. Also, unrestricted entrance and egress to the beach parking along Cortez Beach presents a potential hazard. Cars entering and exiting the limestone parking areas cause the wearing of paint defining the bike lane and cause the migration of stones and debris from the parking area onto the asphalt. Periodic mechanical street sweeping aids in minimizing this hazard to cyclists. The new multi-use trail (an eight foot wide asphalt path) is available to leisure bike riders through Coquina Beach park and extending north along Cortez Beach to Fifth Street S. Here, cyclists are encouraged to follow the Scenic Bike Route by turning east down Fifth Street S. and proceeding north along Bay Drive S. These neighborhood streets have far less traffic and are safer for leisure bike riders. Alternately, cyclists may merge with automobile traffic and continue north on Gulf Drive through the Bridge Street Circle until the bicycle lane is again provided at Second Street N.

Transit Stops & SheltersThe length of the Bradenton Beach Scenic Highway is well served by public transit including both county bus service from the mainland (Bradenton via Manatee Avenue to Holmes Beach) and the free-to-ride island trolley which now provides service south through Longboat Key and St. Armands Circle to downtown Sarasota. MCAT identifies eleven southbound stops and twelve northbound stops within the city limits of Bradenton Beach. Bus stops and trolley stops are synonymous, but not all busses are free to ride. Price depends upon their route.
Covered transit shelters exist in two locations along the Scenic Highway. One is in the vicinity of 16 St. N.; southbound side. The second is in front of Bradenton Beach City Hall (Second St. N., northbound side). Nearly all other transit stops have a bench and trash receptacle. As of this writing, three new transit shelters are under construction at the Coquina Beach Park station.
The inventory map precisely locates the designated transit stops. There are a few discrepancies between the real-world locations of these stops and the listed locations provided by MCAT. The southern terminus at Coquina public beach serves as a transfer station, offering free southbound connections to Longboat Key, St. Armands and Sarasota. The new shelters under construction will enhance this transfer station by providing welcome shelter from hot sun and summer showers. Also, route 6 busses can be ridden to downtown Bradenton via Cortez Road and the “Beach Express” route can be used through a connection at Holmes Beach which provides service down Manatee Avenue - SR 64 (extending east to the Walmart at Interstate 75). This service is free to ride Sundays and holidays.
The provision of additional shelters at transit stops along Gulf Drive will not be permitted by FDOT because insufficient right-of-way exists to ensure that the shelter is set back a safe distance from the travel lanes. One apparent work-around is to negotiate easements from private property owners to allow the construction of bus shelters partially or entirely (depending on site conditions) on private land contiguous to Gulf Drive.

Trolley ServiceThe length of Anna Maria Island is served by free-to-ride trolley service functioning on a 20 minute schedule. When coupled with MCAT’s Beach Express/Route 6 and SCAT service down Longboat Key to Sarasota, very viable public transit opportunities are made available.
Extending the hours of trolley and bus operation later at night (after restaurant closings) would make public transit appealing to service employees and restaurant/bar patrons. It would alleviate parking demands. Trolley service currently runs until 10:30 PM. A two hour extension to 12:30 AM is desired to serve the needs of restaurant workers and late-night patrons.
This flyer is one method of publicizing the free island trolley service to visitors in the hope of reducing personal vehicle use.
The back of this flyer informs mainland res-idents how they can get to the beach with-out a car - even for free on Sundays and holidays!. Routes, schedules and fares are described in detail.
Manatee County Area Transit (MCAT) pub-lishes numerous diagrammatic transit maps and schedule. Shown is the map of Anna Maria Island.
Connections are also available for travel east to Bradenton and south through Longboat Key to Sarasota.

GatewaysSituated on a barrier island, the Bradenton Beach Scenic Highway is as much a destination as it is a conduit for travel. Three entry points function as gateways to Bradenton Beach, providing vehicular, bicycle, and pedestrian access. Pertinent information about each of these three gateways is provided on the following pages. It should be noted that Average Annual Daily Traffic counts (AADT) obtained from the Florida Department of Transportation are measured during non-peak times. Actual volumes of vehicles can be significantly greater and it is these higher volumes which present the greatest hazard.

Surprisingly, data reveal the northern gateway as the second busiest in terms of traffic volumes. Southbound motorists arriving through this gateway see a 3-story resort/condominium on the beach side and a mobile home park on the bayside of the highway. A considerable portion of this traffic exits the island at SR 684 Cortez Road and does not continue south into downtown Bradenton Beach. Very limited right-of-way exists for landscape improvements.

