The SLEX Contract
SLTC to undertake and finance all works required for the SLEX Project, without sovereign guarantee.
SLTC to operate/maintain the expressway system and its facilities following government standards
SLTC to recover its investment through the collection of toll fees by its assigned operator the Manila Toll Expressway Systems, Inc. (MATES), over a 30-year concession period from February 2006 (signing of STOA and approval thereof by the President of the Philippines) to February 2036
Concession Terms
(Toll Road 1) ALABANG VIADUCT- retrofitting 301 piers and footings- total replacement and addition of new slabs
and girders (350 new girders)- total replacement/widening of the bridge deckfrom 6 to 8 lanes
(Toll Road 2) FILINVEST TO CALAMBAreconstruction and widening from- 4 to 8 lanes up to Sta. Rosa- 4 to 6 lanes up to Calamba- rehab of 15 bridges

CHRONOLOGY OF OPERATIONS
May 22, 2010 -- MATES took over operations from PNCC. Prior to this date SLTC-MATES had no share in the toll fees collected by PNCC.
June 30, 2010 – Date of implementation of the new toll rates; voluntarily moved to July 7, 2010 in deference to inauguration of Pres. Aquino.
July 5, 2010 – Government through TRB asked for postponement of new rate implementation. New date was subsequently set for August 16, 2010.
August 13, 2010 – Supreme Court issued a TRO on rate increase in SLEX.
“… effective immediately and continuing until further orders from this court…enjoining you… from implementing the toll rate increases in the South Luzon Expressway.”

Mali: Kumita na ang Operator ng SLEX mula 2006 pa.
Tama: Noong Mayo 2, 2010 lamang naningil ng toll fees ang SLTC
Bago nito, walang bahagi ang SLTC sa toll fees na siningil ng PNCC hanggang sa binitawan nila ang SLEX noong a dos ng Mayo 2010.
Mali: Mahal ang toll fee sa SLEX.
Tama: SLEX toll fee ang pinakamababa sa buong bansa… lalo na’t libre ang gamit ng lahat na upgrades dito hanggang ngayon.
P0.76/km lang ang basic toll fee ng SLEX
Ito ang tamang singil para sa dating 4-lane, walang ilaw at sirang SLEX noon. Libre ang gamit ng dinagdag na 112 lane kms, bagong ilaw, bagong viaducts at 14 tulay, median, etc. hanggang ngayon.

Nichols – Alabang : P 65.00 (SKYWAY Ibaba) Alabang – Calamba : P 22.00 (SLEX) TOTAL: P 87.00
Sa kabuuang P87.00, P65.00 ang binabalik sa Skyway at P22.00 ang naiiwan sa SLEX.
28% lang ng mga motorista ang bumabayad ng P22.00. Karamihan ay dumadaan ng libre (Filinvest) o bumabayad mula P4 (Susana) hanggang P13.00 (Sta. Rosa).
Mali: “Exorbitant” ang maging dagdag singil sa SLEX
Tama: Ang dagdag singil na inaprubahan ng TRB ay P2.68 per km.

The SLEX toll rates among the Lowest
The approved toll rates for the SLEX are among the lowest among purely privately financed toll roads in the Philippines.
• STAR: P1.43/km/pcu (partly government funded)• SCTEX: P2.00/km/pcu (purely govt. funded)• NLEX: P2.12/km/pcu (purely private funded)• SLEX: P2.68/km/pcu -do-• COASTAL: P3.34/km/pcu -do-• SKYWAY: P4.84/km/pcu -do-
Current toll fee of P 0.76 centavos per km. cannot sustain SLEX financial obligations.
Collection -- P2.6M/day.
Operating exp -- P2.2M/day. Debt servicing -- P1.9M/day. SLTC creditors-- P1.6M/day.
Shortfall -- P3.1M/day.
• SLTC incurs daily losses of P6M• SLTC cannot pay bank loans & interest• SLTC can no longer provide appropriate level of service nor maintain additional lanes, and facility upgrades now being used for free.• Investor cannot recover investments• Future investors will be discouraged•

BENEFITS FROM THE REHABILITATED SLEX
Travel time reduced from 1 hour to 21 minutes -- Sto.Tomas to Alabang Vehicle maintenance costs reduced from P9.09 /km to P5.80 /km. Enhanced movement of landed and export goods, better compliance with shipping schedules; Rapid property development in South Luzon, leading to eventual decongestion of Metro Manila.
