It brings together electrical, computer, and other engineering and science professionals, faculty, and students to share the latest information through technical sessions, tutorials, and exhibits. Attendance and technical program participation from areas outside IEEE Region 3 are also cordially encouraged and welcomed. Scope of the Technical Program: IEEE SoutheastCon 2010 invites prospective authors to submit their technical work on all aspects of engineering, science, and technology of current interest, to the conference. IEEE SoutheastCon2010 is the annual IEEE Region 3 Technical, Professional, and Student Conference. It brings together electrical, computer, and other engineering and science professionals, faculty, and students to share the latest information through technical sessions, tutorials, and exhibits. Scope of the Technical Program: IEEE SoutheastCon 2010 invites prospective authors to submit their technical work on all aspects of engineering, science, and technology of current interest, to the conference. Technical Paper Submission Information: The submission and review of technical papers for IEEE SoutheastCon 2010 will be handled by the conference's paper submission and review system, accessible from the IEEE SoutheastCon 2010 website. The submitted papers must contain original work and not have been previously published or presented elsewhere. All full-length reviewed papers accepted for IEEE SoutheastCon 2010 will be published in the IEEE SoutheastCon 2010 proceedings on CD and IEEE Xplore. At least one author must pre-register for the conference, paying the full registration fee, in order to have their paper included on CD and IEEE Xplore. During the acceptance process, the corresponding author will identify the presenter of the paper. A total of 4 double-column printed pages are allowed for each full-length reviewed paper. A page charge of $100.00 will be applied for each extra page (up to 2 pages for full-length reviewed papers) exceeding the 4-page limit (6 pages maximum). All submissions must comply with International Traffic in Arms Regulations (ITAR), U.S. Office of Foreign Assets Control (OFAC) regulations, and IEEE policies.

Technical Presentation Format: Full-length papers may be presented in one of two technical presentation formats: an oral presentation format, or a poster-session format. Authors should indicate preference for either the oral presentation format or the poster-session format at the time of paper submission. Author preference for oral or poster presentation format will be honored where possible. However, conference organizers cannot guarantee any presentation format and reserve the right to set the presentation, due to constraints on facilities and schedules. Notification of final presentation formats will be through publication of the advance technical program schedule on February 22, 2010.

Tutorials and Workshops: Proposals are also invited for tutorials and workshops to be presented at IEEE SoutheastCon 2010. The proposal should include the tutorial or workshop objectives, a brief description (500 words), an outline, proposed length (one-hour, two-hour, or four-hour), and a short professional resume of the instructor. Please send proposals for tutorials and workshops to the Technical Program Chair by November 12, 2009. Tutorial and workshop presentation materials (in .pdf) and handouts (in .pdf) are due by February 1, 2010.

Copyright Information: Submission of a paper, an abstract, or other material to IEEE SoutheastCon 2010 represents the author's agreement to allow IEEE to publish the paper, abstract, or other materials in any written or electronic format for distribution to all interested parties in perpetuity with or without compensation to IEEE and without compensation to the author. The parties understand that the author is granting a nonexclusive license and all copyrights remain the property of the author. A copyright form must be signed by the author for each accepted paper or abstract to be published in the conference proceedings.

Conference Registration: Advance conference registration for IEEE members will be $150 per person plus an additional $150 per paper. For each paper, at least one author must pay the full non-student registration fee plus the additional paper fee. For example, an author of 2 papers would pay an advance registration fee of $150 + 2 x $150 = $450, and the co-authors would not be required to pay per-paper fees.

On behalf of the entire Steering Committee we are pleased to invite and welcome you to the IEEE SoutheastCon 2010 conference. We plan to have nearly 1000 participants with over 100 technical presentations and dozens of tutorials. The conference is returning to the Charlotte region after 17 years, having last been held here in 1993. In preparation for this year’s conference, many volunteers, patrons, and contributors have generously given their time and resources to make this year’s conference an enjoyable event and a tremendous success.

IEEE SoutheastCon 2010 is the premier annual conference hosted by IEEE Region 3, and is cosponsored by IEEE Region 3, the IEEE Charlotte Section, and the IEEE North Carolina Council this year. This important conference brings together electrical, computer, and other engineering and science professionals, faculty, and students to share the latest information. The conference offers a unique blend of technical sessions, professional tutorials, technical exhibits, student competitions, and IEEE Region 3 leadership meetings. Truly, few conferences offer such professional synergy and interdisciplinary breadth.

We are delighted that you are participating in this outstanding conference, and we have made every effort to ensure that your stay in the Charlotte-Concord metropolitan area is professionally rewarding and enjoyable. As you network with colleagues and friends, this program book will help provide information about the technical tracks, student competition, seminars, tutorials, and social functions.