Cortez Road Gateway – access from Bradenton
AADT counts indicate that the Cortez Bridge brings the greatest volume of vehicular traffic to Bradenton Beach and that the majority of this traffic turns left (south) onto Gulf Drive.
Average Annual Daily Traffic count of 12,600 vehicles • on Cortez Road/SR 684 at a count site located at the western end of the bridge.
Average Annual Daily Traffic count of 11,600 vehicles • on Gulf Drive / SR789 at a count location just south of the Cortez Road intersection. Also, Average Annual Daily Traffic count of 11,609 vehicles on Gulf Drive at the intersection of Fourth Street S. (two blocks south of Bridge Street Circle).
A sidewalk on the south shoulder of Cortez Road • provides a pedestrian connection from the south side of the bridge to Gulf Drive. However, such a connection for the northern (west bound) pedestrian way is lacking. Walkers and cyclists arriving at the island via the bridge’s north side pedestrian lane are greeted by a grassed road shoulder and no paved walkway. A “desire line” worn in the grass is evidence that most walk or ride down the embankment to the existing sidewalk below. (red dots at left)
In the southern right-of-way of Cortez Road a similar • sidewalk is needed to link the bridge with the City Police Station and Highland Avenue. (yellow dots at left)
The greatest volume of traffic arrives at Bradenton Beach via the Cortez Bridge. Travelers are immediately treated to a glimpse of the Gulf of Mexico..

The City’s scenic bayside bicycle/pedestrian trail • connects beneath Cortez Bridge and through the City Marina. The sidewalk returns to Gulf Drive following the right-of-way on the north side of Cortez Road.
Landscaping includes rows of Washington and • Sabal palms on both sides of Cortez Road.
Westbound travelers enjoy a beautiful view of the • Gulf of Mexico, interrupted by an Australian Pine, a privately-owned beach cottage, and arguably too many signs.

Cortez Bridge spans Sarasota Bay, providing the connection to the mainland at Cortez Village. This replaced the older historic wooden bridge at Bridge Street four blocks to the south.
This beach frontage is an exceptional opportunity for a bold gateway feature. This is the vista westbound drivers have while waiting at the traffic signal.

South / Coquina Gateway – Longboat Channel Bridge
Average Annual Daily Traffic count of 8,500 vehicles • on SR 789/Gulf of Mexico Drive at a count location on Longboat Key, approximately one mile south of the Longboat Channel bridge.
Northbound travelers arriving from Longboat Key • enjoy perhaps the most scenic views of the roadway because it is flanked by Coquina Beach County park and Leffis Key Preserve.
A “Welcome to Bradenton Beach” sign is positioned • in the northbound right-of-way.
Bike lanes flank both sides of the highway.•
There are no sidewalks in this “rural” segment of • the roadway; however, a multi-use trail has been installed beach-side through the park extending from the southern tip of the island north to Fifth Street S.
An overhead emergency message sign has been • installed over the highway in the vicinity of the north boat ramp, south of the S curve.
Traffic volumes arriving from the north and south (Holmes Beach and Longboat Key respectively) are nearly equal, with a few more cars traveling through the north. However, the south gateway presents the most dramatic opportunity for gateway enhancement because the highway bisects a County park and right-of-way is available for improvements. Also, all north-bound traffic must pass through downtown.
This is the view northbound travelers get upon crossing the Longboat Channel Bridge. .
From a position a little further north, the County- owned Coquina Beach and Baywalk Parks flank the roadsides. The wide rights-of-way provide ample opportunities for gateway landscaping and improvements.
Coquina Baywalk County Park on the east side of Gulf Drive offers Leffis Key Preserve, two boat ramps, a playground and swim beach, a picnic pavilion, restrooms, and access to channel fish-ing at the foot of Longboat Channel Bridge.

