SARATOGA SPRINGS - On Friday, May 9, 2014, as part National Preservation Month, Saratoga Springs Preservation Founda-tion (SSPF) will recognize the Saratoga Room at the Saratoga Springs Public Library and the Saratoga Spa State Park and its partners at the 2014 Spirit of Preservation Celebration at 6 PM at theSaratoga Automobile Museum. WELCOMES SARATOGA SURRENDER SCULPTURE

SARATOGA SPRINGS - The City Center’s 30th Anniversary celebration continues as it welcomes the “Saratoga Surren-der Sculpture,” a bronze bas-relief, on loan from The Friends of Saratoga Battlefield. This massive 4’ by 6’ bronze depicts the “turning point of America’s Revolutionary War,” when Brit-ish General Burgoyne surrendered his sword to American General Gates. The event was a pivotal moment in America’s quest for independence. This impressive new work of art was created by Chas Fagan, a nationally known painter and sculp-tor. The subject is based on artist John Trumbull’s famous oil painting called “The Surrender of John Burgoyne,” which is prominently housed in the U.S. Capitol Rotunda. The “Sarato-ga Surrender Sculpture” is now on display in the City Center’s main lobby for the public to appreciate Monday through Fri-day from the hours of 9:00 a.m. to 5:00 p.m. through Monday, May 19, 2014. The City Center is located at 522 Broadway in Saratoga Springs, NY. After a tour of various venues in Sarato-ga County, the artwork will be permanently placed in a new memorial park called the Saratoga Surrender Site, south of Schuylerville, NY. The City Center is pleased to have another occasion to welcome the community through its doors and continue the effort of “Bringing People Together.”

BIKE TO WORK DAY WORKPLACE CHALLENGE MAY 16, 2014

CAPITAL DISTRICT - The Capital District Transportation Com-mittee (CDTC) is sponsoring a workplace challenge (Twitter #B2W518) for employers in Albany, Rensselaer, Saratoga, and Schenectady Counties. Bike to Work Day is an annual event held each spring throughout the country that promotes bi-cycling as an option to commute to work. As Doug Haller from Bikeatoga explained, “Riding a bike to work can be more than fun, it can be exercise and stress relief, it can save money and reduce your carbon footprint, it can reduce traffi c congestion and parking problems. Some of us believe that the world would be a better place if more people traveled by bicycle. It takes a little planning, but most anyone can do it.” In each county, the winning team for each of four categories will win a trophy, with trophies contributed by Bikeatoga, Al-bany Bicycle Coalition, and Troy Bike Rescue and made out of used bicycle parts. The four categories are: • Organization with the largest number of riders, • Small organization with the highest percent participation (20 or fewer employees), • Large organization with the highest percent participation (over 20 employees), and • Person who rode the farthest. Registration is open at www.capitalmoves.org. Standings will also be posted here by county, along with the total gal-lons of gas saved and calories burned (to date 33 gallons and 35,376 calories).

Walk on Saturday, May 10, 2014. This fun-filled event, held at the Crossings of Colonie, includes a one or three mile walk around the park, live music, free giveaways and an informa-tional health fair. Over 2,000 walkers will participate in the event to fund cardiovascular research and education.

22ND WHIPPLE CITY FESTIVAL CELEBRATION

GREENWICH - The festival begins on Friday June 13th with a 6:00 pm “A Day at the Beach” themed parade. It begins at the K Mart Plaza, travels along Main Street, to Hill Street and to Academy St. The evening continues with a bang to the sounds of the Big Easy Revue an area New Orleans Swing-Calypso-Soul group. Saturday starts bright and early with the running of the Whipple City 5K Race at 8:30. The day contin-ues with great food choices for lunch and dinner. An Artisan Market of local craftspeople in Mowry Park, a family area of bounce houses , a rock climbing wall and other children’s ac-tivities at the town & village municipal buildings on Academy St. There will be free horse & wagon rides through the village on Saturday. Along with a day full of live free entertainment by Get Up Jack, formerly of The Hair of The Dog from the Capital District in the afternoon and in the evening Green-wich’s own popular group East Bound Jesus with its special “Northern Rock” sound. Returning this year is the Adiron-dack Brewery beer garden in Mowry Park. And in Dorr Park there will be Historical groups and reenactment groups from the Revolutionary War, the Civil War, WW1 and WWII. There will be community organizations, and commercial vendors on hand and again great food. Mother’s Day is right around the corner, and this special holiday serves to honor all those women who devote so much time and e� ort to their families. While gifts and other trinkets are certainly part of the celebration, a vast majority of children opt to treat Mom to a night out on the town come Mother’s Day. Not only does this give mom a night o� from cook-ing, but also it presents an opportunity to get dressed up and spend time together as a family.A vast number of families travel to their favorite res-taurants for Mother’s Day meals. Mother’s Day is one of the busiest holidays of the year for restaurants. The National Retail Federation says 54.8 percent of Ameri-cans treat their mothers to a special meal out on Mother’s Day. Billions of dollars are generated by people eating out with their mothers. With large crowds to be expected, diners can follow a few tips when treating Mom to a meal.* Book early ... very early. To guarantee a reservation at any restaurant, namely your favorite restaurant, you will need to make a reservation well in advance of Mother’s Day. It’s never too early to put your name on the res-ervation list. Don’t forget Mother’s Day is Sunday, May 11, 2014.

