I t was an a l l b lue wedding. The b r id e was very b e a u tifu l w ith her pale b lue fr o c k , v e i l and flo w e rs , and the groom had a sky b lue s u it w ith a white s h ir t . The b e s t man and the groomsman had the shy b lue s u it s . They were David Handy and P h i l l ip . The Bridesmaid was Robin R ees, s is t e r o f the b r id e . She wore ro y a l b lue sa t in and ca rr ie d white carnations w ith ye llow ribbon through them. The matron o f honour had the same Royal Blue d ress .The s ty le was p la in dress w ith a f la r e d s leev e ja ck e t , and ch icken feath er flow ers w ith the y e llo w ribbon . The f-atron o f honour was Evelyn Mundy.

As we come to another end o f term o f Council and another E le ct io n comes around, l e t us ' give due thought to what the Council stands f o e - the Council i s the governing power o f the Centre so that l e t us con sider when e le c t in g the new Council ( which in c id e n ta lly has now been voted by a General Meeting to be in power f o r a term o f 12 months) ju s t what we want f o r the Centre so i t can now go on to fu rth er success in i t s second year.

I t ’ s been a busy week w ith the re -u n ion dinner and annual general meeting la s t F riday. Thanks to P a tr ic k 's "money men m ates", Greg -Donovan, R ic P a irh a il and Bob Dixon, f o r coming elong and showing such in te r e s t in A.R0C. Our chairperson , Dot, looked a m il l io n d o lla r s , and a l l the " o ld fa ce s " didn ’ t lo o k o ld a t a l l - ju s t lo v e ly to meet up w ith past fr ie n d s , thanks fo r coming to v i s i t us.

I t was very good indeed to attend the dinner and fo llo w -o n meeting a t the Centre. We met fa m ilie s , s t a f f , students and v o l s , many o f whom we have n ot seen f o r a long tim e. Many were in vo lved in the Centre from i t s ■beginning in E itzroy S tr e e t ; and fu rth er back when the Centre was s t i l l housed in Brunswick S tre e t . v

I t was a very good evening indeed; i t was e x c e lle n t ly organized and catered f o r . The typed re p o r t was b e a u t ifu lly produced, with, b e a u tifu l c le a r typ in g , good photographs, and in te re s t in g a r t i c l e s . The comment on the B u lle t in was very kind and fr ie n d ly . The b irthday cake was b e a u tifu l to o .

The m eeting which fo llow ed the reun ion dinner was very in te re s t in g . However I f e e l that some o f us d id not use w e ll the communication o p p ortu n itie s the meeting presented . I was one o f the o ffe n d e rs , as I could n ot hear a l l the speakers, and y e t I fa i le d to comply w ith requests by Hayden to come nearer to the fr o n t . There were reasons why I needed to s i t near the back, ana there were reasons why I d id n ot con tr ib u te to the d iscu ss io n ; fo r example, as I attend the Centre only one day a fo r tn ig h t I do n ot f e e l q u a lifie d to d iscu ss what i s happening in the C entre.

However, I d id f e e l that I should have g iven Maria D ickson some support when she brought up the o ften -rep ea ted comment th at fa m ilie s found i t d i f f i c u l t to d iscuss.som e o f th e ir problems w ith s t a f f who had not had p r o fe s s io n a l tra in in g . This comment has o fte n been made by d i f fe r e n t p eop le , and i t i s lin k ed w ith the " c o n fid e n t ia l ity " problem , which can cause many c o n f l i c t s . I do not think these c o n f l i c t s have y e t been com pletely so lved .

When. Maria said that fa m ilie s o fte n found i t d i f f i c u l t to d iscu ss th e ir problems w ith s t a f f who had not had p ro fe s s io n a l tra in in g . But there may have been other people a t the m eeting, l ik e m yself, who f e l t that M aria 's op in ion was im portant t o o . As M aria 's o p p o s it io n expressed h e r s e l f , perhaps a sympathiser should have expressed h e r s e l f , so that both s id es could be heard. That i s what I am now doin g .

One reason why I d id n ot jo in in the d iscu ss io n was that I could not hear a l l the speakers. I w i l l say that f o r Maria and G ladys. They are sp len d id ly a u d ib le .

We are ce r ta in that tenants o f the Commission are n ot opposed to paying equ itab le and ju s t - rentals® However, i f the p ra c t ic e o f annually in creas in g re n ta ls - no m atter by how l i t t l e - w ithout some corresponding guarantee o f improvements in ' maintenance a t present® Their previous exp erien ce , as tenants in the p riva te s e c to r , has given them an understanding o f the need to pursue such requ ests forc ib ly ® As tenants o f the H»C«V® they see the elements o f an apparently organised system o f maintenance - but an enormous gap between i t s prom ises and the r e a l i t y . They conform to the need to rep ort item s f o r maintenance but see l i t t l e action® They know how much time and money i s l o s t by the Commission in in e f fe c t iv e maintenance®There i s u n iv ersa l d is s a t is fa c t io n w ith the Commission5 s performance .on maintenance o f i t s p ro p e r t ie s , which tenants regard as th e ir homes.

We r e it e r a te that tenants do not o b je c t to equ itab le ren t r is e s i f secu rity o f tenure and reasonable maintenance i s forthcom ing.

We remember your prom ise, a t a meeting in St® H ilda chaired by the A ttorney-G eneral, Mr® Baddon-Storey, that the Government was working towards a im iversa l le a se which would p ro te c t both p r iv a te and p u b lic tenants.

We understand the d e s ir a b i l i t y o f a u n iv ersa l le a s e . However, the r e a l d i f f i c u l t i e s to be overcome surely should persuade the Government to do what i t i s n ot prevented from doing - namely to g iv e secu rity to p u b lic tenants, in the form o f a ju s t le a s e , and to bring to an end the shameful weekly tenancy they now have® You need no re&inder that p u b lic tenants are always anxious to pay th e ir ren t in order to keep th e ir homes® Rent i s the f i r s t p r io r it y in their- spending®

Very deep d is s a t is fa c t io n grows out o f the fa c t that tenants have only a weekly tenancy w ith the Commission.

In rep resen tin g the views o f tenants to you , we cannot re a d ily agree to a ren t r i s e - no matter how sm all, which i s not accompanied by the promise o f a new le a se and v a stly improved maintenance services®

While we understand the H.C.V’ s d i f f i c u l t i e s in coping w ith in f la t io n and agree that in i t s e l f th is requ ires some r i s e in r e n ta ls , we must s t i l l oppose th is seemingly u n just ren t rise® We do so not because i t would be un just in economic terms, but because i t would remain u n just in human and s o c ia l terms.

In the past few weeks fam ilies* gas accounts seem to have shy rocketed , and gas i s as c o s t ly as ren ts these days, Are you aware that b e fore you were charged $1*00 a month re n ta l fo r gas b e fo re you paid f o r what you used; now you pay $ 6*40 a month b e fo re you are charged fo r the gas you use®Through my resou rce area I am fry in g to get someone out here from the Gas & fu e l to come and explain the methods used by Gas & Fuel to ca lcu la te the charges f o r gas.