South Gateway (continued)
Longboat Channel Bridge at the bottom of this photo is the southern gateway to Bradenton Beach. The highway passes through a County park.
Pictured at left is Coquina Park, a jewel of Manatee County’s parks and recreation system. The Scenic Highway splits it into beach-side and bay-side areas. This creates a separation of uses which is not necessarily undesirable. The hazards and noise of motor boat launching is separated from throngs of beach-goers. Fishermen along the channel just east of the bridge need not worry about hooking a swimmer. Similarly, the wildlife habitat of Leffis Key Preserve is insulated from the beach-going traffic and parking. Safe crossing between the two park areas is provided beneath the bridge for pedestrians (and also for vehicles). The multi-use trail will eventually be extended along the bayside of the park, improving the linkage of bayside amenities to Gulf side parking.
It should be noted that there exist no designated pedestrian crossings of Gulf Drive within the park other than beneath the bridge at the south tip. Potentially hazardous situations sometimes arise as pedestrians cross the highway.
The expanse of publicly owned land along both sides of Gulf Drive provides an excellent opportunity for gateway landscaping which is both attractive to highway travelers and also functional for park users - providing shade, seasonal color and additional wildlife habitat when native plants are used.

Street End FacilitiesCross streets along Gulf Drive frequently terminate at the Gulf and the bay, sometimes offering views of and/or access to the water. The land at these street ends is public right-of-way and opportunities exist to enhance their functionality and aesthetic appearance.
Beachside Street Ends
Beachside street ends are most recognizable north of 22nd Street N. Here, private resorts front the beach and the street ROW access points between the private properties are important to local residents and vacationers located immediately east of Gulf Drive. These street ends are marked as public beach access points with signage and generally have a trash receptacle. Boardwalks and dune walkovers are uncommon, but are amenities under consideration. Though not marked, free public parking is permitted at these street ends where the cars will not block access to adjoining private properties.
South of downtown the street end facilities are less obvious because the entire right-of-way on the west side of the highway is within the public domain as a limestone parking lot, paved multi-use trail, and dune walkovers to Cortez Beach.
Specific improvements are planned for public beach access points in the following four locations:
1. at First Street N. (just south of City Hall)
2. Bridge Street
3. Third Street S.
4. Fourth Street S.
Improvements will include beach dune restoration, native landscaping, and ADA walkovers.
“Street ends” are less obvious along Cortez Beach south of downtown because the entire right-of-way is beach parking, multi-use trail, and beach access points..
Some street ends offer parking for a number of cars. Others are being en-croached upon by adjacent property owners, visually eliminating any public parking opportunities..

Bayside Street Ends
Numerous side streets, particularly those south of Bridge Street, offer views of and access to Sarasota Bay. Occasionally, there is a bench or dock one can walk out on, but most street ends lack amenities. The City is planning to make improvements to several bayside street ends to include parking, kayak launches, benches and waste receptacles. North of downtown street ends also offer access to the bay, but few of these provide visibility from Gulf Drive due to the distance. Also, there are few opportunities for public parking north of Cortez Road. Hence, these street ends are primarily used by local residents. A notable exception is 2Fifth Street N. which ends at Herb Dolan Bayfront Park North. Avenue A in this area is very prone to flooding, even from high tides.
A typical bay-side street end at 13th Street S. provides glimpses of water and perhaps public access to Sarasota Bay..
This street end, almost entirely hedged in mangroves, offers a restful bench and idyllic view across Sarasota Bay.
“Dogi-Pots” have been erected at numerous street ends to both warn humans of the dangers
of disease from pet wastes and also to provide eco-friendly baggies for picking up after Fido.
Plastic bags and similar items such as plastic 6-pack rings are hazardous to marine life. These signs are posted at many street ends urging visi-tors to be more conscious of the environment.

ParkingParking is arguably the most significant and controversial topic on this little barrier island where land is at a premium. Visiting motorists are sometimes confused about availability. “Is it ok for me to park here?” is a frequently asked question. Some large surface lots appear to be public parking but are actually privately owned and intended for business patrons. All street-end beach access points allow public parking where space permits in the unmarked areas, provided it does not block access to adjacent private properties. A lack of signage and marked spaces at most street ends adds to the confusion.
At the eastern end of Bridge Street public park-ing is available for patrons of the Municipal Pier Complex.
Public parking along Historic Bridge Street is frequently scarce.
The 2007 Parking Master Plan by Renaissance Planning Group is depicted at right. Creating one-way pairs is infeasible. Land acquisition for surface lots is a key strategy; coupled with park-n-ride transit..

