The outgoing Margaret River Bowling Club delegate introduce the new delegate, Graeme Lance to the committee members.

6.0 Matters arising from previous minutes 6.1 Live Action List

203 7 February

2018 Synthetic turf removed from the Margaret River Bowling Club. Delegates to forward any requests for purchase or suggested use of the material through to [email protected]. 4/4/18: There has been quite a bit of interest in purchasing the turf and we hope to have the bulk of it removed by winter. 6/6/18: A small amount of turf has already been purchased and a couple of other sporting groups have expressed interest for different projects. McLeod Wines are looking at purchasing the remaining turf so it should all be removed from site by the end of next month.

207 6 June 2018 Queries submitted by the Margaret River Recreational Surfers requesting follow up:

1. The public need notification if high shark risk occurs—at the moment there is no communication / notification

2. Early response and imminent threat removal actioned in case of shark attack 3. Improvement of signage with a more up to date reporting system- do we need a text

warning like we have for storms or fires? 4. Shark attack tourniquets at beaches? 5. An improved and unified carcass removal strategy 6. Improved monitoring [with drone implementation and possibly water patrols] – especially in

high shark advisory levels 6/6/18: Ranger Coordinator - The Department of Primary Industries and Regional Development have organised a debrief on 27 June 2018 to discuss the learnings from the response to the April shark

bite incidents. Each organisation will have the opportunity to present on their role in the incident

response and outline strengths, weakness, opportunities and threats (including OSH). All questions/discussion to be held at the end of the presentations. The meeting will be concluded with proposed future actions required. Following the meeting, Shire staff will be in a better position to provide an informative response. 7.0 Reports from Shire Officers and Delegates

7.1 Recreation Operations Manager Update – Dylan Brown As always Seb and I would like to thank all the clubs for their patience in working with us on the Cultural Centre upgrade. There has been a minimal impact on some clubs but be assured we will be working as hard as possible to ensure Gloucester Park runs as smoothly as possible. Aquatic Centre

Works to the dehumidifier continue. Some minor issues in the first two weeks of the project have had knock on effects, the major one being the power supply that controls water heating for the Aquatic Centre. Currently the Centre has been operating with a diesel generator to keep the water as warm. This is not ideal at this time of the year but at least we can maintain the water close to 26OC

At this stage power supplies to the heat pumps and dehumidifier are scheduled to be in place the around 11 June, with commission to take place soon after

All updates are being placed on the Centre’s Facebook page and the Shire’s website to let people know what is happening

All works on the upgrade shower tapware have been completed. There have been many mixed reviews about length of time that showers run for. The Centre chose this option to reduce our water consumption and power consumption for people using shower

Outside School Hours Care

Attendance at Before School and After School Care have continued to grow over the past few months

OSHC has recently moved site to the primary school and the Zone Room during the initial works to the Cultural Centre

Planning underway for the up and coming school holiday program with excursions planned due to Cultural Centre upgrade

Gloucester Park

The Shire has officially received its clearing permit from the Department of Water and Environmental Regulation for the Lower Western Oval and as of 13 April the Shire was permitted to undertake all works on that area

Detailed design document are finalised and final copies have been passed on to the Shire infrastructure team ready for tendering. Tendering is expected to occur over the next four to six weeks

Thank you to all clubs for working with for the up and coming winter season. Please continue to work with Seb and myself on this by sending through all 2018 and 2019 booking requests for Gloucester Park when they come in

A new retaining wall was built at the rear of the Football Club to clean the area up and make the visual appearance in Gloucester Park better

The skate park is now open for business. Please be careful when entering off Wallcliffe Road as there are more children now back in Gloucester Park

Sports Stadium

Recreation Coordinator working with internal clubs for court bookings during Winter

Court 3 is now closed for renovation. Seb has been working with clubs and bookings to ensure all clubs have as much access as possible to available spaces

Saturday mornings now have new fitness classes running and increased use in the Centre due to Netball starting earlier

Beach Lifeguard season

The season has finished and all lifeguards have gone away for the Winter Cultural Centre upgrade

Works have started and are proceeding as scheduled

BGC have a licence to operate on the site seven days a week. This may affect movement/parking around Gloucester Park during some weekend home games. We have been advising clubs that there may be minor impacts to traffic flow for home games while the works continue

Margaret River Junior Cricket Club: What is happening with the clearing of the Lower Western Oval? ROM: The Works Team are progressing the tender paperwork so it can be advertised in the paper. Clearing dates will be confirmed once the tender has gone out. We anticipate that the works will be completed around March 2019. March 2019 is the anticipated handover and not an indicative date for play to commence. The field will need a settling in period before it will be a playable surface. Margaret River Karate Club: The Rapids Landing School Oval is still fenced off and has not been handed over yet. Will the Lower Western Oval be fenced until it is deemed playable? ROM: Yes, a fence and signage will be erected around the perimeter of the oval. The lights will not be commissioned until the surface is ready for play. Margaret River Junior Cricket Club: How is the asbestos removal in Augusta progressing? ROM: I visited the site about a week ago. The project is approximately 40-50% complete although the storm had pulled some flashing off. Completion will be determined to some extent by the weather.

