‘Intolerable’ conditions at St Vincent’s A&E DepartmentTony McCullagh

MEMBERS of the Irish Nurses and Midwives Organisation in the Emergency Department of St Vincent’s University Hospital have commenced a ballot for industrial action to highlight ongoing overcrowding.

Nurses took the decision at a meeting last Thursday following months of overcrowding, which they claim will “inevitably” lead to increased risk for patients and “intolerable” conditions for nurses.

According to the INMO’s trolley watch statistics, 3,331 patients spent time on a trolley at St Vincent’s Emergency Department awaiting an in-patient bed from January to August this year. This

is an increase of 137 per cent on the same period in 2014.

Speaking after the meeting, INMO Industrial Relations Officer, Philip McAnenly, said: “Our members are totally frustrated at management’s failure to address this problem or even acknowledge the extent of the crisis caused by this overcrowding.

“Patient care is being compromised on a daily basis because of this intolerable overcrowding which totally prevents our members from providing the care they believe is necessary for their patients.”

He added: “INMO members have repeatedly raised concerns without an appropriate response. This has left them with no option but to ballot for industrial action

seeking immediate improvements to protect both patients and themselves.”

Balloting of the 50 IMNO nurses attached to the St Vincent’s Emergency Department will continue until this Friday.

No spokesperson for St Vincent’s University Hospital was available for comment at the time of going to press.

School’s ‘Green Team’ raise fourth flagPUPILS at Oatlands Primary School, Stillorgan, have been celebrating the school’s fourth Green Flag that was raised by Cllr Deirdre Donnelly (Ind) recently.

The occasion coincided with the opening of a new scooter park, an initiative that was sponsored by An Taisce.

The entire school of over 400 pupils attended the ceremony.

They took their place alongside staff, the Parents’ Council, school board members and representatives from An Taisce, the Road Safety Authority and Dún Laoghaire Rathdown County Council.

Green-Schools, known internationally as Eco-Schools, is an international environmental education programme and award scheme that promotes and acknowledges long term action for the environment.

Schools that have successfully completed all elements of the programme are awarded the coveted Green Flag.

Cllr Deidre Donnelly (centre) pictured at the flag-raising ceremony in Oatlands School.▪

Cllr Donnelly said it was a great honour to be asked to raise the Green Flag at the school and she paid tribute in particular to the principal, Ber O’ Sullivan, and teacher Liam Benson for their hard work and dedication over the past number of years that had led to the raising of the school’s fourth flag.

She also praised the class representatives who make up the Green Committee as well as all the pupils.

“You are all truly one great Green Team,” she said.

The school’s new scooter park encourages pupils to use more environmentally friendly ways of getting to school.

Oral hearing granted for harbour cruise berth planTony McCullagh

AN BORD Pleanála has de-cided to hold an oral hearing into a planning application for an €18m cruise berth fa-cility at Dún Laoghaire Har-bour.

The news has been warmly welcomed by the Save Our Sea-front (SOS) group and council-lors opposed to the plan.

As reported in Southside People, a planning applica-tion for the development was submitted in July by Dún Laoghaire Harbour Company on behalf of the Dún Laoghaire Cruise Stakeholder Group. As it’s a strategic infrastructure project, the application went straight to An Bord Pleanála instead of going through the normal local authority plan-ning process.

Plans for the facility have been developed to allow Dún

Laoghaire Harbour to accom-modate next generation cruise ships.

The Dún Laoghaire Stake-holder Group is made up of Dún Laoghaire Harbour Com-pany, Dún Laoghaire Rathdown County Council and the Dún Laoghaire Bid Company.

The application submitted to An Bord Pleanála is seeking the construction of a 435 me-tre pier with an underpass to cater for the passage of club launches.

It proposes to dredge an ac-cess channel from outside the harbour to St Michael’s Pier, in-cluding a 500m diameter turn-ing circle outside the harbour mouth.

The Save Our Seafront group has put forward its own alter-native plan for the harbour. It described An Bord Pleanála’s decision to hold an oral hearing on the application as “a fantas-tic result” and paid tribute to

those who had put in submis-sions on the matter.

Cllr Victor Boyhan (Ind) also welcomed the board’s decision. At a recent meeting of Dún Laoghaire Rathdown County Council, councillors supported a motion tabled by Cllr Boyhan calling for an oral hearing to be held into the cruise berth project.

He said: “The board has abso-lute discretion whether to hold an oral hearing of any strate-gic infrastructure development case. I welcome the board’s de-cision in this instance and look forward to participating in the oral hearing process.”

Cllr Boyhan claimed that An Bord Pleanála received 150 submissions in relation to the application.

An Bord Pleanála has advised that a preliminary meeting will take place on October 7, with a full oral hearing being held on October 14.

Dublinis a tale of two cities

LAST week, broadcaster Joe Duffy went on something of a rant, describing Dublin as “an unadulterated kip”.

He criticised the proliferation of pound shops and fast food outlets that seem to dominate the city centre and lamented the closure of traditional businesses such as Peats Electronics and Clerys.