Monroe Cottage
parking
Free public parking is sometimes difficult to find in downtown Bradenton Beach. A parking master plan was completed in August of 2007 by Renaissance Planning Group. The study found that 248 daytime public parking spaces currently exist and are 75 percent utilized during the off-season. (A follow-up count during the snowbird season - mid February - was recommended.) The study suggested that 35 additional spaces could be gained in the short term by converting First Street N. and Third Street S. to one-way pairs. This has since been deemed infeasible. In the long-term, 50 additional spaces could be gained from surface lots if the City can purchase the land. Three spaces have been provided on Church Street at the Monroe Cottage and offstreet public parking has been provided on First Street N.

Ample public parking exists south of downtown along Cortez Beach and in the large Coquina Beach parking lot. Motorists could park their cars and ride the free island trolley to destinations further north including Bridge Street.
Well north of downtown (from 20th to 2Sixth Streets N.) the City is considering a program to improve side street rights-of-way. This will have several beneficial effects including a reduction in storm water runoff and provision of on-street parking.
Large public parking lots are available at Coquina Beach Park and along Cortez Beach just to the north. The free island trolley service makes these ideal park-n-ride lots to serve downtown merchants..
Neighborhoods north of 21st Street N. are slated for right-of-way and alleyway improvements to
ease storm drainage problems and increase on-street public parking.

Beach RenourishmentRenourishment of Coquina Beach is scheduled for 2010. Dredging and beach renourishment projects are within the purview of Manatee County, with oversight from the Florida Department of Environmental Protection and the US Army Corps of Engineers. These projects are dependant upon the availability of funds. Still, the beach remains the primary draw to the communities of Anna Maria Island and it’s continued maintenance is imperative.
Currently, the beaches south of downtown are generally in need of sand. Erosion control groins are more exposed than they should be, and this presents a series of barriers to beach walkers. Also, the exposed groins are an eyesore, yet it is understood that their function is imperative to protecting Coquina and south Cortez beach.
At 13th Street South, erosion threatens the multi-use path as evidenced in the photo at left. Renourishing the beaches and installation of dunes planted with native species is the best defense.
Beach renourishment is an expensive, yet nec-essary recurring process to maintain the amenity desired by so many tourists and residents alike. Dredging is also required to maintain channels for marine navigation. Shown is Lido Beach receiving sand from Sarasota’s Big Pass.

Beach FacilitiesGenerally, the pavilions, patio café, and restrooms at Coquina Beach Park appear dated and, in some instances, structural decay is evident. The tot-lot play structure is unusable. Improvements are pending according to the Manatee County Capital Improvements Plan, but execution of these projects is contingent on funding.
This Coquina Beach play structure is closed for repair or replacement.

A new ADA compliant picnic pavilion has been installed at Coquina Beach Park.
The beach cafe at Coquina Beach remains func-tional, but is showing its age.

Cultural Arts Performance Pavilion
Objective 2-3 of the Bradenton Beach Scenic Highway Goals is to “Promote cultural activities for residents and tourists along the corridor.” One strategy is to construct a performing arts pavilion. While no such structure yet exists, several groups are pursuing this project. The following article appeared in a June 21, 2007 edition of The Islander.
Founders and “friends” of Legacy Inc., a non-profit company created by Island residents, have proposed a 2,500-seat performing arts pavilion for Coquina Beach.

Beach Performing Arts Pavilion and Nature Center would be constructed bayside at Coquina Beach, directly across from the northernmost trolley stop.
Gould along with Legacy Inc. president Emily Anne Smith and vice-president and Bradenton Beach Mayor John Chappie made a presentation of the proposal June 18 to the Manatee County Tourism Development Council.
The pavilion would be open-air, said Gould, and could host concerts, theater productions and ballet. Other events could include seminars and lectures, school graduation exercises, weddings and receptions, outdoor movies, award ceremonies and a number of other functions. There would be two floors to the building, with indoor facilities for some events.
Gould said the idea for a pavilion actually began in 1998, and with the current revitalization of Coquina Beach’s parking plan by Manatee County, the timing now seems right.
“This is a challenging opportunity, a dream and a vision whose time has come,” he said.
Gould emphasized that Legacy III plans to solicit most of the funding from private sources, but local municipalities could also contribute.

