Over the past few months, we have also been working with our Local Governments, Growth Management Subcommittee and FDOT in the development of the new Tentative Work Program and this is done through our annual project priorities. We are on an expedited schedule due to the Legislature meeting earlier in 2018. You also have a set of 11x17 spreadsheets that list all of our project priorities to include Space and Port Canaveral projects. I’m not going to talk about all of them, but I don’t want to give you a status on some of the bigger projects and let you know about any new projects that have come to us.

For the newer members, just a couple slides on the process. Where do our project priorities come from? We have to know where the problems are….The State of the System analysis is a key component in how we arrive at decisions for future transportation investments. Our Traffic Count Report is part of an extensive Performance Monitoring and Management Program. TPO monitors its roadways on an annual basis and it’s documented in our annual State of the System Report and annual Safety Report. Corridors need to be monitored for all users and modes, not just for capacity needs. Citizen input can ultimately be responsible for a project getting added to a priority list with the support of their respective municipality. We request projects from our local governments and Transportation Agencies in February of each year for state and federal funding. Our Growth Management Subcommittee reviews the new projects and makes recommendations on ranking.

This is the statewide system of high priority transportation facilities. The funding is managed out of central office. The Department’s investment policy, provides a much larger allocation of highway capacity funds to projects on the SIS. This is includes our SIS hubs: Port Canaveral, Orlando-MIA, the spaceport and railroad corridors. This also includes SIS connectors such as Columbia Blvd to KSC Entrance; SR 401 to CCAF station entrance, US 192 from I-95 to Airport Blvd to NASA Blvd to entrance and exit at Air Terminal Parkway. All of these corridors would qualify for SIS Funds.

I’ll give a quick review of our SIS Highway projects: this is a design-build project of a new diverging diamond interchange at Interstate 95 (I-95) and St. Johns Heritage Parkway, north of Micco Road in Palm Bay. Work began in February of this year and completion is scheduled for the summer of 2018. The City of Palm Bay will construct the road to connect the new interchange to Babcock near Davis Lane. (1.67 mile stretch of road) bike lanes / sidewalk and 12 ft. multi-use path. --------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------

I-95 / Viera Boulevard Interchange (Fully Funded)

This project involves a new Diverging Diamond Interchange with I-95 at the existing Viera Boulevard overpass.  This should improve mobility in Viera by relieving traffic congestion at the I-95 interchanges with Fiske to the north and Wickham to the south. Construction should begin in the fall of this year and will take 14-16 months. 7 ft. buffered bicycle lanes and 8ft sidewalks will be provided throughout the project. The Viera Company will also be widening Viera Blvd from 2 to 4 lanes from west of Tavistock Drive to west of Porada Drive (approximately one-half mile) and from east of Heron’s Landing Drive to east of Holiday Springs Road (approx 1 mile).

I-95 / SJHP North Interchange

The new interchange at I-95 and Ellis Road is also fully funded. It will align with the future St. Johns Heritage Parkway on the west and Ellis Road on the East. Right of way acquisition is underway by FDOT; Construction letting date is June 2018 so fall of 2018 will likely be when construction begins. The purpose of the project is to provide a direct, multi-lane connection from I-95 to Orlando-Melbourne International Airport . The new facility and interstate connectivity will provide improved mobility of people and goods to and from the airport. The project will also assist in reducing the near term and future traffic demands on New Haven Avenue (US 192) and Eau Gallie Boulevard (SR 518). --------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------

In addition to the new interchange at I-95, Ellis Road will be widened to Wickham Road. The county just recently completed their drainage analysis and is working with DOT to see if those right of way impacts can be reduced, specifically by piping the ditch. Things sound promising. Currently ROW is funded for $35 M between the years 2020 and 2023. Construction is unfunded at this time. This project is also No. 1 on the Regional Priority List that we have with the Central Florida MPO Alliance (includes 6 MPOs)

The Turnpike is doing a PD&E reevaluation on their portion of the Beachline from SR 520 to Industry Road. On the DOT owned portion from Industry Rd to the Port Canaveral Interchange – design is currently underway and approaching 30% plans. A traffic study is also underway to analyze if managed lanes are warranted. A multi-use trail is also being designed as part of the widening; The City of Cocoa would like the limits of the trail to be extended to Industry Road to the Port (northside of road). We’ve asked DOT to come to our September meeting and give an update on the design, potential trail access points and the traffic study concerning the managed lanes.