There’s little doubt that Duffy made his remarks out of love for his native town. Like many of us who care about Dublin, he is probably saddened by how once thriving parts of the city now feel downmarket and cheap.

But is it a tad harsh to describe Dublin as “a kip”? Well, yes and no.

As with all the world’s great capitals, Dublin is a tale of two cities. The iconic Ha’penny Bridge looks great on tourism brochures but the reality is quite different. It’s impossible to cross the bridge without witnessing the sad spectacle of people begging, most of them ravaged by years of heroin abuse.

Comment: Tony McCullagh, Dublin People group editor

David McWilliams highlighted the inequalities that exist in Ireland. PHOTO: TONY KINLAN▪

It’s a stark reminder of Irish society’s ongoing failure to deal with the dual scourges of drug abuse and homelessness. It’s a national embarrassment, if we’re to be honest.

O’Connell Street, our once proud thoroughfare, is still disjointed, despite genuine efforts in recent years to improve its look. It also feels edgy – even during the day – with far too many hoodie-clad youths hanging around for comfort.

That said, there are parts of the city that have benefitted enormously from regeneration and are virtually unrecognisable.

I was in the Bord Gáis Energy Theatre at Grand Canal Dock for the first time this month and was blown away by how this once crumbling, derelict area had been transformed.

Apart from being a bustling business centre, home to Google and Facebook, there were upmarket apartments, gyms, bars, coffee shops, hotels and gourmet food stores, all set against the backdrop of the docks. The distant sight of the Poolbeg chimneys poking into the sky gave the only clue that you were actually in Dublin.

It was like being in Barcelona, without the good weather.

The recent RTÉ documentary by economist David McWilliams, ‘Ireland’s Great Wealth Divide’, provided an excellent analysis of the wide chasm between the rich and poor in post-boom Ireland.

A 20 minute walk from one side of the city to the other illustrates exactly what he is talking about.

MEMBERS of the local community in Dublin 8 are being offered the chance to drop into a dedicated information centre where they can view a physical 3D model of the proposed new children’s hos-pital to be located on a campus shared with St James’s Hospital.

The largest and most significant capital investment project ever un-dertaken in healthcare in Ireland, it is envisaged that the hospital will result in better clinical outcomes, improved survival rates for the sick-est children and significantly en-hance the experience of service for young people and their families.

At the start of August, the Na-tional Paediatric Hospital Develop-ment Board (NPHDB) submitted the

planning application for the new children’s hospital as well as for the two Paediatric OPD and Urgent Care Satellite Centres at Tallaght Hospital and Connolly Hospital to An Bord Pleanála.

Members of the public will be able to see a 3D model of the hos-pital, to review all of the content submitted to An Bord Pleanála in soft copy, as well as access FAQ documents and information boards which detail the various aspects of the new children’s hospital project at the new dedicated information centre that is located at 568 South Circular Road.

John Pollock, Project Director, NPHDB said: “We have engaged in over 1,000 hours of consultation and deliberation with residents from the Dublin 8 area, with staff from the existing three children’s

hospitals, as well as with families, young people and children who are former or current users of the service.

“This extensive consultation process has led to the development of a world-class building which has been designed to enable staff to deliver the best possible clinical care for children and young peo-ple, while also seeking to provide a pleasant environment for staff and families.

“Members of the public will be able to review the designs and model at the dedicated information centre, which is located in the heart of the community, and staffed by members of the NPHDB team.

“A central objective for the NPH-DB is that there is an economic and social benefit for the Dublin 8 resi-dential and business communities.

“The commitment is to maximise the community benefit during both the construction and operational phases of the hospital,” he said.

Meanwhile, Cllr Charlie O’Connor (FF) has welcomed confirmation from the project team of the New National Children’s Hospital that an information campaign is being arranged to inform the community in Tallaght of plans for the National Children’s Hospital and the Urgent Care Centre.

Cllr O’Connor had first raised the question at a special session in the Council Chamber at County Hall which had been arranged to inform local councillors of plans in respect of the new development.

The project team has now told Cllr O’Connor that an information display of the plans is being ar-ranged for the Square in Tallaght

and details will be formally an-nounced soon.

According to Cllr O’Connor, each home in Tallaght is to receive a copy of the newly published National

Children’s Hospital Connect news-letter which answers a number of questions on the plans for the project that were recently submit-ted to An Bord Pleanála.

REVEALED: How stress is affecting locals in Tallaght

On a positive note respondents said the top three “good things” about Tallaght were amenities such as the shopping centre, parks and leisure facilities; the community spirit and neighbours; and public transport.

However, the top three “bad things” about Tallaght included the lack of amenities and activi-ties for young people; anti-social behaviour; and crime.

Experts say the report high-lights the need to expand mental health services, including psychi-atric, psychological and commu-nity support services, as well as enhance existing GP availability and out-of-hours services.

For Professor Ian Graham, Chairman of the Adelaide Health Foundation, information truly is power when it comes to map-ping out how best to address the health and social care needs of citizens.