* Expect to wait. Even with a reservation, you’re bound to spend some time wait-

ing at the restaurant. Other families may be lingering at their tables, as no one wants to rush Mom out of the door. Plan accordingly for a po-tentially long wait time. This means having a snack before you leave. Don’t arrive fam-ished, as no one wants the dining party to be hungry and cranky, which is not a good way to celebrate Mom. Have plenty of snacks and drinks on hand for young children, as well as activities to keep them entertained.* Consider dining out a day before or after. Restaurants are generally packed on Mother’s Day, and as a re-sult kitchen and wait sta� s might be overtaxed. What’s more, diners might be rel-egated to a special or ab-breviated menu. If you want a more relaxed setting and the ability to order whatever you desire, it may be a better idea to celebrate Mother’s Day in advance. Then have Mom enjoy a relaxing day at home on her special day.* Take-out is an option. Families can treat Mom to a dinner out, without re-ally having to go out. Many

restaurants o� er takeout service, so you will not be limited to pizza or Chinese. Even chain restaurants have curbside service, so if Mom is in the mood for a burger or something more elabo-rate, she’ll have that option.

* Expect an included gra-tuity. Restaurants often in-clude a gratuity in the bill when servicing larger par-ties, such as those that might be celebrating Mother’s Day. The standard gratuity rate is 18 percent, but you may want to go above and be-yond if you feel the service is exemplary.

* Hire a sitter for young kids. Although Mother’s Day is a chance for the entire fam-ily to spend time together, the main goal is to ensure Mom’s comfort and happi-ness. If very young children are in tow, she may not be able to relax and enjoy her meal. Infants will need to be fed, and toddlers may be easily distracted. Have a sitter watch little ones when adults are dining out, and then Mom can enjoy time with the kids when she returns home for more celebrating.

YukonYukon is a 9-year old Rottweiler possibly mixed with Bernese Mountain Dog. He is very sociable and loves

people of all ages. He often smiles at his foster mom (a full, teeth-baring grin that is definitely a smile). He will occasionally approach strangers and smile at them too! He is mellow but does likes to play. He loves walks and

car rides. Yukon is housebroken and gets along well with most very small male dogs and with female dogs of any

size. Yukon will not be placed in a home with cats, rabbits or other small house pets. He would prefer to live in a

home with a fenced in yard. Like all HOPE pets, Yukon is neutered and up-to-date on vaccinations.. Yukon’s foster Mom says, “he is a foster home’s dream. And that is the

absolute truth!” He’s pretty mild mannered and gets along with other polite dogs. Yukon’s feline foster-sis is teaching him how to live with cats. At 9 years old, Yukon is eligible for our Senior to Senior program (adoption fee waived

for qualified applicants 65 years and over).

ZoeZoe is a “delicate butterfly.” This 7-month old long-haired tortoiseshell, flutters around seeking out your attention. When she is not snuggling with you or sitting on your lap, she becomes a great hunter, chasing her squeaky

mouse or searching for bugs to conquer. She also enjoys having dinner with you; she will share her food with you and expects you to share your food with her. If you are looking for an affectionate companion that will protect you from insects and will occasionally dine with you Zoe is for you! Like all HOPE cats, Zoe is spayed, up to date

on all vaccinations, worming and tested negative for Feline Leukemia and FIV.

CharlieCharlie is a 1-1/2 year old charming black and white male cat. He has a cute mustache we thought looked like Charlie Chaplin, hence his name. He has an impressive purr, kittenish meow chirp and is always reaching out to be petted. Charlie was abandoned at a farm,

barely surviving having little to eat and inadequate shelter. He was as starved for affection as he was for food. In his foster home he has become an avid lap cat and a faithful com-

panion. When he isn’t with his foster mom she finds him playing with his little catnip toy and is entertained for hours. Won’t you please give Charlie what he deserves, a warm home with

the regular meals, a comfy bed to sleep in and plenty of toys to play with?

THE DANGER OF SMOKING WHILE DRIVING Using a cell phone, texting and drinking alcoholic beverages are all activities that can lead to fi nes or arrest if done while in a moving vehicle. But in some areas, it is already illegal or may soon be, to smoke in a vehicle if in the presence of children.

Since 2006, several communities across North America have implemented laws to prevent smoking in cars when chil-dren are present, and campaigns for smoke-free car laws are poised to continue.

