The contract for the firstquarter of the multi-milliondollar Santa Elena/San IgnacioBypass Project was signed, sealed and delivered this pastThursday morning in thenation’s capita, Belmopan. If we are to keepMr. JohnWoods, the contractor, to hispublic pronouncement, madeduring a post signing interview,we might very well be temptedto predict that the remainder ofthis year, and certainly the next, will be happy and brighterfor residents of Santa Elena,San Ignacio and surroundingcommunities. The Ministry of Works, in itsrecent press release tells us: “Itis anticipated that the workswill commence immediately”.The winning contractor tells usthat his company will be:“putting people to work…..it’svery labour intensive, so weshould be able to put lot ofpeople in the area to work. That is gratifying” said thecontractor “because themoney, instead of going intofuel or equipment, goes intopeople’s pocket so they canfeed their kids and have abetter life. So I think this willbe a win win project.” We trust that the contract’swords were not resulting fromthe euphoria of having beenawarded the first contract ofprobably others to come. While we remain optimisticabout the creation of muchneeded employment withinthe community, an optimismfortified by the realization thatthis multi-million dollar projectwill be implemented by anadministration different fromthe one at the helm during theconstruction of the Mollejonand Chalillo dams. It wasthat era, still vivid in ourminds, when the communitywitnessed droves of Chineseand Nepalese manual andunskilled laborers swarminginto San Ignacio on Saturdaymornings packing a particularbank on Burns Avenue to cashtheir pay-cheques and in theprocess, making off withmonies that could have gonetowards making life better for

Better Days Await Usus. Oh how our collective heartsstill ache as we remainedjobless with a wife, children, sometimes parents and otherrelatives to provide for whileforeigners were brought in todo jobs we could have done.We also still recall when theemployment imbalance - the “inyour face” insult - was gettingall too frequent and obvious, for the comfort of those sittingin high places, someone in theirwisdom began collecting checksfrom these foreign laborers andchanging them in bulk therebyreducing the number of strangefaces in line inside the bankand overflowing onto BurnsAvenue. Oh how we still recall, thehorrible stories related by thosewho sought employment atMollejon and at Chalillo. Theysaid that the bosses would tellthem how dangerous the jobwas and how many coffinsthey maintained in stock, on thesite, ready to be used in theevent that a worker shouldaccidently perish on the job. This scare tactic was obviouslyintended to instill fear inour minds and in a sense itactually worked because iteffectively deter many fromseeking employment. In the endhowever, both dams wereconstructed without a singlefatality. With all due respect to Mr.John Woods, we take thisopportunity to inform that, withtime on our side, we will bevisiting the site frequently tosee the faces there. And forheaven’s sake never underesti-mate our ability to make thedistinction between those whoare us and those that are not usas we are very well acquaintedwith the people in our commu-nity. It would be remiss of us ifwe were to not advise thosewho will be getting a job whenit starts, please put in a fullday’s work, a little more ifrequired, for a full day’s payremembering always that handwash hand and both handswash face. A light is appearingat the end of the tunnel. Betterdays await us.

Teachers at Santa Elena RCPrimary School were elated toshare his story with their studentsand let them know that they toocan be anything they want to beas long as they are willing towork toward their dream. The children watched ferventlyas our guest, Mr. GeovanniChoto strolled onto ourcompound accompanied by hislovely wife and daughter. A smile of innocence beckonedon his face as he was taken abackby the gratitude and lovedisplayed toward him by thestudents of this school. DANGRIGA, Wednesday,April 25, 2012: It was on November 13, 2010when a drug plane, loaded withtwo thousand nine hundredtwenty one kilos of suspectedColumbian cocaine was foundbetween miles 56 and 57 in themiddle of the Southern Highway. The discovery led to the arrestof several policemen and acustoms boatman. Shortlythereafter news was received ofthe arrest of CorporalVidalCajun, not in connection withthe drug bust, but rather forpossession of an unlicensedfirearm and ammunition. Those almost 18 months ofuncertainty finally ended todayfor Corporal Cajun when bothcharges were dismissed byMagistrate Edd P. Usher inDangriga. The prosecution alleged thatCajun was carrying a 9mm pistolwith 10 live rounds of ammuni-tion for which he did not hold avalid gun license. At least six policemen testifiedagainst Cajun during the trial. Hisdefense attorney, Richard“Dickie” Bradley however suc-cessful convinced themagistrate that his client wascarrying a service firearm issuedto him by the department and thatwhile stationed in Corozal Town,Cajun routinely signed for thegun in the police register eachtime he was required to use itin the execution of his official