“In the space of 12 months, from 2013 to 2014, Ireland has fallen from the 14th best per-

forming healthcare system in Eu-rope, to 22nd place,” he said.

“We also have, relative to most European countries, fewer GPs per capita. This is at a time when we have an ageing popula-tion and the consequent increas-ing demands of people’s complex

range of conditions on healthcare services.

“In undertaking this intel-ligence-gathering exercise that takes account of health and social care services in a truly holistic way, policymakers can properly plan for future needs.

“That means not only providing healthcare services at the most appropriate point of intervention, and thereby reducing unneces-sary and more critical and costly demands at later stages, but also improving access to housing, em-ployment and education.”

A MAJOR health and well-being study in Tallaght has revealed how stress has become wide-spread amoung those respon-sible for the household.

The Health Assets and Needs Assessment (HANA) Tallaght 2014 study interviewed 1,082 people in 343 randomly-selected house-holds.

Residents across Tallaght, in Belgard, Glenview, Kilnamanagh, Kingswood, Millbrook, Oldbawn, Springfield, Avonbeg, Fettercairn, Jobstown, Killinarden, Kiltipper, and Tymon were included.

The findings revealed that the majority (67 per cent) of primary household carers - the person who takes most responsibility for managing the household - expe-rienced stress in the previous 12 months particularly around is-sues of family, finances, illness, work and unemployment.

While three quarters of prima-ry carers (71 per cent) indicated their health as being “good” or

“very good”, when it comes to stress, levels had risen from 59 per cent in 2001 to 67 per cent in the latest report.

Almost one in two (44 per cent) had been visiting their GP as a re-sult, and 23 per cent were taking a prescription medication.

A total of 22 per cent of people in the households surveyed had at least one chronic illness, with heart disease (38 per cent), diabe-tes and respiratory disease (both 15 per cent), the most common.

In the space of 12 months, from 2013

to 2014, Ireland has fallen from the 14th best performing healthcare system in Europe, to 22nd place

paigner and has always been a great champion at local and national level for the Clondalkin community.

“Robert has made a substan-tial contribution as a member of Dáil Eireann as a legislator, as a member of the Public Accounts Committee and as an advocate for his constiutents.”

Deputy Tuffy added: “I have no doubt that Robert will remain active in the Labour Party and in his community and I look for-ward to continuing to work with him in the future.”

Meanwhile, former TD Paul Gogarty has confirmed that he will contest the upcoming gen-eral election in the constituency of Dublin Mid West.

The Lucan/Palmerstown-based representative will run as part of the Independent Alliance

of TDs, senators and councillors announced earlier in the year.

Cllr Gogarty is currently a member of South Dublin County Council and says that his expe-rience working with other inde-pendents on that local authority has convinced him that such an alliance could work effectively at national level also.

“This model has worked at council level and it can work in the Dáil and Seanad,” he said.

“In my council area of South Dublin County Council, a group of independent councillors and the sole Green Party member have joined together to form what we call the ‘Community Alliance’.

“Our grouping is now part of a wider ‘Progressive Alliance’ that shapes the agenda on the council.

“We have no whip and make decisions largely by consensus while operating in a supportive and inclusive way.

“While we can and do occasion-ally disagree on specific matters, the net effect of our Community Alliance has been to enhance our individual representative clout. I have co-operated particularly closely with my Lucan/Palm-erstown colleagues Cllrs Liona O’Toole and Guss O’Connell and my Clondalkin-based neighbour Cllr Francis Timmons.

“Working together we have improved the levels of service available to our constituents.”

Deputy Dowds throws support behind TuffyNeil Fetherstonhaugh

THE Labour Party TD, Robert Dowds, thanked the voters who elected him in the past as he announced his decision to withdraw from the general election campaign.

Deputy Dowds said he was stepping back from the contest as he believed this was the best way to ensure that Labour would win a seat in the Dublin Mid West con-stituency at the next election.

“I will be working with my col-league Joanna Tuffy to ensure her re-election,” he said in a state-ment. “I am proud of Labour’s role in Government. We have turned the country’s economy around with more than 120,000 extra people back at work. In incredibly difficult economic circumstances Labour played a critical role in protecting un-employment benefit, raising the minimum wage, getting money put aside to tackle the housing crisis and building over 300 new schools.

“In spite of our best efforts, I realise that while the recovery is gaining momentum, not every-body has yet felt its impact.

“In announcing my retirement from politics, I want to thank the voters who elected me on four different occasions and most especially the Labour Party vol-unteers who canvassed with me in all weathers and conditions,” he added. “Those volunteers are unsung heroes of great courage who don’t know what will face them from door to door as they canvass. In this cynical age, they are held in the highest esteem by me.”

His party colleague Joanna Tuffy paid tribute to Deputy Dowds.

“Robert and myself have worked together as members of the Labour Party in the Dublin Mid West constituency for many years,” she said in a statement. “We were elected together as members of South Dublin County Council in 1992 and I always found him to be a great colleague and an outstanding representative.