The public has become increasingly aware that there is no safe level of exposure to secondhand smoke. Secondhand smoke, also known as environmental tobacco smoke, in-cludes the smoke that a smoker exhales and the smoke that comes from burning tobacco products. Thousands of toxic chemicals are present in secondhand smoke, including formaldehyde, lead, butane, cyanide, and carbon monoxide. These dangerous chemicals can be inhaled and tend to lin-ger in the air for hours or longer. Smoke residue also clings to a smoker’s body and hair and can even surface inside of a

home or vehicle, according to The Mayo Clinic.

Asthma, heart disease and cancer may result from contact with secondhand smoke. When someone smokes within the small enclosed space of a car, passengers are exposed to air that is many times more toxic than what the EPA considers hazardous air quality, even if a window is down. What’s more, the particulates of tobacco smoke that are absorbed in the upholstery off -gas back into the air even after many days have passed, exposing riders to toxins well beyond when someone smoked in the car.

The developing bodies of children and their small stature put youngsters at risk for greater complications from cigarette smoke, although any passenger is at risk.

Laws vary depending on location and typically apply to chil-dren ages 16 and under. Smokers are urged to quit smoking for their health and the health of others. But those who con-tinue to smoke should refrain from smoking when inside a vehicle, especially when children are present.

In the future, cars may not be built and assembled at automotive warehouses and factories full of automated robots. They may be the product of more effi cient manufacturing thanks to 3D printing, which can pro-duce relatively inexpensive, light and effi cient automo-biles. One pioneer, Jim Kor, founder of the Urbee 2, a 3D-printed vehicle, made a three-wheel, two-passenger vehicle with plastic through Fused Deposition Modeling, or FDM. This involves spray-ing molten polymer layer by layer to build the car chas-sis. The entire car, which is roughly 10 feet long, took about 2,500 hours to build. What would normally be several pieces of metal and other components in a tradi-tional car is now made from fewer and larger pieces that result in a lighter vehicle. And a car with less weight can use fuel more effi cient-ly. Vehicles that are made through 3D printing may be the wave of the future, po-tentially revolutionizing au-tomobile construction.

WAYS TO SAVE ON SPRING TRAVEL COSTSFamilies eager to enjoy some fun in the sun are turning their attention to spring getaways. According to a recent Bank of America survey, nearly half of Americans say the most diffi cult part of planning a trip is sticking to a budget.

ODOMETER FRAUD CHEATS

BUYERS Purchasing a used vehicle carries some risks. A used car buyer may not know the complete history of the vehicle or if any shortcuts were taken regarding its maintenance. One increas-ingly common problem pr-eowned vehicle buyers are running into is odometer fraud.

Consumers are estimated to lose billions of dollars due to odometer fraud, accord-ing to The National Highway Traffi c Safety Administra-tion. Odometer tampering is a serious crime that can fool buyers into believing a vehicle has far fewer miles on it than it really does. Sell-ers are able to fraudulently market cars and trucks at higher prices based on lower odometer readings. People also may able to circumvent mileage quotas on leased

vehicles by turning back the odometer.

The U.S. Offi ce of Odom-eter Fraud Investigations has seen an escalation in this type of illegal activity. Increased demand for low-mileage used cars has made odometer tampering more profi table. The Consumer Federation of America esti-mates one in 10 cars have had their odometer rolled back.

According to CARFAX(R) Ve-hicle History Reports, “clock-ing” or “spinning” an odom-eter is relatively easy to do. While older cars had to have the odometer dial turned back by machine or manual-

ly, today’s digital dashboards enable crooks to reprogram digital odometers using in-expensive software. Many consumers do not learn of odometer fraud until it is too late.

Digital odometer fraud is diffi cult to detect because there are no moveable parts that can appear manipulat-ed. Much like a hacked com-puter is often discovered too late, so, too, is a tampered odometer. However, there are some steps consumers can take to protect them-selves from odometer fraud.

* Compare the mileage on the odometer to the mileage listed on maintenance or in-

spection records. Check oil-change stickers on windows as well.

* Look for inconsistent wear and tear on the vehicle com-pared to the miles on the odometer. An older car will have wear on the gas, break and clutch pedals. A vehicle with fewer than 20,000 miles should have its original tires.

* Check the mileage listed on the title with the odom-eter. If the mileage notation is hard to read, this may indi-cate fraud.

* Request a vehicle history report to determine wheth-er odometer rollback took place. This will match up the mileage reading according

to the VIN number.

* If the guage on a mechani-cal odometer is crooked or misaligned, this may indi-cate tampering.

Odometer tampering is il-legal. If the vehicle was sold with an altered odometer, the dealer or private seller could be liable. If others are responsible, it is the sellers’ responsibility to locate them. Unfortunately, rollbacks are usually done by a third party, removed enough from the seller as not to incriminate the person. This frequently makes prosecution diffi cult. It is up to the buyer to take proactive steps to avoid odometer fraud.