duties. His attorney alsosuccessfully proved that, with thepolice being fully aware, the gunlegally remained in the corporal’spossession on his transfer fromCorozal to the IntermediateSouthern Formation (ISF)located in Independence Village. The defense attorney alsosuccessfully convinced thecourt that his client could not beconvicted of the crimes sincesection 33 of the FirearmsAct allows any member of thesecurity forces to carry weaponsand ammunition in the course ofperforming their official duties. It was also presented inevidence that the charges againstCajun did not stem from a searchby the police and that it wasCajun who personally handed inthe gun and bullets to the police. After hearing the evidence,Magistrate Edd P. Usherproceeded to dismiss bothcharges against Corporal Cajun.

PRESS RELEASE from thePeoples Coalition of Cayo:April 24, 2012, San IgnacioTown Citizen Group calls for stay ofeffective Commanding Officerof San Ignacio Police Formation,Superintendent Alvan Gentle. Last night, (Monday, April 23)an emergency joint meeting ofthe Peoples Coalition of Cayo(PCC), The Association of Jus-tices of the Peace of San Ignacioand Santa Elena, the Neighbor-hood Watch Committees of SanIgnacio and Santa Elena and sur-rounding Communities, BusinessPeople, and Members of theGeneral Public, was held. Thereason for this meeting was theimmediate and untimely transferof Superintendant Alvan Gentlewho has been proving to be a veryeffective Commanding Officer. Support for SuperintendentGentle is overwhelming andunanimous! With all seats taken, there was full representationfrom the residents of thecommunity. SuperintendentGentle’s policies of zerotolerance on crime andcorruption, enforcement of

all the laws equally andequitably, his endorsement andimplementation of the “BrokenWindows Theory”, mobilizationof Community Policing andNeighborhood WatchCommittees, and his directionand discipline of his officers areall felt to be the reason for therecent decrease in crime. Over the last five yearsthere have been six differentCommanding Officers assigned

to the San Ignacio PoliceFormation. It is felt that thisinstability and inconsistency inthe command of the San IgnacioPolice has been a majorcontributing factor to the highcrime the people of the area havesuffered. Continuing the trend ofinstability, after just four monthsin his new position, Superinten-dent Gentle is being transferred. The Community asks WHY? Theconsensus is that Superintendant

Peoples Coalition of Cayo Wants Gentle To StayGentle’s transfer is as a result ofhis intransigence to politicalmeddling from politiciansoutside the police’s ministryand chain of command. Superintendent Gentle has juststarted to reverse the upwardtrend of crime in the area and hasboosted morale among PoliceOfficers of the San IgnacioFormation. The people want himto stay! Where else in Belize dothe police get this kind ofcommunity support? The meeting ended with call foran immediate audience withRight Honourable PrimeMinister Dean Barrow!