“He also served as Mayor for South Dublin County Council and worked extremely hard to make life better for local communities and showed great commitment and integrity during his term of office.

ThirsTy work in Dún Laoghaire...New chapter begins for Mount Carmel HospitalMoUnT Carmel will once again play an important role on the southside as it reopens as the city’s first dedicated commu-nity hospital.

Following the official opening of the hospital by Minister of State Kathleen Lynch, local Fine Gael TD Alan Shatter said he was delight-ed that Mount Carmel, which was purchased by the HSE in August 2014 following its closure as a private hospital, will again play an important part in the community.

“Mount Carmel Community Hospital has been developed to support both the acute hospitals and community services in Dublin by providing a range of short stay community beds in a non-acute setting and access to health and social care professional services including physiotherapy, occupa-tional therapy, speech and lan-guage therapy and dietetics,” he said.

“Already 100 patients have been admitted to the hospital, which opened on a phased basis in April last and the average stay per patient was 24 days.

“It is expected that the long-term development of Mount Car-mel Hospital will take approxi-

mately three years and will cost in the region of €5 million. When the development is fully completed, it will provide over 100 beds.

“Staffing at the hospital in-cludes 21 nursing staff, three medical staff, two physiothera-pists, an occupational therapist, two activities coordinators, as well as carers, management and administrative staff.”

Deputy Shatter added: “I very much welcome the additional em-ployment opportunities resulting from the redevelopment of Mount Carmel and I am particularly pleased that some of the present nursing staff previously worked in Mount Carmel Private Hospital before its closure, I want to con-gratulate all of those in the HSE involved in the redevelopment

of Mount Carmel and extend my good wishes to the patients and staff of the hospital.”

Communications Minister Alex White also welcomed the new chapter for the Southside hospi-tal.

“This is a milestone develop-ment for Churchtown and for Dub-lin,” he said. “It will help ensure that people who no longer need acute hospital care can receive excellent residential care and ac-commodation until they are well enough to go home.

“Mount Carmel is a fine ex-ample of modern primary care, which I advocated when I was jun-ior health minister and which my Labour colleague Kathleen Lynch is now taking forward. Following essential building works, the hos-pital opened on a phased basis, with 20 beds, in April 2015. The full complement of 65 beds has been open since the end of June for people who have received acute hospital care and now need intermediate care and support for a period of time.”

The HSE bought Mount Carmel following its closure as a private hospital in early 2014. The facil-ity has since been redeveloped to support Dublin’s acute hospitals.

Radio station to help young people air their problemsA UNIQUE ‘pop-up radio sta-tion’ is aiming to raise €10,000 to help young Irish people with their mental health.

Walk in My Shoes Radio, Ire-land’s only all-digital pop-up radio station was launched by a host of mental health advocates, celebrity ambassadors and well-known presenters recently.

The station will broadcast live from St Patrick’s University Hos-pital from Monday, October 5 to Friday 9 to mark World Mental Health Awareness Week.

It is the only pop-up radio station dedicated to promoting positive mental health.

Aidan Power and Andrew Stanley, Shay Byrne, Richard Mulcahy and Laura Canavan Hayes, Colm Hayes and Ruth Scott will be taking the mic alongside guest presenters and appearances throughout the week.

The overall aim of Walk in My Shoes Radio is to encourage lis-teners to become involved in the conversation around mental health.

During Mental Health Aware-ness Week, the station’s motto will be ‘A small step, a huge dif-ference’ and station guests will share their stories of support and recovery, bringing to life the huge difference that can be made when we pay attention to our mental health.

Walk in My Shoes Radio has a fundraising target of €10,000 during its week on air. This €10,000 will fund free therapy sessions for 100 young people around Ireland. Donations can be made at http://www.walkin-myshoes.ie/donate-now/ or by texting “Shoes” to 57802 to do-nate €2.

Speaking at the launch event, Paul Gilligan, CEO of St Patrick’s

Mental Health Services, said: “Too many people with mental health difficulties are leaving it too late to seek help.

“The overall aim of Walk in My Shoes Radio is to encourage people to seek support and pro-fessional advice as early as pos-sible.

“Our pop-up station is a small step in setting the mental health agenda, but it could make a huge difference to listeners’ lives if we can help them by imparting this important message.

“Prioritising your mental health is hugely important and we are committed to spreading that message this Mental Health Awareness Week.”

Sarah Surgenor, Head of Communications and Fundrais-ing with St Patrick’s Mental Health Services, added: “We are delighted to formally launch Walk in My Shoes Radio today.

“Our aim is to provide 70 hours

I was surprised to hear that Lord of the Dance Michael Flat-ley’s retiring.

The famous River Dancer’s set to quit after he makes his de-but on Broadway with Lord of the Dance: Dangerous Games.

The 57-year-old star will take to the stage from November 7 to January 3.

Michael has said he has suffered broken bones and spine damage from dancing over the years.