Lifeguard TowersIt is estimated than 3.2 million tourists and county residents visit the County’s guarded beaches annually. Manatee County’s Coquina Beach public park is the largest of these guarded beaches and there are seven guard towers spaced along it’s Gulf shoreline. The members of the Corridor Management Entity are of the opinion that the number and placement of these life guard towers along Coquina Beach is adequate. Beaches to the north of 13th Street S. (Cortez Beach) are city owned and lack life guards. Additional lifeguards are not warranted on these beaches, as the County provides guarded beaches to the south for beachgoers who desire that added safety.
Manatee County is planning the construction of a new marine rescue / life guard administration / law enforcement facility at Coquina Beach Bayside, just south of the Leffis Key Preserve. A preliminary site plan appears below.
The main tower in front of the Beach Cafe serves as the headquarters for lifeguards at Coquina Beach.

ramp will house both Sheriff’s Marine Rescue and the Lifeguards Marine Rescue . The second

LandscapingNew landscape plantings have occurred along the corridor including around Bridge Street Circle and down Historic Bridge Street where streetscape projects have been implemented. Also, native tree saplings have been planted in the newly restructured Coquina Beach Park parking lot. Several landscape master plans for the entire Scenic Highway corridor have been prepared in recent years, having varying degrees of specificity and detail. A comprehensive and detailed corridor landscape plan is needed which incorporates gateways, pedestrian crossings, and responds to the constraints of right-of-way availability, utility infrastructure, signs, and other real-world elements which impact a landscape plan.

The continued replacement of exotic plant species with indigenous species will, over time, result in a more attractive, drought tolerant, and environmentally productive habitat which reinforces Bradenton Beach’s vision of preserving and enhancing its natural resources.

Long-time island resident Michael Miller of Anna Maria has become a self-educated expert on the native landscapes of the barrier islands of Manatee and Sarasota counties. His efforts have led to important changes in the landscape and tree protection ordinances of island municipalities and of Manatee County. The City of Bradenton Beach has adopted a list of Anna Maria Island native plants to be used on all City property. This is not simply Florida natives, but a restricted list of only those species indigenous to the island at the time of European exploration. In addition to offering no-cost advise to residents, Mr. Miller has published a comprehensive website describing the appropriate use of native plants on Anna Maria and other nearby barrier islands.

DrainageNumerous storm drainage improvements have been made along SR 789 Gulf Drive by the Florida Department of Transportation during the bike lane installation project. These new drains and concrete curbs are evident in locations both north and south of downtown. Still, flooding is a recurring problem on this barrier island during even nominal rain events.
Along the highway corridor, flooding is most problematic south of downtown along Cortez and Coquina Beach.
In downtown proper, a plugged storm drain behind the U.S. Post Office is scheduled for repair/replacement. Also, a swale project is scheduled for Bay Street just south of the City Pier. This will better regulate storm water runoff into the bay.
North of downtown Bradenton Beach flooding seems most problematic in the neighborhood from the 1600 block to the “S” curve. An existing drainage system which currently and improperly directs street runoff into the private pond at a condominium is scheduled for a replacement which will divert water away from private property using swales and eventually outfall into the bay. Further north, chronic flooding of Avenue A will be corrected by redirection back to the alley and out to the bay via the 2Fifth
Street N. right-of-way. Other alleys in this neighborhood will be re-graded and re-surfaced to encourage storm water infiltration while swales are added to street right-of-ways with similar benefit.
Though not exactly flooding, the standing water along the highway at south Cortez Beach contributes to the decay of the road surface and obstructs the south-bound bicycle lane..
Several drainage improvements were made along the highway during the resurfacing and bike-lane project..

Sidewalks
New sidewalk segments are anticipated to be installed in two key locations: 1) north of City Hall to Cortez Rd. on the east side of Gulf Drive, and 2) south of Bridge Street on the west side of Gulf Drive to Fifth Street S. to connect with the multi-use trail. This is a component of the Corridor Enhancement Project which was designed and permitted in 2006, but is only now being funded.
Drainage
Director of Public Works Tom Woodard identified numerous areas throughout the city where drainage improvement projects were to be undertaken. Most are along side streets but could still positively impact the scenic highway by providing a means for storm water to drain away from the highway. The slated projects do not include a remedy for chronic flooding of Gulf Drive near the south city limits (vicinity of 13th Street S.)
Parking
The City has implemented several recommendations of recent parking studies. Further improvements include directional signage to assist visitors in locating the available public parking. Construction of additional public parking lots is funding dependent.
Still, alternatives to more surface lots are seen as most desirable. CME members suggested the provision of a trolley service on a dedicated path to shuttle people from existing parking lots at Coquina Beach Park to Bridge Street and back.
A sidewalk project will soon complete the link from City Hall north to Cortez Road. The above photo shows the current right-of-way condition.
In the opposite direction, the above photo shows the right-of-way where a sidewalk will be in-stalled from Bridge Street south to the multi-use trail at 5th Street S.
The 2007 Parking Master Plan by Renaissance Planning Group provided several recommenda-
tions for increasing available public parking in Bradenton Beach..
The CME, along with the Bridge Street Merchants Alliance, is encouraging the instal-lation of additional directional signage to guide patrons to available parking areas near Bridge Street.