We are grateful to have a team of dedicated and committed IEEE volunteers who have worked to make IEEE SoutheastCon 2010 a success. This tutorial will discuss various aspects of the Smart Grid.The presentation will provide an overview of the many dif-ferent proposals that are currently under discussion. These in-clude efforts to increase the penetration of renewablesources and plug-in hybrids, use of power electronics forpower-flow control, increased automation, monitoring, andcontrol in transmission and distribution networks, and newmetering schemes for commercial and residential customers.

Speaker Biography: Robert Cox is an Assistant Professor ofElectrical and Computer Engineering at UNC Charlotte. Hereceived his PhD in Electrical Engineering from MIT, and hasbeen at UNCC since 2006. His current research interests arerelated to control and diagnostics for power equipment andelectric machines. He is also heavily involved in the develop-ment of low-power converters for energy harvesting in wire-less sensor networks.

10:00-11:50AM:Introduction to Solid-State Lighting.The recent development of high-brightness LEDs based on III-Nitrides and AlInGaP has led to the possibility of revolution-ary new approaches for lighting that have become known asSolid State Lighting. Solid State Lighting technology haslargely been developed by those in the compound semicon-ductor community who have little or no understanding ofthe lighting industry. A similar lack of knowledge also existsabout the advances of LEDs for lighting applications in thegeneral lighting community. The scope of this course is toprovide a state-of-the-art review of the Solid State Lightingtechnology from both the perspective of the solid state scien-tist and those involved in the lighting industry.

Speaker Biography: Ian T. Ferguson is Professor and Chair ofthe Department of Electrical and Computer Engineering atthe University of North Carolina at Charlotte. Previously, hewas Professor in the School of Electrical and Computer Engi-neering at Georgia Institute of Technology and Director forthe Focused Research Program for Next Generation Lighting.Dr. Ferguson’s research focuses on the area of wide band-gapmaterials and devices (emitters, detectors and electronics)using GaN and ZnO and developing these materials for illu-mination, spintronic and nuclear detection applications. Hehas over 220 refereed publications, six book chapters, ten ed-ited conference proceedings, two books and multiplepatents. Dr. Ferguson is a Fellow of the IEEE and SPIE.

1:30-5:20PM:Nuclear Energy for Non-nuclear Businesspeople.

This session provides an overview of current nuclear industryenergy power generation technology and processes. The ses-sion is designed to provide a general conversant knowledgeof the business for those who are interested in or currentlyworking with people in the nuclear industry. Attendees willbe able to separate fact from fiction as they leave with anunderstanding of general operations and nuclear safety, usedfuel management, and nuclear power in the digital age.

Speaker Biographies: Dayna Herrick is Manager of Work-force Development for the generation division of Duke En-ergy. She is a registered professional engineer who hasserved in the nuclear industry for 19 years in a variety oftechnical and non technical roles. Dayna has a regional andnational presence in the nuclear industry in her service to theNuclear Energy Institute and the Carolinas Nuclear Cluster.

Keyes Niemer is a Project Manager of The Shaw Group (SGR),Nuclear Division. Shaw Nuclear provides engineering, pro-curement, construction, maintenance, environmental and re-mediation nuclear services to commercial, government andinternational clients. As Project Manager, Dr. Niemer is re-sponsible for the Shaw Module Program for new AP1000TMnuclear power plants.

Steve Nesbit is the Director of Nuclear Policy and Support atDuke Energy. In addition to supporting commercial nuclearpower plant operations, he has worked on several Depart-ment of Energy programs, including the Yucca MountainProject and the MOX project to dispose of surplus plutoniumfrom nuclear weapons. Steve has served on numerous indus-try committees and working groups sponsored by the Nu-clear Energy Institute, the Electric Power Research Institute,and the American Nuclear Society.

Victor (Vic) Fregonese is a Senior Manager with AREVA in theElectrical Systems Business Unit. He has 29 years of experi-ence in the nuclear industry. His background includes DesignEngineering Manager for a three unit nuclear power siteconstruction engineering, startup and commissioning, projectengineering and management, and profit/loss center man-agement. Vic has also served with the Institute of NuclearPower Operations (INPO), served as an industry standardscommittee chairman for the Instrumentation, Systems, andAutomation Society (ISA), collaborated on I&C projects withthe Electric Power Research Institute (EPRI) and has been aproject team leader for industry benchmarking with the Nu-clear Energy Institute (NEI).

This tutorial willpresent the fundamental principles of WSNs and extendhands-on practice with a commercially available sensor net-work platform to provide an understanding of this new tech-nology. An energy sensing application currently being usedwith several power generation and distribution facilities willalso be described.