The X Factor’s finally starting to catch up in the TV rat-ings war.

Over seven million people in the UK tuned into to watch the singing hopefuls on a recent Saturday night, but figures are still down on last year.

Simon Cowell’s ex Sinitta has said she believes people will soon start to tune in. I can’t help but feel the show has had its day!

Martin Kemp’s gut instinct that the latest Kray’s film would be a box office hit were spot on.

Tom Hardy’s version of the movie is going down a storm at box offices here and in the UK.

Martin starred with brother Gary in the original Krays movie back in 1990. Although he hasn’t seen the new version he says he knew it would be a winner.

Tributes are being paid to Jack Larson who played Jimmy Olsen in the 1950’s Adventures of Superman TV series. The legendary actor passed away aged 87.

He died at his home in Los Angeles.

That’s it from me. Until next week

the rats are back

Bob Geldof and the Rats played a blinder at Electric Picnic. Photo By ConoR MCCaBE PhotoGRaPhy▪

An old classic comes to DublinMICHAELL Ball and co-star Rebecca LaChance are pictured at the Bord Gais Energy Theatre as it was announced that the musical, ‘Mack & Mabel’ will run from October 27 to November 7.

The musical with a book by Michael Stewart and music and lyrics by Jerry Herman involves the tumultuous romantic relationship between Hollywood director Mack Sennett and Mabel Normand, who became one of his biggest stars.

In a series of flashbacks, Sennett relates the glory days of Keystone Studios from 1911, when he discovered Normand and cast

her in dozens of his early “two-reelers”, through his creation of Sennett’s Bathing Beauties and the Keystone Cops to Mabel’s death from tuberculosis in 1930.

The original 1974 Broadway production produced by David Merrick starred Robert Preston and Bernadette Peters received eight Tony Award nominations, including Best Musical, but did not win any.

Surprisingly, there was no nomination for Jerry Herman’s score. Although the original production closed after only eight weeks, the songs were praised, and subsequent productions, especially in Britain, have had success.

AFTER an exceptional performance at this year’s Electric Picnic, The Boomtown Rats will be homebound this December 6 with an intimate performance at Dublin’s Olympia Theatre.

Once banned from playing in their home country, it’s difficult to overestimate the shock and awe The Boomtown Rats inspired in late ‘70s Ireland. Fronted by “one of Ireland’s greatest lyricists” (Hot Press), they set out to “disrupt, disturb and question what it meant to be young in the Ireland of the mid-70s”.

Formed in 1975 in Dublin, The Boomtown Rats exploded out of Ireland in ’76 and their fast, loud, furious music and attitude meant they became part of the burgeoning punk scene. Singer Bob Geldof’s defiant motormouth arrogance and flagrant disrespect for authority endeared him and his band to every youth who felt weighed down by the heavy handed blandishments of church and state.

In the UK The Boomtown Rats first toured with the Ramones and Talking Heads, rocking and mocking the status quo alongside the Sex Pistols, The Clash, The Jam and The Stranglers. They became one of the biggest bands of the late 70s/80s with a string of top ten hits and platinum albums, earning them Brit Awards, Ivor Novellos and Grammy Awards.

Making history as the first Irish band to have a UK No 1 hit with ‘Rat Trap’, they went on to top the charts in 32 countries with ‘I Don’t Like Mondays’ and racked up six era-defining albums: ‘The Boomtown Rats’ (’77), ‘A Tonic For The Troops’ (’78), ‘The Fine Art Of

Surfacing’ (’79), ‘Mondo Bongo’ (’80), ‘V Deep’ (’82) and ‘In The Long Grass’ (’84).

In 1984, inspired by a TV report on the famine in Ethiopia, Bob Geldof organised the star-studded Band Aid and co-wrote ‘Do They Know It’s Christmas’, one of the biggest-selling singles in history. The next year he organised Live Aid. In the intervening years Geldof’s profile as a campaigning spokesman may have overshadowed his music career, but the seeds of his activism can be heard in the grooves of all

those Boomtown Rats hits and in his heart he’s just a humble song and dance man.

Says Bob: “Age, curiosity and cash prompted our interest in getting together again. Curiosity about each other and what we did together in the ‘70’ and 80’s. Curiosity about those songs that seem to have endured and the music and band that powered them.

“When I omce again sang Rat Trap, Looking After No 1, Mondays, Someone’s Looking At You, Banana Republic, She’s So

Modern etc, there was nothing I would change. On re-hearing, and re-singing them I understood that they could have been written yesterday. The circumstances within which they were written hadn’t changed.

“Tragically and unfortunately I could sing those words with utter conviction. This isn’t nostalgia, rather perhaps a time to be angry again. It’s time to go back to Boomtown.

The Boomtown Rats are live at the Olympia Theatre on December 6.

Take the lead on good dog walking etiquetteCorina Fitzsimons

SOME people are lucky to have dogs that happily trot along by their side off-lead, totter over to say hello to other dogs and come back when called - most of the time anyway!

Others may have dogs that see another dog and think: “OMG another dog; I must go over immediately and make friends!”