Historic Structure/Site Inventory
There is agreement that a comprehensive inventory of historic buildings and sites throughout Bradenton Beach is needed. Sissy Quinn, who serves as the Historian on the Corridor Management Entity board, has formed a 501.c.3 nonprofit - Anna Maria Island Preservation Trust. Ms. Quinn -through this nonprofit - will begin the island-wide inventory of historic buildings and sites. This is a priority task as the results will be used in the preparation of more detailed brochures and walking/bicycling tours showcasing Bradenton Beach’s history, as well as aiding in historic preservation efforts.
Beach Facilities
As evident in the 2009 – 2013 Manatee County Capital Improvement Plan, substantial facility renovations or replacements are desired for Coquina Beach County Park and a pier on Cortez Beach. None of these projects are currently funded so their timeline for implementation is uncertain.

Codes & OrdinancesMost regulations enacted since 2000 which directly impact the Scenic Highway pertain to landscaping. They are as follows:
City Ordinance No. 04-377 (the “Ficus tree ordinance”) prohibits the planting of ficus and seven other exotic tree species and endorses the use of native species of trees and shrubs. This includes a specific list of “Anna Maria Island native plants” endorsed by the City.
The City’s policy is to replace exotic species with native species as those exotic specimens die or become damaged.
Sec. 34-565. General landscaping requirements states in part: The use of plant materials indigenous to the area is recommended. Plants which are not adaptable to the area because of cultural requirements, such as additional or supplemental water, herbicides, pesticides or fertilizers, shall not be used.

Rain barrels collect runoff from roofs and store the water for use in irrigating the landscape. They are effective when teamed with drought tolerant plantings.

Public Involvement CharretteA publicly advertised charrette-style meeting was held at the Bradenton Beach City Hall on the afternoon of Friday, January 30th, 2009 lasting approximately four hours. During this meeting an overview of the project was provided using a PowerPoint presentation and then a review of the site inventory findings was presented by the consultant team. The purpose of this site inventory is to document improvements and changes made along the Scenic Highway since the completion of the initial Corridor Management Plan in 2000. Attendees were invited to take part in two activities designed to collect ideas, opinions, and concerns for the Scenic Highway corridor - a SWOT Analysis and a plan sketching exercise.
SWOT AnalysisCharrette attendees first participated in a Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis. Four questions were posed to the audience, with time given between each for consideration and comment. All responses were written on color-coded sticky-notes, collected together, and then read aloud to the entire group for discussion. The following is a paraphrased, abbreviated list of the SWOT results. They reflect the opinions and ideas of individuals - not necessarily a concensus of the group.
Strengths
“What are the best aspects of the corridor that should remain?”
Physical
The Scenic Highway offers access to and views of • beautiful Gulf of Mexico beaches.Minor beach access points are numerous at • the north end of Bradenton Beach, and nearly continuous access exists in the southern third of the city.The Bridge Street corridor offers shopping, • dining, and entertainment in a beautiful, walkable environment.The historic pier, formerly the causeway from the • mainland, has been renovated and new amenities provided including dining, a clock tower, bait shop, and day-docks for boaters.Highway improvements to Gulf Drive including the • bicycle lanes, drainage improvements, and turn lanes at the Cortez Road intersection have improved circulation.The 82 acre Coquina Beach County Park occupying • the southern tip of the island offers free parking and ADA access to lifeguard-protected Gulf beaches,
The public charrette was well attended and gar-nered positive feedback from attendees.