8.0 General Business 8.1 Updates from the clubs

8.1.1 Cowaramup BMX Club With the 2017 season complete, the club committee has had a short

break after the final AGM. We have had some changes in the committee with new members stepping up to hold some valuable positions and lend their support. We wish to thank previous members for their support and help with the club

We have had several of our club members compete at Cockburn BMX Club recently at an interclub event. We had a small but very vocal group of riders and supporters and they flew the flag for Cowaramup! Cockburn BMX created a very well run and fun event that was well received by the wider BMX community. Our riders had their first taste of a large BMX event and they had a great day out

We are now in the final stages of preparation for the next Department of Local Government, Sport and Cultural Industries’ funding period aiming to secure funding to complete the proposed track upgrades. These track upgrades will be invaluable to the clubs’ future direction and we are grateful for the Shires support in this

The club is entering a new and exciting time. With a great group of young riders and an upgraded track we are looking forward to an excellent season ahead

8.1.2 Margaret River Underwater Hockey Firstly, thanks for the upgrades to the pool. We are all happy to be

back in water, no matter what the temperature

Our annual competition, the Margaret River Rumble, was held on May 19 and 20 here at the Recreation Centre

We had about 24 players compete in the adult competition. Two of these were 14 year old juniors from our club for whom it was their first time to play at this level. Our junior event on the Sunday was a bit quieter than in the past but we still had enough kids to run a comp with three teams. As with all our junior players, the older teens assisted with refereeing and helping the younger players

We would like to thank the Recreation Centre for being so flexible with the last minute changes to the Sunday booking

The UWH World Championships are coming up later this year in Canada. We are very excited to have four Margaret River members competing: Gareth Mann, Jasmine Mann, Jason Miezis and PJ

McGovern (our President). The Trans Tasmans are coming up in October this year in NZ. We have two young players competing in the U18s division

The club is in the process of seeking feedback from members for the Gloucester Masterplan

8.1.3 Margaret River Tennis Club

The season has finished for the year

We will hold our AGM on the 11 June

8.1.4 Arts Margaret River We have vacated the Cultural Centre and redevelopment works have

commenced

8.1.5 Senior Technical Officer - Parks and Gardens

Cowaramup oval has been top dressed o We used a blend of screened grit, sands, grass based compost

and loam o A follow up fertiliser application will be applied o Got some comments regarding timing, increasingly challenging

with increased sports field demands o It was a bit muddy under foot at first but has settled in now

A round of Vertidraining has been completed at Gloucester Park

A single pass over all fields, with a double pass over Little Athletics

Holes set at 125mm apart with 175mm tine penetration due to the dryer weather. We usually get 200mm depth after the opening rains

Following this we should experience o Improved surface drainage in winter o Improved soil aeration which will increase grass and root growth o Assist with salt management in the soil. Salt is arriving in small

quantities from the recycled water system. o A slightly softer playing surface, which may assist in

reducing impact injuries

Planning to do another round of Vertidraining in January during the summer cricket break. This will assist in summer irrigation water penetration and also open up the soil profile in preparation for the following May Vertidraining

Still finding sports based objects on the fields, possible from line marking or pegging temporary goals down. Mowers can be repaired, but these could inflict serious injuries to sports users

Mowing at 15mm grass height, will look to increasing as winter rolls on

Some surface tearing being experienced, but I am putting it down to the players finding their running legs due to the tighter grass surface created by the reel mower

An iron and liquid fertilizer application has been applied to Gloucester Park, with the aim to improve wear and tear, and strengthen the grounds ready for winter

Still got rabbits on the ovals

Note: There has been an increase in aggressive behaviour towards grounds staff during the completion of their duties. Our crew are there to complete a set operation program not complete ad hoc jobs that the community think should be done. All infrastructure, grounds or works requests must be submitted as a Customer Service Request through the correct channel being the front counter. We have advised staff to lodge incident reports every time they are approached in an aggressive manner.