These dogs are usually kept on a lead for their own safety, as they probably wouldn’t see cars approaching. Also, their over exuberant nature is not appreciated by all, especially if they are on the large size and often their excitement can be misinterpreted as aggression.

Then there’s the third group: those dogs that are worried or scared by other dogs and become reactive and may lunge and bark to try and scare

the approaching dog away. For people that have dogs in

the second and third groups, out walking their dogs and desperately trying to train them to ignore other dogs, the worst possible scenario is the unexpected approach of an off-lead dog.

Despite the dog’s best intentions, his or her approach could possibly undo weeks and sometimes months of training for the other dog and land his owner and his progress back to step one.

The majority of dog walkers with dogs that can become overly excited on walks usually attempt to change or divert the reacting behaviour by distracting their dog with food or toys.

They may even teach them a command when they see a dog approaching in the distance and gradually build this up to the stage where their dog can pass another dog on lead without reacting.

However, the sight of an off lead dog running past or approaching can simply be too

DOGS TRUST CANINE COLUMN

much for sensitive dogs and can result in them reacting either by lunging to get closer to the other dog to play, or even to scare them away as they may see them as an approaching threat.

So, if you are lucky enough to have a perfectly behaved pooch,

please spare a thought for those struggling to train and socialise their dogs and consider popping them back on their lead quickly when you see another on-lead dog approaching. It’s good doggy etiquette and can save an awful lot of of stress.

Answer: Yes. You may care for two

people at once. If you are receiving the Carer’s allowance payment for one person, you may claim for a second person also. If you are providing care to more than one person you may be entitled to an additional 50 per cent of the maximum rate of Carer’s Allowance each week.

The person you are caring for must be over the age of 16 and so incapacitated as to require full-time care and attention or aged under 16 and getting a Domiciliary Care Allowance.

The person receiving care is regarded as requiring full-

care on a part-time basis in an established pattern can also share a single Carer’s Allowance payment and the annual Respite Care Grant.

Each carer must be providing care from Monday to Sunday but can do so on alternate weeks. A carer providing full-time care on a part-time basis is required under legislation to provide this care for a complete week (Monday to Sunday).

A carer who is providing care on a part-time basis to someone who attends a residential institution, for example, every other week, can also be accommodated on the Carer’s Allowance scheme. You must meet all the usual qualifying conditions for Carer’s Allowance.

How means test forFarm Assist worksQUestiOnhow is my income from different sources assessed for Farm As-sist? i work on the farm but i also do a bit of contracting and my wife works part-time.

AnswerThe means test for Farm As-

sist takes into account virtually every form of income you may have but assesses it in differ-ent ways. Your income from farming and any other self-em-ployment (like contracting) is assessed as the gross_ income that you or your spouse may be expected to receive minus any expenses you incur to earn that income.

When you apply for Farm Assist, a social welfare inspec-tor will call to see you and ask to see various documents. The inspector will then assess the costs incurred in connection with the running of the farm.

You are entitled to receive a copy of this farm income calcu-

lation. All of your means from self-employment are assessed (there are no disregards for de-pendent children).

Payments under the Ru-ral Environmental Protection Scheme (REPS), the Agri-En-vironmental Options Scheme (AEOS) or the Special Area of Conservation (SAC) scheme are assessed separately from other farm income.

The first €2,540 per year is deducted from the total amount of all these payments and 50 per cent of the remainder is dis-regarded. Expenses incurred in complying with REPS/AEOS/SAC measures are then deducted and the balance is assessed as means.

Income from an occupational

pension or leasing of land or milk quotas is assessed in full. Capital (including any property that you do not live in) is as-sessed using the formula ap-plied to all means-tested social welfare payments.

If you have an off-farm job, €20 per day (up to a maximum of €60) is deducted from your assessable weekly earnings and then 60 per cent of the re-mainder is assessed as weekly means. Your spouse’s income from employment is assessed in the same way. If you have sea-sonal work, you are assessed on your earnings only during the period you are actually work-ing.

The Irish Chamber Orchestra performs an exciting programme of works by Haydn, Mozart & Stravinksy on Thursday, October 8, in the RDS Concert Hall. The programme opens and closes with two Mozart symphonies.

No 51, which is a re-working of his ‘La Finta Giardiniera’ overture, and No 29 is a crystallization of the young Mozart’s revelatory self-confidence in ever-expanding musical structures.

Stravinsky’s neoclassical ‘Concerto in D’ was written in Hollywood in 1946. Its exciting rhythmic character inspired Jerome Robbins to choreograph it in his ballet, ‘The Cage’. It is virtuosic and unparalleled in the repertoire. His exploratory but exciting Septet is another ingenious composition featuring pianist Finghin Collins alongside members of the ICO.