Speaker Biography: Asis Nasipuri is an Associate Professorand the Graduate Coordinator of the Department of Electri-cal and Computer Engineering at UNC Charlotte. This class teaches the basics of RTOS through examples, basedon a representative RTOS, the POSIX-compliant MQX systemoffered by Freescale for their 32-bit processors. The classteaches the basic structures and some of the ‘build versusbuy’ considerations that need to be addressed when startinga potential RTOS-based project. This class is based on a com-mercial two-day workshop and includes live demonstrationsof some of the examples.

Dr. Robert Wilhelm is an Associate Provost for StrategicResearch Partnerships & Executive Director of CRI. Dr. Wil-helm has wide experience in both academic and businesscircles. At UNC Charlotte since 1993, Wilhelm was a found-ing faculty member for PhD programs in Mechanical Engi-neering, Biotechnology, Information Technology, andNanoscience. Before coming to Charlotte, Wilhelmworked at the Palo Alto Laboratory of Rockwell ScienceCenter and at Cincinnati Milacron. He co-founded a high-technology manufacturing company, OpSource, Inc.,in 2001. Evonik Energy Services will present the utilization of bio-mass as a fuel source for the generation of energy. The site is intended to house and managebiomass and solar energy facilities, provide waste watertreatment, Produce alternative fuels. “ReVenture Park”can be a model of technology and community teamworkas it approaches the energy and environmental challengesour nation’s faces.

Speaker Biography: Chris Neaville is an EnvironmentalEngineer, and he is President of Liability Transfer Associ-ates, LLC. He has 23 years of experience implementing re-mediation projects on a wide variety of active facilitiesand idle properties, including Superfund, RCRA, andBrownfield sites. Neaville worked for Shell Oil Companywhere he was responsible for assisting Shell companiesworld-wide with site investigation, risk assessment, andremediation. During 2001-2004, he started and managedShell’s Land Value Transformation business which derivedprofits from redevelopment of surplus property throughteaming with 3rd party developers. Over the past severalyears, he has initiated multiple renewable energy enter-prises that include solar, biomass power plants, and biogasto energy applications.

3:30-4:20PM: Low CO2 Emission Fossil FuelPower Generation Technologies: Research,Development and Demonstrations.

This presentation will first describe EPRI’s PRISM analysiswhich defines the technical pathways to achieving large-scale CO2 emissions reductions while meeting future U.S.electricity demands and it will explain the importance ofhaving a full portfolio of low CO2 emission power genera-tion technologies instead of relying only one or two op-tions. Then it will focus on the technical pathwaysassociated with coal power generation.

Theytreat “public” speaking as if it were somehow a thingapart from “private” speaking. They focus on mechanicsand ignore the fact that speaking – for an audience of 1or 100,000 — is personal, interpersonal and intimate. Thekey to effective public speaking is to achieve that inti-macy, that connection — not with the “audience” butwith every individual in the audience. In this session, wewill discuss ways to cultivate the mindset that will allowyou to achieve this connection. We will discuss what youmust do to adequately prepare – your material and your-self – for your presentation. We will discuss how to recog-nize the tell-tale signs that you are slipping away from theright mindset and what to do about it. We won’t focus onmechanics and we won’t talk about what to do with yourhands. With the right mindset, your hands will know whatto do, all by themselves.

Why do projects fail? Poor requirements managementprocesses (or lack thereof) have been identified as a lead-ing cause of project failure. To address this problem, or-ganizations utilize a number of approaches inrequirements definition and requirement gathering. How-ever, requirements activities, as employed in many organi-zations today, are unstructured and ineffective.Requirements are essential considerations in project de-velopment. Product requirements set the project scopeand therefore, determine what is and what is not coveredin the project. Successful projects are highly dependent onwell-defined and well-understood requirements. Require-ments management, when implemented as processes, andin collaboration with stakeholders, capitalizes on themajor contributors to project success. Requirements Man-agement is Level 2 requirement for SEI-CMM. It is also anessential part of the Project Management Institute’s Stan-dard for Project Management. This presentation focuseson how Requirements Management processes can addresscauses for project delays and failures, and contribute toproject success.

The problem of achieving increased resolution has a longhistory and for the last 50 years numerous attempts havebeen made to cheat the well-known diffraction limit thatresults in spatial resolutions being no better than theorder of the wavelength. In fact there is no fundamentalresolution limit based on wavelength, but noise usuallylimits what one can achieve in practice. Recent advancesin computational imaging suggest new ways to model im-aging systems and to represent information that canallow trade-offs between resolution, field of view and apriori assumptions about what one wants from the meas-ured data.