8.1.6 Margaret River Swim Club

48 members aged 10 - 16 years

We have two squads - Development and Open o the squad was split to Development and Open 1 year ago o enables better focus by coach to swimmer and squad needs o this is working well

Five sessions per week are offered

The club has now had one year with a paid coach

Coaching is being supported by our senior swimmers to manage development numbers

The club is in the off season, although we swim squads all year

During the summer season we had two competitive Swim WA swimmers and 11 swimmers who participated in the WA Open Water Series, including the Busselton Jetty Swim and Augusta and Dunsborough Adventure races

8.1.7 Cr Earl

It is good to be back on the committee

Congratulations to all that were involved in the Skate Park project and the workshop with Martin Luther King Junior III prior to the official opening of the park

8.1.8 Margaret River Senior Cricket Club (Hawks) We are currently in the off season and don’t have anything to report

8.1.9 Margaret River Karate Club The club attended a tournament in Joondalup two weeks ago with six

competitors obtaining ten medals

This was a successful competition for club and a good lead up to the competition on the weekend. Thank you to Seb, Tegan and Norma for their assistance on the day

Competition numbers were on par with last few years, the weather was kind and we had great feedback from everyone involved

There was a lack of chips available in the Recreation Centre Café for the event

The club are building up towards nationals, which will be held in August. We have had a huge response with 50 international competitors confirmed including members from the Deaf Society from Tibet

We have booked Recreation Centre for three days over the competition weekend

Due to the state of the National Disability Service, the state body are not willing to support funding for the event’s blind instructors so it looks like we are not able to attract any funding from any source to assist with this portion of the program

I attended the Department of Local Government, Sport and Cultural Industries information session on club compliance and found it to be a very informative evening. We will be applying changes to our constitution as a result

8.1.10 Margaret River High School We are getting closer to commencement of building phase and

anticipate completion towards the end of 2019

8.1.11 Margaret River Recreational Surfers We recently had a meeting to discuss how the group felt and what could

be possibly done on a local level regarding the recent shark situation and to try to determine a starting point for shark sightings. A list of questions have been submitted to the Minute Secretary

ROM: The questions have been included on the Live Action List. A multi-agency debrief has been arranged for 27 June 2018. Following the outcome of the meeting information and a response to the questions will be distributed.

8.1.12 Margaret River Swim Club We are in the non-competitive part of the season

Numbers are growing by a few each term

The pool is chilly but we are telling our teams to swim harder and faster to keep warm

8.1.13 Margaret River Pony Club Our kids have been attending competitions here and there and are

doing quite well

There has been burning off around the club over past few months

We appreciate the Shire removing a smashed car away from the front of club and the removal of the tree that came down

The club recently received Lions grant for a new ablution block for disabled access

We are slowing improving the facilities

8.1.14 Margaret River Hockey Club We have just competed in the first round of games for the season

The women’s team played on weekend and the masters are playing tomorrow night

Our 9-12’s girls play on Sunday in the Challenge Club Series

The new Hook into Hockey program has attracted 26 kids who train and play on the Western Oval. We will need to mark at pitch

Thank you to the Shire for facilitating the Department of Local Government, Sport and Cultural Industries funding information session. It has given us leads on how to proceed with securing our own space

The club is currently discussing a dual use facility with the Tennis Club. If it come together we may be able to train in the Shire and not have to travel to Busselton each week

8.1.15 Margaret River Junior Football Club Junior football have managed to pull together a year 11-12 team

between Dunsborough and the Hawks. This has kept 20 kids playing footy which is extremely positive. Congratulations to Rob Zinich and Mark Barrett-Lennard for getting this up. The kids from this will flow through to the Colts for the Hawks

An amendment to the fixtures will be required as the Gropers grand final and the football are both fixture on the same day

8.1.16 Margaret River Junior Cricket Club The club is in the off season at the moment

We met with WACA representatives last week who advised that the junior format is changing again. There will be new sponsor and new ideas for under 10’s game

As a club we are losing a lot of kids in the under 15-17’s age bracket. Kids wanting to represent state are missing out because they are not getting enough games on the My Cricket tracking program.

We will be trying some T20 games during the week instead of training so they can get more games entered into the My Cricket tracking program. We recently had a great kid miss representing the state as he had fewer games in the system than his Perth counterparts

Other initiatives will also be investigated to increase the number of games. The alternative is that we lose talented kids to Perth through private school scholarship programs. We want to avoid that

This is also happening in other sporting codes

8.1.17 Margaret River Bowling Club Thank you for welcoming me to the committee

The club have scrounges on Fridays the bar open and cheap

We would like to see you down there

8.1.18 Margaret River Agricultural Society We have a meeting tomorrow night

I have been away but I believe that we are trying to get a small show on with no or a nominal entry charge

There will be no trade space or exhibition hall

The oval has been booked and we will advise via media when the format has been finalised

I believe that an alternative fire work products are being discussed

8.1.19 ROM We have received a resignation from the committee from Gary Gibbon

the Margaret River Primary School delegate. “Unfortunately, due to ongoing extended health issues, I find myself having to resign my representative's position on the Shire's Sport and Recreation Advisory Committee. I have enjoyed the opportunities presented from being associated with the committee over the past 11 years, but will be unlikely to be able to attend any further meetings this year. Regards to you and please pass on my best wishes to all other committee members.” Chairperson: Personally and on behalf of the committee, I would like to thank Gary for all of his contributions and wish him good health and all the best.