Hourglass Theatre Company’s entertaining trilogy of one act plays entitled ‘Loose Change’ casts an ironic eye on the worlds

of education, finance, and family ties. In Best and Brightest a cynical tutor discovers the limits of knowledge when challenged by a palm reading undergraduate. Two brothers clash on the best way to care for their ageing mother in Sorted. And a conscientious bank clerk struggles to do the right thing as investors rush to sell their shares in the cat and mouse of Soft Landing. The cast features Colette Devaney, PJ Moore, Sharon Prendeville, Frieda McGragh, and Ian Patterson and it runs in the Maureen O’Hara Studio Theatre in The Mill Dundrum from October 13 to 17.

of huge benefit to ESB. They will also gain high quality experience as their careers progress in what is a rapidly changing business embracing power generation, net-works, supply, trading, marketing and international consulting.”

As part of their induction, the graduates will visit the iconic Turlough Hill hydro electric stor-age station which, 40 years on

since being commissioned, is still regarded as a massive feat of in-novative environmental engineer-ing.

ESB will be recruiting graduates from all the colleges for its 2016 graduate programme intake. This is expected to begin in October and applications for next year are open via the main ESB website on www.esb.ie

Going Outback in the new SubaruSeán Creedon

THERE is a fi rst time for every-thing in life and last week was the fi rst time I had to watch a video before I was allowed to drive a special edition of the Subaru Outback.

Subaru are very proud of the new safety feature in their re-vamped Outback and watching the video is recommended so that you can really appreciate how it works. The new technology is called ‘Eye Sight’ and it acts as an extra pair of eyes for the driver on roads like the M50.

Basically ‘Eye Sight’ works o two cameras which are installed high on the windscreen and see everything in your line of vision. You get pre-collision braking, which means that if you are trav-elling at less than 50 km/h the

car will automatically break if you are in danger of crashing into the vehicle in front.

It will work even if you are do-ing 120 km/h, but it’s more e ec-tive if you are travelling at less than 50 km/h.

Then you also have Adap-tive Cruise Control which should make your motorway driving much safer.

You can choose how far you want to stay behind the car in front and if another car overtakes you and cuts in on your lane, the system automatically ‘tags on’ to that vehicle.

The people in Subaru have been rigorously testing this new system and one of their Brit-ish drivers said that he used the brakes only four times on a trip

from Edinburgh in Scotland to Exeter in the South of England using the ‘Eye Sight’ technology. Near perfect driving there.

For over 20 years the Outback has acted as Subaru’s fl agship model in Ireland, winning praise for its practical, all-road nature and long distance capabilities. This is the fi fth generation of the Outback and apart from a new ex-terior look, there are also chang-es to the interior, which now has a seven-inch touch screen info-tainment screen on the dash.

With a name like Outback thoughts of Mick Dundee in the fi lm ‘Crocodile Dundee’ come to mind.

The 2.0-litre low-set boxer en-gine is brilliant and this motor would certainly be the vehicle of choice if you were heading out in the direction of the real Austral-ian outback.

MotoringRenault agrees ‘Late Late’ dealRTÉ has announced that Renault Ireland will be the new sponsor of ‘The Late Late Show’.

The sponsorship coincided with Ryan Tubridy returning to host the 54th season of the iconic show earlier this month on RTÉ One. An average of 611,800 view-ers watched The Late Late Show last season, delivering an average audience share of 42.2%, a two per cent increase on the previous year. In addition to being the most watched show on Irish television in 2014, last season’s Late Late Toy Show also became the most popular programme so far this century among Irish television viewers with 1.6 million people tuning in to watch the show, de-livering a 71.9% audience share.

As part of the one year deal as sponsor of The Late Late Show, Renault will receive exclusive opportunities to create stings to highlight its sponsorship of the show on RTÉ1, RTÉ+1 and on RTÉ Player.

At the announcement of the new sponsorship, Patrick Magee of Renault Ireland said: “We are delighted to partner with Ire-

land’s best known television show and a Friday night institution in Irish homes.

“Television plays a big part in our marketing strategy and we believe that sponsoring The Late Late Show is a great way of talk-ing to our key audiences. This an-nouncement is also timely as we launch our brand new Renault Kadjar crossover this month in Ireland in our 26 dealerships around the country.”

Geraldine O’Leary, Commercial Director, RTÉ Television added: “We are so pleased to welcome back Renault as sponsor of The

Late Late Show. We enjoyed a very successful partnership with the brand previously during its five year association with the show from 2001 to 2006 and we are very excited about working with Renault again.

“This is a true endorsement of the longest running chat show on television worldwide and rec-ognition of RTÉ One’s output and powerful audience reach. We look forward to another great partner-ship which I have no doubt will deliver real results for Renault Ireland.” For more on Renault visit www.renault.ie

make the most of apartment livingPEOPLE living in rented apartments often feel left out when it comes to decorating and interior design.

And with mortgages hard to come by, many of us could be renting for quite a while.

Few landlords will give the green light to tenants putting too much of their personal stamp on his or her property. And with a rented pad you can never be sure how long you’re going to stay so nobody wants to spend big on décor.

However, all is not lost. The good news is that you can per-sonalise your apartment without breaking the lease or the bank. And we’re going to show you how.