As you know, Phase I of the Parkway (county portion) from Palm Bay City Limits to US 192 is currently under construction, approximately 3.1 miles. When completed it will provide that direct connection to the City of Palm Bay portion down to Malabar Road. It is looking like Sept/Oct time frame for completion.

The No. 1 Priority on the Non-SIS list is now phase II of the county portion of the Parkway which runs from US 192 to the I-95 Interchange with Ellis Road. It is funded with a combination of CIGP and local matching fund for a total of $9.8 M. DOT and County will need to coordinate the timing of construction of this project and the interchange.

US 192 and Hollywood Blvd/Evans Intersection Improvements

No. 2 is intersection improvements US 192 and Hollywood Blvd. There is a lack of adequate lanes on Hollywood Blvd contributing to delays along mainline of US 192. DOT is currently in design and Right of Way acquisition is funded in FY 2020 for $4.8 M. We still need construction funding. The intent of this project is to add an exclusive eastbound right turn lane, a second westbound left turn lane, a second southbound right turn lane, and a second southbound through lane to the intersection.

The next intersection project is fully funded at US192 and Wickham/Minton Road. The traffic volume on Wickham is also contributing to delays along the mainline of US 192. The plan would be to maximize the approaches to give more signal time on Wickham. Turn lane additions can be constructed within the available Right of Way. Construction will begin in the summer of FY 2018.

SR A1A Corridor Study Pineda to Port Canaveral

The SR A1A Corridor Study was completed a couple of years ago by FDOT. Study limits were from Pineda Causeway to the Port. Various projects came out of the study with involvement from the many stakeholders including The A1A Action Team. This is not a widening project but a list of projects to make the corridor safer for bicyclists and pedestrians and to have that sense of arrival for community. We were able to get sidewalk installed throughout the one-way pairs in Cocoa Beach in the resurfacing project east and westbound both sides. --------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------

One of the projects that came out of the study was improvements to A1A and SR 520. Tighten up intersection to increase walkability; sidewalk extensions and widening within the right of way. Remove the free flow right turn lanes and reconstruct the curb line - intersection more pedestrian friendly. This project includes intersection realignment at International Drive and includes sidewalk to Long Point Road. Design is funded for $1 M in FY 2018. And moving north of this project to the port, the city of cape canaveral would like to see curb and gutter, require roadway reconstruction and wider sidewalks and medians in some locations. They would like that sense of arrival. The first step would be fund a drainage analysis to help identify appropriate pond locations.

Babcock (SR 507) Widening from Malabar Rd to Palm Bay Rd

The No. 4 priority is the widening of Babcock to a six-lane divided roadway from Malabar Road to Palm Bay Road and will include bicycle lanes and sidewalks and replacement of NB bridge and widening of the SB bridge over the Melbourne-Tillman Canal. The Design update is underway and is expected to be complete in 2018. There is $27.5M is programmed over a 4year period for ROW acquisition (between the years of 2020 - 23). No. 6 is the widening of Malabar Road from Babcock to US 1. The PD&E is close to being finalized. Design is programmed for $4M in FY 2020. Right of Way and construction remain unfunded. In the short term, there is a standalone safety project for left turn lanes at Weber and Corey. Construction is programmed in FY 2019. From Babcock to Weber, the project will be widened to 4 lanes with 7’ bike lanes and 5 ft. sidewalks. Moving east, the typical section of the roadway changes , 7ft. Bike lanes and sidewalks. The bike lanes and sidewalks are adjusted to fit the best alternative. Weber to Corey – 4 lane divided with roundabouts proposed at corey and weber; Corey to Marie Street – partial no build with a 10ft multi-use path. The No. 7 priority is a corridor study that is currently underway on SR 524 from S Friday Road to Industry Road. There is also a PD&E Study programmed in FY 2019 for $1.7 M. This is a lot of new development that is happening in the area as well as residential. Judy will be presenting on this project a little later.