Forwarded by:Mr. Ismael Requena,Principal, Anglican CathedralCollege, Belize City A farmer had some puppies heneeded to sell. He painted a signadvertising the four pups and setabout nailing it to a post on theedge of his yard. As the farmer was driving thelast nail into the post, he felt atug on his overalls. He lookeddown into the eyes of a little boy."Mister," he said, "I want to buyone of your puppies." "Well," said the farmer, as herubbed the sweat off the back ofhis neck, "These puppies comefrom fine parents and cost agood deal of money." The boy dropped his head for amoment. Then reaching deepinto his pocket, he pulled out ahandful of change and held it upto the farmer. "I've got thirty-nine cents. Isthat enough to take a look?" "Sure," said the farmer. Andwith that he let out a whistle."Here, Dolly!" he called. Out from the doghouse anddown the ramp ran Dolly followed

by four little balls of fur. The little boy pressed his faceagainst the chain link fence. Hiseyes danced with delight. As thedogs made their way to the fence, the little boy noticed somethingelse stirring inside the doghouse. Slowly another little ballappeared, this one noticeablysmaller. Down the ramp it slid. Then in a somewhat awkward

manner, the little pup beganhobbling toward the others, doing its best to catch up... "I want that one," the little boysaid, pointing to the runt. The farmer knelt down at theboy's side and said, "Son, youdon't want that puppy. He willnever be able to run and playwith you like these other dogswould." With that the little boy steppedback from the fence, reacheddown, and began rolling up oneleg of his trousers. In doing so he revealed a steelbrace running down both sidesof his leg attaching itself to aspecially made shoe. Looking back up at the farmer,he said, "You see sir, I don't runtoo well myself, and he will needsomeone who understands." With tears in his eyes, thefarmer reached down and pickedup the little pup. Holding itcarefully he handed it to the littleboy. "How much?" asked the littleboy. "No charge," answered thefarmer, "There's no charge forlove." The world is full of people whoneed someone who understands.

BELMOPAN, Thursday, April26, 2012: A modern roadway, a newbridge and most importantly, ifthe contractor makes good onhis promise, many opportunitiesfor employment will soon becoming to Santa Elena and SanIgnacio. The Ministry of Worksheadquarters on Power Lane inBelmopan was the 10 o’clockvenue this Thursday morning forthe official signing of Lot # 1 ofthe Santa Elena/San IgnacioBypass project. The winning bidder was CISCOConstruction Limited. Signingon behalf of the Government ofBelize was the Minister of Worksand Transport Hon. ReneMontero and doing the honorsfor CISCO was the company’sCEO John Woods. The Fourth Road Project isfunded by way of a loan from theCaribbean Development Bankwhich, according to the Ministryof Works, is divided into fourLots as follows: Lot # 1: The upgrading of LaLoma Luz Boulevard.

Lot # 2: A spanking new bridgecrossing the Macal River. Lot # 3: The construction of anew high-embankment bypass. Lot # 4: The rehabilitation ofall of Joseph Andrews Drive allthe way from Sacred HeartCollege to its junction with theWestern Highway in San Ignacio. Lot #1 entails the upgrading ofthe entire 1 mile span of La LomaLuz Boulevard from its junctionwith the Western Highway, inSanta Elena, right to the pointwhere it ends in Trapiche beingthe point along the Santa Elenabank of the Macal River wherethe spanking new bridge will be

constructed. The project also includes theconstruction of two largeroundabouts the first will beconstructed at the junction of LaLoma Luz and the Western High-way in Santa Elena. The second large roundabout, inthe final phase of the project, willbe constructed at the junction ofJoseph Andrews Drive and theWestern Highway in San Ignacio. The Ministry of Works informsthat construction is expected tocommence immediately withHalcrow Group Limited provid-ing engineering and supervisionservices in coordination withthe Project Execution Unit of theMinistry of Works. While the entire project willgreatly improve the lives of thoseliving along this particularcorridor, the project is expectedto provide positive national andinternational impact for themotoring public. For those living on La LomaLuz Boulevard, completion ofLot #1 will result in a modernpave roadway of internationalstandards thereby immediatelyaddressing the current terriblecondition of the boulevard and

instantly elimination the dustycondition that residents in thearea have been suffering all theseyears. It will instantly increasethe market value of theirproperties resulting in increasedtraffic and by extension morecommercial activity in the area. More importantly, it isanticipated that the project willcreate much needed jobs forresidents provided that the

contractor imports onlytechnical workers while engagingthe local work force in other areaof the project. In an interview with the media, during the contract signingceremony, it was interested tohear CISCO’s CEO John Woodssay: “We are grateful to havewon the contract…we aregrateful to be involved in this -putting people to work. The bigthing about this job is that it’svery labour intensive, so weshould be able to put lot ofpeople in the area to work. Thatis gratifying because the moneyinstead of going into fuel orequipment - goes into people’spocket so they can feed theirkids and have a better life. So Ithink this will be a win winproject.”