Of course, you’ll have to inform the landlord of any changes but most won’t mind a few improve-ments here and there. In fact, many will be even be willing to pay or at least defer the rent in return for a painting job or some new flooring.

Make the best use of your ex-

with decorative versions. There’s loads of funky types available in good DIY stores. Buy some plain wooden knobs and paint them with your own designs.

• Store the original knobs and put them back on before you move out so you can take your own handles with you to the new place.

• If the cabinet doors look gloomy, remove them and store them in a closet. Line the shelves with decorative paper and let your dishes become an open-shelf art display.

BAtHROOm:• If you have a wall-mounted

sink in the bathroom you can increase storage space by attach-ing a fabric skirt around the sink with Velcro. You can then stow toiletries behind the skirt and camouflage all that unsightly plumbing.

• Trim a plain wall mirror with a frame made from inexpensive molding. If the mirror attaches with clips, notch the frame back so it will fit over the clips and flat against the mirror. Decorate the molding with a colourful paint or rich stain.

WALLS:• Attach several yards or a few

yards of flat sheets to walls with Velcro. This temporary treatment hides tacky panelling, bad paint colours or a damaged wall.

• You can also hide damaged spots on walls with mirrors or pictures. You can even get some framed posters and you can take it all with you when you leave.

FLOORS:• A generic carpet of worn

hardwood floors in your apart-ment may give you the creeps but they can provide a great background for a set of area rugs. Rugs can be used to sepa-rate the room visually into differ-ent areas. If you have hardwood, ceramic or vinyl floors, use a non-skid pad for safety and to protect the floor.

• Make your own rug by buy-ing small carpet mats or discon-tinued carpet samples. With an upholstery needle and thread, stitch them together from the wrong side. For a simple elegant look, use one colour or slight var-iations of a colour throughout. If, however, you want a style that is

isting furnishings and improvise. You can use inexpensive surface solutions that are easily removed and taken with you to your next apartment.

Follow this guide to making the most of a rented apartment. After all, it is your home so why should you miss out on the joy of home improvement?

ROOmS:• Divide a large room or cre-

ate a private area by using fold-ing screens. They are inexpen-sive and you may be even lucky enough to find old doors with ventilation slats at a salvage yard or in a skip. Hinge together two or three of these louvered doors or even use regular hol-low-core doors. You can decorate them with fabric, wallpaper or paint.

• Separate a room into dining and sitting areas using a sofa as a divider. Place a drop-leaf table against the back of the sofa and you can open it up into a dining table when necessary.

WINDOWS AND DOORS:• Use tension rods to mount

curtains inside window frames. Sew a simple rod-pocket valance or swag the pole with a printed fabric. Use muslin, sheeting or a nice tablecloth.

• Use the same technique to add colour and privacy to door-ways - just make sure the pole is securely tightened and supports the weight of the fabric.

• Take down dingy drapery and swag fabric around the existing hardware. You can put the dra-pery back up when you leave.

• Add colour to kitchen win-dows with a display of coloured glass bottles.

more upbeat and funky, select pieces of different colours.

ARt:• Hang lightweight art from

fishing lines tacked into crown molding. Display framed prints on an artist’s easel.

• Shelves and cubby holes are great resting places for framed

art. Set the frame at the back of a table, a few inches out from the wall and lean the frame against the wall. You can attach squares of felt to the back corners of the

facebook.com/dublinpeople

frames to keep them from scuff-ing the wall.

Framed mirrors also look great leaning against the wall. A weighty object placed at the base of the frame will help keep them from slipping.

• Bookshelves can serve dou-ble duty as storage and display space. Mix books with compact discs, colourful vases, pictures and collectibles.

PLANtS:• Plants can add colour, life

and interest to a room, and they help clean the air.

• Try using a variety of differ-ent sizes and types of plants, but keep your situation in mind when making your selection.

Whatever the size or shape of your rented home, unique solutions can be easily found or invented to add a personal touch to a generic and sterile apartment without upsetting the landlord.

In fact, a cared-for apartment is a sign of a good tenant and he may even thank you for it.

Business seminar held locallyCHAIRPERSON of the Inde-pendents’ Alliance Parliamen-tary Group, Senator Feargal Quinn (Ind), and Deirdre Kelly of the Northside Centre for the Unemployed, Coolock, recently addressed a ‘Supporting Small Businesses’ seminar, organised by Finian McGrath TD (Ind), at the Marine Hotel, Sutton Cross.

The meeting was attended by small business owners/bud-ding entrepreneurs. While it was noted that business owners can never rely on the Government for support, entrepreneurs and small business owners insist that barriers be removed in respect of small business start-ups. Small business owners also strongly feel that getting paid and on time was also a signifi cant factor for survival.

The issues will be among those prioritised by Deputy McGrath in his forthcoming budget submis-sion.

Pictured at the seminar were Deirdre Kelly, Deputy Finian McGrath (Ind) and Senator Feargal Quinn (Ind). ▪