This is a new project that we are adding to the priority list – US 1 from Pineda Cswy to Park Avenue. From traffic counts and monitoring, this is showing a future need in capacity and it is timely that we get this on the priority list for a PD&E Study to be programmed.

Courtenay Pkwy (SR 3) Catalina Isle Drive to Venetian Way Sidewalks; Bus Stops, Corridor Lighting, Pedestrian Crosswalks

If you remember, the Courtenay Corridor Study was completed last year. The Study was from Fortenberry Rd (S of SR 520) to Grant/Smith Road, just north of the Barge Canal. Varying typical sections throughout the corridor. After meeting with the County and MIRA, the section that is a more immediate need is Catalina Isle Dr. to Venetian Way (Just South of 528. filling in sidewalks gaps, bus stops, corridor lighting, pedestrian crosswalks. This will most likely require a drainage analysis first.

SR 520 Willard/King St. From US 1 to Indian River

SR 520 – 1 mile long section from US 1 to the East City Limits at the Indian River. Over 25 K vehicles per day but also used by pedestrians bicyclists and transit. Posted speed 35 mph Short term, the City of Cocoa would more pedestrian enhancements including ADA sidewalk and ramps, bulb-outs to reduce crossing distances, enhance walkways with color and texture and pedestrian level lighting. Bus shelters are needed and signal coordination to maintain traffic flow while minimizing wait times for peds crossing 520. Long term improvements is roadway reconstruction for a roundabout at Riveredge blvd (base of the bridge) and to eliminate the right-turn slip lane at US 1 for pedestrian safety.

Washingtonia Extension PD&E Study $3.5 M (FY 2018)

The last few projects on the Non-SIS list are off the state highway system. Washingtonia Extension - This proposed project begins at the southern end with a connection to St. John’s Heritage Parkway at Ellis Road and continues north for approximately 5 miles to Washingtonia Drive terminus at possibly Pineda or Stadium Parkway. It will provide needed north-south capacity from Malabar Road in the City of Palm Bay to Viera. This project is in the very preliminary stages and various alignments are being considered prior to it moving into PD&E phase. ----------------------------------------------------------------------------------------------------------------------------------------------- Existing Washingtonia is 2 lane north-south connector roadway that serves residents on the west side of I-95. The existing roadway extends from Lake Washington Road north for 1.8 miles and terminates at a cul-de-sac, which is located just south of the Southern Limits of the Viera DRI Master Plan. 5.1) miles-------------------------------------------------------

This is a City of Palm Bay project . A PD&E was programmed to study the widening of approx. 4 miles of Malabar Road from Minton Road to the Palm Bay Parkway. The Parkway will soon connect from Malabar Road to US 192 so traffic on Malabar Road is expected to increase, so there is a need for a 4 laning in the future.

Transportation System Management and Operations (TSM&O)

Another section on our priority list is the Transportation System Managaement and Operations (TSM&O). ITS technology reduces red light delays by linking traffic signal control boxes with fiber optic cable. We’ve made a big investment in this area. We have an ITS Master Plan that was developed by stakeholders from all of our local governments. Each year, the TPO sets aside $225K of our SU Funds to assist the county in funding operational support activities. Steven has been working with the County and DOT on the planning of a new Regional Traffic Management Center for Brevard County. Our consultant, HNTB has been working to develop a scope for design costs of the facility.

As you know, we committed three years of the TPO’s SU funds in FY 15 – 17 to fund 6 complete street projects. 3 are entering design phase in FY 16 and the remaining will be moving to construction later this year. This particular concept is of Hopkins Ave in Titusville that is funded for Design this year and construction in FY 2017.