The intimate size of the city, provision of free trolley • service along the Gulf Drive spine, bicycle routes and sidewalks make Bradenton Beach a community with viable and desirable alternatives to the personal automobile for local trips.The scale and architectural character of many of the • buildings along the Scenic Highway contribute to this island’s relaxed pace and family atmosphere.All of these elements combine to provide an idyllic, • family-friendly environment for vacationers, seasonal residents, and year-round residents alike.
Policy
The County Comprehensive Plan protects the “old • Florida” architectural character and low density development of Anna Maria Island, including Bradenton Beach.Mom-and-Pop businesses prevail, franchises are • few (gas stations and convenience stores), and are discouraged by local policy. This protects the unique sense of place and economy of Bradenton Beach.There exists a high degree of cooperation among • the various levels of government (City, County, State). This communication is instrumental in solving problems, implementing projects and serving the citizens. It is an indicator of good government.The public, business interests, and public agencies • all share a concern for protecting and enhancing the local ecology, fisheries, and wildlife habitats.
Intangible
Bradenton Beach is a small, tight-knit community of • friendly, community-minded people who take pride in their island and participate in community events.Many residents are incurable public servants, • dedicating their time, talents, and resources to community events, service in public office or on advisory boards, and dedication to programs intended to improve the quality of life for island residents and visitors.

Sketch Plan RecommendationsFor the second exercise, the audience was divided into five groups. Base map aerial photos of the corridor, depicting everything within Bradenton Beach City Limits, were distributed one per group. Each group of four to six people took time to examine the map and draw or write their comments with felt-tip markers. After approximately forty minutes, a member of each group presented the results of their sketching to the room. The notes and comments from each of these sheets were consolidated into a single list.

Goals, Objectives & StrategiesThe goals, objectives and strategies contained within the original (2000) Scenic Highway Corridor Management Plan were closely scrutinized and discussed during the public charrette and during two subsequent Scenic Waves CME meetings held February 13th and March Ninth. A matrix was developed comparing the Scenic Highway program goals with those of the Vision Plan (see Appendix). Below are presented the updated Scenic Highway goals, objectives and strategies reflecting current priorities.
Many strategies have been partially if not fully completed. Please see the “Successes” inset box on each page for details.
Goal 1 – Bradenton Beach will be more pedestrian friendly with improved safety and aesthetic enhance-ments.

oped properties along the roadway to provide more public amenities
and improve aesthetic appearance.

• Evaluate the consolidation and reduction of existing informational and directional signage along the corridor.
• Develop beach access facilities at the street ends including additional parking, benches, trash receptacles, newspaper bins, block numbers and other amenities.

place” where citizens of all age groups are accommodated.

Goal 3 – Educate visitors and residents regarding the unique resources of the corridor.
Objective 3-1 – Literature and other educational programs and facili-
ties will be provided to visitors and residents that explain the unique
natural and historical elements of the surrounding landscape.
Strategies:
• Develop an environmental education center, with interactive exhibits, meeting space and a resource center to promote the resources along the corridor and in the region.
• Install educational kiosks that provide information on issues such as: the Sarasota Bay National Estuary Program, coastal dune ecosystems, native versus exotic vegetation, water quality protection, coastal wildlife, protection of turtle nesting areas and other endangered species, and the history of the island area.

Goal 4 – The programs and improvements related to the Scenic Highway will be community driven.
Objective 4-1 - Community residents will be given opportunities to
participate in the decision making process regarding improvements
along the Bradenton Beach Scenic Highway.
Strategies:
• All Scenic Highway meetings will be open to the public and advertised in the local newspapers.
• A Corridor Management Entity has been developed to serve as the caretaker of the Scenic Highway by executing the Action Plan and monitoring implementation of the Corridor Management Plan. These citizens will serve as part of the Corridor Management Entity and all activities will be made public.
• The Corridor Management Entity will continue to pursue adding new committee members.
• The Corridor Management Entity will display and discuss any future plans for improvements to the Scenic Highway at public meetings to gather public input and respond to local concerns.

Action PlanThe Action Plan for the Bradenton Beach Scenic Highway establishes a timeline for implementation of proposed improvements recommended by members of the CME and the public which are identified in the Master Plan. This document builds upon the Action Plan of the 2000 Corridor Management Plan by identifying completed projects and recommending new items to be accomplished.
Action items are listed chronologically according to their priority for implementation. The first table lists short-term tasks to be accomplished within the next five years. The second table lists the longer-term tasks anticipated for completion within ten years. The third table focuses on Promotional and Community Participation items while the last table identifies administrative and project coordination items.