By: John AcottSan Ignacio, Thursday, April26, 2012: Very few citizens of ourtwin towns are aware of thebehind-the-scenes work that iscarried out by our understaffedpolice department. Few citizens are aware ofthe time and effort put in by thepolice to educate our youngstersand involve the public intolooking out for themselves. I refer to the officers within thedepartment who are responsiblefor the Community Policing Unit(CPU). Breaking this down into theseparate components of the CPU,we have: Cpl. Emil Bradley who isoverall in charge and isresponsible for working with thePeople’s Coalition of Cayo, andother groups; and for overseeingthe Neighbourhood Watchprogramme, First OffenderProgramme, Special Constables, and the School CounsellingProgramme. These are all important aspectsof police work and, although theyrarely get any recognition for ajob well done, the followingofficers work daily within ourcommunity to educate ouryoungsters, encourage them toget involved with the PoliceCadets and to encourage ourcitizens to form neighbourhoodgroups to keep an eye out forstrangers lurking with intent tosteal, within their particular areaof town. P.C. Ciriaco Medina is re-sponsible for the formation andtraining of the Police Youth Ca-det Corps; and for the logisticsand maintaining records for thewhole unit. P.C. Jason Jones andP.C. Roland Augustine areresponsible for the specificNeighbourhood Watch groupswithin the Twin-Towns; and forvisiting on a daily basis, some ofthe primary and high schools inour community. Another programme that isunder the Community Policingumbrella, is the “Du Di RaitTing” programme whichrecognises youths who are doingpositive deeds in theircommunities and homes. Theobjectives of this project are to:

a) Encourage children tostay in school to further theireducation. b) To build character andbetter behaviour among childrenat school. c) To monthly publically

recognise nominees throughnational mediums. d) To build close relation-ships and partnerships betweenbusinesses, students, schooladministrations, families, communities, and the police.

The members of the People’sCoalition of Cayo recognise theimportance of the work carriedout by the CPU and applaud thededication of Cpl. Bradley andP.C.’s Jones, Medina, andAugustine in quietly going abouttheir duties and making ourcommunity a safer place to liveand raise children, for all of us.

SAN IGNACIO, Cayo, Tuesday,April 24, 2012: The arrest of an individual onthe basis of a misdemeanor“Insulting Words” charge wouldnot normally make the news, butit is somewhat different whenthe individual is a formerpolice commander arrested byelements of the very same policeformation he commanded priorto retirement. San Ignacio police this weekinforms of the arrest of retiredsuperintendent of police, Gilroy

Nicholas on the basis of a reportmade by municipal traffic wardenDavid Molina. In a statement to the policeMolina informed that while onofficial duties for this year’sannual municipal fair, at around7:30 on the night of HolySaturday, April 7, he ordered avehicle to stop in order to allowpedestrians to cross the street infront of the Victor GalvezStadium where the fair was in fullblast. Molina told the police thatthe vehicle halted as directed, the

pedestrians crossed the streetafter which the driver drove upand stopped the vehicle infront of him. He immediatelyidentified the driver as GilroyNicholas, who, according toMolina, before speeding off, reportedly uttered the followingwords to him “Bway you da waf*@&%#g jackass”. About a week later the accused, whilst at his place of business onthe Bullet Tree Road in SanIgnacio, was issued with a

summons for his appearance incourt to answer to the charge. The accused appeared incourt on Tuesday, April 24 wherethe charge was read to him by aformer police colleague, nowattorney/magistrate, LinsbertWillis.
